Delhi Police on April 3 filed two chargesheets in the September 13, 2008 Delhi serial blasts case naming 29 terrorists belonging to Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM), reports The Times of India. The chargesheets name LeT 'commander' Abu al-Qama on the list of 29 calling him "mastermind behind creating of IM and responsible for the September 13, 2008 blasts of Delhi". IM operatives includes: Amir Reza Khan, Riyaz Bhatkal, Iqbal Bhatkal, Yasin Bhatkal and Assadullah Akhtar apart from other terrorists. Qama was also the main planner of the October 29, 2005, serial blasts of Delhi, carried out solely by LeT militants. Riyaz Bhatkal, works under Abu al-Qama's command from Pakistan, says the Delhi Police chargesheet. Yasin Bhatkal and Akhtar aka Haddi provided explosives and ball bearings to the Atif Ameen-led module for the serial blasts. The 29 terrorists were chargesheeted for offences punishable under Indian Penal Code (IPC), Explosives Act, Unlawful Activities (Prevention) Act (UAPA) and IT Act. The chargesheets were filed in the court of additional sessions judge Daya Prakash, who fixed them for consideration on April 19, 2014. Of the 29, 16 have been arrested. Two of the chargesheeted accused, Atif Ameen and Sajidwere were killed in the Batla House encounter of September 19, 2013.

The National Investigation Agency (NIA) has increased surveillance since last few months and its major priority is to stop the flow of Fake Indian Currency Note (FICN) during elections, India Today reports on April 4. "Crores of currency notes which are not printed in Indian mints has landed in the country," one NIA official disclosed. But the agency does not have a uniform estimate of the fake currency in circulation. The NIA source say, "till recently, higher denomination notes dominated the fake market, but now printing smaller denominations like INR 10 and INR 20, which are harder to detect or seize, have the potential to cause a loss of confidence in the Indian rupee." According to NIA, after being printed in facilities across the border, the consignments are smuggled into India through a well-established channel in Nepal, Bangladesh, Sri Lanka, Thailand, Malaysia, and the United Arab Emirates. In 2013, the China route was used to send a FICN consignment into India. Organised crime syndicates and terrorist groups like the Lashkar-e-Toiba (LeT) and the Indian Mujahideen (IM) are also part of this racket, along with drug traffickers, arms smugglers, and possibly some Indian customs personnel.

The Union Ministry of Home Affairs has given notification to the National Investigation Agency (NIA) Special Court I in Kochi (Kerala) to resume trial of NIA cases registered in the state, reports New Indian Express. The notification was published in the Gazette on March 25, 2014. "Since the notification has been published in the Gazette, the order in this regard would come soon,” an NIA official said. Important cases like Vagamon Students Islamic Movement of India (SIMI) camp case, Kalamassery bus burning case and several Fake Indian Currency Note (FICN) cases are pending before the court for trial. The accused persons in the Vagamon SIMI case are believed to be behind the Ahmedabad bomb blast case with some of them having links with top leadership of the Indian Mujahideen (IM). Kalamassery bus burning case is another important case in which Thadiyantavide Nazeer, a suspected south Indian 'commander' of Lashkar-e-Toiba (LeT) and Sufiya Madhani, wife of Abdul Nasser Madhani, are the accused. Currently, the trial of the palm-chopping case is going on at NIA Special Court II in Kochi.

Daily Excelsior reports on April 8 that three more persons including one Army officer, one Policeman and 'divisional commander' of Lashkar-e-Toiba (LeT) were killed and six security personnel were injured in a fierce gun battle with militants in Zunreshi area of Chowkibal in Kupwara District on April 7. Earlier it was reported that one Policeman and one militant were killed and seven security personnel including a Police officer were injured, now with these three more killings death toll rises to five. Inspector General of Police (IGP), A G Mir said, “Two militants, two Policemen and one Army officer were killed in the overnight gun battle.” Huge cache of arms and ammunition was recovered from the encounter site”, he added.

