Security forces (SFs) shot dead five ‘commanders’ of different outfits, who were reportedly holding an emergency meeting to chalk-out their strategy in the aftermath of Jaish ‘commander’ Gazi Baba’s killing, at village Phagla in the Surankote area of Poonch district. A police personnel was also killed during the encounter while six SF personnel sustained injuries. The slain terrorists were identified as Bambar Khan, ‘area commander’ of the Al-Badr, Wayat, ‘area commander‘ of Hizb-e-Islami, Abbas Khalid, ‘district commander’ of Jaish, his deputy Vilayat and Shera, ‘area commander’ of the Lashkar-e-Toiba (LeT). Five AK rifles, three magazines, 230 rounds of ammunition, three pouches and two wireless sets were recovered from the encounter site.

The encounter between seven terrorists of the Lashkar-e-Toiba (LeT) and the security forces (SFs) in the Ghati village of Kathua district that began on September 2 is reportedly continuing. A police constable was killed and five persons have been injured thus far. According to official sources, the terrorists are surrounded by a three-tier cordon of security forces besides about 80 members of the Village Defence Committee and Special Police Officers. The terrorists are holed up in the dense forest area measuring approximately 1 sq km on the right bank of river Ujh and about 2 kilometers ahead of Ghati village. Two terrorists were reportedly injured in the firing till last reports came in.

In the Kathua district, Police shot dead an Afghan mercenary at village Chapri in the Jakhole area and were reportedly searching for two others. The SFs had launched a search operation in Jakhole on September 7 after a Village Defence Committee (VDC) member had intercepted a terrorist and snatched one AK-47 rifle from his possession. One AK-47 rifle, four grenades, a night vision device, one AK magazine, two wireless sets and a torch were recovered from the incident site. The Afghan mercenary was identified as Mohammed Shumaid alias Abul Fida alias Abu Janbaaz, stated to be an activist of the Lashkar-e-Toiba (LeT) outfit.

State Agriculture Minister Abdul Aziz Zargar resigned amidst allegations that the September 24, 2002 Akshardham Temple attack in Gandhinagar, Gujarat, was planned at his residence in his native village Manzgam in Anantnag district. Zargar, a senior leader of ruling People’s Democratic Party (PDP), sent his resignation letter to Chief Minister Mufti Mohammed Sayeed saying "till my name is finally cleared and I am sure it will be cleared, I may be kindly allowed to relinquish my Ministerial responsibilities in the best tradition of public life." He also said that, "I am being made a victim of a sinister campaign aimed at tarnishing my image and lowering my prestige in the public eye." An arrested Lashkar-e-Toiba (LeT) terrorist, Chand Khan, reportedly told investigators that the terrorists responsible for the Akshardham Temple attack, in which 32 persons were killed, had used Zargar’s house as a hideout. The Minister has claimed that he had no knowledge that his native house had been used by the Lashkar terrorists as he had migrated from the area immediately after the eruption of militancy in the State in 1989.

Acting on a tip-off, police in Mumbai, Maharashtra, on September 12 killed two suspected Lashkar-e-Toiba (LeT) terrorists, including the alleged key accused of the August-25 twin blasts, Nasir, following an encounter near Ruparel College in Mutunga. Police also later seized an unspecified quantity of weapons and explosives from their possession. According to senior police officials, Nasir had trained the bombers who planted the bombs in cars at the Gateway of India and Zaveri Bazar and the explosion that was triggered by them had killed 52 persons and approximately 150 more were injured. Nasir was reportedly present when the bombs were being assembled on the night of August 24, officials added.

Reports from south Kashmir have indicated that after receiving specific information, security forces (SFs) raided a terrorist hideout at Narwani in the Shopian area of Pulwama district on September 16. During the ensuing encounter, three terrorists of the Lashkar-e-Toiba (LeT) and one SF personnel were killed, while four SF personnel sustained injuries. According to official sources, the slain terrorists included Abu Umair, allegedly the mastermind of terrorist incidents in Akshardham and Nadimarg. While 32 persons, including 16 women and four children, were killed in the attack on Akshardham temple in Gandhinagar, Gujarat, on September 24, 2002, twenty four Kashmiri Pandits were killed at the Nadimarg village near Shopian in the Pulwama district on March 23, 2003.

Gen Shantonu Choudhary said in Delhi on September 17 that there has been "a quantum jump" in infiltration across the Line of Control (LoC) as well as terrorist violence in the hinterland in Jammu and Kashmir in the last three months. The General while indicating that Pakistan had "revived" terrorist training camps in the Pakistan occupied Kashmir (PoK) region, added that "We have photographic evidence of this." An estimated 3,000 terrorists are being trained in these camps with the Lashkar-e-Toiba (LeT) and other groups operating many recruitment centres. LeT ‘district commander’ Mohammed Shahzad, arrested from Banihal in the Doda district on September 13, has reportedly given a detailed account of this.

According to media reports, the December 2, 2002- bomb blast in Ghatkopar, Mumbai, was planned in Dubai, port city of United Arab Emirates, by the Lashkar-e-Toiba (LeT) operative Abu Hamza and funded by the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. A prime accused in the blast identified as Toufiq alias Chittu alias Rafique alias Yasar, an activist of the Muslim Defence Force (MDF), has reportedly revealed that the conspiracy was hatched by Abu Hamza who had roped him and others for the crime. Toufiq also revealed that he had collected Rupees 1.5 lakh from Muslims of Tamil Nadu residing in Riyadh and handed over the money to Abu Hamza. He said Hamza had planned to create explosions in India and target leaders and prominent personalities. Toufiq is the third accused to give a statement in the case. Two other accused, Imran Rehman Khan and Mohammed Altaf, were deported from Dubai in January 2003. Two persons were killed and 31 others injured in the Ghatkopar blast.

Two Special Police Officers (SPOs) and a Fidayeen (suicide squad) terrorist were killed and six persons, including two police personnel, were injured during an encounter in the Surankote town of Poonch district on September 30. Official sources said that a lone Fidayeen terrorist appeared in the Surankote town and lobbed a grenade on the office of Sub Divisional Police Officer (SDPO). The grenade reportedly exploded near the SDPO’s office causing injuries to five persons. Two injured SPOs later succumbed to their injuries. After managing to escape initially from the incident site, he was later shot dead during an encounter in the Hari Mohalla area of Surankote town. The slain terrorist has been reportedly identified as Abu Hamzal, a cadre of the Lashkar-e-Toiba (LeT) outfit. One AK-56 rifle, three magazines and four grenades were recovered from his possession.
