A 40-year-old Communist Party of India-Maoist (CPI-Maoist) cadre involved in murder, arson and other incidents was arrested in Bijapur District of Chhattisgarh on October 1, reports The Pioneer. Superintendent of Police (SP), Kamlochan Kashyap said Madavi Budhram was Badetungali ‘president’ of Janatana Sarkar (Peoples Government) and Potenar ‘vice president’ of the Revolutionary People’s Committee (RPC) of the CPI-Maoist, carrying a reward of INR 10,000 on his head. He was a Local Organization Squad (LOS) member between 2006 and 2010, and was involved in several Naxalite [Left Wing Extremist, LWE] incidents between 2007 and 2020 including killing of villagers, firing on Police, planting Improvised Explosive Devices (IEDs) on highways, abduction and arson. As many as 20 warrants were pending against the arrested Naxalite.

Communist Party of India-Maoist (CPI-Maoist) outfits again threatened to carry out major attacks on Police Forces to obstruct increasing activities of Security Forces (SFs) including vigilance and patrols in the Naxal [Left Wing Extremism, LWE] stronghold areas, reports The Free Press Journal on October 3. They (the Maoists) claimed that attacks will be carried out to counter the intensive military operations launched by the Government Forces in their areas. In addition, the CPI-Maoist issued a press release on October 2, 2021, and mentioned that operation Prahaar was a total failure and the forces of the People's Liberation Guerrilla Army (PLGA) killed at least 90 Policemen and injured 269 in a period of 8 months (November 2020- June 2021). In the release, Maoist ‘spokesperson’ Pratap said, the major damage to SFs occurred during this period. Realizing that the failure of operation Prahaar, the Union Home Minister (UHM) Amit Shah did not put aside the national security advisor, but also planned a mega military plan on public money to eliminate the Maoists, which is carrying out the fight against fascist forces to secure justice for the deprived junta, Pratap alleged.

A 40-year-old man named Chandramohan Tirkey alias Charka was shot dead by suspected Communist Party of India-Maoist (CPI-Maoist) in Dalki under Goilkera Police Station area in West Singhbhum District of Jharkhand on October 2 night, reports The Pioneer. A Police official said, "The area Goilkera is Naxal [Left Wing Extremism, LWE] infested area. The murder might have links with ultras of banned outfit. We are investigating the incident." On receiving the information, Goilkera Police reached the spot and recovered the body and the used shells from the spot. A leaflet has also been found from the spot. In the leaflet Habba Dabba has mentioned the murder for becoming a hindrance in the gambling operation. The name of any organisation etc. is not mentioned in the leaflet.

An active member of the Community Party of India-Maoist (CPI-Maoist) in Chhattisgarh, identified as Rahul Musaki alias Pintu, surrendered before Superintendent of Police (SP), Vinit Agarwal in Kandhamal District of Odisha on October 10, reports Odisha TV. Rahul was a member of the Bansadhara-Ghumusar-Nagabali (BGN) Division and was involved in several Left-Wing Extremist (LWE) activities in Chhattisgarh and Odisha, SP, Agarwal said, adding, the surrendered Maoist hails from Talat village in Jegurgonda Gram Panchayat (village level local self-Government institution) under Konta Police limits in Sukma District of Chhattisgarh and had joined the rebel camp in 2015 after he was brain washed by senior Maoist leaders. “After working in the rebel camp for quite some time, Rahul decided to leave the extremism when he realised bias of the leaders towards the cadres. The recently crackdown on Maoist activities through various operations by security personnel is also affecting the movement of the Maoists,” said Agarwal. The surrendered Maoist was also attracted towards the developmental work and other activities taken up by Odisha Government in various cut-off areas.

Chhattisgarh Chief Minister (CM) Bhupesh Baghel on October 10 said the preliminary revenue survey to compile the record of land holdings in 19 out of the nearly 246 villages in the Naxal [Left Wing Extremism, LWE]-affected Abujhmaad region of the State's Narayanpur District has completed, reports devdiscourse.com. CM Baghel said that based on the preliminary exercise, residents of these villages will get benefits of the Government schemes. In the 22nd edition of his monthly (recorded) radio address programme 'Lokvaani', Baghel spoke on various development initiatives started at the District level in the State. ''We have initiated taking concrete action to address the problems of people living in Abujhmaad and its positive results will soon be visible at the ground-level,'' he said. The thickly-forested area of Abujhmaad, which means 'unknown hill', falls in the state's Bastar division and is located around 350 kms from the capital Raipur in the south. Spread over about 4,000 square kilometres, Abujhmaad is said to be a stronghold of the outlawed Community Party of India-Maoist (CPI-Maoist) as its dense forest serves as a hideout for its leaders. CM Baghel said that as many as 237 villages in Orchha block and nine villages of Narayanpur block in Abujhmaad area of the District were un-surveyed, as a result of which farmers (mostly tribals) living there were unable to get the benefits of various Government schemes.

