A year after the chargesheet was filed against four suspected Lashkar-e-Toiba (LeT) militants for planning bomb blasts in major shopping centres in Delhi, a city court on November 1 formally framed charges against them, reports Indian Express. Delhi Police had submitted the chargesheet in September last year against suspected LeT militants Ahtisham Farooq and Shafaqat Ali Tuggu and their associates, Tawseef Ahmed Peer and Saijee Tanwar, for planning to execute a mission, code-named "Shahi Programme", in the capital. Ahtisham, Shafaqat and Tawseef are in judicial custody while Saijee is out on bail. The trial is scheduled to commence on December 17, 2013.Additional Sessions Judge Daya Prakash ordered that they face trial for cheating, impersonation, forgery and criminal conspiracy. Ahtisham, Shafaqat and Tawseef will also stand trial under provisions of Unlawful Activities Prevention Act (UAPA), Explosive Substances Act and for offences against the State under relevant sections of the Indian Penal Code (IPC).

The Madhya Pradesh (MP) Criminal Investigation Department (CID) has initiated a fresh investigation to ascertain the culpability of passport authorities, especially the then passport officer T.D. Sharma, pertaining to issuance of a passport to Sameer Khan Pathan an alleged Lashkar-e-Toiba (LeT) militant who was killed by Gujarat Police on October 22, 2002, reports The Times of India reports November 2. He had allegedly obtained passport in the name of Nawab Khan Haiyyatkhan Pathan from here to visit Pakistan on January 13 in 1998, said sources.CID started investigations into issuance of the passport in 2010 following an official communication from the Gujarat Police and an FIR was registered against five persons including the passport officer and three employees of the passport department for issuing a passport to Pathan.

However, SFs recovered one RPG launcher, one RPG booster, two AK-47 magazines, 135 rounds of ammunition and five UBGL grenades from the house of one Mohammad Salim Dar of Chankhan area in Sopore where the LeT militant was hiding.

Two Central Reserve Police Force (CRPF) personnel, identified as Pradeep Gana and Mahesh Kumar, were shot dead by militants on Srinagar-Jammu highway near Awantipora town in the Pulwama District on November 7, reports Daily Excelsior. Deputy Inspector General (DIG) of Police, South Kashmir range, Vijay Kumar, said that the two CRPF men were on Road Opening Party (ROP) duty near Pandav Park in Awantipora on the National Highway. Kumar said that one militant used the boat to cross river Jhelum and struck on the highway. He said that after crossing the river, the militant travelled around 100 metres and fired indiscriminately upon the two CRPF men. Kumar said Police suspected hailed that the militant who carried out the attack was Irshad Gania of Lashkar-e-Toiba (LeT) who hailed from Padgampora village in Pulwama District. He said that Security Forces (SFs) have cordoned off a village as they got information that he has fled to that village after carrying out the attack.A person identifying himself as Sami-ul-Haq of Shuda-e-Brigade claimed responsibility for the attack. “Our cadres carried out the attack in Awantipora and killed the two CRPF personnel”, he told a local agency.

Around 26 intelligence alerts, many of them by Central Investigation Agency (CIA), were issued since August 2006 on Lashkar-e-Toiba’s (LeT) plan to carry out major terrorist attacks in Mumbai (Maharashtra) and several five-star hotels were mentioned as targets, according to a book titled “The Siege: 68 Hours Inside the Taj Hotel”, written by authors Adrian Levy and Cathy Scott-Clark on the November 26, 2008 (26/11) attacks, New Indian Express reports on November 9. It is said that three warnings specifically mentioned possible fidayeen (suicide) attacks, with the first coming just a month ahead of Pakistani-American LeT operative David Coleman Headley’s visit to Mumbai on September 14, 2006.Levy and Scott, who interviewed foreign intelligence operatives and former as well as serving LeT cadre, claimed that of the warnings, 11 suggested that the plan would involve multiple simultaneous attacks. It said six warnings pointed to a seaborne infiltration, which would be the first in India.Later, the Intelligence Bureau (IB) received two more date-specific warnings about the Taj attack. One was about a possible attack on May 24, 2008 and the other on August 11, 2008 both prompted by tip-offs from a source in Pakistan, said to be inside LeT, according to the book.

