Four major political forces - Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and United Democratic Madhesi Front (UDMF) - on March 1 said they would settle all the disputed issues before March 7, when a final hearing on a petition against the ongoing process of appointing the Chief Justice the head of an interim election Government is due, and claimed that they were close to a deal, reports The Himalayan Times. NC Vice-president Ramchandra Paudel said “The parties are aiming at removal of constitutional hurdles, resignation of Prime Minister Bhattarai and appointment of the chief justice the head of the executive almost simultaneously.” UCPN-M Krishna Bahadur Mahara, a member of a taskforce formed by the four forces to prepare a draft proposal on constitution amendment, also said a deal was close at hand with only some issues pertaining to voters’ criteria, the Truth and Reconciliation Commission (TRC) and ranks for former combatants remaining to be resolved.

Further, Unified Communist Party of Nepal-Maoist (UCPN-M) Chairperson Pushpa Kamal Dahal aka Prachanda on March 4 said an election Government under the leadership of chief justice will take shape by March 7, reports The Himalayan Times. Dahal went on to add, political parties have reached a deal to hand over the Government leadership to Chief Justice to conduct elections by mid-June. Dahal said, “The Chief Justice-led Government is a must to ensure polls by mid-June and a new Government must be formed after that. The process has been delayed as some Congress leaders were not in the Capital and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) was tardy in coming with its official decision.”

Leaders of four major political parties have claimed that formal agreement on Chief Justice Khil Raj Regmi-led Election Government is around the corner, reports Nepal News. Emerging from a meeting of four parties in the evening of March 7, the leaders said they had resolved all sticking points except for the ranks to be given to the former Peoples Liberation Army (PLA) combatants to be integrated into the Nepal Army. In the meeting, the parties resolved the differences on formation of the Truth and Reconciliation Commission (TRC) and updating of voter list. As per the understanding, the TRC ordinance won't have provision for amnesty to those involved in serious human rights violations during the Maoist insurgency while the voter list used in the elections in 2008 will be updated. They said a package agreement is going to be signed between the four parties "in a day or two". "There will be formal agreement on ways to remove the constitutional hurdles on Friday or Saturday and the new Prime Minister will be sworn in -- possibly on Friday [March 8] itself," said Unified Communist Party of Nepal-Maoist (UCPN-M) vice chairman and Deputy Prime Minister Narayan Kaji Shrestha.

After a series of negotiations over the past few weeks, the four major political parties - Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Madhesi Front - have come very much closer to a ´package deal´ on March 12 (today) on all contentious issues except rank determination for the Maoist combatants opting for integration into the Nepal Army (NA), reports Myrepublica.com. Rejecting outright the proposal of the four major political parties to form a new Government under the sitting Chief Justice, 18 various minor parties represented in the erstwhile Constituent Assembly (CA) have demanded on March13 (today) the finding of an alternative Prime Ministerial candidate from within the political parties for holding fresh polls, reports Myrepublica.com. Co-chairman of Rastriya Janashakti Party (RJP) Prakash Chandra Lohani said "The parties told the leaders of the major parties that the syndicate of four parties alone won´t help resolve the problems seen in the country." The leaders and cadres of the fringe parties gathered and burnt the copies of the agreement. There was a clash between the agitators and the Police during the protest. HLPM Coordinator Dahal met Chairman of Interim Election Government Khil Raj Regmi and made the recommendation after a decision to that effect was taken in an HLPM meeting. Dahal also suggested some agreed names to be appointed in the constitutional bodies and told Regmi that the HLPC would try to recommend all the names by March 18 (today). Police guarding the head office of Ncell said that the cadres pelted stones at the Ncell building, smashing several windowpanes. Five persons were arrested from the scene. Some 87 members of the All Nepal Trade Union Federation affiliated with CPN-M-Baidya, who were earlier working with Hello Nepal, a private telecommunication company that was acquired by Ncell few months earlier, had been agitating for some time demanding reinstatement in their previous positions. However, the Ncell has refused to take them in, saying that it has no liability towards the workers who were working on contract basis at Hello Nepal.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman Jhalanath Khanal said that his party is not rigid on the date for holding new election but his party´s priority is to see the election held by mid-June and if that is not possible then it could be held in the winter. Nepali Congress (NC) leader Bimalendra Nidi said "Frankly, I don´t think election is possible in June.
