According to official sources in Ganderbal, security force personnel launched a cordon-and-search operation at the Khan Haran hamlet, in Gund-e-Rehman, after receiving information that approximately 14 terrorists of five outfits were in a meeting at a hideout. Consequent to an encounter, news sources reported that terrorists of the Al-Badr outfit managed to escape but terrorists of the Hizb-ul-Mujahideen (HM), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammad (JeM) and LeT are still in the hideout.

An Afghan mercenary who was an ‘area commander’ of the Laskhar-e-Toiba (LeT) was killed in an encounter near Udarian in Rajouri district, on May 4. A security force (SF) personnel, too, was killed in the encounter while two others were injured in the operation. The encounter occurred when SF personnel launched search operations in the area after an encounter on May 3, in which four Lashkar mercenaries were killed and some more reportedly escaped. While two of the mercenaries killed in the May 3-encounter have been identified as residents of Pakistan controlled Kashmir, the third and fourth have been identified as Pakistani and Afghan nationals respectively.

On May 14, the Uttar Pradesh government admitted that there was a rise in the activities of Pakistan's Inter Services Intelligence (ISI) in the State and said seven organisations, including the Hizbul Mujahideen (HM), Lashkar-e-Toiba (LeT) and Harkat-ul-Ansar, were primarily responsible for cross-border terrorism along the India-Nepal border. In reply to a question in the State Legislative Assembly, Parliamentary Affairs Minister, Hukum Singh said the modus operandi of these organisations was to create terror either by exploding bombs in crowded places or at military establishments or targeting VIPs. He said, so far, ISI agents had been found directly involved in seven cases in 1999 and 23 cases in 2000. He said the State government had taken adequate measures by increasing the number of police outposts in sensitive areas and had also sought the Union government’s help to fence the 800-km porous India-Nepal border to check terrorist activities.

On May 20, a bomb blast took place at the high-security Border Security Force (BSF) headquarters located inside the Central Government Offices (CGO) Complex, which houses many of the offices of Indian security and intelligence agencies, in south Delhi. However, no damage was reported. A senior police official said on May 21 that the nature of the explosive was yet to be ascertained. Initially, the police termed it as 'crude bomb/fire cracker' explosion. Later, however, BSF sources said it was actually an AK-47-launched grenade. This is the first time that a grenade launcher has been used in a terrorist attack in Delhi, the national capital. According to BSF officials who have served in Jammu and Kashmir, the weapon used was identical to what terrorists in Jammu and Kashmir frequently use. Meanwhile, police sources said they were suspecting the involvement of the Lashkar-e-Toiba (LeT). The modus operandi was reportedly similar to that of the LeT.

The police recovered the pistol-shaped launcher from a ditch near Dayal Singh College. A senior police officer said the finding confirmed the belief that arms supply to several terrorist groups was being routed through the Central Asian countries. He added that the sophistication of the weapons used in the attack hints at the involvement of Lashkar-e-Toiba (LeT) or Jaish-e-Mohammad (JeM).

According to him this was due to the fact that the terrorist outfits never accepted the cease-fire and had continued their action against civilians and security forces. The terrorist, identified as Muzmill Hussain from Lahore, reportedly said during interrogation that he had been trained in terrorist activities at Muzaffarabad in Pakistan Controlled Kashmir (PCK) and he had sneaked into India for a 'special task'. Replying to a question on whether a change had taken place in India’s stand that it would not talk to Pakistan till a conducive atmosphere was created, Jaswant Singh said it is the government’s assessment that such an atmosphere has been created taking into account the totality of the situation. Prime Minister Vajpayee is scheduled to visit the region on June 3, 2001. The State police chief had rushed to Kutch district to supervise the combing operation.
