Delhi Police Commissioner Ajai Raj Sharma said the December 13-terrorist attack on Parliament was carried out by Pakistani nationals belonging to the Jaish-e-Mohammed (JeM) with possible support from the Lashkar-e-Toiba (LeT) under the guidance of Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI). He said in Delhi on December 16, the interrogation of the four arrested persons revealed that the ISI was ‘clearly connected’ for last three to four months with the conspiracy and the Pakistan government was aware of it. He said the four arrested persons were trained by the ISI in Pakistan occupied Kashmir (PoK). Sharma added, "But if the ISI was involved then the Pakistan (government) must be aware of the plot". All the five terrorists were Pakistani nationals identified as Mohammed (leader), Hamza, Haider alias Tufial, Rana and Raja. All of them were active terrorists of the JeM. They had assembled in Delhi throughout November and December, on the instructions of the JeM commander Ghazi Baba, who is based in Bahawalpur, Pakistan.

Union Home Minister LK Advani, in a statement made in both houses of Parliament, gave a detailed account of the December 13 episode and the subsequent investigations, asserting that the attack was aimed at wiping out the country’s top political leadership. The Minister said, "This incident once again establishes that terrorism in India is the handiwork of Pakistan-based terrorist groups known to derive their support and sustenance from Pakistan’s Inter Services Intelligence (ISI)". Whether it was the hijacking of the Indian Airlines plane to Kandahar, the intrusion at Red Fort or the attack on the Jammu and Kashmir Assembly, all were masterminded and executed at the behest of the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), he said. According to Advani, the investigations into the attack had revealed that all five terrorists who formed the suicide squad were Pakistani nationals. All were killed on the spot. Their Indian associates, he added, have since been arrested.

Police sources said they acted on a tip-off by a Pakistani infiltrator arrested on May 27, 2001 and currently lodged at the Joint Interrogation Centre in Bhuj. The infiltrator, Muzamil, believed to a terrorist of the Lashkar-e-Toiba (LeT), reportedly told police that he had cross into India with four others. They buried the consignment they brought in for retrieving later.

Union Home Minister LK Advani, while speaking in Rajya Sabha (Upper House of Parliament) said he expected the US-led world coalition against terrorism to make Pakistan move comprehensively, without further delay, against the Jaish-e-Mohammed (JeM) and the Lashkar-e-Toiba (LeT), responsible for the December 13-attack on Parliament. He said India would expect Pakistan to hand over Maulana Masood Azhar and Shabaz Khan alias Ghazi Baba, the two leaders of the JeM, and Dawood Ibrahim, the prime accused in the 1993-serial bomb blasts in Mumbai. The Minister said, " I have told Americans, the average Indian citizen just can not understand how Pakistan is being treated as a frontline partner against terrorism; as far as they know, it is that country which has been responsible for fuelling terrorism in India for 20 years.’’

India has shared with the United Nations and some ‘friendly countries’ the evidence that implicates the Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) in the December 13-terrorist attack on Parliament. Speaking to the media, Ministry of External Affairs spokesperson Nirupama Rao said India was in touch with US Ambassador in India Robert Blackwill, the High Commissioner of the UK, and Ambassadors of France and Germany, and had shared the evidence with them. She said, "Pakistan now has to take meaningful action against the terrorist groups on the basis of the demarché presented by India on December 14." The United Kingdom has supported India’s contention that the Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) are responsible for the December 13 attack on Parliament. British High Commissioner Rob Young, after a meeting with Union Home Minister LK Advani, on December 20, said, "We have already banned these groups. We know that Lashkar-e-Toiba and Jaish-e-Mohammed are terrorist groups". He indicated that Britain was not asking for any evidence as it was convinced that Pakistan-based terrorists were responsible for the attack. Official sources said the British High Commissioner agreed that Pakistan should hand over underworld don Dawood Ibrahim to India. He is the main accused in the 1993-serial bomb blasts in Mumbai, and is currently settled in Karachi.

Australia has placed the Harkat-ul-Mujahideen on the list of ‘recognised foreign terrorist organisations’. Announcing the listing, the Australian Foreign Minister, Mr. Alexander Downer, said this was being done as part of the country's obligation under UN Security Council Resolution 1373 of September 28, 2001, to suppress the financing of terrorism. He said, "The regulations prohibit Australian citizens or people or bodies in Australia from dealing with the funds or other assets of the individuals and groups that are listed". There is, however, no reference to the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) in the list.

