A majority of Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) central members who spoke on July 1, the third day of the party’s ongoing Central Committee (CC) meeting, suggested that the party should be ready to take any initiative to foil the CA poll scheduled for November 19, reports The Himalayan Times. The CC members speaking at the meeting, which kicked off here on June 29, urged the party leadership to take a harsh move to boycott the election and turn the environment against elections. According to CPN-Maoist-Baidya spokesperson Pampha Bhusal, a total of 40 leaders who aired their views stressed that the polls must be boycotted at any cost. More than 100 CC members have registered their names to air their views on the political and organisational papers presented by party Chairman Mohan Baidhya and General Secretary Ram Bahadur Thapa.

The poll-opposing Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on July 6 (today) has set forth new conditions for consensus during a high-level meeting with Nepali Congress (NC), indicating that Baidya and his party are still maintaining their difficult stance about the elections. During talks with the NC vice president Ram Chandra Poudel and others held at the CPN-Maoist-Baidya's office in Buddha Nagar, Kathmandu, the Maoist leaders put forth basically three conditions. First condition was: what Baidya's party calls it as the "remaining 10 percent work" of the first Constituent Assembly (CA), should be accomplished by all parties now. Second was about the Presidential Decree of March 14, on the basis of which the non-political Government of sitting Chief Justice Khil Raj Regmi was formed. They wanted the Decree to be reviewed and the Government to be substituted with a political one. Their third condition was related to election: the Maoist wanted to postpone the already-declared November 19 elections by three-four months so that, what they dub it as the "course-corrective measure" could be applied without rush. Dev Gurung, the CPN-Maoist's general secretary said "If our conditions are not acceptable to other parties, we can't take part in the elections."

So, the four big parties need to agree on cancellation of the order first if they were flexible," reports The Himalayan Times. The High Level Political Committee (HLPC) is preparing for an all-party round table conference to convince the CPN-Maoist-Baidya, which is opposing the scheduled November 19 poll, reports Kantipuronline.com. HLPC Coordinator Bijaya Kumar Gachhadar on July 8 held a discussion with Chairman of the Interim Election Government Khil Raj Regmi on calling such a conference. Gachhadar and Regmi agreed to hold the conference without affecting the scheduled election. The Government and the HLPC concluded that a roundtable conference could be organized if it would bring the poll-opposing parties on board and ease the ongoing election process. The CPN-Maoist-Baidya has been demanding a round table conference after the dissolution of CA last year.

Secretary of Mohan Baidya-led Communist Party of Nepal-Maoist (CPN-Maoist-Baidya) Dev Gurung said that his party is ready to come to the negotiating table to talk about the party’s participation in the upcoming Constituent Assembly election, reports Nepal News. Speaking at a programme titled ‘The decision of CPN-Maoist’s Pokhara meeting and upcoming CA election’ organised by Martin Chautari in Kathmandu on July 9, leader Gurung, however, said that his party will sit for talks only under certain conditions. He made it clear that the four parties have requested them to sit for talks by setting conditions on any other thing except the annulment of the incumbent government and the CA election scheduled for November 19. “So our party is free to set conditions on other things,” Gurung said, adding that the 25-point ordinance approved by president to resolve constitutional difficulties and pave way for the formation of the current government is "unconstitutional" and should first be corrected.

A division has surfaced in the 33-party alliance led by Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) as leaders from all the other 32 member parties of the alliance boycotted a meeting called by CPN-Maoist-Baidya Secretary Dev Gurung on July 10, reports Myrepublica.com. Leaders from all the parties other than the CPN-Maoist-Baidya shunned the meeting to express their strong disapproval of the Maoist party’s move to form a talk’s team to negotiate with the Government and the High Level Political Committee (HLPC). Mani Thapa, chief of the Revolutionary Communist Party of Nepal, a member party of the alliance, told, “We didn´t attend the meeting called for today [July 10] because the CPN-Maoist formed the talks team without holding any discussion with other parties in the alliance. It is against the official position of the alliance.” He argued that the alliance had earlier decided not to hold talks with the present government and HLPC. He said that 32 parties were taken aback by the Maoist party’s decision “as there has been no change in the situation at all”.

With a view to bringing the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on board the election process, political parties are engaged in hectic back-channel negotiations for holding a round-table conference, while also making preparations to hold the Constituent Assembly (CA) elections as scheduled on November 19, reports Kantipuronline.com on July 12 (today). Second rung leaders of the Unified Communist Party of Nepal-Maoist (UCPN-M), Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the Samyukta Loktantrik Madhesi Morcha (SLMM) are holding bilateral and multilateral talks to finalize the modality of such a conference, while leaders of the major parties are holding regular consultations with CPN-Maoist–Baidya top guns. UCPN-M Central Committee member Barsha Man Pun said, “Talks are under way among the parties for holding a round-table conference to address Baidyaji’s demands in a manner that does not hamper the scheduled polls. The focus is on taking the two (talks with Baidya and poll process) side by side.” Jitendra Narayan Dev, General Secretary of the Madhesi Janadhikar Forum-Loktantrik also said, “They (CPN-Maoist-Baidya leaders) are positive and are willing to hold frank discussions on all the issue.”

Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) said on July 14 that a round-table conference with the already set conditions is not acceptable to him and his party, reports Nepalnews.com. "We want a round-table conference but without any pre-condition," Baidya said while speaking in a program in Kathmandu. Four major parties have been saying that the change of incumbent Government and postponement of election date can't be the agenda of the proposed talks with the Maoists. The CPN-Maoist-Baidya, however, has been stressing that their key agenda is to substitute the non-political interim Government with a political one and hold election of the Constituent Assembly (CA), thereby.

Mohan Baidya, Chairman of Communist Party Nepal-Maoist (CPN-Maoist-Baidya) told HLPC Coordinator Bijay Kumar Gachhadar on July 15 that the party will not sit for talks with the HLPC until the four parties agree to hold ' talks with a joint talks team of 33-party alliance, reports Kantipuronline. Gachhadar went to the CPN-Maoist-Baidya party headquarter and requested the breakaway faction of the Maoist to sit in dialogue without delay. The CPN-Maoist-Baidya had announced a five member talk’s team under Baidya's leadership on July 8 to settle differences over the Constituent Assembly (CA) election scheduled for November 19. The decision, which was apparently taken without the discussion with its allies, had brewed discontent in the 33-party alliance following which Baidya agreed to correct mistake by forming a joint talk’s team with common demands. A second round of strategic meeting of the 33-party alliance on July 15 has decided to form a joint team while sitting in dialogue with the HLPC.
