The Lashkar-e-Toiba (LeT) has acquired a multi-national composition of a scale rivaling the Al Qaeda, says a Union Ministry of Home Affairs (MHA) report. The report says that the LeT has set up cells in several parts of the world with the help of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and the Pakistan-based underworld don, Dawood Ibrahim. The report states this on the basis of recent arrests of LeT operatives in different parts of the world.

A media report on July 3, quoting a Union Home Ministry’s (MHA) report, has indicated that Pakistan has not stopped its clandestine support to the proscribed terrorist outfit Lashkar-e-Toiba (LeT) alleged to be involved in subversive activities globally even after the US initiated action against the Taliban and Al Qaeda in Afghanistan. According to the MHA report, Pakistan’s external intelligence agency, the Inter Service Intelligence’s (ISI’s) role was instrumental in this regard. The Indian authorities have also detected four LeT cells outside Pakistan, including three in Gulf countries and another in Bangladesh. The last is also alleged to have aided the killers of former Gujarat Home Minister Haren Pandya.

Eight persons arrested in the US on June 27 for their alleged support to the proscribed Lashkar-e-Toiba (LeT) to train and participate in Jehad in the Indian State of Jammu and Kashmir (J&K) reportedly pleaded not guilty in a district court in Virginia on July 3. The US police have arrested the accused under the Federal Neutrality Act (FNA), which bars citizens from engaging in hostile actions against nations with whom the US is at peace. The three other persons reportedly living in Saudi Arabia and charged along with the eight accused on the same counts, however, remain at large.

Meanwhile, a Lashkar-e-Toiba (LeT) terrorist was killed by cadres of the Hizb near Basti Bhaderwah in the Doda district on July 9. A patrol party of the security forces reportedly recovered his body on July 10.

In another encounter, SF personnel killed a Lashkar-e-Toiba (LeT) terrorist at Chasana in the Mendher sector on the same day. However, two of his associates managed to escape from the encounter site. Two AK rifles, seven AK magazines, 193 rounds of AK ammunition, eight hand grenades, a radio set, one binocular, seven matrix sheets, one Chinese pistol, one pistol magazine, 13 rounds of pistol ammunition and Rupees 5005 in Indian currency were recovered from the incident site.

According to the External Affairs Ministry, Pakistan based terrorist groups may intensify cross-border infiltration between August and September reportedly under a changed strategy. The Ministry on July 18 noted that this would be done with the "active support of the ISI (Inter Service Intelligence, Pakistan’s external intelligence agency), Pakistan Government and the Army who have been the beneficiaries of huge unaccounted funds released for Jehad (religious war) in the Indian State of Jammu and Kashmir (J&K)". Under the changed strategy, the ISI has allegedly asked the terrorist outfits to reduce the number of cadres in each camp and convert camps to ‘log huts’ to evade US satellite surveillance. The note further said that in the camps at Naukot, Channian, Lipa and Chopa in Pakistan Occupied Kashmir (POK) terrorists of Lashkar–e-Toiba (LeT) were being trained. The note added that there was also an active terrorist camp in Muzaffarabad city.

Security forces unearthed a network of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) groups in Poonch district by arresting seven terrorists of the two groups. Official sources said the group had carried out a transaction worth over Rupees 10 million during the last two years from Pakistan and disbursed it among the militant ‘commanders’. The arrested terrorists also used to smuggle arms and explosives for the terrorists in Poonch and Surankote areas.

