A United States estimates show Central Intelligence Agency (CIA) drone strikes in Pakistan’s tribal areas over the last two years have killed more than 500 militants — a fraction of whom are considered top-tier leaders — and fewer than 30 civilians, US officials said on May 3, according to Daily Times. The number of so-called combatant and non-combatant casualties in the US Government tally is sharply lower than some Pakistani press accounts, which have estimated civilian deaths alone at more than 600. Disclosing a partial tally of drone strikes since the summer of 2008, when the programme was ramped up under former president George W Bush, could help the US intelligence community counter protests from Pakistan and human rights groups about the civilian death toll. Tallies by Reuters and other organizations suggest the death toll since mid-2008 was significantly higher than 500. A Reuter’s count showed nearly 850 people killed in at least 110 strikes since 2008. Of those killed by the drones, roughly 14 are considered by experts to be top-tier leaders of al Qaeda, the Taliban (TTP) or other militant groups, while another two dozen are deemed high-to-mid level leaders. “Just because they’re not big names doesn’t mean they don’t kill. They do,” the US counter-terrorism official said adding that the CIA strikes were not “random” and were based on “information and observation, gathered over time”.

An Internet video purportedly from Pakistani Taliban group, Tehreek-e-Taliban Pakistan (TTP), claimed responsibility for the car bomb attempt in Times Square in New York, the US monitoring service SITE said on May 3, according Dawn. Posted on YouTube, the video said the attempted bombing was in revenge for the recent killing of two top al-Qaeda leaders in Iraq, US drone strikes in Pakistan and US treatment of a Pakistani neuroscientist, Aafia Siddiqui, SITE said. “Congratulations to the Muslim Ummah (world) on the jaw-breaking blow to Satan's USA. We, Tehreek-e-Taliban, with all the Pride and Bravery, TAKE full responsibility for the RECENT ATTACK IN THE USA,” an English message on the video said. The group said the attempted attack was to avenge the killings of Abu Omar al-Baghdadi and Abu Ayub al-Masri, the top two leaders of Al-Qaeda in Iraq, in an air and ground assault in April near the city of Tikrit, SITE added. It also said it was in revenge for “the recent rain of drone attacks in the tribal areas and the abduction, torture and humiliation of our most respected & innocent sister Dr. Aafia Siddiqui.”

The ‘commander-in-chief’ of Tehreek-e-Taliban Pakistan (TTP) Hakimullah Mehsud has appeared in a new video issued months after his reported death, vowing revenge attacks on the United States, US monitoring groups SITE said on May 3, reports Dawn. Mehsud threatened to retaliate against the United States within a month for the killing of al-Qaeda militant leaders, in the nine-minute video allegedly made on April 4, after his supposed death on January 14. “The time is very near when our fedayeen (suicide bomber) will attack the American States in the major cities,” said Mehsud, who was seen flanked by two armed and masked men in the video released by the SITE and Intelcenter monitoring groups. The man who took over leadership of the Tehreek-e-Taliban Pakistan group in August 2009, poured scorn on reports of his death, describing them as an “open lie and propaganda by the kuffar (non-believers)”. “InshaAllah (God willing) very soon in some days or a month's time, the Muslim Ummah (world) will see the fruits of most successful attacks of our fedayeen in USA,” Mehsud said. Intelcenter, a US-based group that monitors extremist websites, said its analysis indicated that the video was “credible” and that it had been issued by the TTP's media arm Umar Studio.

The Jamiat Ulema-e-Islam-Sami (JUI-S) ‘chief’ Maulana Sami ul Haq on May 3 offered to mediate between the Government and the Taliban (TTP), reports Daily Times. Addressing a press conference after administrating oath to the party’s newly-elected Peshawar District cabinet at the Peshawar Press Club, the JUI-S urged the Government to initiate dialogue with the Taliban (TTP), as military operation was not a solution to any problem. Sami said the US and Afghanistan President Hamid Karzai were in favour of dialogue but the Government was hesitant and was using force that could not bring peace to the troubled region. “Despite repeated calls, the Government is unmoved and using the military option and bombing its own citizens,” he added.