The Central Government has sanctioned construction of as many as 233 roads across Jharkhand worth INR 13.96 billion in order to improve connectivity in the Naxal [Left Wing Extremism, LWE] hit areas of the State, reports The Pioneer on October 14. Under the scheme a total of 1753.77 kilometres road will be constructed other than 71 bridges. The rural development is likely to execute the plan by floating tenders. The road infrastructure will be developed in the ‘aspirational districts’ of Jharkhand. The Union Ministry of Rural Development (UMRD) took this decision in the light of a proposal made by the Jharkhand Government, and the proposal was approved at a meeting of the empowered committee chaired by Union Rural Development (URD) Secretary NN Sinha in Delhi on October 12. These roads will be constructed under the Prime Minister’s Village Road Scheme. According Jharkhand rural development department 979.350 kilometres of rural roads will be constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-3 which will cost INR 6.3065 billion. Similarly, 774.42 kilometres of roads will be constructed in the Naxal hit areas under the Prime Minister’s Village Road Scheme to improve connectivity. The Narendra Modi Government has given approval for construction of roads through Road Connectivity Projects in LWE affected Areas (RCPLWE) scheme. Under this, 125 roads and 71 bridges will be constructed worth INR 7.6542 billion.

Sundarraj Pattilingam, Inspector General of Police (IGP), Bastar Range on October 15 said that loss of senior ‘central committee’ (CC) members of Community Party of India-Maoist (CPI-Maoist) would certainty deplete the strength of the Naxal [Left Wing Extremism, LWE] movement in the region, reports latestly.com. Sundarraj said, "The loss of senior Central Committee members like Ramanana, Haribhushan, in the recent months is a big jolt for the CPI Maoist organisation. It would certainty deplete the strength of the Naxal movement. It is worth mentioning that in the last couple of years, two other central committee members namely Ramanana and Haribhushan also have died due to illness in the forest region of south Bastar." His statement came after senior CPI-Maoist leader Akkiraju Haragopal alias Ramakrishna alias RK passed away due to prolonged illness in Bijapur District on October 14.

A Community Party of India-Maoist (CPI-Maoist) ‘sub-zonal commander’, identified as Kishore Singh, carrying a reward of INR 500,000 on his head, was arrested from Aantikheta forest area near Kumdih village in Latehar District of Jharkhand on October 16, reports republicworld.com. Superintendent of Police (SP), Anjani Anjan said, the arrested Maoist Kishore Singh was keeping a tab on the movement of security personnel with an intention to harm them ahead of forthcoming Panchayat (village level local self-Government institution) elections. Police said Naxal [Left Wing Extremists, LWE] outfits have become active in view of forthcoming Panchayat poll in the State. Over 13 cases have been registered against Singh in different Police Station of Latehar District including the abduction of Garu Block Development Officer (BDO) and extortion cases.

After a three-day long operation, a joint team of Security Forces (SFs) on October 17 recovered a huge cache of explosives and other Community Party of India-Maoist (CPI-Maoist) articles from Tulasi Forest Range in Malkangiri District of Odisha, reports Odisha TV. The combing operation was launched by a joint team comprising Border Security Force (BSF) personnel, Special Operation Group (SOG) and District Volunteer Force (DVF) Malkangiri after receipt of credible inputs regarding presence of the Maoists on October 14, 2021. However, an exchange of fire broke out between the SFs and Left-Wing Extremists (LWEs) on October 15. Taking advantage of the hilly terrain, the Maoists managed to escape. “After a thorough search, several explosives and other Maoist articles including detonators, battery, Maoist kit bags and uniforms have been seized from the spot,” the Malkangiri Police said in a press release. One Self Loading Rifle (SLR) rifle with three magazines, One INSAS [Indian Small Arms System] assault rifle with a magazine, one separate AK-47 magazine, 59 rounds of SLR ammunitions, 21 INSAS ammunitions, Maoist kit bag, walky-talkies, electronic equipment, detonators, Improvised Explosive Devices (IEDs), remote controllers for IEDs, some medicines and Maoist literature were seized from the spot.

To tackle the Community Party of India-Maoist (CPI-Maoist) menace along Telangana-Chhattisgarh border, the State Police and the Central Reserve Police Force (CRPF) are building a base in Chennapuram village in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District of Telangana, reports The Times of India on October 19. The base would act as a shield against Maoists’ movement around Bhadradri and other regions. State Police has applied to the Union Ministry of Environment and Forest (UMEF) for diversion of two hectares of forest land to establish one company of 141 Bn CRPF and Police Force at Cherla Mandal for anti-Naxal [Left Wing Extremism, LWE] operations. Cherla-Pamida-Kistaram axis of Telangana will fall in the area. Police base will have barracks for CPRF, Commando Battalion for Resolute Action (CoBRA) and State Police Forces. It will have a kennel with sniffer and tracker dogs for finding explosives and extremists on the run. “Forces are already in this area. We are relocating them. We are hoping the police presence will deter the Maoists from infiltrating into Telangana,” Bhadradri Kothagudem Superintendent of Police (SP), Sunil Dutt said, adding, “Recruitments in Maoist party has dropped in the past few months. 100 youth influenced by Maoists surrendered recently. Influence area of Maoists is shrinking.”

