According to Army sources Indian troops at Chaprian village, Mandi sector, Poonch district, killed 12 terrorists, on November 2. Security forces (SFs) spotted a group of unidentified terrorists that was trying to cross over to Pakistan. SFs asked them to surrender. However, the terrorists opened fire by taking positions in a nearby forest area. SFs killed 12 terrorists of the group in retaliatory firing. It is suspected that more terrorists are hiding in the area. A search is still on to trace them. Sources maintain that the slain terrorists included fresh recruits and were probably being taken to Pakistan for arms training by Lashkar-e-Toiba (LeT) terrorists. Three AK rifles and a huge quantity of ammunition have been seized from the slain terrorists, thus far. Two SF personnel also sustained injuries during the encounter.

A major terrorist strike was averted in Delhi when the police killed two terrorists allegedly belonging to the Lashkar-e-Toiba (LeT) in a South Delhi shopping plaza, on November 3, on the eve of Diwali (a famous Hindu festival). Speaking to the media, Joint Commissioner of Police (Special Cell) Neeraj Kumar said that acting on advance intelligence inputs that LeT terrorists would strike, a special team of Delhi police was waiting in the basement of a shopping center, Ansal Plaza, when the two terrorists drove into the underground parking area and attempted to go up the staircase leading to the floors where hundreds of shops were located, but were stopped by the police. In the ensuing encounter, the two terrorists were killed. The police said the terrorists were armed with automatic weapons. A map showing Sarojini Nagar and Lajpat Nagar Central Markets, along with an AK-56 with two magazines and two US-made pistols with four magazines, was recovered from the possession of the slain terrorists. Meanwhile, speaking to a private news channel, Deputy Prime Minister, LK Advani said the two terrorists seemed to be Pakistanis and were planning to carry out the strike at the behest of Pakistan to trigger off communal violence. He said, "We have had intelligence inputs in the past few days that the terrorists have been told by their masters to choose days and places which would spark off communal violence." Advani added that there was no change in Pakistan's intentions of sponsoring terrorism in India despite international pressure on Pakistan.

According to media reports, latest intelligence inputs have indicated that apart from the two Lashkar-e-Toiba (LeT) terrorists killed in the November 3-encounter in Delhi, some more terrorist modules are active in the city. Investigations so far have revealed that the two slain terrorists were from Gujranwala in the Punjab Province of Pakistan. Police recovered three diaries and a cellular phone from their possession and their contents suggest that the two were in regular touch with Azam Cheema, the LeT's ‘commander’ for operations outside Jammu and Kashmir. A matrix of some cryptic signs supposedly used by the terrorists to decode messages sent to them has also been recovered from their possession. Experts have been engaged to decipher the matrix, which might help the intelligence agencies to decode intercepted information.

In the ensuing encounter, two terrorists were killed, including Bashir Ahmed Mir, a ‘battalion commander’ of the Jamiat-ul-Mujahideen (JuM), while the others managed to escape from the cordoned area. In a separate encounter, SF personnel killed two Lashkar-e-Toiba (LeT) terrorists in an encounter outside their company headquarters at Mazbug, Sopore area. After an unsuccessful attempt to storm into the protected premises, the two terrorists had escaped and had hidden themselves in a nearby structure.

According to a media report of November 6, the Special Cell of Delhi police investigating into South Delhi’s Ansal Plaza encounter incident of November 3 suspects Abu Anas might have links with the Mumbai underworld. He was one of the two Lashkar-e-Toiba (LeT) terrorists killed in that encounter. He had reportedly stayed for a few weeks in Mumbra, on the outskirts of Mumbai, and many underworld gangsters allegedly operate from that town, including accomplices of Chhota Shakeel. A Delhi Police team is in Mumbai to probe if Abu Anas had met any underworld operatives. Meanwhile, the National Human Rights Commission (NHRC), on November 6, asked the Delhi Police to provide ‘immediate and adequate protection’ to an eyewitness in the Ansal Plaza incident and his family. The eyewitness reportedly claimed the two terrorists killed were unarmed.

