India on December 5 denounced as "mainstreaming of terrorism" the rally held by Lashkar-e-Toiba (LeT) 'founder' and Jamat-ud-Dawa (JuD) 'chief' Hafiz Muhammad Saeed and said it was against all evolving global norms on terror, reports The Times of India. Saeed addressed a public rally, apparently facilitated by Pakistani authorities who even ran special trains for it, at the ground of 'Minar-e-Pakistan' in Lahore. "What is happening in the so-called 'ishtimaah' (congregation) of the JuD ... I think I would describe it as nothing short of mainstreaming of terrorism," said Ministry of External Affairs (MEA) Spokesperson Syed Akbaruddin. "This was an event which took place at the national monument in Pakistan. It was an event (for which) large number of police personnel were deployed. The event which was advertised all over Pakistan. And it was an event by an organisation which is proscribed not only by India but the US, UK, Australia and the UN. Also, it was addressed by an individual who is designated as a terrorist by UNSC. These facilities are provided to a designated terrorist organisation," he said.

Ministry of Home Affairs (MHA) has directed the Border Security Force (BSF) to intensify vigil along the International Border (IB) in the wake of repeated attempts by militants to infiltrate into Jammu & Kashmir, reports Times of India on December 7. Official sources said that in the past two months, Pakistan-based militant groups like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) have made many attempts to infiltrate into the country some of which have been successful. According to the Ministry statistics, there have been more than 130 infiltration attempts till October and of these nearly 45 have taken place in the past three months. In 2013, there were 354 cases of infiltration along the India-Pakistan border in which 56 militants were killed and 145 others arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. Similarly, in 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 others were arrested. Interestingly, a total of 545 incidents of ceasefire violation also have taken place along the Line of Control (LoC) and International Border (IB) till November 25. Of these, 395 incidents of ceasefire violation have taken place along the IB and 150 incidents of ceasefire violation took place at LoC till November 25. There were 199 incidents of ceasefire violation along the LoC in 2013 and 148 along IB in 2012.

Recent intelligence inputs had warned of possible terror strikes by Lashker-e-Toiba (LeT), Students Islamic Movement of India (SIMI) or remnants of Indian Mujahideen (IM) based in Pakistan, at places with high footfalls, including malls, railway stations, and, prominently, schools. A month ahead of US President Barack Obama’s visit to India, the security establishment in India is on its toes with the Intelligence Bureau (IB) warning that Laskhar-e-Toiba (LeT) may target two “unspecified hotels in the national capital and the Delhi-Agra highway”, Asian Age reports on December 18. While security in and around New Delhi is being increased following inputs shared by American intelligence agencies, officials are also alive to the possibility that “hotel” and “highway” may be code words for other possible targets. As a result, security at all vital installations, sensitive locations and public places with high footfalls is being intensified. Union Home Minister (UHM) Rajnath Singh said that all states were told to ensure “target hardening” of vulnerable places and installations, including the Railways and schools, after the Peshawar attack. The Times of India adds that the intelligence agencies have also warned of a serious threat from Students Islamic Movement of India (SIMI) operatives, who, they claim, have capability to carry out attacks in most parts of the country.

India is all set to issue a country wide terror alert on December 17 (today) asking all the states to maintain full vigil for at least the next two months, reports dnaindia.com. The advisory comes at a time when festive season of Christmas and New Year is on and the US President Barack Obama has confirmed his presence for the Republic Day parade on January 26, 2015. Sources said that though terror attack by Taliban that killed at least 146 school children is not directly connected to India, the network of hardened affiliate terrorists like Lashkar-e-Toiba (LeT), al Qaeda, Indian Mujahideen (IM), Jaish-e-Mohammed (JeM) and Jama'atul Mujahideen Bangladesh (JMB) etc. can always get emboldened by such incidents and take the fancy to do something more to keep the momentum of terror strikes. A detailed advisory is expected to be issued by the Union Ministry of Home Affairs (UHMA) telling state governments, markets associations, railway stations, religious places and Shopping Malls to take specific steps to thwart an attack.

