According to media reports, Manzoor Ahmad Ganai alias Rafiq, ‘deputy chief commander’ of the Tehreek-ul-Mujahideen (TuM), was killed in an encounter at Nowgam Bypass on the outskirts of Srinagar on June 2. Acting on information that Ganai, who was carrying a reward of Rs two lakh on his head, would pass through the Nowgam bypass, security force (SF) personnel laid an ambush and in the ensuing encounter, Ganai was killed. Some arms and ammunition were recovered from the encounter site. Ganai, a resident of Badgam district, was reportedly associated with the Lashkar-e-Toiba (LeT) from 1994 to 1998. He joined the TuM in early 1998 and was involved in the killing of two senior functionaries of the Ahl-e-Hadis group, officials said.

Separately, police in Jammu arrested a Pakistani terrorist of the LeT, who was reportedly in possession of a state subject and an identity card issued by Zonal Relief Officer (ZRO) and was allegedly planning to carry out a fidayeen (suicide terrorist) attack on the Central Jail and Police Control Room (PCR) in Jammu. Five persons, including a ZRO, two employees of the office of Deputy Commissioner and Tehsildar Settlement Jammu, and a political leader have also been arrested by police for assisting the terrorist in getting a state subject and an identity card, said official sources. The terrorist, identified as Mohammed Arshad (code name Abu Akassa), hailing from Gunda Singh Bala in Kasoor tehsil of Pakistan was arrested from Sunjwan under Trikuta Nagar police station’s jurisdiction a few days back.

According to official sources, the Deputy Superintendent of Police, Shopian, Imtiyaz Ahmed Mir, and five other police personnel had a narrow escape when they were rescued by security force (SF) personnel from an ambush laid by Lashkar-e-Toiba (LeT) terrorists at Lundro Hajipora on the Shopian-Kader road in Shopian area on June 4. The heavily-armed group of terrorists reportedly intercepted the police convoy and as both sides opened fire, police personnel took shelter in a cluster of houses in Lundru Hajipora village. The terrorists managed to escape and also took away the AK-47 rifle of a police personnel.

Meanwhile, a media report indicated that Mohammed Arshad alias Abu Akassa, a front ranking Pakistan-based LeT terrorist, who was arrested on June 2 by the Special Operations Group (SOG), Jammu, has reportedly confessed during his interrogation that four police personnel had agreed to assist him in carrying out fidayeen (suicide) attacks in Jammu. These four police personnel, who had separately met Abu Akassa in Sunjwan and Prem Nagar locality of Gujjar Nagar, have been identified, but had not been arrested thus far. As reported earlier, Akassa when arrested was reportedly in possession of a state subject and an identity card issued by Zonal Relief Officer (ZRO) and was allegedly planning to carry out a fidayeen attack on the Central Jail and Police Control Room (PCR) in Jammu. Five persons, including a ZRO, two employees in the offices of Deputy Commissioner and Tehsildar (Settlement) Jammu, and a political leader have also been arrested by police for assisting the terrorist in getting a state subject and an identity card. Akassa also claimed he dumped a huge consignment of arms, ammunition and explosives in a village in the Gool area of Udhampur district. This consignment, which was to be used by the fidayeen, is yet to be recovered. Akassa had reportedly stayed in Gool after his infiltration from Pakistan through the Rajouri sector.

Separately, the LeT, in a statement on June 6, while indicating that its cadres would continue to cross the Line of Control (LoC), has threatened to carry out major terrorist attacks on SF convoys in the days ahead. Senior LeT leader Abdul Rehman Makki was quoted as saying that the outfit would not terminate terrorist attacks in Jammu and Kashmir, despite directions by the military regime in Pakistan to halt infiltration. He told Nawai Waqt, a Pakistani Urdu daily, "It was only an illusion that the militants were under Musharraf's control and would stop fighting if they were directed to do so. The mujahideen would never accept such cowardly policies." He said President Musharraf had made an "individual" decision, but Pakistanis were with the terrorists.

According to official sources, the slain terrorists were involved in a fidayeen (suicide) attack on the District Police Lines (DPL) in Doda in October 2001, in which four security force (SF) personnel were killed. Abu Bakra, reportedly among the few most-wanted terrorists operating in this district, had recently been designated as ‘operational commander’ by the Lashkar-e-Toiba (LeT). SF personnel had laid a cordon around in Duma Mohalla after securing information that a group of four terrorists were present in the village, and in the ensuing encounter Abu Bakra and another terrorist were killed. In major incident of inter-group clash between two terrorist outfits, seven terrorists - six belonging to the Hizb-ul-Mujahideen (HM) and one of Lashkar-e-Toiba (LeT) - were killed in village Mithoon of Doda district on June 12. The LeT foreign mercenaries were reported to have acted against HM’s local terrorists to gain control of the Marwah-Dachchan belt where the latter, according to media reports, had been objected to the mercenaries’ misbehaviour with local women and extortion. Official sources said that a group of 15 to 18 LeT terrorists, all foreign mercenaries, attacked a HM hideout at Mithoon. As the LeT terrorists outnumbered the HM cadres, the former managed to inflict six casualties on the latter. Retaliatory firing by Hizb cadres led to the killing of one foreign mercenary of LeT, sources said, adding that other terrorists of both the outfits managed to escape after approximately 20-minutes exchange of firing.

Two rifle grenades were aimed at the venue of an inaugural function in Bemina colony that he was attending. One exploded mid-air and another went off a few metres from the venue. Following the incident, security has been tightened in Srinagar. However, he did not disclose the place from where he was held, custody citing ‘security reasons’. He said Abdul, hailing from Karachi, has been the main coordinator of the LeT in Punjab since 1997. He had headed the four-member gang that attacked an Army camp in Himachal Pradesh on March 13, 2002, killing three Army personnel and caused the Doraha train blast in Punjab which claimed three lives. The police chief added, two of three absconding members of Abdul’s gang were Pakistani nationals.

Quoting official sources, reports said, the terrorist, Abdul, hailing from Karachi, had planned to kill about 20 Vaishno Devi pilgrims near Madhopur bordering Pathankot district. During interrogation, he reportedly revealed that he had received training in Islamabad for about two years and was part of a four-member group, three of who, including him, were Pakistani nationals. Abdul was the main coordinator of the LeT in Punjab and was also a kingpin of a gang that carried out a series of attacks and explosions killing 24 persons in Punjab and Himachal Pradesh.

Police have reportedly gathered a significant clue while interrogating hardcore Lashkar-e-Toiba (LeT) terrorist Zulfikar alias Abu Jihad, a Pakistani, which linked Pakistan-based mafia don Dawood Ibrahim and some prominent businessmen of New Delhi with the outfit. Police on June 30 arrested two more LeT terrorists from Jammu and recovered a consignment of arms and explosives. Zulfikar, who was arrested from Ustaad Mohalla along with another terrorist of Doda on June 14, was the main conduit of the LeT for carrying out financial transactions and had reportedly received Rs 20 lakh in hawala (illegal money transfer) a few days before his arrest. Official sources said it was Dawood Ibrahim’s gang that was arranging finances for terrorists in Jammu through his hawala conduits in New Delhi. Pappu (code name), a close associate of Dawood, was instrumental in the supply of Rs 20 lakh hawala money to Zulfikar. According to these sources, names of at least four prominent businessmen of New Delhi have also figured in the hawala network used for funding terrorists.
