A Medical doctor, Sabeel Ahmed from Bangalore accused in the 2007 plot to bomb Glasgow (London, UK) airport but released and deported to India after he admitted withholding information has now been named in an National Investigation Agency (NIA) investigation into an alleged Lashkar-e-Toiba (LeT) linked conspiracy to recruit young Muslims for "jihadi activities", Indian Express reports on December 3. Ahmed was accused by British authorities of withholding information about his aeronuatical engineer brother Kafeel Ahmed's June 2007 suicide mission to drive a jeep with explosives into the Glasgow airport. He has now been identified as the Karnataka man nicknamed as "Motu Doctor", accused number 21, in a chargesheet filed by the NIA into an LeT conspiracy to recruits youths from Bangalore, Hyderabad, Hubli and Nanded for "jihadi activities".

An encounter is going on between Security Forces (SFs) and militants at Shatipora village in Rajwar area of Handwara town in Kupwara District reported Daily Excelsior on December 3. The IGP Mir said that on a tip off, Handwara Police and SFs launched a cordon and search operation in Shatipora in Rajwar area of Handwara. “Militants fired upon the joint forces triggering an encounter. The encounter was going on till the reports last came in”, he added. Sources said that SFs had information about the presence of six militants in the village when they cordoned it off this afternoon. “We had information about the presence of LeT chief for North Kashmir, Wali Bhia among the six militants present inside the village. We are not sure whether he has left before the operation or not as only three have been trapped”, sources added.

One Station House Officer (SHO), identified as Shabir Ahmad, was killed and three others including two Policemen were injured in militants attack at Chadoora chowk market of Budgam District on December 2, reports Daily Excelsior. Inspector General of Police (IGP), A G Mir, said that it was a busy market place and Police didn’t retaliate to avoid the collateral damage. He said that the attack was carried out by Lashkar-e-Toiba (LeT) and Police have got certain leads on which they are working. A militant outfit Al-Nasereen has claimed the responsibility of the attack. The spokesman of the outfit, Sami-ul-Haq, in a statement told a local news agency said that militants of the outfit carried out the attack in which SHO was killed.

The increasing use of an exclusive and underground Voice-over-Internet Protocol (VoIP) application by suspected terrorists has increased concern among the Indian security establishment which believes it to be a creation of the Pakistani spy agency Inter-Services Intelligence (ISI), Hindustan Times reports on December 3. The clandestine, Skype-like application being used by suspected terrorists is hosted on anonymous servers, hidden behind security walls, that operate underground and cannot be intercepted through legal means. The recent annual meeting of the Directors General of Police (DGPs) was told that this anonymous platform was probably developed by the ISI for communication between terror outfit Lashkar-e-Toiba (LeT) cadres and their handlers. The access to platform is restricted to those who have been allotted a login and password, according to officials familiar with the developments. Indian Mujahideen's (IM) arrested ‘India operations chief’ Yasin Bhatkal, while sitting in Nepal, was using VoIP platforms to contact his associate Riyaz Bhatkal, who is in Karachi, Pakistan. The ISI developed VoIP service has been in use for more than a year. "There are software available to develop private and exclusive VoIP service. It is quite possible that the ISI may have tweaked the software to suit its requirements. Such kind of service is always distributed on many servers and kept anonymous. Usually security layers of VPN or virtual private network and proxy tunnels are used as an additional security," says Dhruv Soi, director of Torrid Networks, a cyber security company.

Security Forces (SFs) on December 3 killed divisional commander of Lashkar-e-Toiba (LeT) militant outfit and his two associates in a fierce gun battle in Handwara area of Kupwara District during which two Army personnel were also injured, reports Daily Excelsior. Director General of Police, Ashok Prasad said that Police got information about the presence of the militants in the area and developed it that led to the successful operation. The Police chief said that Police, Special Operations Group of the Police, 30 Rashtriya Rifles and 21 RR of Army launched a joint operation on December 2 during which the three militants of the LeT were killed.

