The National Investigation Agency (NIA) on October 2, secured first conviction in a terror case involving Lashkar-e-Toiba (LeT) operatives, reports The Times of India. An NIA special court convicted 13 operatives linked to LeT, including T Nazeer and Sarfaraz Nawaz, for recruiting youth from Kerala for terror training and planning attacks across the country. Four of these recruits had been killed in an encounter in Kupwara, Jammu and Kashmir, by Security Forces in 2008. Sarfaraz Nawaz was the key conspirator who had also provided finances and logistic support to the LeT network operating in Kerala under T Naseer, NIA sources said. "We have conclusively proven that the accused persons facilitated the movement of five boys from the state of Kerala to the Jammu and Kashmir to undertake arms training and wage 'jihad' against the country. These boys had not only been trained by LeT in 2008, but had also taken part in an armed action against the security forces in the Lolab forests of Kupwara which had resulted in the death of the four of the five youth," said an NIA officer.

Unravelling Pakistan’s Inter-Services Intelligence (ISI's) direct handling of Indian Mujahideen (IM), arrested IM ‘India operation chief’ Yasin Bhatkal told National Investigation Agency (NIA) how ISI takes care of funding, training and resources for attacks in India, The Times of India reports on October 4. The execution of terror strikes, however, is left almost entirely to IM. Bhatkal further claimed that ISI, and not Lashkar-e-Toiba (LeT), had imparted him training for two months in Pakistan in 2006, which covered handling of explosives, assembling of bombs, indoctrinating young Muslims and covert operations. ISI officials facilitated his entry and exit from Pakistan at the time, put him up at the spy agency's safe house in Karachi and ensured that he travelled under heavy security cover. Bhatkal has revealed that top IM operatives, including Riyaz Bhatkal, Iqbal Bhatkal, Amir Reza Khan, Mohammad 'Bada' Sajid, Dr. Shahnawaz, are based in Karachi (provincial capital of Sindh), living in safe houses provided by the ISI.

The Central Security agencies are investigating into the mobile phone contact details of three most wanted terror suspects, arrested by Tamil Nadu Police, to know if they had any links with other militant outfits like Indian Mujahideen (IM) and Lashkar-e-Toiba (LeT), Deccan Chronicle reports on October 9. The National Investigation Agency (NIA) and intelligence bureau very particularly wanted to know if Sikander ‘Police’ Fakruddin (arrested on October 4, 2013), had any links with arrested Indian Mujahideen (IM) ‘India operation chief’ Yasin Bhatkal. “While referring to the digital secret dossiers of Yasin and Fakruddin and comparing their contacts, we found many common links. Though they were not in direct contact with each other, both were in contact with certain people. It is possible that they had used the common links to communicate,” the Police sources said.

Moreover, Pakistani troops have violated the ceasefire along the LoC in Jammu and Kashmir (J&K) eight times in the last four days and intelligence reports warn that there will be more such incidents as terrorists make more attempts to infiltrate the border over the next month, reported NDTV on October 17. A comprehensive intelligence assessment states that over 700 well-trained and heavily-armed terrorists, mostly from the LeT and the JeM are waiting at various launch pads on the Pakistani side close to the LoC. As is wont, Pakistani forces stationed at the border are expected to open frequent fire to provide cover to the terrorists as they attempt to cross over into India. The intelligence report says only a strong counter-infiltration and counter-terrorist grid in place across J&K has prevented increased attacks in the interiors of the state. Intelligence agencies have also shared details of some of the major camps across the border that house and train terrorists. The report says that there are about 450 to 500 terrorists waiting north of the Pir Panjal range of mountains to attempt crossing over into the Kashmir valley in camps in Sonar/Sardar, right opposite Machil/Gurez on the Indian side, in Kel opposite Machil, the Neelam Valley opposite Keran and in the Lipa Valley opposite India's Tangdhar. The report says about 150 to 200 more terrorists are at camps south of the Pir Panjal range in the area that faces India's Jammu division, opposite areas like Poonch and Krishna Ghati.

