The Maharashtra Government extended the Naxal [Left Wing Extremism, LWE] Surrender Policy in the State for two more years, reports Free Press Journal on September 8. The decision was taken by the State Government on September 7, officials said, adding, the policy was introduced in 2005 with the aim to curb the Naxal movement in the State. Recently, the Police in Gadchiroli had taken initiatives to create job opportunities for Naxal-affected people so that they do not take the wrong path. This year, 22 Naxals have been killed by the Police in encounters and at least eight Naxals have surrendered. "Naxal surrender Policy has proved to be a successful weapon against the Naxal movements in the state. Considering this, the Director General of Police had requested to give a two-year extension to this policy. The government has hence given an extension to the policy till August 2023," said a State Government official. "The policy is indeed very useful. We had formed a self-help group for those who were into Naxal activities and provided them with different training. For the unemployed from the tribal, we help them in skill development so that they get a job or self-employment opportunities," Superintendent of Police (SP), Gadchiroli, Ankit Goyal said.

The Jharkhand High Court on September 9 has expressed its concern over the rising cases of Communist Party of India-Maoist (CPI-Maoist)-related violence in the State, reports UNI. The court said that over the last few years incidents related to Naxalite [Left Wing Extremist, LWE] had declined, but now there is a rising trend, which is a disturbing sign. The Police have sounded an alert across the Kolhan division in view of the Communist Party of India-Maoist (CPI-Maoist) ‘foundation day week’ observance starting from September 21, reports The Avenue Mail on September 21. As part of the strategy, Policemen have been asked to avoid routine movements. They have also been asked to strengthen the intelligence network along the borders with West Bengal and Odisha to assess the situation and avoid violent incidents. Meanwhile, the Police intensified the anti-Maoist operations in areas along the border with West Bengal. Sources informed that the high alert has been after intelligence reports that the Maoists may indulge in violence in Seraikela Kharsawan. According to sources, Seraikela Kharsawan has emerged as the hotbed of Naxal [Left Wing Extremism, LWE] violence with the banned outfit CPI-Maoist increasing its activities. Sources informed that apart from wall painting and waging poster campaigns to trigger blasts, the Maoists have made their presence felt to the Security Forces (SFs) involved in anti-Maoist operations. Sources informed that there are intelligence inputs that CPI (Maoist) may indulge in demonstrative acts of violence by targeting SFs and economic infrastructures such as trains, buses, railway stations, bus stations and other places where people are likely to gather in significant numbers. According to intelligence sources, the rebels are trying to observe the ‘foundation day week’ by organising small meetings at a number of places in West Singhbhum and adjoining Seraikela-Kharsawan District, and Chowka forest is one of the probable venues for such meetings.

With their surrender, 429 Naxals [Left Wing Extremists, LWEs] have so far quit the violence in the District under the ''Lon Varratu'' (term coined in local Gondi dialect which means return to your home/village) campaign, launched in June last year, he said, adding, Dantewada Police have put up posters and banners in the native villages of at least 1,600 Naxals, mostly carrying cash rewards, and appealed to them to return to the mainstream under the drive.

Asserting that Left Wing Extremists (LWE) are now confined to only two Districts in Andhra Pradesh, State Home Minister Mekathoti Sucharitha on September 26 urged the Centre to support the development of backward and tribal areas, reports The New Indian Express. The Communist Party of India-Maoist (CPI-Maoist), whose numbers have now diminished to 50, are confined to Visakhapatnam and East Godavari she said, adding that the ultras were earlier active in five Districts. She was speaking at a high-level meeting of Chief Ministers from Maoist-affected States at Vigyan Bhawan in New Delhi. The development of Andhra Pradesh has resulted in checking the Maoist menace. Referring to the reforms brought in by present State Government, Sucharitha said the setting up of Village Secretariats ensured that welfare activities reached the remote tribal areas. Attributing backwardness as a reason aiding Maoists, Sucharitha asserted that developing education and health sectors, and improving basic infrastructure facilities could curb the menace. She said the State Government has been extending health and medical facilities to the downtrodden through Mana Badi Nadu-Nedu, Amma Vodi and also by operating health centres at Village Secretariats. She urged the Centre to further improve 4G and road connectivity to remote tribal areas. She also sought the Centre’s clearance to take up road works in agency areas. “The number of Ekalavya schools should also be increased,” she said.

The geographical influence of the Communist Party of India-Maoist (CPI-Maoist) has contracted to only 41 Districts in the country, a sharp reduction from 96 such Districts in 10 States in 2010, according to data provided by the Union Ministry of Home Affairs (UMHA) to Chief Ministers and other officials at a meeting held on September 26, reports The Hindu. “These miscreants have been pushed to a few pockets with only 25 districts accounting for 85% of the LWE violence in the country,” the Ministry said in a statement. Union Home Minister (UHM) Amit Shah chaired the meeting to review the security and other developmental aspects in the Left Wing Extremism (LWE) affected States at Vigyan Bhawan in New Delhi on September 26. Home Minister Amit Shah said Prime Minister Narendra Modi had taken a decision to bring down the fixed expenditure of States on deployment of Central Armed Police Forces (CAPFs) and the expenditure by States has reduced by about INR 29 billion in 2019-20 as compared to the 2018-19. Shah also said in the past two years, a successful effort has been made to increase the security camps in areas where security was not stringent, especially in Chhattisgarh, Maharashtra and Odisha. Shah said those who want to give up arms and join mainstream are heartily welcome, but those who take up arms and hurt innocent people and the Police, will be given the same response. “The root cause of dissatisfaction is that development has not reached there in last six decades since Independence and now to deal with it, it is very essential to ensure accessibility to fast-paced development so that common and innocent people do not join them,” he said. According to the Ministry, there has been a gradual decline in the number of LWE incidents in the last decade. The incidents have reduced from 2,258 in 2009 to 349 incidents till August 31 this year. The number of deaths reduced from 908 to 110 during the same period. The UHMA first created the LWE desk, a separate department to address the Maoist issue in 2006. “Few new areas have been identified as potential locations for emergence of this phenomenon. To arrest the expansion plan of the CPI (Maoist) and also to restrict them to bounce back in the areas recently taken away from LWE influence, 8 districts have been categorized as ‘District of Concern’. The revised categorisation is a more realistic representation of current LWE scenario,” the Ministry stated.