One Police man and one militant were killed and seven security personnel including a Police officer were injured as Security Forces (SFs) trapped a group of Lashkar-e-Toiba (LeT) militants in Zunreshi area of Chowkibal in Kupwara District on April 7, reports Daily Excelsior. Superintendent of Police (SP), Maqsudul Zaman, said that Handwara Police, Kupwara Police and Army launched a joint operation in Zunreshi area of Chowkibal in Kupwara District. The SP said that operation was launched in the evening when Handwara Police received information about presence of a group of LeT militants in the area. He said that area was cordoned off and militants opened fire on SFs leading to a fierce gun battle.

A court in New Delhi allowed the plea of Delhi Police seeking 15 days time to conclude investigation against suspected Lashkar-e-Toiba (LeT) operatives Mohammad Rashid and Mohammad Shahid after the investigators said the efforts to arrest wanted accused Abdul Subhan were still going on, PTI reports on April 11. Rashid and Shahid were arrested from Haryana's Mewat region in December, 2013 in connection with a case of planning to carry out terror attacks in Delhi and adjoining areas. According to Police, "Wanted accused Abdul Subhan is still absconding and non- bailable warrant against him has been issued by the court. With the arrest of this wanted accused, the missing links in the conspiracy are likely to be established which require that period of investigation and judicial custody of these accused (Rashid and Shahid) be extended", reports Business Standard. The court allowed the plea of the Special Cell and granted it time till April 23, 2014 to conclude its investigation.

At least four persons, including two Policemen and two militants, were killed in a militant attack on a resident of National Conference (NC) leader Yawar Masoodi in Khrew area of Pulwama District on April 13, reports Daily Excelsior. Deputy Inspector General (DIG) of Police, South Kashmir range, Vijay Kumar said that two militants of Lashkar-e-Toiba (LeT) identified as Abu Zaid Hamid resident of Pakistan and Usman Gori resident of Abbotabad of Khyber Pakhtunkhwa (KP) Province of Pakistan attacked the residence of Masoodi at around 2:20 pm. Masoodi, who was inside the premises, remained unharmed but his Police guards, Vinod Kumar and Abdul Hamid were killed. The militants snatched away service weapons of the Police including one AK-47 rifle and one pistol. Kumar said both the militants were killed in the encounter after they were trapped in an open field. The snatched rifle and two AK-47 rifles were recovered from them; however, pistol is still missing. Meanwhile, Al-Shohada brigade, a shadow outfit of LeT, in a statement issued to a local news agency claimed responsibility for the attack.

Two Lashkar-e-Toiba (LeT) militants were killed and two Policemen injured on April 14 in a 22 hours gun battle at Shadab Colony in Ahmad Nagar area of Srinagar, reports Daily Excelsior. A Police Spokesman identified the two militants as Chota Hafeez and Huzaifa Sindhi. “They are foreigners and were associated with the LeT,” he added. The injured Policemen are Constable Qazi Maqsood and Constable Tanzeem. It was a joint operation conducted by Special Operation Group (SOG) of Jammu and Kashmir Police and 23 Battalion of Central Reserve Police Force (CRPF) and Seema Suraksha Bal (SSB). A senior Police official said these militants were active in Ganderbal and Kangan of Ganderbal District along with Tral area in Pulwama District for past five months. Moreoever, a Jamait-ul-Mujahideen (JuM) 'spokesman' told that two JuM militants were hiding in a house at Ahmad Nagar and both had a constant contact with their militant headquarters till the gun battle erupted.

The Police Chief stated that most of the militants operating in valley hail from Punjab area of Pakistan and there are no reports with the security establishment that the ultras are from any third country like Chechnya, Bosnia or Afghanistan. The militants operating in valley are either from Pakistan occupied Kashmir (PoK) or Pakistan, he added. He remarked that there are three main militant groups active in valley: Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammad (JeM). Prasad also stated that there is no Al-Shuhada brigade operational in Kashmir and the name is being used by the banned militant outfits like JeM and others. He stated, “Earlier the attacks at Kutua were claimed by Al Shohada but we had clear cut information that it was Jaish-e-Mohammad that had carried out the attacks. It is there old technique. Lashkar doesn't want to come into prominence as it was already banned internationally. After every incident they come up with the new name till that gets old.”

