In a follow-up to the August 23 attack by LeT terrorists on the Poonch police station, the then presiding officer of the Station, Behari Lal Sharma has been dismissed from service on September 4. The dismissal order, approved by the Jammu and Kashmir Governor Girish Saxena, cited the officer’s conduct and acts of omission under Class-C of the Proviso of sub-section 2 of Section 126 of Constitution of J&K. As reported earlier, instead of countering the attack, the officer had reportedly locked himself up in a room until his senior officers reached the station. By then the six attackers had escaped without any casualties and after killing seven personnel.

As reported earlier, the Lashkar-e-Jabbar had claimed responsibility for attacking two women in Srinagar on August 7 and had demanded that Muslim women accept their version of Islamic dress codes. The outfit had imposed September 1 as the deadline but following requests by Ayesha Andrabi, chief of a similar outfit, the Dukhtaran-e-Millat, the Lashkar had extended the deadline to September 10. Most terrorist outfits active in Jammu and Kashmir including the Hizb-ul-Mujahideen (HM) and the Lashkar-e-Toiba (LeT) have disassociated themselves from this drive.

Giving a picture of the terrorist network active in Baramulla and Kupwara districts, the IG said that currently, the Harkat-ul-Mujahideen (HUM) ‘battalion commander’, Manzoor Ahmed Daga, also considered to be the most wanted terrorist in the area, is operating with approximately 50 terrorists in Sopore, Baramulla. In the Lolab region of Kupwara, a ‘battalion commander of Tehrik-ul-Jehad-e-Islami (TUJI), Sultan Chopan dominates with a group of approximately 45 terrorists. The Hizb-ul-Mujahideen (HM) with strength of approximately 350 terrorists is reportedly operating in the two districts under the leadership of Farooq Ahmed alias Mircha. The Jaish-e-Mohammed (JeM) cadre operates in the region with an estimated fifty terrorists under the command of Asif Bhai alias Qari Ashif. The Al-Fateh and Al Badr are operating with relatively lesser cadre strength while the Lashkar-e-Toiba (LeT) is the second largest outfit, which operates in the Baramulla-Kupwara area under the command of Saifullah.

Lashkar-e-Toiba (LeT) chief Hafiz Mohammad Saeed, in a telephonic interview to a news agency, on September 12, denied the role of the outfit in the terrorist attacks in the United States and said his group’s main focus remained on activities in the Indian State of Jammu and Kashmir. He said, "The issue of Kashmir and America are two different matters and one should not be associated with the other." Describing as ‘wrong and baseless’ an earlier claim in the name of the LeT for the attacks in the US, he said, "These are aimed to defame [the] Lashkar, which was involved in the Jihad (holy war) in Jammu and Kashmir." Official sources indicate that the toll is expected to increase as most of the 11 others injured are reportedly in a critical condition. Abu Usman, one of the two-members of the Fidayeen squad, was killed in an encounter while the other managed to escape. Meanwhile, Lashkar spokesperson Abu Osama told local news agencies on telephone that the outfit would launch similar attacks in the future, too. The attack is the third of its kind against the police and its Special Operations wing since last month (August 2001). In a related incident, the mother of one of the deceased SOG personnel in an Anantnag village consumed poison on hearing the news of her son’s killing in the attack.