Two suspected militants of Lashkar-e-Toiba (LeT) and their accomplices, arrested last year for allegedly planning to carry out bomb blasts here, have been ordered to be put on trial by a Delhi court, Deccan Herald reported on November 9. Additional Sessions Judge Daya Prakash ordered framing of charges against suspected LeT militant Ahtisham Farooq, Tawseef Ahmed Peer, who is allegedly associated with LeT, their accomplices Shafaqat Ali Tuggu and Saijee Anwar.The court directed that charges against all the four accused be framed under various provisions of Indian Penal Code (IPC), including sections 420 (cheating), 468 (forgery for the purpose of cheating) and 120B (criminal conspiracy).Except Anwar, the other three accused were also ordered to be put on trial for offences under the Explosive Substances Act and Unlawful Activities Prevention Act (UAPA) and under section 121-A (conspiring to commit certain offences against state) of IPC. Farooq, Tuggu and Peer are presently in judicial custody while Anwar is out on bail. According to the Police, explosive material and detonators along with 11 memory cards, India Passport of Farooq, who had allegedly undergone training in a LeT camp in Pakistan, and other articles were recovered from Farooq and Shafaqat.

The Central Bureau of Investigation (CBI) has sent a Letter Rogatory (LR) to Pakistan seeking details about alleged Lashkar-e-Toiba (LeT) terrorists Amjad Ali and Zeeshan Johar, killed in Ahmadabad encounter on June 15, 2004, New Indian Express reported on November 16. The CBI had also published advertisements with photographs of Johar and Ali in local newspapers, announcing rewards for information. Johar and Ali were killed along with Ishrat Jahan and Pranesh Pillai alias Javed Sheikh near Ahmadabad by the Gujarat Police. According to sources, the agency had carried out a detailed enquiry in Jammu and Kashmir (J&K) to ascertain the identity of the alleged LeT militants.

Alleged Lashkar-e-Toiba (LeT) operative Sayed Zabiuddin Ansari, alias Abu Jundal, wanted to take part in the November 26, 2008 (26/11) Mumbai (Maharashtra) terror attack by landing in the city along with others, according to his confession, Indian Express reported on November 20. "I told Lakhvi I want to take part in the big operation in Mumbai but Lakhvi told me that I should be in the control room and encourage the boys," said Jundal in the confession. The copies of Jundal's confession were given to defence lawyers on November 20 by the special court which is conducting the trial in 26/11 case. Jundal had volunteered to give the confession last August, which he subsequently retracted.

"The judicial commission has just returned from Mumbai after interviewing a cross section of officials and witnesses. Our country will not let the perpetrators of the heinous crime go unpunished once their crime is proved," said Jilani who refused to give any time frame for such action as he said "the matter was subjudice." In Pakistan, a case had been registered against key Lashkar-e-Toiba (LeT) terrorists and trial was on in a special court in Rawalpindi. These persons, including Zaki-ur-Rehman Lakhvi, Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younas Anjum, were arrested in Pakistan in 2009 and charged with planning, financing and executing the 26/11 strike. Significantly, Pakistan had not taken any action on India’s demand to arrest LeT founder Hafiz Saeed, who is said to be the main person behind 26/11.

He was in Srinagar for over a month after he lost contact with his group during a gun battle in Ahmad Nagar in Srinagar on October 2, 2013. At least eight Policemen, including a Sub-Inspector of Police, were injured in the gun battle that raged and the LeT militant fled to nearby Anchar Lake under the cover of darkness.

Reacting sharply to the statement of the counsel for seven accused that the evidence provided by India was a “sham”, Ministry of External Affairs (MEA) Spokesperson, Syed Akbaruddin said India had discussion with Pakistan leaders, including Mr Sartaj Aziz who came here only recently, and they acknowledged that India had provided the evidence it had. Otherwise all evidence was there in Pakistan itself, as it was there that the conspiracy was hatched, the training of the culprits took place and financing was arranged, Mr Akbaruddin said. His remarks came when asked about the claim of Raja Rizwan Abbasi, counsel for Lashkar-e-Toiba (LeT) ‘commander’ Zakiur Rehman Lakhvi and six other accused, that the dossiers provided by India was information and not evidence as required by the court, and what was provided was a “sham”not evidence. The MEA Spokesperson said the onus to provided evidence to the court lay on the Government of Pakistan.

Director General (DG), BSF, Subhash Joshi said, "We have conducted a thorough investigation into the incident and come to the conclusion that there are no signs of intrusion on the border. There has been no breach in the fencing on the border and even the unfenced riverine areas, which are well fortified and guarded, have no signs of any intrusion. Other agencies have also not informed us that there was any transgression on IB."