One Army jawan Kuldeep Singh (belt no. 13772750) of 4 Para was injured during the encounter. Sources said that the killed militant had to receive a militant group in the area and troops are searching those militants. "Grant of bail to Lakhvi will serve as a reassurance to terrorists who perpetrate heinous crimes. We call upon the Government of Pakistan to immediately take steps to reverse this decision. There can be no selective approaches to terrorism," said the Spokesperson of the Ministry of External Affairs (MEA). Further, Union Home Minister (UHM) Rajnath Singh also expressed disappointment and stated, "Only yesterday (December 17), Nawaz Sharif had said he would fight terrorism till the very end ... Reports on December 19 (today) said that the authorities have increased the security of Tihar Jail following intelligence inputs that the high profile prison may be targeted by terror outfits like Lashkar-e-Toiba (LeT) to free terrorists lodged there. "Following the high alert in the capital, the security of the jail has been increased by several notches. No risk will be taken as far as the security of the inmates and the prison is concerned," Mukesh Prasad, Deputy Inspector General (DIG), Tihar Jail commented on December 18. There are reports that LeT may execute a fidayeen (suicide) attack to release several hardcore Pakistani terrorist lodged in the jail. “Security has been enhanced and tight vigil is being kept on every movement within and outside the jail," a Tihar Jail source said.

India said that financing to terror groups is supplemented by illegal resources generated through drug trafficking, piracy, kidnapping for ransom and extortion even though the terror organizations are placed on the Council's sanctions list and are subject to travel bans, freezing of assets and an arms embargo. Listing of a terror group should cut off the "lifeline that sustains terrorism. This, unfortunately, does not always happen," India's acting permanent representative to the UN, Bhagwant Bishnoi, said in an open debate in the Council on terrorism and cross-border crime. "Lashker-e-Taiba obviously does not live on love and fresh air. They have more than adequate funding. Regrettably, there seems to be little that the Council's sanction committees can do about such violations of the sanction regime," he said.

Zarrar Shah, had set up an internet phone system to disguise his location during the Mumbai attacks by routing his calls through New Jersey in United States (US). A detailed investigative report by the New York Times, ProPublica and the PBS series ‘Frontline’ titled ‘In 2008 Mumbai Killings, Piles of Spy Data, but an Uncompleted Puzzle,’ said that Shah, contacted the New Jersey company, “posing online as an Indian reseller of telephone services named Kharak Singh, purporting to be based in Mumbai.” Shah had set up the VoIP service through the New Jersey company, ensuring that many of his calls to the terrorists would bear the area code 201, concealing their actual origin. The report described Shah as a “digitally savvy operative” who had “strong ties to Pakistani intelligence and an intense hatred for India.” “As he made his plan, he searched on his laptop for weak communication security in Europe, spent time on a site designed to conceal browsing history, and searched Google News for “indian american naval exercises”— presumably so the seagoing attackers would not blunder into an overwhelming force,” it said. In mid-September, 2008, during a session, which took place in a huge “media room” in a remote camp on the border with Jammu and Kashmir, Shah and fellow plotters used Google Earth and other material to show 26/11 attacker Ajmal Kasab and nine other militants their targets in Mumbai, according to court testimony.

The arrest of a Bangalore-based executive, Mehdi Masroor Biswas, who was operating a pro-IS Twitter handle to propagate the ideology of the Middle-East terrorist group, climaxed some disquieting events earlier in the year. The disappearance of four Mumbai youths in Iraq-Syria and return of one of them raised concerns over how some of the Indian Muslim youths have become radicalized through social networking sites and other cyber outlets. Intelligence Bureau (IB) Chief Asif Ibrahim recently said there was an imminent danger of Indian youths moving to the conflict zone (Iraq-Syria), emerging as a role model and such developments may directly or indirectly pose a threat to the country. "The threat potential is accentuated with some lower rung elements returning from conflict zone," he had said. The Indian hinterland continues to remain the prime focus of Pakistan-based terrorist outfits, particularly the Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM), as the Union Ministry of Home Affairs (UMHA) found that these groups were setting up their infrastructure in Bangladesh and using the porous Indo-Bangla border to send arms and ammunition into India. Blast in a madrasa (Islamic Seminary) in West Bengal's Bardhaman District has pointed out designs of the terrorists of the neighbouring country to set up bases in India. During 2014, the UMHA also extended the ban imposed on Students Islamic Movement of India (SIMI) saying if not curbed, the outfit will reorganise and "disrupt the secular fabric" of the country. The extension came as the government found that the activities of the outfit continue to be "prejudicial to the integrity and security of the country".