To maximise network connectivity in inaccessible areas, Department of Telecom (DoT) has sanctioned 483 mobile towers with 4G features to be set up by Bharat Sanchar Nigam Limited (BSNL) in nine Districts of Odisha, reports The New Indian Express on October 28. This was based on the recommendations of the State Government under Left Wing Extremist (LWE) phase-II project with financial support of the Government of India, said head of Odisha Licensed Service Area (LSA) BK Nayak in a media conference at Koraput on October 27. Funds to the tune of INR 4.22 billion would be allotted from Universal Service Organisation Fund (USOF) for this purpose. Around 256 mobile towers have already been installed by USOF in 22 Districts in the State. Malkangiri, the Communist Party of India-Maoist (CPI-Maoist) turf, gets the top priority as 128 towers have been allotted to the southernmost District. Another 85 is allocated to Koraput, 33 to Rayagada, 22 for Nabarangpur, six each for Kandhamal and Kalahandi, 49 for Nuapada and two each for Bargarh and Boudh.

The National Investigation Agency (NIA) conducted searches at four locations in Bihar on October 28 in the case of recovery of arms and ammunitions from Communist Party of India-Maoist (CPI-Maoist) operatives in Jehanabad District of Bihar, reports latestly.com. NIA carried out searches at four places in Danapur and Chainpur in Patna District in Bihar. Searches conducted included the house and workshop of the accused and his associates. During the searches multiple parts of hand grenades, live rounds of ammunition, incriminating documents, Naxal [Left Wing Extremism, LWE] literature, and digital devices have been seized, said the NIA. The NIA registered the case on June 17 this year in connection with the recovery of arms and ammunition and other incriminating materials as well as documents from CPI-Maoist operative Parshu Ram Singh, a resident of Jehanabad in Bihar. The investigation has revealed that the accused had linkages with top Maoist leaders and was abetting the banned organization by providing hand grenades, explosives, and other arms and ammunition for the furtherance of terrorist activities in Bihar, Jharkhand and other States.

Maharashtra Cabinet Minister Eknath Shinde has received a threat letter suspected to have been sent by Communist Party of India-Maoist (CPI-Maoist), a senior Police official said on October 29, reports The New Indian Express. The Police official, attached to the Thane Police Commissionerate, said the Urban Development Minister received the threat letter 10 to 15 days back. Shinde, a Shiv Sena leader, is also the guardian minister of Thane and Gadchiroli Districts. The Police official said the letter warns that the minister, a resident of Thane city, and his family members will have to pay a "heavy price" for the State Government's actions against Naxals [Left Wing Extremism, LWE]. He said the letter has the CPI-Maoist, a banned outfit of Naxals, written on it. An offence under Indian Penal Code (IPC) section 506 (criminal intimidation) has been registered at the Wagle Estate Police Station in Thane District against unidentified persons, the Police official said.

Deputy superintendent of police (DSP), Dilip Khalko said that Superintendent of Police (SP), Chaibasa got secret information that Roi Kadulna alias Sukhram Dasta, the ‘area commander’ of banned PLFI Naxalite [Left Wing Extremist, LWE] organization has been roaming in the forest of Chaibasa and the border area of Khunti District. A joint team of Chaibasa District Force, Khunti District Force and Central Reserve Police Force (CRPF) 94th Battalion was formed and during the raid, two persons were arrested from the forest in the border area of Chaibasa and Khunti Districts. The arrested duo identified as Badiya Bhegra (20), resident of Tapkara under Ronhe Police Station limits in Khunti District, and Milu Kandulna (27), resident of Kendke village of Bandgaon Police Station area in West Singhbhum District, were active members of the banned PLFI Naxalite organization. Sukar Oraon, a dreaded cadre of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), was allegedly shot dead by cadres of his organization at Lawadag village under Ghaghra Police Station in Gumla District of Jharkhand on October 30 night, reports The Pioneer. The bullet-ridden body of Oraon was found in his bed under a tree where he was sleeping. JJMP cadres had set up a temporary camp in the forest area of Lawadag. His body was recovered after Gumla Sub-Divisional Police Officer (SDPO) Manish Chandra Lal and Gumla circle inspector SN Mandal reached the village on October 31 morning. Police recovered around a dozen spent cartridges, INR 3,200 cash. It seems that he was shot dead either by INSAS [Indian Small Arms System] assault rifle or AK 47. There were seven bullet injuries on his body. Police also recovered his mobile phone and other things from the camp. Sources in the Police said that Naxal [Left Wing Extremist, LWE] was probably killed by his men following a dispute over the distribution of ‘levy’ (extortion money). Oraon was active in Gumla District for the past nine years and he had expanded the base of JJMP in the District. But he is said to be never shared ‘levy’ money with his team.
