The document was burned in four places of Kavre District including Banepa, Panauti, Panchkhal and Kartik Deurali. Similarly, same incident happened in Bidur, Ranipauwa and Kharanitar of Nuwakot District, as well.

But a meeting of the alliance held at CPN-Maoist-Baidya head office said that the alliance would sit for talks with the Government only after receiving another invitation from the Government addressing all the 33 parties in the alliance. The meeting also decided to continue protest programs while holding talks with the Government.

In a blatant violation of the election code of conduct, Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on August 7 ordered Krishna Bhagat Pradhan, a local businessman of Sankhuwasabha District not to sell any of his properties and issued a warning to cough up Rs 20 million, reports Kantipuronline.com. Pradhan is the second vice-chairman of the Sankhuwasabha Chamber of Commerce and Industry. "They demanded Rs 20 million cash and a house in donation. I refused to pay such a huge amount despite repeated threats," said Pradhan.

The Election Commission (EC) on August 7 held interaction at EC office in Kathmandu with Chiefs of the Nepal Police, Armed Police Force and National Investigation Department and some Army generals on security arrangements for the upcoming Constituent Assembly (CA) elections, reports Nepalnews.com. During the meeting, representatives of all the security agencies stated that the security apparatus is capable of ensuring security during the polls in an integrated manner. The possibility of some political groups trying to create obstructions did figure during the discussion while the security officials claimed that no substantial security threat exists. Meanwhile, the High-level Political Committee (HLPC) in a meeting on August 7 said that it cannot wait for the poll-opposing parties to come on board the election process for more than three days, reports Kantipuronline.com. The meeting delved into the demands floated by the Mohan Baidya’s Communist Party of Nepal-Maoist-Baidya (CPN-Mosist-Baidya)-led 33-party alliance and the Madhesi Janadhikar Forum Nepal (MJF-N)- spearheaded eight-party alliance. After the meeting, cross-party leaders said most of the demands of the poll-opposing parties are difficult to address, while a few others could be fulfilled without affecting the election schedule.

CPN-Maoist-Baidya has trained over 800 cadres with the aim of seizing polling booths in the upcoming Constituent Assembly (CA) election. He also claimed that the trained youths are “fully capable” of challenging the Security Forces (SFs). The party´s regional body has formed several groups to be mobilized in various election constituencies. Pokharel said “If Baidyaji has felt that he has been isolated in the process of forming the HLPC we can review that particular decision but he should be ready to join the HLPC.” He further said “If the party wants to defer the November poll and the announced election program, he should propose what should be the next date. The High-Level Political Committee (HLPC) in a meeting on August 9 concluded that the CPN-Maoist-Baidya cannot disrupt the November 19 polls peacefully, reports Kantipuronline.com. The HLPC, however, fears that the vote may be disrupted if the party resorts to violence. HLPC Coordinator Pushpa Kamal Dahal aka Prachanda said that the party can neither disrupt the election nor go underground immediately. “So we won’t face any difficulties during the election,” Dahal told the meeting. The four parties are mulling over “proactively mobilising” the Army if the election process faces obstacles from CPN-Maoist-Baidya and other parties.

Out of 19,602 verified Maoist combatants who opted for rehabilitation packages, around 14,000 chose voluntary retirement and went away with cash packages.
