Five persons––two security force (SF) personnel, two terrorists and a civilian––were killed while three others were injured, when two fidayeen (suicide squad) of the Lashkar-e-Toiba (LeT) group attacked an Army patrol party in Bilalabad Mohalla, Doda town, on December 1. Official sources said the two fidayeen wearing police uniforms appeared at Bilalabad, adjacent to Huda mosque, and opened indiscriminate firing and lobbed grenades on a Road Opening Party (ROP) of SFs. Simultaneously, the terrorists also targeted civilians coming out of the mosque. Even as SFs retaliated, the terrorists entered the house of a civilian and continued intermittent firing. While both the terrorists were killed in an operation, two SF personnel and a civilian were also killed during exchange of firing. Police identified the slain fidayeen as Abu Hamza and Abu Humera, both foreign mercenaries. Two AK rifles, four magazines, an unspecified quantity of ammunition and Rupees 500 in Pakistan currency were recovered from possession of the slain terrorists.

Security force (SF) personnel, acting on specific information that some foreign mercenaries were hiding on a hilltop at Hajan, launched an operation. However, when they were about to storm the hideout, they were attacked and in the resultant encounter, three Lashkar-e-Toiba (LeT) terrorists, including a ‘district commander’ Bashir Ahmad Ahangar alias Gazi, were killed. Official sources have that Bashir, involved in the killing of 32 people in Pattan area, was carrying a reward of Rs one lakh on his head. Three AK rifles, two magazines, a UBGL and four grenades were recovered from the encounter-site.

According to media reports, the 36-hour-long siege of a village mosque in Sheikh Gund, Shangus, Anantnag district, ended with the surrender of the lone Lashkar-e-Toiba (LeT) ‘battalion commander’. Anantnag Superintendent of Police Ghulam Hassan Bhat said, on December 3, the siege ended when LeT terrorist, Bashir Ahmed Ganai alias Asif, a resident of Kokernag, surrendered to him. Security forces (SFs) had thrown a cordon around the mosque on December 1 when they received specific information that a Lashkar terrorist had taken shelter inside. After his surrender, during interrogation, he reportedly confessed that he had sustained injuries during an encounter on November 27 at Chhatergul. He also revealed that two Pakistani LeT fidayeen (suicide squad) were likely to conduct a suicide attack on the Sector-I Brigade headquarters of Rashtriya Rifles at Hanabal, Anantnag.

In a separate encounter consequent to a raid on a hideout in Handwara area, Kupwara district, a Pakistani terrorist of the LeT was killed. Two SF personnel sustained injuries in this incident. Meanwhile, unconfirmed reports said another unidentified terrorist was killed in an encounter in Machhil sector.

Vijay Kumar said the newly-formed Muslim Defence Force (MDF), an Islamist terrorist group, has links with the Lashkar-e-Toiba (LeT), and that the MDF had chalked-out plans to set-off blasts across the State. Reports said the MDF’s chief is Abu Hamsa, and added that he resides in Saudi Arabia. Reacting to the LeT’s momentary ceasefire, Inspector General of Police, Kashmir, K Rajendra Kumar said it was welcome. "It should, in fact, be a permanent feature. Why Lashkar alone? All other outfits must follow the suit and end the cult of violence in Jammu & Kashmir", Rajendra added. Separately, Deputy Chief Minister Mangat Ram Sharma said in a statement issued from Jammu, "This is a welcome and positive step as it will help save many lives. It would have been welcomed more heartily if it had been for the entire holy month of Ramazan." State Law and Parliamentary Affairs Minister Muzaffar Husain Beig, while hoping that the announcement had actually been made by LeT, said, although the cease-fire may be symbolic, it was a step in the right direction. "We would have liked it more if it was turned into a forever-affair," added Beig. Further, National Conference President Omar Abdullah, while welcoming the LeT announcement, told a private TV channel: "It bodes well. I’m going to Srinagar tomorrow. I’ll breathe more easily. They (the LeT) have been after us and our workers will also have a more relaxed Eid."

The Pakistan-based Lashkar-e-Toiba (LeT) terrorist group announced, on December 4, a four-day cease-fire with the security forces (SFs) in Jammu and Kashmir on the occasion of the holy festival of Eid-ul-Fitr (which marks the end of the fasting month of Ramadan). LeT spokesman Abu Huzaifa said the group had unilaterally decided to halt attacks on SFs and counter-insurgents in the State from December 5, today. "The outfit will not attack Indian forces throughout the length and breadth of Jammu and Kashmir as a goodwill gesture in view of Eid-ul-Fitr," said Huzaifa in a faxed statement to a local news agency. He claimed the decision had been taken as a "goodwill gesture" so that the people could celebrate Eid-ul-Fitr in an atmosphere of peace and tranquility. He added that, even political leaders, who were on the Lashkar hit list, would not be attacked during the cease-fire. This is first time that a Pakistan-based terrorist group has announced a unilateral suspension of terrorist activities.

Official sources said the 4ft 8-inch long SAM, with 80 mm diameter, can hit any type of aircraft in an effective range of 4.20 Km. Its cost is estimated at around Rs 65 Lakh. Security agencies have apprehensions that presence of these anti-aircraft missiles in areas around Srinagar could endanger operations of civil and military aircraft, as this shoulder-propelled weapon is famous for precision. This is for the first time such a missile has been recovered in the valley. However, the injured terrorists managed to escape along with others of the group. This was third clash between the two groups in the same area during the last six months in which a total of 11 terrorists of both the groups have been killed. The two recent clashes are reportedly in retaliation to a clash in Warwan in June 2002 in which the Lashkar terrorists had killed six HM cadres. While indicating that the Warwan hills is predominantly a Hizb stronghold, reports added that operational control of the area, financial disputes or harassing of local women by the foreign mercenaries were also likely to be the reasons behind these clashes.

A senior police officer said Jarar was involved in major fidayeen attacks in Doda, including an attack on the Town Hall polling station on the day of polling in Doda on October 8, another attack at the District Police Lines in Doda on May 29, and the recent attack at Bilalabad. Two SF personnel, including a Junior Commissioned Officer, were also killed during the operation. Brigadier V K Patil told media-personnel at the encounter site that Pakistani troops were pushing groups of heavily armed infiltrators to the Indian side of the LoC. He also said some more infiltrators were trapped by SFs and were still engaged in the operation, when last reports came in. Official sources said a group of terrorists with automatic weapons and grenades attacked an Army patrol in Kalali Morha and later escaped. However, they were traced in Marha village after a search operation by security forces (SFs). The terrorists are reported to have held some civilians hostages and used them as human shield to escape again. Even as SFs succeeded in segregating most of the civilians from the terrorists, some others remained in captivity. In the ensuing encounter, while three terrorists, an Army Captain and a young girl were killed, four civilians, including three members of a family, held hostage by the terrorists, were injured. Five other terrorists of the group managed to escape towards a forest area and were being chased by SFs, when reports last came in. The slain terrorists were believed to be foreign mercenaries of the Lashkar-e-Toiba (LeT) group.
