Media reports of March 3 said the Lashkar-e-Toiba (LeT) has issued a fresh threat to launch suicide attacks in India and target Premier Atal Behari Vajpayee and other senior politicians. LeT chief Hafeez Saeed's taped speech reportedly played at a mosque in Rawalpindi, in which he is believed to have said, "Listen, Vajpayee, we are about to unleash a spate of suicide attacks. I have ordered my warriors to undertake this duty." Saeed also warned Pakistan President Pervez Musharraf and said, "We shall not submit to you or your government.... We will not allow you to besmirch the jihad...", reports added. He had also reportedly took objection to the presence of United States Ambassador Nancy Powell in Pakistan and said, "Pakistan should cleanse itself from her unholy existence."

A suspected fidayeen (suicide terrorist) affiliated to the Lashkar-e-Toiba (LeT) opened fire disrupting Muharram (religious procession of Muslims) procession at the Poonch Bus Stand, in Jammu and Kashmir’s (J&K’s) Poonch district, on March 14, even as the security forces (SFs) were escorting it. The terrorist hid in a hotel near the incident-site and opened fire on the SFs, using hotel inmates as human shield. The terrorist killed a Deputy Superintendent of Police (DySP), heading the police escort team, while the latter was countering the attack. Reports said police retaliated with restraint to avoid civilian casualties. Three passengers at the bus stand were killed and eight more injured in the crossfire. The hotel was evacuated after reinforcements reached and SFs stormed the hotel, killing the terrorist in the counter attack. Another police personnel was killed in the encounter. An AK rifle, a magazine and 10 ammunition rounds were recovered from the possession of the slain terrorist. The reports also indicated that terrorists might have planned to flare up communal tension in the district by targeting religious procession of Muslims.

In another incident, two terrorists, involved in an attack at Dundak near Surankote in the Poonch district on March 13 in which two civilians were killed and two others injured, were killed by security forces (SFs) at village Phagla in the same district on March 15. Two civilians were also injured in the encounter. According to official sources, the slain terrorists hailed from Pakistan occupied Kashmir (PoK) and were affiliated to the Lashkar-e-Toiba (LeT) outfit. The death toll in the March 14 terrorist attack in Poonch town increased to seven with one more civilian succumbing to his injuries while police said the slain fidayeen (suicide squad) was affiliated to the Lashkar-e-Toiba group. As reported earlier, three civilians, two police personnel including a Deputy Superintendent of Police and the lone fidayeen were killed after an encounter near Hotel Anand in Poonch town. The fidayeen had attacked a Muharram (religious procession of Muslims) procession at the Poonch Bus Stand from a room in the Hotel Anand. Security forces killed the fidayeen after seven civilians held hostage by the terrorist were rescued.

Official sources said the death toll in the terrorist attack on a remote police post in Gool area of Udhampur district, on March 16, was nine Special Police Officers (SPO) and two civilians. Initial reports had indicated that at least 11 police personnel were killed and two others injured as unidentified terrorists blasted a police post with rockets and grenade launchers. These sources also said that the terrorists abducted seven persons and injured nine others. They also looted all arms and ammunition from the destroyed police post, including 28 rifles and a Light Machine Gun. They also set ablaze the police post, a Primary Health Centre building and eight houses in the village before escaping. Further, when last reports came in, the whereabouts of four police personnel and three civilians held hostage by the terrorists remained uncertain. A massive search operation has reportedly been launched by the Border Security Force (BSF) and police to trace the hostages and track the terrorists, whose number was stated to be between 30 to 35 with a majority of them being foreign mercenaries. Official sources said the terrorist attack appears to be in retaliation to the killing of Hizb-ul-Mujahideen’s Chenab division ‘commander’ Iqbal Fareed, and his four associates, in the same area on February 25. Sources added that a group of approximately 30 to 35 terrorists and at least 50 civilians, who were being used as a human shield, attacked the Ind police post, which was being manned mainly by the SPOs. Meanwhile, a message intercepted by the security forces later in the day indicated that cadres of four terrorist groups had jointly carried out the raid. Quoting Crime Investigation Department (CID) officials of Mumbai, media reports on March 31 said preliminary investigations into the killing of three alleged Lashkar-e-Toiba (LeT) terrorists, on March 29, revealed that they had planned a series of 'fidayeen' (suicide) attacks in the city. They were reportedly in touch with terrorists in the Kashmir valley and their handers in Pakistan. It is suspected that one of the slain terrorists, Abu Sultan, had developed a strong base in Karnataka before moving to Maharashtra. His role in the bomb blasts in Tamil Nadu and Andhra Pradesh in the past few months is also being probed. The three terrorists were chiefly involved in training Students Islamic Movement of India (SIMI) activists in handling explosives. Separately, Maharastra Deputy Chief Minister Chhagan Bhujbal said the slain LeT terrorists had masterminded the March 12- Mulund blast and vital clues were now available.
