According to official sources, Inter Services Intelligence (ISI), Pakistan’s external intelligence agency’s chief Islam-ul-Haq during a meeting at Nishnapur near Gurdwara Nankana Sahib in Pakistan has allegedly instructed terrorists operating in various parts of India to target top ranking Indian leaders. Reports have indicated that Al-Fateh (AF) and Babbar Khalsa (BK) cadres were asked to target Deputy Prime Minister L K Advani and Minister for Human Resources Development, M M Joshi, among others. The ISI was also allegedly co-ordinating with the Lashkar-e-Toiba’s (LeT’s) fidayeen (suicide cadres) and the fugitive mafia don Dawood Ibrahim for this purpose. Besides, the Al-Badr outfit has also been directed by the ISI to target top political leaders separately, reports added.

While speaking in Lok Sabha (Lower House of Indian Parliament) on August 5, Minister of State (MoS) for Home, I D Swami said that the Union Government was aware of the alleged attempts of the Pakistan's External intelligence agency, Inter Service intelligence’s (ISI’s) to revive terrorism in Punjab. He also informed the members that the Government had adopted an integrated approach to counter the attempts of ISI. Laskhar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM) were mainly responsible for various terrorist attacks in Jammu and Kashmir (J&K) and other parts of India, he added.

A designated court in Delhi on August 7 sentenced a Lashkar-e-Toiba (LeT) terrorist and his two associates under the Prevention of Terrorism Act (POTA). All of them hail from Kashmir. While the LeT terrorist, Feroz Ahmed Sheikh was sentenced to 10 years of imprisonment, his associates Sheikh Sajjad and Mehrajuddin Peer were sentenced to five years of imprisonment. Delhi Police had arrested them on May 9, 2002, near the Nizamuddin railway station on charges of possessing explosive substances with an intention to carry out subversive activities in Delhi.

According to official sources, Manzoor Zahid Chowdhary, a Pakistani who was the ‘chief co-ordinator’ of the Lashkar-e-Toiba (LeT) was killed in an encounter with the security forces (SFs) in the Chadoura area of Budgam district on August 8. Deputy Inspector General (DIG) of the Border Security Force (BSF) Kashmir Frontier, K Srinivasan, told the media that Manzoor had been one of the terrorists who had launched an attack on the Akshardham temple in Gujarat on September 24, 2002. He said that Manzoor had sent two terrorists, namely Haafiz and Abdul Hawal, for the attack from Srinagar. Manzoor had reportedly also confessed before his death that a Lashkar ‘commander’, namely Abu Ma’z, had planned and executed the massacre of 24 Kashmiri Pandits in Nadimarg village of south Kashmir on March 23, 2003.

Two days before the Independence Day celebrations, one police personnel and two civilians were killed and 48 persons sustained injuries in an Improvised Device Explosion (IED) blast at Bandipore town on August 13. Official sources said that the explosion had been caused by the terrorists with the help of a remote control device, yards away from a permanent Border Security Force (BSF) pillbox. According to a local news agency, the Al-Mansoorain, reportedly a front outfit of the Lashkar-e-Toiba (LeT) has claimed responsibility for the explosion.

In both the blasts, high explosive devices were reportedly kept inside two taxis. One taxi driver has been arrested for interrogation in connection with the blasts. No terrorist group has claimed responsibility for these blasts thus far. Meanwhile, the city Police Commissioner, R. S. Sharma, said it could be "a jehadi group", possibly the proscribed Students Islamic Movement of India (SIMI) or the Lashkar-e-Toiba (LeT), which "have several modules in the city and around". "We have worked on this suspicion before and even now, we suspect them but it is too early to pinpoint who (is responsible for the blasts), he said" Separately, hours after the blasts, more than 100 detonators were found inside a railway tunnel at Ghatandevi near Igatpuri, approximately 60 kilometers from Nashik, Maharashtra, just an hour before an express train carrying a large number of pilgrims was to pass.

Both the terrorists, who had entered Hotel Greenway and engaged in an exchange of fire with the security forces (SFs) for approximately 12 hours, are believed to be among the dead. Unconfirmed reports have indicated that three other bodies recovered from the incident site are believed to be those of counter-insurgent and National Conference leader Javed Shah, a former legislator, his bodyguard and an unidentified civilian. Javed Shah was among the 12 persons trapped in the hotel building which was occupied by the two terrorists. Among those injured reportedly include Border Security Force (BSF) Deputy Inspector General Desh Raj.
