The Unified Communist Party of Nepal-Maoist (UCPN-M) after the central committee meeting of the party at Kathmandu decided not to join the CA unless the EC orders an independent investigation into the accusations of ‘systematic rigging’ in the CA election, reports The Himalayan Times on December 2 (today). “None of the victorious UCPN-M candidates has received winner certificates and the party will also not submit the list of candidates for the allocated proportional representation seats unless the EC investigates into the poll rigging,” said party Spokesperson Agni Sapkota. Another leader of the party, Khim Lal Devkota, said, “If the parties wished to continue with the peace process they must join hands with us by accepting our proposals or else they will have to join hands with pro-monarchy leaders like Kamal Thapa.”

Khanal further said the Government will not be a feeble and unstable one as in the past.

Senior CPN-UML leader Madhav Kumar Nepal on December 4 said that NC, the largest party in the CA, should come up with a proposal to share power, reports The Himalayan Times. He further said, “If the NC wants to see Dr Ram Baran Yadav as President, we have no problem but he should come through a constitutional process.” Stating that women should rather compete for an equal status and not seek reservation in every field, Nepal said, “We should empower women in such a way within a few years that they are encouraged to compete with men in every sector.” He stated that he wants to see 50 per cent women’s participation in the local bodies in coming days.

The Nepali Congress (NC) party on December 4 said it plans to lead a broad-based coalition after winning the most votes in last month's election, with agreement on a new constitution its top priority, reports Times of India. The NC, one of the country's oldest parties, won 196 of the 575 seats up for grabs in the November 19 polls, according to the final results. The Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) party secured 175 seats in the Constituent Assembly (CA). The Unified Communist Party of Nepal-Maoist (UCPN-M), which swept Nepal's first post-civil war elections in 2008, were humiliated with a tally of 80 seats. Nepali Congress general secretary Prakash Man Singh said “Our first priority is to form a consensus (cross-party) Government. A consensus Government will make it easier for us to promulgate the constitution, which is our primary task."

UCPN-M making an “Executive Summary” of its report on election rigging public at its headquarters in Kathmandu on December 4 concluded that there was “procedural, structural and policy-level” cheating in the November 19 election, reports Nepal News. The party also hinted that there was involvement of State as well as the Election Commission (EC) in the rigging. The party also expressed serious reservation on the issue of transport of ballot boxes from the polling centers after the conclusion of the voting. Speaking on the occasion, UCPN-M chairman Pushpa Kamal Dahal said that his party would not participate in the CA until a high-level probe committee is formed to investigate massive election rigging and other fraudulent activities during the CA election.

a day after the five-member task force formed by the UCPN-M accused the Nepali Army (NA) of playing a role ‘to rig the CA polls,’ the national army on December 5 issued a press release and refuted the charges, reports The Himalayan Times. The Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) on December 5 hardened its stance on power-sharing by formally demanding an election to the posts of the President and Vice-President, reports The Hindu. A meeting of the Standing Committee said the new mandate from the recently held Constituent Assembly (CA) election should be respected. “We have been raising this issue [of re-election to the President] right since the election results were known,” CPN-UML’s Bam Dev Gautam told media persons after the meeting. Besides the CPN-UML, the Unified Communist Party of Nepal-Maoist (UCPN-M) and the pro-monarchy Rastriya Prajatantra Party-Nepal (RPP-N) have also demanded election for the posts.

The Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist) is preparing to declare the new CA ‘illegal’ at its extended central committee meeting that begins on December 8, reports The Himalayan Times. The party’s impending move comes as no surprise as it had led a CA poll boycott campaign of a 33-party alliance in the lead-up to the vote. More than 200 leaders, including 151 central committee members and 50 central advisers, will take part in the meeting for which the party will seek a suitable venue for want of space at the party’s Buddhanagar-based headquarters. According to CPN-Maoist leaders, party Chairman Mohan Baidhya will present a written proposal at the meeting proposing that the party should go for a struggle discarding the CA and declaring it illegal. Baidhya will also propose that the party should not accept nominated seats offered to join the CA regardless of the size of the offer.

The parliamentary committee of the Nepali Congress (NC) on December 6 decided to hold talks with other parties to form a consensus Government and Constitution-drafting, reports The Hindu. “The Nepali Congress wants to move ahead on the issue of running the Government and Constitution-writing by having consensus and cooperation with all political parties,” said a statement by the largest party in the new CA after its parliamentary committee meeting in Kathmandu. The NC’s official stance to hold talks with “all political parties” comes a day after the second largest party and NC’s functional partner in the last assembly, Communist Party of Nepal-Unified Marxists Leninist (CPN-UML), officially demanded re-election of President and Vice-President. The NC is averse to such a proposition.

In its first post-election meeting with the two largest parties, the Unified Communist Party of Nepal-Maoist (UCPN-M) on December 8 sought “constitutional guarantee” of consensual politics, independent investigations into alleged election irregularities and a renewed commitment to the 12-point agreement signed in 2005 which brokered the peace deal that ended the decade-long Maoist conflict, reports Kantipuronline.com. The UCPN-M and 18 other fringe parties had announced on December 7 that they will boycott the CA until their demands are addressed. In the talks, leaders, however, failed to iron out major differences. While the NC and the Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) pushed for settling all the issues, including the demands for constitution amendment, through the CA process itself, the UCPN-M sought an express commitment from the two parties before the CA process actually begins.

As part of a ‘power sharing deal endorsed by the party’s Central Committee on December 11, the CPN-UML has formally decided to have President Ram Baran Yadav replaced by its candidate, reports Kantipuronline.com. While the full text of the proposal is yet to be made public, CPN-UML leaders said they have proposed proportionally allocating the top five positions—president, vice president, prime minister, speaker and chairman of the Constitutional Committee—to the three major parties. The NC, however, is still against the idea of replacing President Yadav, a former NC lawmaker, with a new face.

It is the first meeting of the cross-party mechanism after the November 19 elections. Started at around 9:30 am at the secretariat of Peace Fund, Kathmandu, the meeting is said to focus on current political impasses including demand of the UCPN-M to form high-level independent commission to look into the alleged poll frauds. The meeting is also expected to broadly discuss on new political course, parties’ role in the to-be-formed new Government and second Constituent Assembly (CA).

Both the parties said the fairness of the November 19 elections could not be questioned. “Polls were held in a free, fair and peaceful manner and were highly appreciated by national and international communities,” they said, adding that the UCPN-M’s grievances, however, could be addressed by forming a parliamentary panel after the Constituent Assembly (CA) formally comes into place.

Though not a natural ally of the UCPN-M, Madhes-based parties have joined forces with the latter in a bid to mount pressure on the Government to form an independent enquiry commission to probe into alleged “vote fraud”, reports Republica. “We have joined forces with the UCPN-M to exert pressure on the Government to investigate into election irregularities,” said Jitendra Sonal, joint general secretary of Mahanth Thakur-led Tarai Madhes Democratic Party (TMDP). Similarly, TMDP Vice-chairman Brikhesh Chandra Lal said the alliance between Madhesi forces and UCPN-M should be considered as a union of pro-federalists. However, we have already intensified negotiations among the Madhesi parties for a single alliance of Madhesi parties.