Special Operation Group (SOG) and Army’s 22 Rashtriya Rifles also recovered an AK-47 rifle from them. Imran was also arrested along with LeT 'commander' Fahadullah from Sopore in May, 2013. However, six months later, he was released from jail. Superintendent of Police (SP), Sopore, Abdul Qayoom said that it was not clear whether the man arrested with the alleged abductor was a Policeman. “We’re not sure if Mudasir is a cop or not. I can’t confirm or deny it. We have recovered an identity card from the house and on that basis we’re conducting investigations,” he added. Officials said Dar flanked by his associates barged into the house of Ghulam Mohi-ud-din War in Nowpora and tried to abduct his daughter. However, the family raised an alarm which caught the attention of their neighbours. “Imran and his associates fled from the spot leaving behind an assault rifles,” they said. When the news of attempted abduction spread in the area, angry residents converged outside Imran's residence and tried to set it ablaze. However, Police reached the spot and brought fire tenders to douse the flames. The house, however, suffered partial damage.

Indian Mujhaideen (IM) operatives Tehsin Akhtar and Waqas, revealed to Delhi Police that terror groups in India, are relying more on indigenously made weapons and ammunition, from underground ‘arms factories’, rather than smuggling them in from abroad, an official said, Oman Tribune reports on April 21. Special Commissioner of Police S.N. Srivastava said that the IM has begun to rely on what is called in local parlance as ‘country-made weapons’ to keep off the radar of security agencies. “Earlier, members of SIMI (Students Islamic Movement of India), Lashkar-e-Toiba (LeT) and other Kashmir-based terror groups used to procure arms and ammunition from overseas. But the IM has changed its strategy,” Srivastava said. “The IM men are able to easily get country-made weapons from local criminals. This strategy also puts them at a low risk of arrest,” said the officer. Another officer said that Tehsin and Waqas were adept at putting together explosives for the terror group. The IM members were carrying 70 bombs, which they were planning to use to mar the Lok Sabha (Lower House of Indian Parliament) elections. The arrested IM operatives, all part of the Rajasthan module, told interrogators that they were taking the help of local criminals to purchase arms and explosives.

Special Cell of Delhi Police told the court that there was circumstantial evidence against Tunda as 40 kilogram explosives were recovered from the house of his brother in Delhi, where he was also residing, and four other accused, who had faced the trial earlier in the case, had also given confessional statements that they had hatched the conspiracy for terror strikes here on the instructions of Tunda. "These accused had conspired to commit terror strikes and there are confessional statements of four co-accused against Tunda," public prosecutor Rajiv Mohan told Additional Sessions Judge Bharat Parashar.

The recording of the statements from officers of the Federal Bureau of Investigation (FBI) and independent witnesses had been stalled since 2010 because of the US resistance to the presence of Indian Police officers during the process. However, the court adjourned the matter till July 15, 2014 as the concerned file was not returned from Supreme Court in which the proceedings were to be initiated. Earlier Tunda was in judicial custody in Ajmer but later he was handed over to Delhi Police. While Tunda was in Tihar Jail, his accomplice Kamaruddin was in Ajmer Central Jail. The Central Bureau of Investigation (CBI) also interrogated Tunda about the financial sources for the serial terror attacks in India. Tunda is facing trial in 1993 Rajdhani Express serial blast case and his name is also included in the chargesheet of Jaipur and Delhi bomb blast cases.

"In view of the sensitive nature of the cases, there may be danger to Jundal's life as informed by Police to the state, and therefore, the court cannot interfere by quashing the GR of the government.