The Jammu and Kashmir Liberation Front (JKLF) has said that Lashkar-e-Toiba (LeT) was not a Kashmiri outfit as mentioned by the US President George W. Bush after he ordered the freezing of its assets. In a letter faxed and e-mailed to the US President, with a copy to Secretary of State Colin Powell, the JKLF Chairman, Amanullah Khan, claimed that Kashmiris were surprised to hear him say that LeT was a Kashmiri-based terrorist organization which it was not. The letter also said that "India itself had forced the Kashmiris to resort to the armed freedom struggle since their 40-year long peaceful movement had failed to persuade New Delhi to fulfil its declarations, made on national and international level to let Kashmiris exercise their inherent, inalienable and nationally- recognized right to self-determination." The letter added that Jammu and Kashmir "should be made an independent country with a democratic, federal and secular system of government, having friendly relations with both India and Pakistan."

Two Lashkar-e-Toiba (LeT) terrorists, including ‘district commander’ Saifullah Askari alias Owais, were killed in an encounter in Lawaypora village of Bandipore, north Kashmir, on December 24. According to a tip-off, Saifullah Askari was present in the area along with his body-guard, Mirza alias Abu Ali. Some arms and ammunition were also recovered from the site of the encounter. While police sources indicated that Saifullah was LeT’s ‘district commander’ for Bandipore, a Defence spokesperson maintained that he was the outfit’s ‘deputy chief of operations’ in the Kashmir valley. Saifullah was in the news earlier this month when security forces had interrogated nine women from three Bandipore villages on the allegation that they had active links with the Lashkar commander. Two women were later booked under law as Saifullah’s wireless set was recovered from one of them. Furthermore, the LeT had issued a press statement last week stating that Saifullah was being ‘demobilised’ and sent back to the base camp as he had exceeded his brief by establishing contact with women.

India on December 26 asserted that the steps announced by Pakistan against the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) were not adequate and much more was needed to be done. Ministry of External Affairs spokesperson Nirupama Rao, while speaking to the media, said the LeT was saying that it was moving towards Kashmir. "It clearly shows they have not abandoned their ways and not decided to abstain from further acts of terrorism against India", she said, adding that Pakistan’s assertion "does not seem to go far enough to address our (India’s) concerns". Speaking on the same issue, External Affairs Minister Jaswant Singh, said, "I must make it clear that a kind of trickery, that is simply changing names, shifting headquarters from one part of Pakistan to another or to indulge in cosmetic seizure of assets is really to make a mockery of the gravity of the situation and the enormity of the issues that we confront". Singh was speaking to the media after a meeting of the Cabinet Committee on Security (CCS) Affairs, on December 26. The CCS is set to meet once again today, December 27.

Reports said the Mumbai police suspect that a former scientist with the Indian Space Research Organisation (ISRO), IS Mudaliar, and his associate Umang Dave, a software engineer, are linked with terrorist outfits such as the Lashkar-e-Toiba (LeT), the Jaish-e-Mohammed (JeM) and the Al Qaeda. They were arrested on October 31 from Ahmedabad for allegedly sending a threatening e-mail to the Department of Atomic Energy (DAE), earlier on September 21, 2001. Police sources said Mudaliar sent the threatening e-mail to the DAE stating that it was from the LeT. The e-mail said, all the important government installations would be attacked in the next seven days. The police have been trying to establish the Internet link of the accused with terrorists, but sources admitted they had not found any clinching evidence, though they had checked the e-mail correspondence of the accused. Both the arrested persons have been charged with sedition under section 124 of the Indian Penal Code (IPC).

The United States on December 26 formally categorised the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) on the State Department's list of officially designated terrorist organisations. US Secretary of State Colin Powell said in Washington that he had added the two Pakistan-based outfits to the State Department's terrorism blacklist. Powell said he was designating the LeT and the JeM as foreign terrorist organisations under US law. He said in a statement that the move was "another important step in our campaign to eliminate the scourge of terrorism." He added, "These groups, which claim to be supporting the people of Kashmir have conducted numerous terrorist attacks in India and Pakistan." He further said, "The United States looks forward to working with the governments of both India and Pakistan to shut these groups down." The designation of both groups as terrorist outfits makes it illegal for supporters in the United States to provide them with material support and requires US financial institutions to block their assets. US authorities are also authorised to deny visas to group members. Another outfit active in Jammu and Kashmir, the Harkat-ul-Mujahideen (HuM), is already on the US list of designated terrorist outfits.
