Suspected Lashkar-e-Toiba (LeT) operatives Abdul Subhan and his nephew Asahbuddin, arrested for their alleged roles in conspiring to carry out terror strikes in Delhi and adjoining areas, were on September 2, remanded to Police custody till August 12 by a court in Delhi, reports Zee News. Subhan and Asahbuddin were produced before the court on expiry of their remand and Special Cell of Delhi Police sought extension of their custody by 15 days saying they were required to be confronted with co-accused Arshad, a Pakistani national lodged in Kolkata jail in connection with Partha Roy Burman kidnapping case of 2001.

The Union Government ordered several states to be on increased alert after al Qaeda announced it has formed a wing in India and its neighbourhood, NDTV reports on September 4. In the video posted online, al Qaeda 'chief' Ayman al Zawahri singles out Indian states of Assam, Gujarat and Kashmir with large Muslim populations, along with Bangladesh and Myanmar, as territories targeted by the new organization. NDTV also adds that Pakistan-based Asim Umar, a top al Qaida operative, has been named to lead the Qaedat-al-Jihad, the new terror unit that Zawahri has announced will operate in the Indian sub-continent. In recent months Umer has issued a series of statements encouraging Muslim youth to take to the path of Jihad and calling for the establishment of a caliphate or Islamic state in India and its neighbourhood, a theme that also resonates in Jihadi literature and propaganda used by the Pakistan-based terror groups Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM).The Indian security establishment has in its initial analysis of Zawahri's announcement told the government that the al Qaeda-led operations in India are likely to be handled by a splinter group of the Indian Mujahideen (IM) based in Pakistan. The group, led by a man called Shiekh Armar from Hyderabad and another, Dr Shahnawaz, from Azamgarh in Uttar Pradesh, recently released a video which talked about men trained in Afghanistan fighting in India.

Bruce Riedel, a former Central Intelligence Agency (CIA) analyst and National Security Council official for South Asia, accused the Pakistani military of `stage-managing` the terror outfit's latest advance into India, Zee News reports on September 6. He also said that Pakistan should be warned that it will be placed on the list of states sponsoring terrorism. Riedel has directly blamed the Pakistan military and its intelligence outfit Inter-Services Intelligence (ISI) for the renewed terror threats against India in order to secure gains in their country's political arena. There was no uncertainty that al Zawahiri recorded the latest video in his hideout in Pakistan, secured by the ISI, claimed Riedel. "The domestic politics of Pakistan are central to this drama, and to this threat," he said. The analyst further underlined the increasing risks of renewed confrontation between Pakistan and India, adding the US should ponder over a unilateral step if another November 26, 2008 (26/11) Mumbai (Maharashtra) terror attacks take place. "America would treat Pakistan as a pariah like North Korea. It certainly meets the criteria and has for decades. The first Bush administration seriously considered this measure in 1992, although such a step obviously would have immense consequences for US-Pakistan relations," Riedel wrote. He further noted: "LeT [Lashkar-e-Toiba] is very close to the Pakistani military's ISI. LeT would not have taken such a highly provocative action without at least some advance nod from the Pakistani spies in the ISI and the generals who command them. LeT's leader, Hafeez Saeed, lives openly in Pakistan, frequently appears on television denouncing the United States, and is the darling of the ISI.”

Rasmussen said LeT has attacked Western interests in South Asia in pursuit of its regional objectives, as demonstrated by the targeting of hotels frequented by Westerners during the Mumbai attacks in 2008. He added Pakistani and Afghan militant groups including Tehreek-e-Taliban Pakistan (TTP), the Haqqani Network and LeT continue to pose a direct threat to US interests and its allies in the region, where these groups probably will remain focused. "We continue to watch for indicators that any of these groups, networks, or individuals are actively pursuing or have decided to incorporate operations outside of South Asia as a strategy to achieve their objectives," he said.

The arrest of a third Sri Lankan spying on India on behalf of Pakistan in less than 10 months has got intelligence agencies to train their focus back on growing radicalization among Tamil-speaking Muslims in eastern Sri Lanka where Pakistan has been fishing for a long time, The Times of India reports on September 15. Intelligence sources say, there is information that not only is Inter-Services Intelligence (ISI) regularly recruiting youth from this troubled region of Sri Lanka for espionage and covert operations against India but even Lashkar-e-Toiba (LeT) has set up a base and now wields some sort of influence in the region. "The region has been in some ethnic turmoil of late and Pakistan has been fishing in troubled waters. For its intelligence-collection and covert action operations directed against India, ISI uses four external bases - Kathmandu [Nepal], Dubai, Bangkok [Thailand] and Colombo [Sri Lanka]. The last one has traditionally been used as a base to collect intelligence about developments in sensitive Indian nuclear and missile establishments, many of which are located in south India, particularly in Tamil Nadu and Kerala. But the last few arrests show that these elements could now be used to mount an attack. This is worrying," said a security establishment officer. Radicalization in eastern Sri Lanka began way back in the 1980s when clashes with the Liberation Tigers of Tamil Eelam (LTTE) and Tamils led to a section of Muslims gravitating towards fundamentalist forces. Post Lanka-LTTE war, this radicalization is now being fuelled by increasing attacks of triumphant Buddhist Sinhala groups on the religious minority, who make 9.7 per cent of Sri Lanka's population.

"Courts have already exonerated him. There is no case pending against him," he added.

The Intelligence Bureau (IB) has warned that “groups and elements supportive of extremist ideology similar to al-Qaeda” are trying to “increase communal tension” in states like Jammu and Kashmir (J&K), Maharashtra, Gujarat, Rajasthan, Uttar Pradesh, Bihar, Karnataka, Kerala and Delhi, Deccan Chronicle reports on September 25. The intelligence report (reference no-3627-60 & 3698- 3731/C&R Cell-C-2/SII), has reiterated that al- Qaeda 'chief' Ayman-al-Zawahari, who launched a new branch for the Indian sub-continent, also intends to target commercial centres, tourist destinations, religious places, aviation sector, railways infrastructure and BJP offices in various states, including West Bengal and Assam. The report has been dispatched to all state police agencies. The report further said that the al-Qaeda had launched the new branch with the intention to spread “Islamic rule” and “raise the flag of jihad” across the sub-continent. “Groups and elements supportive of extremists ideology similar to al-Qaeda may try to increase communal tensions in the areas which are sensitive from this angle,” the report says. The IB said there could be a push by “such elements/ groups” towards “recruitment of Indian nationals from Muslim community” in several states. “Apart from commercial, tourist, religious, aviation and railway infrastructure, such groups/ individuals can also target the office of the Bharatiya Janata Party [BJP] in various places.” The intelligence agency said that it was also assessed that Pakistan based terrorist planners could always exploit the presence of yet “undetected operatives” of various groups like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Indian Mujahideen (IM) for conducting “terrorist attacks in India.” “The cadre of these groups are susceptible to the extreme Islamic ideology and therefore could be utilized relatively and easily and in a cost effective manner by such Pakistan based planners,” the report further said.