The Law-enforcement officials on May 4 arrested the Pakistani-born US citizen, Faisal Shahzad (30), suspected in the failed attempt to explode a bomb-laden car in Times Square of New York on May 2, according to Daily Times. Faisal Shahzad was arrested late on May 3 aboard a flight that was headed to the Middle East. US authorities brought terrorism and weapons of mass destruction charges against him on May 4. One Washington official said that Shahzad told the Federal Bureau of Investigation (FBI) about his training. Attorney General Eric Holder said Shahzad had admitted his role in the attempted bombing and was providing valuable information to interrogators. He said the probe sought information on “overseas” terrorist outfits. A second official said the camp was in Waziristan, where the Tehreek-e-Taliban Pakistan (TTP) operates with near impunity. The TTP claimed responsibility for the attack on May 3. Shahzad was on board a Dubai-bound flight that was taxiing away from the gate at Kennedy Airport when the plane was stopped and FBI agents and New York Police Department detectives took him into custody. Emirates Airlines said three passengers were removed from the plane, but this was not immediately confirmed. The White House said the US authorities were investigating whether Emirates airline made a mistake in letting Shahzad on one of its aircraft. “That’s part of the investigation that we’re looking at,” said White House spokesman Robert Gibbs. Shahzad comes from a wealthy family and is the son of a retired Air vice Marshal, Baharul Haq, of Pakistani Air Force, according to Kifayat Ali, a cousin of Shahzad’s father. Shahzad had recently returned from a five-month trip to Pakistan, where he had a wife, law-enforcement officials told The Associated Press. Shahzad became a naturalised US citizen last year shortly before travelling to Pakistan, the official added.

Foreign Minister Shah Mehmood Qureshi warned that the foiled New York car bomb attack blamed on a Pakistani-American could be retaliation for US drone attacks on the Taliban (TTP). “This is retaliation. And you could expect that... let’s not be naive,” Qureshi told CBS television. “They’re not going to sort of sit and welcome you (to) sort of eliminate them. They’re going to fight back,” he said. The US has significantly increased drone strikes on North Waziristan in 2010, with more than 890 people have been killed in nearly 100 drone strikes in Pakistan since August 2008.

Inter-Services Public Relations (ISPR) Director General Major General Athar Abbas said that a link is yet to be established between the Times Square bomb suspect and the Taliban (TTP) in Waziristan. Abbas said, “Unless a link is established, it will be premature to say that he had gone there.” According to US officials, Shahzad has admitted to being trained in Waziristan. The alleged visit to the Tribal Areas apparently came during a five-month trip Shahzad made to Pakistan. Shahzad returned to the US on February 3, 2010 without his wife, and told immigration officials that he had been visiting his parents. “As for the TTP claim, anybody can claim anything,” said Abbas added.

The Times Square bomber, Faisal Shahzad, confessed of his involvement and is cooperating with investigators who are seeking details about his contacts in Pakistan, postponing indefinitely any court appearance, said law-enforcement sources on May 5, reports Daily Times. The focus of investigations shifted to Pakistan and a United States (US) Federal Bureau of Investigation (FBI) team visited Peshawar, the capital of Khyber Pakhtunkhwa, to gather evidence. Faisal Shahzad (30) stands formally charged with five terrorism-related counts, and faces life in prison if convicted. He was not yet assigned a defence lawyer and no court appearance has been scheduled, said a law-enforcement source. Shahzad accepted that the Tehreek-e-Taliban Pakistan (TTP) financed Shahzad’s training in bomb making, the law enforcement source added. Pakistani officials said several of Shahzad’s relatives were arrested in Pakistan after he was removed from the plane.