According to Home department officials, the Mumbai Police has put forth a proposal to make it mandatory for real estate agents and landlords to obtain a "no-objection certificate" from it before letting out premises. Currently this has been introduced only in the Navi Mumbai area. Similar measures are on the anvil in areas like Mumbra in Thane and Oshiwara and Jogeshwari in Mumbai that have been marked as "sensitive," sources also said. According to a media report of November 21, the 188-page report on Pakistan's involvement in terrorism against India has also been sent to the country's missions abroad. It contains details on terrorists of the Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT) and Al Badr, among others. It also lists names of Khalistani leaders who have allegedly found shelter in Pakistan. According to the report, Al Badr terrorists were among the earliest Pakistanis to start anti-Indian activities in Jammu and Kashmir (J&K). Al Badr has two main offices in Rawalpindi and Karachi, seven fund raising offices and two active bank accounts. The reports further reveals that the Pakistan High Commission in Dhaka is the "nerve centre" of terrorism in India's Northeast. The report reads, "Pakistani ISI officials engage in networking from the High Commission and co-ordinate activities of agents in different fields. ISI agents have also played a leading role in helping and consolidating the Islam Pasand and anti-Awami league forces." The report also mentions Pakistan’s external intelligence agency, Inter Services Intelligence’s (ISI's) activities in Nepal. It says, "The Pak mission in Kathmandu is providing logistic help to Sikh militants in India for the supply of explosives, fake currency and safe passage to India. Babbar Khalsa activists arrested in 2000-01 have reported the connivance of Pak ISI officials in Kathmandu in Sikh extremist activities." It finally explains how Pakistan has emerged as a terrorist training centre for various terrorist groups.

In its first suicide attack of the year 2002 in Srinagar, Lashkar-e-Toiba (LeT) fidayeen (suicide squad), on November 22, killed six security force (SF) personnel at a Central Reserve Police Force (CRPF) camp. While both the terrorists of the group were killed in retaliatory firing, nine CRPF personnel were injured. This was also the first major terrorist attack after the new coalition government headed by Mufti Mohammad Sayeed took office on November 2. According to official sources, two terrorists in CRPF uniform, armed with AK-56 rifles and grenades, stormed into the Pamposh Hotel premises in the high security Civil Lines area and commenced indiscriminate firing, killing six CRPF personnel. The Headquarters of CRPF’s 113 and 92 battalions, Pamposh Hotel, is approximately 200m away from the office of Superintendent of Police, City (East), and the Kothibagh Police Station, on Residency Road. Meanwhile, an unidentified LeT spokesperson reportedly claimed the incident was part of the group’s "Operation Badar" which had been launched in the holy month of Ramadan.

Police said, suspected Lashker-e-Toiba (LeT) Mohammad Azam, who allegedly set-off the bomb blast on November 21 in Hyderabad, was caught by police, but was later killed in an encounter with police, in Parvatipuram area, under Uppal police station-limits, on the outskirts of Hyderabad, in Andhra Pradesh, on November 22-night. Azam was arrested on November 22 from Hyderabad and was taken to Parvatipuram area after he confessed he had hidden some explosives there. While taking out the explosives hidden in bushes, Azam whipped a revolver and opened fire. Police fired in retaliation and shot him dead. Earlier in the day, speaking in the Andhra Pradesh State legislative Assembly, Home Minister Devender Goud said relevant sections of the Prevention of Terrorism Act, 2002, would be applied against those responsible for the blast.

At least 13 persons were killed and 45 others injured when two Lashkar-e-Toiba (LeT) fidayeen (suicide squads) simultaneously attacked and subsequently forced their entry into two shrines - Raghunath and Panjbakhtar temples - in Jammu City on November 24. The two fidayeen, who stormed the Raghunath temple were killed by security forces (SFs) after a three-hour operation while their associate who had stormed the Panjbakhtar temple, also known as Shivalaya and Paison Wala Mandir, was killed on November 25, today. Among those killed were two SF personnel, a woman and a child, while the injured included some devotees. Police and local residents of the Raghunath temple area rescued at least 75 devotees, including women and children, while several others fled to safety on their own, after the attack. This is the second attack on the Raghunath temple in less than eight months. Earlier, on March 30, two fidayeen had killed seven persons, including three SF personnel. Director General of Police (DGP) A K Suri said the LeT was responsible for the attack. He said a telephone call was received at his residence on November 24-night in which a Pakistani LeT terrorist said, "We have done it and now it’s your turn". Preliminary information gathered by SFs indicated that the terrorists appeared on Residency road and one of them lobbed two grenades outside a shop and later forced his entry inside the Panjbakhtar temple, where he commenced indiscriminate firing. Even as the grenade explosions and firing attracted the SF’s attention, another fidayeen stormed into the Raghunath temple. After intruding inside the Raghunath temple, the terrorist first lobbed four grenades and then commenced indiscriminate firing with an AK rifle.

The district police chief said the encounter occurred when police were conducting routine searches and combing in the village. The terrorist tried to escape on seeing the police, but the search party chased and gunned him down. He said the killed terrorist was one of the two prime accused in the November 21 bomb blast near a temple in Hyderabad, in which one women was killed and 20 others sustained injuries. Aziz was also instrumental in helping the LeT take roots in Telangana districts.
