Election Commission (EC) on April 1 issued letter to all District election offices across the country to halt the process of collecting and updating voters' registration with photographs, reports The Himalayan Times. The decision was taken after 53 parties; including Mohan Baidya-led Communist Party Nepal-Maoist-Baidya (CPN-Maoist-Baidya) submitted a memorandum to Chief Election Commissioner Neel Kantha Upreti urging the EC to halt all the activities related to election. The memorandum handed over to Upreti states: “EC has been conducting unconstitutional activities related to election despite our concern about the process. It should halt all such activities until the March 14 presidential decree is annulled and the nation reverts to political consensus and constitutional process.” The memorandum warns of dire consequences if the EC continues with the voters’ registration and other activities to facilitate polls.

Cadres of CPN-Maoist-Baidya on April 2 captured some 35 acres of private land belonging to Interim Election Council Chairman Khil Raj Regmi in Bardiya District, reports Kantipuronline.com. A team led by CPN-Maoist-Baidya District Secretary Drabya Sah Suman seized the land and hoisted the party flag. According to Suman, they captured Regmi's private land and over 100 acres of land of local Laxmi Prasad Upadhyay and late Yubaraj Upadhyay in the District. Suman said that land capture was one of the programmes as per their campaign and threatened to take action if anybody tries to release the captured land.

The 33 fringe parties, including Mohan Baidya led Communist Party of Nepal-Maoist-Baidya (CPN-Maoist-Baidya) picketed Singha Durbar, the seat of the Government, in Kathmandu on April 2 as part of their 10-day protest against the Khil Raj Regmi-led Government and its plans to hold Constituent Assembly (CA) election, reports Nepalnews.com. The 33 political parties staged sit-ins and chanted anti-Government slogans in front of Singha Durbar to protest against the slated CA polls, Khil Raj Regmi-led election Government and the agreements forged by the four major political parties without consulting other parties and stakeholders. Large number of security personnel was also deployed to boost security around Singha Durbar to avoid any untoward incidents.

A cabinet meeting held in Kathmandu on April 4 decided to ask the top UCPN-M and Mohan Baidya led Communist Party of Nepal-Maoist-Baidya (CPN-Maoist-Baidya) leadership to submit the remaining 32 arms they were allowed to carry for their personal security. The Government has warned of taking action as per the existing legal provision if the arms are not submitted to the Government within the stipulated deadline.

UCPN-M and the fringe parties on April 4 objected to the Election Commission (EC)’s proposal of requiring one per cent threshold to secure at least one seat in the Constituent Assembly (CA) through proportional representation system, reports The Himalayan Times. On the other hand, the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) backed the EC’s proposal, stating that the proposed threshold would encourage the fringe parties to unite to champion their cause in the CA. The division came to fore during a meeting called by Chairman of the Interim Council of Ministers, Khil Raj Regmi, who was seeking the parties’ feedback on election related laws forwarded to the Government by the EC.

Dahal said "We had quit power after we were convinced that the elections will be held in June. Now they are saying this is not possible. The Government is also looking up to the Election Commission." As per the recent amendment to the Party Registration Act (2007), the parties in the dissolved Constituent Assembly (CA) should furnish recommendation from the CA Secretariat along with the application for the party renewal. According to the EC’s legal and party affairs cell, along with the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M), Rastriya Prajatantra Party-Nepal, Nepali Congress, Communist Party of Nepal (Marxist–Leninist) (CPN-ML), Tarai Madhes Loktantrik Party and Sadbhawana Party have applied for party renewal on the opening day.
