Approximately 40 foreign mercenaries belonging to the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) have reportedly entered Kashmir valley to carry out Fidayeen (suicide) attacks to disrupt Independence Day celebrations and the election process in Jammu and Kashmir (J&K), a top police official said on August 14. "Four Fidayeen squads of ten militants each belonging to LeT and JeM have sneaked into Srinagar city to carry out sensational Fidayeen attacks on vital Government and security installations on the eve of Independence Day and the forthcoming assembly polls", Inspector General of Police (IGP) K Rajindra said in Srinagar. Among those who the police were specially looking for included Ghazi Baba, an ‘area commander’ of JeM, and suspected mastermind of the December 13, 2001 terrorist attack on Indian Parliament. The IGP also said that on top of the hit list of Fidayeen squads were J&K Chief Minister Farooq Abdullah followed by important civil and defence installations, including Radio Kashmir and Civil Secretariat in Srinagar. The IGP added that groups like Hizb-ul-Mujahideen (HM), Jamiat-ul-Mujahideen (JuM), Al-Umar Mujahideen and Tehreek-ul-Mujahideen (TuM) were likely to use every means to disrupt the August 15 functions and the electoral process in the State.
