Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda addressing a programme organized by the party in Itahari city of Sunsari District on May 1 said his party will forge electoral alliance with Madhesi and Janajati groups in the upcoming elections, reports Nepalnews.com. Mentioning that despite having two-thirds majority, Nepal's communists failed to write the constitution from the Constituent Assembly (CA) due to rift between them, Dahal said electoral alliance is a must to write the new constitution. Speaking at the same programme, UCPN-M Vice Chairman Baburam Bhattarai claimed that his party would boost the country's per capita income to US$ 3000 if the Maoist party gets a chance to rule the country for a decade.

Cadres of the agitating parties gathered in front of the EC office at Kantipath in Kathmandu City and staged sit-in from 9 am to 11 am. Top leaders of two key political parties — the Unified Communist Party of Nepal-Maoist (UCPN-M) and the Nepali Congress (NC) — on May 3 decided to hold meaningful talks with the agitating political parties and make recommendations to the Government regarding the issues related to the fresh Constituent Assembly (CA) polls in a week, reports The Himalayan Times. UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda and NC President Sushil Koirala met at the latter’s residence in Kathmandu. NC leader Krishna Prasad Sitaula, who was present during the meeting, said, “We will hold talks with the agitating parties, including CPN-Maoist-Baidya, Madhesi Janaadhikar Forum-Nepal, Sanghiya Samajbadi Party and other fringe parties. We will also intensify inter-party meetings from tomorrow to discuss poll related issues.”

In a press statement, the party Chairman Mohan Baidhya has repeated the party's demands to scrap the 25-point presidential decree, revoke the citizenship bill and void the recent appointment at Commission for the Investigation of Abuse of Authority (CIAA) as three preconditions for talks to end the political crisis.

The Home Ministry had issued a notice on April 19, asking the ‘concerned individuals’ to submit the 32 weapons used for security of Maoist leaders since 2006 to the Government by May 14. The missing weapons include sophisticated ones like the Israel-made Galil, AK-47, SMG, SLR and Insas rifles. Dahal said, "It is sad and unfortunate that the same parties that signed the 11-point agreement and 25-point ordinance should be looking for an alternative to the current government." This is not the time to be looking for an alternative to the Regmi-led government, but a time to cooperate among each other for fixing the date for fresh elections, he added. Dahal claimed that a date for the Constituent Assembly (CA) election would be announced on May 29 (today) so that the poll could be held in the third week of November. "An agreement has been reached with the chairman to hold the fresh CA election by that time," he said, referring to his meeting with Chairman of the Interim Election Council Khil Raj Regmi earlier in the day. Dahal said he found the government working seriously towards announcing the date for the fresh election. "Once the poll date is announced, an environment for election will be created automatically," he further said, adding that a date for the fresh election would be announced at the earliest. Dahal also said that though the UCPN-M does not have any reservations even if a 10 percent threshold is mandated for election under the proportional representation system, his party opposes any such threshold with a view to ensuring adequate representation of the smaller parties. On May 29, around 75 parties had registered with the EC. EC commissioner Dolakh Bahadur Gurung said that the Election Commission has no plans to extend the deadline for registration of political parties for now. “But the deadline can be extended upon the request of political parties or the government,” Gurung said.