Pakistani prosecutors on December 5 sought contempt proceedings against the lawyer of the seven accused charged with involvement in the Mumbai 2008 terror (also known 26/11) attacks for claiming that the evidence in the case was a ‘sham’, reports Niticentral.com. “We have prayed for contempt proceedings against the defence counsel as he violated the court’s order by holding a Press conference,” Special Public Prosecutor Chaudhry Mohammed Azhar said. “They (defence lawyers) had themselves sought an in-camera trial in the case and they violated this,” he added. The prosecution sought the contempt proceedings during December 5 hearing of the Mumbai case by Anti-Terrorism Court at Adiala Jail in Rawalpindi. A witness was also cross-examined during the hearing. “One witness was cross-examined and our prayer (for contempt proceedings) will be taken up at the next hearing on December 11, 2013” Azhar said. The new lawyer Raja Rizwan Abbasi of the seven accused, including Lashkar-e-Toiba (LeT) ‘commander’ Zaki-ur-Rehman Lakhvi, told a news conference in Islamabad that the evidence provided by India was a ‘sham’. “The dossiers provided by India are information and not evidence as needed by the court. The evidence provided by India is sham,” Raja Rizwan Abbasi said. Prosecution sources said they would not react publicly to Abbasi’s claims but would take them up legally. Lakhvi, Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younas Anjum were arrested in July 2009 for their alleged role in the Mumbai attacks. Pakistan has acknowledged that the conspiracy behind the attacks was hatched on its soil. However, it claimed India has not provided enough evidence for action against the accused, a charge vehemently denied by New Delhi.

Sources in the Police say he has revealed the terror group's plan to attack Delhi. "He was regularly interacting with Javed Baluchi, an LeT commander who is based in Pakistan. Sources said the suspect, Mohammad Shahid was being supervised by another LeT old-timer from Mewat, Abdus Subhan, under directions from a senior Pakistan-based LeT ‘commander’, Javed Baluchi. While Subhan is at large, a diary listing some numbers, targets and code words was reportedly found on Shahid. Sanjeev Yadav, DCP special cell, said, "Towards the end of November, information was received that a known LeT terrorist, Javed Baluchi of Pakistan, had been in touch with a sub-module in Mewat, Haryana, and a conspiracy to strike in the national capital was being hatched". Subhan sources said, joined a LeT tanzeem (organization) in 2001 and was associated with a few LeT terrorists arrested in 2001. He was reportedly indoctrinating a number of Mewati youths having jihadi ambitions with Shahid's help. An attack was also in Delhi around December 4 but was postponed. Sources said, in an intercepted conversation between Subhan, Shahid and Baluchi, one of them said, "Shaadi ki taarik mukarar ho gayi hai (the wedding date has been fixed)", a reference to the terror strike. Security officials said LeT's activities in Mewat are a serious internal security concern. Given Subhan's long association with Lashkar, they are scanning all suspicious activities in Delhi and the nearby areas of Haryana and Rajasthan. He is said to have visited Pakistan twice in the past few years and trained in making bombs. The special cell first received information about Subhan on November 19, 2013. They tracked phone calls and found out that an attack was in Delhi around December 4, 2013. Shahid was picked up on December 7, 2013 and interrogated.

Rahid's Pakistan-based bosses had been given him the task of creating a strong network in the region and carrying out blasts in National Capital region (NCR). Rashid, who has been associated with LeT for over 12 years, has been to Pakistan several times for training and has also helped the organization with logistics while carrying out previous blasts. Rashid is an imam at a mosque in Ghaghas Village in Nuh District of Haryana's Mewat region. Police stumbled upon the fact that LeT is recruiting Mewatis after intercepting a call between Rashid and LeT ‘commander’ Javed Baluchi in Pakistan. Sources said Rashid was discussing terror plans, recruits and targets with Baluchi in code. Sources say a module planned to carry out an attack on December 4, 2013. However, the plan was postponed. Rashid's network is expected to be spread over Delhi, Haryana and Rajasthan. Asian Age reported on December 16 that LeT is conspiring to target some “high-value targets (HVT)”, particularly political leaders in the national capital, even planning their possible kidnapping, to secure the release of some top militants. Intelligence sources revealed that the responsibility for this operation has been assigned to Javed Baluchi, who is said to operating out of Pakistan occupied Kashmir (PoK). There are reports that Baluchi and his associates may even try and kidnap some high-profile persons to try and secure the release of some important terrorists lodged in jails across the country. “They plan something on the lines of the IC814 hijacking where India was forced to release dreaded militants, including Jaish-e-Mohammed (JeM) ‘chief’ Maulana Masood Azhar,” a senior intelligence official said.

