The Intelligence Bureau (IB) has issued a specific alert alarming for a possible suicide attack, on Bharatiya Janata Party (BJP) Prime Ministerial candidate Narendra Modi, which could be on the lines of the one on the former Prime Minister Rajiv Gandhi in 1991, Deccan Chronicle reports on May 9. It also states that the attempt is likely to be in Varanasi (Uttar Pradesh) and Vadodra (Gujarat), Modi’s own constituencies. The security agencies are tracking various members of the organizations such as Lashkar-e-Toiba (LeT), Indian Mujahideen (IM) and SIMI.

The Special Cell of Delhi Police on May 8 filed a charge sheet against two suspected Lashkar-e-Toiba (LeT) operatives, Mohammad Rashid and Mohammad Shahid arrested in 2013 from Mewat (Haryana) and alleged they had hatched a conspiracy to kidnap a businessman for ransom to raise money for weapons and explosives for attacks in the national capital, reports Indian Express. The chargesheet stated, that the two entered into a conspiracy with Abdul Subhan (alleged LeT handler who is absconding) and Javed Baluchi (LeT suspect based in Pakistan) to plot terrorist action in Delhi/adjoining areas.

A suspect in 2003 conspiracy case of Pakistan's Inter-Services Intelligence (ISI), Syed Kirmani arrested on May 5, is claimed to be associated with Jaish-e-Mohammed (JeM), according to Gujarat Police, The Times of India reports on May 10. He has been on the wanted list of the Gujarat Police since last 10 years. A non-bailable warrant was also pending against him. Kirmani faces the specific charge of providing shelter to alleged Narendra Modi assassination conspirators in Hyderabad and helping them escape to Bangladesh. Sources said that the Detection of Crime Branch (DCB) officers informed the POTA court that Kirmani took part in a "proxy war" against the state of India with direct or indirect support of Pakistan's ISI and terror outfits to avenge post-Godhra riots. They also alleged that Kirmani had sent a number of Muslim youth to training camps run by terror outfits such as Lashkar-e-Toiba (LeT) and JeM in Pakistan to spread terror in India.

Two Lashkar-e-Toiba (LeT) militants from Pakistan were killed in fierce gun battle close to the Line of Control (LoC) at forward village of Kalsan in Bigial Dara area of Poonch sector, about 10 kilometers from Poonch town in Poonch District on May 10, reports Daily Excelsior. An Army trooper was injured in the encounter while troops recovered a large quantity of arms, ammunition and explosives from the slain militants. Recoveries indicated that the Pakistani militants were plotting to carry out major terror strikes after their infiltration into Jammu and Kashmir (J&K).

The leader of the banned terrorist outfit Jamat-ud-Dawa (JuD) Hafiz Saeed is allegedly behind the resurrection of the banned terror groups, the Students Islamic Movement of India (SIMI), Indian Mujahideen (IM) and the Al Ummah in India. “Saeed is also said to be behind sending vulnerable youth from India to militant training camps run by the Taliban,” a source said.

A Delhi Court on May 15 indicated the charges under Terrorist and Disruptive Activities Prevention Act (TADA) may not be framed against top Lashkar-e-Toiba (LeT) bomb expert Abdul Karim Tunda, reports Zee News. The court, however, said there is a prima facie case made out under the Explosive Substance Act (ESA) against Tunda who has been chargesheeted in a case relating to recovery of explosives. The Police, in its charge sheet, said Tunda was declared a proclaimed offender by the court earlier and in its verdict passed in December 1999 against the five arrested persons, the court had made specific observations regarding exclusion of Tunda from the order of acquittal. It also said these arrested persons had disclosed about Tunda's involvement in the terror activities

At least two Army personnel were killed in separate incidents of violence in Jammu and Kashmir reports Hindustan Times on May 20. A Rashtriya Rifles (RR) trooper, identified as rifleman Mushtaq Ahmad Mir, was killed in militants’ fire in Budgam District, when a group of hiding militants fired at the Security Forces’ (SF) patrol, cordoning off Chodur’s Kaisermulah village. According to a Police Spokesman, RR is still engaging with the hiding militants. Two to three militants are suspected to be hiding in the area. Preliminary reports suggested that the militants were holed up inside a residential house. The operation, which started on May 19 was launched after the security agencies received a tip-off on the presence of wanted Lashkar-e-Toiba (LeT) militant Qasim, a selfstyled 'operation commander' and a suspect in several high-profile attacks in the Valley.

Indian Mujahideen (IM) operative Haider Ali alias Black Beauty revealed to his interrogators that major terror outfits operating in the Kashmir Valley like Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had joined hands with Indian Mujahideen (IM) and Student Islamic Movement of India (SIMI) with the objective of eliminating Prime Minister (PM)-elect Narendra Modi Deccan Chronicle reports on May 23. Following the Patna (Bihar) blast of October, 2013, Pakistan's Inter-Services Intelligence (ISI) top operatives directed that all major terror outfits should pool their resources in targeting Modi, he added. Ali, disclosed that ISI top brass was extremely unhappy with the failed attempt on Modi’s life at the Patna rally. The ISI, he claimed, felt that IM and SIMI which had jointly carried out the explosions was not competent enough to carry out such “major operations”. “The threat to Mr Modi is very high as these terror outfits are still on the lookout for an opportunity to target him. A few days ago some key SIMI operatives had openly raised slogans threatening the PM elect during a court hearing in Madhya Pradesh. So the threat perception remains high and we are closely monitoring activities of these subversive groups,” a top security official said.

Two militants of Lashkar-e-Toiba (LeT), identified as Zubair Ahmad Bhat alias Musab and Ishfaq Ahmad Bhat alias Amir killed in a fierce gun battle with Security Forces (SFs) at Nowpora Village in Frisal area of Kulgam District on May 25, reports Daily Excelsior. Deputy Inspector General of Police (DIG) Vijay Kumar said that two militants of LeT were killed in the house of a People Democratic Party (PDP) Sarpanch (head of a Panchayat, village level local self Government institution), Feroz Ahmad at village Nowpora in Frisal area of Kulgam District soon after they barged into his house to eliminate him. He said that one of the killed militants Zubair Ahmad Bhat was son of a serving Police Officer, Assistant Sub-Inspector (ASI) Nazir Ahmad Bhat. The bodies of both the militants and two AK rifles along with ammunition, two pistols and one hand grenade were recovered from the debris of the house, he added.

"According to information given to us by a Western intelligence agency, the perpetrators of the Herat attack belonged to the LeT. This was mentioned in writing in the report shared with us," he said. "Herat (incident) was very clearly a terrorist strike on Indian and Afghan interests. Luckily, the Indian and Afghan security forces were alert and they prevented major damage to life and property," he added.