Pakistan continues to protect and shield Dawood Ibrahim and Lashkar-e-Toiba (LeT) ‘founder’ and Jamaat-ud-Dawa (JuD) ‘chief’ Hafiz Muhammad Saeed, two of the most wanted terrorists in India. "Saeed travels in a convoy of 12 vehicles that includes three bullet-proof cars. The bullet-proof cars keep shuffling in the convoy whenever he travels within a city or outside," Tunda revealed. He further said Saeed has amassed immense wealth in the last few years. He has accounts in Pakistan and foreign countries including Belgium. "In Al-Falah Bank, Lahore, alone he has over Rs 5 crore," Tunda told his interrogators. "Dawood is in the habit of spending lavishly on the ISI operatives. Indian Mujahideen (IM) is now trying to grow up as a terror network like al Qaeda, keeping a close liaison with Pakistan based Qaeda network of Tehreek-e-Taliban, admits arrested IM ‘India operation chief’ Yasin Bhatkal, during his recent interrogations by different intelligence agencies, The Times of India reports on October 21. Yasin Bhatkal claimed that their ultimate mission is to uphold Shariah in India like the Mujahideen in Afghanistan and Somalia. In both countries Islamic terror networks are believed to be a part of Al-Qaida. Yasin has to say that they keep a tactical understanding with Pakistan’s Inter-Services Intelligence (ISI) for logistic support. Yasin's interrogation also unearthed that more than half a dozen IM recruits from north India were killed in Afghanistan who went there to fight for the Taliban. During recent interrogation by different state agencies and National Investigation Agency (NIA), Yasin revealed how the entire organization split into two factions: Azamgarh and Bhatkal following the debacle of Batla house encounter in 2008. "Batla house encounter forced most of the IM operatives to flee from the country and they were supposed to take refuge in Nepal. At that time most senior IM leader and one of the founders Amir Reza Khan was responsible to provide proper logistic support to IM operatives in Nepal, what he did not execute, alleged Yasin," said an investigator.

Intelligence reports have indicated that a group of 35 militants including 17 fidayeens (suicide bombers) were being trained by Pakistan Army, militant commanders and Pakistan Rangers together at Lahar Kalan in Sialkot District (Punjab Province) of Pakistan opposite Samba and Hiranagar sectors on the International Border (IB), Daily Excelsior reports on October 30. “Of 35 militants getting training at Lahar Kalan camp, 17 of them were being imparted rigorous training as fidayeens (suicide bombers),’’ the Intelligence input revealed. It said all those undergoing training in handling of sophisticated weapons and explosive devices were Pakistanis. None of them hailed from Jammu and Kashmir, it added. The militant outfits, whose militants were being trained at the camp, included Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), Al Badr and Hizb-ul-Mujahideen (HM). Sources pointed out that though the militant commanders of these four outfits didn’t have much co-ordination, they have joined hands to train the militants following dwindling strength of their cadre and repeated calls from their commanders operating in Jammu and Kashmir for infiltration of the militants to sustain terrorism.

Pakistan Prime Minister Nawaz Sharif is not in control of 'Kashmir Policy' which is decided by Pakistan's Army Chief General Ashfaq Pervez Kayani and the Corps Commanders, says an internal Indian Army assessment note, India Today reports on October 31.The note, however, does not give Nawaz Sharif a 'clean chit', saying there are no indications that the Pakistan Prime Minister has either directed or insisted that his Army mend its ways. The note says even though General Kayani has called terrorist organisations within Pakistan including the Tehrik-e-Taliban Pakistan (TTP), Tehreek-e-Nafaz-e-Shariyat-e-Mohammadi (TNSM), its affiliates and splinter groups operating in Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP) as Pakistan's number one national security threat, the Pakistan Army and Inter-Services Intelligence (ISI) continue to train, arm, support and launch terrorist groups into India."The entire top leadership of several terrorist organizations in Jammu and Kashmir (J&K) has been wiped out by successful operations of the army and J&K police in the past eight months. These include top district and division commanders of LeT, JeM and HM. The cadre and over ground workers (OGWs) are directionless and are facing a shortage of both weapons and ammunition. Before the 2014 state assembly and General elections, Pak army, ISI, Hafiz Saeed (LeT), Masud Azhar (JeM) and Syed Salahuddin (HM) in Pakistan want terrorist leadership to infiltrate and acquaint themselves with the lay of the land and the terrorist infrastructure. This is an important factor in the sudden spurt in infiltration before winter snow closes down the passes," says the note.