A New York Times report on May 7 claimed that the Pakistani Taliban (Tehreek-e-Taliban Pakistan, TTP), which American investigators suspect were behind the attempt to bomb Times Square, have in recent years combined forces with al Qaeda and other groups, threatening to extend their reach and ambitions. Since the group’s formation in 2007, the main mission of the TTP has been to maintain their hold on territory in Pakistan’s tribal areas to train fighters against American and NATO forces in Afghanistan and, increasingly, to strike at the Pakistani state as the military pushes into these havens. Pakistan’s military offensives and intensifying US drone strikes have degraded their capabilities. But the TTP have sustained themselves through alliances with any number of other militant groups, splinter cells, foot soldiers and guns-for-hire in the areas under their control. “They trade bomb makers and people around,” a senior US intelligence official said on May 6 in an interview. “It’s becoming this witches’ brew.” “The TTP are the local partner of al Qaeda in Pakistan,” said Amir Rana, the Director of the Pakistan Institute for Peace Studies, who has tracked militant networks for years. “It has no capacity for an international agenda on its own.”

The United States (US) charged for the first time on May 9 that the Tehreek-e-Taliban Pakistan (TTP) was behind the failed attempt to detonate a car bomb in the Times Square of New York, reports Daily Times. “We’ve now developed evidence that shows that the TTP was behind the attack,” said Attorney General Eric Holder on ABC television’s Sunday current affairs talk show ‘This Week’. “We know that they helped facilitate it. We know that they probably helped finance it, and that he was working at their direction.” He said the Pakistan Government was cooperating in the ongoing investigation, and the Obama administration would keep the pressure on “for their continued help”. He said there was nothing to suggest the Pakistani Government was aware of the plot. John Brennan, the White House Deputy National Security Adviser, also charged that Faisal Shahzad, the main conspirator, was trained and apparently funded by the TTP. “He had extensive interaction with the TTP. And this is something that we are, again, looking at very carefully, understanding the extent of that interaction and the extent of the direction and guidance that was given to him,” he added.

A senior US senator urged Secretary of State Hillary Clinton on May 14 to blacklist the Tehreek-e-Taliban Pakistan (TTP) and the Haqqani network, fighting US forces in Afghanistan as foreign terrorist organisations, reports Daily Times. Senate Intelligence Committee Chairman Dianne Feinstein wrote to Clinton that the label could be affixed to groups that are foreign, engage in terrorism, and whose acts threaten US citizens and national security. “I believe the Pakistani Taliban and the Haqqani network clearly meet all three criteria,” Feinstein said. Listing the groups as foreign terrorist organisations would empower US authorities to target their financing, forbid non-US nationals with ties to the groups from entering the US or expel them if they are already here, and make providing material support to them a crime, she added.

Hundreds of militants fleeing from the restive northwest have taken refuge in the teeming commercial hub of Karachi, where a growing nexus with militant outfit is a headache for law enforcers. According to security officials, a huge Pashtun population, mostly in the suburbs of the city of 18 million people, provides shelter to these militants. The arrest of dozens of low-key members of the Tehreek-e-Taliban Pakistan (TTP) from the metropolis is evidence of their presence, officials say, and they have developed close ties to banned outfits like Lashkar-e-Jhangvi (LeJ), Jaish-e-Muhammad (JeM) and Jundullah as well as criminals.

The Tehreek-e-Taliban Pakistan (TTP) warned the United States on May 14 that it will soon “burn” while calling for Pakistan’s rulers to be overthrown for following “America’s agenda”, reports Daily Times. The US is convinced that the TTP allied with al Qaeda and operating out of north western Pakistani border regions were behind an attempted car bomb attack in New York’s Times Square on May 1. The TTP claimed responsibility for the attempted bombing. If confirmed, it would be the first time their members were involved in an attempted attack in the West. Pakistani Taliban spokesman Azam Tariq, in a video message obtained by Reuters, repeated a claim of responsibility, saying: “The movement proved what America could not have even imagined. It was just an explosive-laden vehicle which did not explode.”