A three-member fidayeen (suicide squad) stormed an army camp on July 22 killing eight security force (SF) personnel, including a Brigadier, and injuring 12 others, including four top Generals, a Brigadier and two Colonels at village Bangti on the Tanda road in Akhnoor. According to reports, at around 0600 hours, three terrorists alighted from a vehicle and stormed the army camp at Bangti lobbing grenades and firing. While a sentry killed one of them, the others managed to enter the adjacent barrack and opened indiscriminate firing killing seven troops, including two Junior Commissioned Officers, and injuring six others. Later, another terrorist was shot dead by SF personnel in retaliatory firing. Unnamed army sources were quoted as saying that Gen Prasad and Gen Brar had sustained minor injuries and they are "fully functional". While the identity of the slain terrorists is yet to be established, official sources suspect that the trio were Pakistanis. Three rifles and Rupees 6,000 in Indian currency were recovered from their possession. Meanwhile, a hitherto unknown group, the Al-Shahuda Brigade, suspected to be a front organisation of the Pakistan-based Lashkar-e-Toiba (LeT), has reportedly claimed responsibility for the attack. The attack on the camp was carried out to protest visiting Pakistani opposition leader Maulana Fazlur Rehman’s remarks that the Line of Control (LoC) should be converted into a permanent border and that the Kashmir issue should be resolved within the framework of the 1972 Shimla Accord, a hand written press release faxed by the outfit to a news agency’s office in Srinagar said. "We are of the view that self-seeking Muslims have always damaged the cause of Islam and Fazal-ur- Rahman is the chip of the old block. He has hurt the feelings of Kashmiri Muslims," the release added. This is the second major attack on an army camp within a month. While pointing out that the July 22-terrorist attack on an Army camp in Akhnoor, Jammu, would not derail the ongoing peace initiative with Pakistan, Defence Minister George Fernandes said on July 23 that the Pakistan-based Lashkar-e-Toiba (LeT) was responsible for the incident. "We will not allow the Indo-Pak peace process to get derailed at any cost. The process will continue," Fernandes told the media after visiting the Akhnoor camp and reviewing its security a day after eight troops, including a Brigadier, were killed in the fidayeen (suicide squad) attack. The Defence Minister was accompanied by Army Chief Gen. N C Vij, Northern Command Chief Lt. Gen. Hari Prasad and 16 Corps Commander Lt. Gen. T P S Brar. As reported earlier, both Prasad and Brar had received splinter injuries when one of the three terrorists involved in the attack blew himself up when they were visiting the camp. Two AK rifles, four magazines, 92 rounds of ammunition and two grenades were recovered from them. Another LeT cadre Asif Aksar alias Abu Talib, allegedly a resident of Pakistan, was killed during a search operation at Kachhama in the same district. One AK rifle, four magazines and 350 rounds of ammunition were recovered from his possession. In a separate incident, security forces shot dead an unidentified terrorist at an undisclosed location in north Kashmir on July 24. Two AK rifles, six magazines, 57 rounds of ammunition as well as a wireless set were recovered from the incident site.

However, at least five to eight others of the group are believed to have escaped from the incident site. The operation was continuing till last reports came in. At least three persons were killed and 34 others injured in a powerful bomb explosion allegedly triggered by the proscribed Students Islamic Movement of India (SIMI) inside a Government-run, Bombay Electric Supply and Transport (BEST) bus at Ghatkopar in Mumbai, Maharashtra, on July 28. Unconfirmed reports have put the death toll at five. While the use of high-intensity gelatin sticks to trigger the blast is being suspected, the Police Commissioner R S Sharma, however, said that the nature of the explosive used is not yet clear. The police also suspect that SIMI was being instigated by the Pakistan-based Lashkar-e-Toiba (LeT) to carry out terrorist strikes. Media reports of July 30 said that the Mumbai police were searching for two suspected Lashkar-e-Toiba (LeT) terrorists– Abdul Rehman and Rawal– and Nisar Ahmed alias Janab, a cadre of the Ahle-Hadees, an Islamist extremist group allegedly linked to a Saudi Arabia-based Wahabi sect, for their suspected involvement in the July 29 bomb blast at Ghatkopar. Three persons were killed and 47 others injured in the incident when an explosive went off inside a Government-run bus. According to police, terrorists are using the proscribed Students Islamic Movement of India (SIMI) cadres to carry out such strikes after training them in the use of explosives and firearms at an unidentified place in Maharashtra. The police also allege that while the two LeT terrorists had provided funds for the strike, the Ahle-Hadees cadre was involved in training Islamist cadres in subversive activities. The Ahle-Hadees cadre, Ahmed is also wanted in connection with the Mulund bomb blast case of March 13 in which 12 persons were killed and 71 others injured. He was also earlier allegedly linked to Jalees Ansari, a terrorist suspected to have masterminded approximately 60 bomb blasts in various parts of the country.

16 US Congressmen in a signed letter to President George W Bush are reported to have stated that they would support additional assistance to Pakistan only if the country were to act decisively on the issues of non-proliferation, democratisation and terrorism, including cross border infiltration into the Indian State of Jammu and Kashmir. The statement reportedly said that Musharraf "should demonstrate real progress beyond the verbal commitments he has made on each (of the issues)". The statement further said, "It is time to dismantle the terrorist networks that threaten Pakistan's internal stability and engage in terrorism across the Line of Control in Kashmir. Pakistan can no longer afford its dalliance with Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen and Hizb-ul-Mujahideen (HuM)".