The investigation into an alleged Lashkar-e-Toiba (LeT) plot to attack Hindu elements that led to the framing of charges against 12 Muslim youths from Karnataka, Andhra Pradesh and Maharashtra has reached a dead end as eight more wanted persons, including several with links to an older generation of terrorist incidents in India, are based abroad, Indian Express reported on December 20. The authorities have issued Interpol Red Corner Notices for the arrest of the eight. An Interpol notice is also likely to be issued against a ninth missing person, identified only as Motu Doctor, when the National Investigating Agency (NIA) identifies him in the course of a supplementary chargesheet to be filed in a couple of months. Among the eight persons wanted in the Bangalore case is a man referred to by some of the accused as Professor who has been identified in the NIA chargesheet as Farhatullah Ghori, also an accused in the 2003 attack on the Akshardham Temple. Sources said he was in Pakistan and was a key link to extremist outfits there. Another wanted person is Mohammed Bhai alias Abdul Bari alias Abu Hamza, who is the main accused in a blast outside the Dilsukhnagar Sai Baba temple in Hyderabad in 2002 that killed two. He is in Saudi Arabia and is linked to the creation of the Muslim Defence Force in Tamil Nadu, a precursor to the emergence of the Al Ummah. Bari's brother Furkhan Bhai, Osman bin Siddiqui alias Abu Hanzala, an alleged financier of LeT networks in India, and Asad Khan alias Abu Sufiyan, who has a terrorist case record in Hyderabad, are the other wanted persons. They are from an older generation of alleged terrorists. The three others against whom Red Corner Notices have been issued are Abdul Majed, the youngest brother of Abdul Shahed, an LeT linked terrorist killed in Karachi in 2007, Usmane Ghane, a doctor and Mohammed Shahed Faisal, an engineer. Sources said dentist Imran Ahmed, who was arrested recently in the conspiracy case following his return from Saudi Arabia, had confirmed that the persons against whom Interpol notices have been issued were part of a group that frequently met in Saudi to discuss developments in India with regard to Muslims, among other issues. Earlier, Mohammed Akram, who is considered a key figure in the alleged LeT plot, had told investigators that the conspiracy was hatched in the course of meetings held with the Gulf-based individuals. Three Lashkar-e-Toiba (LeT) terrorists were arrested in Srinagar on December 24, reports The Times of India. "One of the three terrorists was picked up from Hazrtbal area and the other two were nabbed in Kadekadal area of old city," said an unnamed Police officer. "A special unit of police on Tuesday [December 24] arrested Lateef Ahmad, a LeT militant, from Hazratbal area. Lateef led police to Kadekadal where two other terrorists were picked up during routine frisking on the road," a source said. Initial reports said four unidentified people (who later turned to be cops in plainclothes) shot a youth in his foot and bundled him along with his companion in a private cab in Kadekadal. Sources said interrogation of the three arrested terrorists led police to Yechkoot village of Budgam, resulting in an encounter. However, the terrorists managed to escape under the cover of darkness. Police had received information last week from central and state intelligence agencies that several LeT terrorists were preparing to launch an attack in Srinagar city. Following the intelligence inputs, surveillance was intensified.

Sources said that SFs cordoned off several villages in Budgam District since morning to nab the two militants who fled from Ichkote village. Police, Army and Centre Reserve Police Force (CRPF) personnel cordoned off scores of villages of Budgam and Chadoora areas of the Budgam District in search of the two militants who fled from security cordon last evening. SFs believe that both the militants are dead but so far their bodies have not been recovered. Sources said that one of the dead militants is a Pakistani, Omar and another is a local. In a latest advisory, Multi Agency Centre (MAC) has warned that the LeT is planning an attack which could involve multiple teams at more than one location in the country. The outfit may use its maritime capability in the course of such an attack. It is suggested that top Laskhar ‘commander’ Sajid Mir, has been involved in this planning. The fresh terror warning has come as a matter of concern for the intelligence agencies, who believe Sajid Mir is roaming freely in Pakistan, visiting Karachi regularly, and running the terror machinery of the LeT with the help of Pakistan’s Inter-Services Intelligence (ISI).