Despite official denials, a secret network of private spies set up by a US Defence Department official continues to operate in Afghanistan and Pakistan, New York Times reported late on May 15. Citing unnamed US officials and businessmen, the newspaper said the network was still operating, the paper reported. Its reports on Taliban (Tehreek-i-Taliban, TTP) activities, especially in Pakistan, were submitted almost daily to top US commanders in the region. The Times reported in March, 2010 that Defence Department official Michael Furlong had set up a network of private contractors in Afghanistan and Pakistan to help track and kill suspected Taliban. He did this under the cover of a benign Government information-gathering programme. In the wake of those reports, US government officials said it was a rogue operation that had been shut down once an investigation had begun. But interviews with more than a dozen current and former Government officials and businessmen, and an examination of Government documents, suggested otherwise, the paper said.

A audiotape conversation between Hamid Mir, Executive Editor of GEO News and a man purportedly linked to the Tehreek-e-Taliban Pakistan (TTP), has revealed that negative information that Mir passed on to the Taliban (TTP) could have led to the execution of Khalid Khawaja, the former Inter Services Intelligence (ISI) official, allegedly killed on April 30 by a group calling themselves the ‘Asian Tigers’, Daily Times reported on May 16. The tape, which has Mir divulging dirt on Khawaja, ostensibly to someone who is going to cross examine him, was first posted by the ‘Let Us Build Pakistan’ blog, and picked up by other online publications, including Café Pyala. It is still unclear who made the tape, with online speculation suggesting that it could be the militants themselves, or even intelligence agencies who released the recording. Whatever the source may be, it is clear that one of the voices on the tape is of Hamid Mir. In the tape, the person on the other end asks Mir for information on Khalid Khawaja. The content of the conversation suggests that this call was made before Khawaja’s execution earlier this month. Mir goes on to detail what he knows about Khawaja’s background, linking him to the Central Intelligence Agency (CIA). At one point, the voice on the other end claims to have abducted Khawaja. Here, Mir volunteers further information linking Khawaja to the Lal Masjid operation, saying that Khawaja and his wife were the ones responsible for the death of Ghazi Rasheed and the humiliating capture of Maulana Abdul Aziz and his family. Mir then urges the man to cross-examine Khawaja about his relationship with Mansur Ejaz, Qadianis and a CIA agent named William Casey.

The North Atlantic Treaty Organization (NATO) Deputy Assistant Secretary General Robert Simmons said in Islamabad on May 20 that it is up to Pakistan to decide when to move against the Taliban (Tehreek-e-Taliban Pakistan, TTP) in North Waziristan, reports Daily Times. He said North Waziristan is the biggest area of concern for NATO, especially at a time when coalition forces are engaged in a fresh offensive against the Taliban in Afghanistan, but NATO appreciates and is satisfied with the “relatively good cooperation” by Pakistan in the war on terrorism. “Overall we are satisfied and welcome the steps that Pakistan has taken against terrorist networks,” Simmons said. North Waziristan is proving out to be one of the latest in the “do-more list” of the US administration these days. A Pakistan Army official, while referring to over-stretching and exhaustion of its troops, had made it clear to the demanding US visitors that a hasty push into the North Waziristan Agency would prove counter-productive.

The expelled families will be housed in camps outside Malakand, a member of the Nipki Khel jirga said. Taliban (TTP) militants executed a tribesman for his alleged involvement in a drone attack in North Waziristan and placed his bullet-riddled body on a roadside in Mir Ali in North Waziristan. Tribal sources said body of a local tribesman was found with a note in Khadi village in Mir Ali sub-division. In the note, the villagers said, the militants accused the slain tribesman of spying on Taliban for the US forces in the neighbouring Afghanistan. In addition, Taliban (TTP) militants released three tribesmen abducted three months ago on charges of spying for the US forces on Taliban. Local clerics and tribal elders played role in release of the three tribesmen. However, three of them had lost their senses due to alleged torture on them by the militants in detention. It has rarely been seen in the volatile North Waziristan that Taliban would kidnap people and release them alive.

The Taliban (Tehreek-e-Taliban Pakistan, TTP) is not only trying to overthrow the Government in Islamabad, but is also launching attack against other countries, including the United States, the Defence Secretary Robert Gates said on May 21 (today), reports Times of India. "What we have seen here is yet another new phenomenon, and that is the TTP not only trying to overthrow the Government of Islamabad, in Islamabad, but also launch attacks outside Pakistan and, in this case, against us," Gates told reporters at a Pentagon news briefing. "I think that when the Pakistani Taliban approached Islamabad a year and a half ago, or whenever it was, was a wake-up call for the Pakistanis that this group was an existential danger for the government of Pakistan itself," he noted. "We now have a mutual interest in trying to stop this group, stop it from carrying out attacks inside Pakistan, stop it from carrying out attacks outside of Pakistan, and especially in the United States," he said. Referring to the recent visit of National Security Advisor General (retd) James Jones and CIA Director Leon Panetta to Islamabad early this week, Gates said: "I suspect that the main theme of these talks that were held was, how we can intensify our cooperation in dealing with this mutual threat that we face?"

The Times Square bomb suspect, Faisal Shahzad, claimed during his lengthy interrogation that he received financial support from the Taliban (Tehreek-e-Taliban Pakistan, TTP) for his failed one-man operation, two US law enforcement officials close to the probe said on May 21, reports Dawn. Investigators believe funding for Faisal Shahzad in the United States was channelled through an underground money transfer network known as “hawala,” the officials said. But, one official told The Associated Press, “There’s a belief that no one in the US who got him the funds was aware of what they were for.” The Pakistani-American was the only person in the United States who was “operational” in the plot to attack Times Square with a crude gasoline-and-propane car bomb on May 1, the official said.

Two men detained in Pakistan for alleged links to the attempted Times Square bombing have admitted playing a role in the botched attack and are unrepentant, with one angrily accusing interrogators of “siding with the infidels”, a senior intelligence official said on May 22, reports Daily Times. The pair is among six men officials say have been detained in Pakistan for alleged ties to Faisal Shahzad, a Pakistani-American arrested in the US two days after the failed May 1 attack in New York. Like Shahzad, the detainees are all members of the country’s urban elite, including several who were educated in the US. Details about the six were released late on May 21, though officials have not said when they were detained. Five were picked up in Islamabad and one is co-owner of a swish catering company that the US embassy said was suspected of ties to terrorist groups. The intelligence official, part of the team questioning the men, cited the two suspects as saying they did not do anything wrong and “proudly” describing Shahzad as their friend. One of the suspects, identified as Shoaib Mughal, is alleged to be a go-between for Shahzad and the Tehreek-e-Taliban Pakistan (TTP) in their hideouts close the Afghanistan border. He was running a large computer dealership in Islamabad before his detention, said the intelligence official who - like most operatives in spy agencies around the world – did not give his name. The other suspect, identified only by his first name Shahid, is alleged to have helped arrange money for Shahzad. He has an MBA from the US and apparently knew Shahzad from his time there. The other four suspects have also expressed their hatred for the West and the US, but have not admitted any links with Shahzad, the official said.

The evidence was part of an emphatic American warning that there would be "inevitable pressure" on the United States to take action if there was an attack traceable to Pakistan that resulted in U.S. casualties, officials familiar with the talks said. The chart, which was assembled by U.S. intelligence agencies, "showed who all he had contacts with," one official said, and drew "clear links between Faisal Shahzad and the TTP leaders in Pakistan."

Two top United Sates President Barrack Obama administration officials have told Pakistan that it has only weeks to show real progress in a crackdown against the Taliban (Tehreek-e-Taliban Pakistan, TTP), a senior US official said on May 26, reports Dawn. The US has put Pakistan "on a clock" to launch a new intelligence and counterterrorist offensive against the group, which the White House alleges was behind the Times Square bombing attempt, according to the official. White House national security adviser James Jones and CIA Director Leon Panetta delivered that message to Islamabad, said the official, speaking on condition of anonymity because of the sensitivity of the matter. The high-ranking US delegation presented the Pakistanis with evidence they believe proves that Pakistani-American Faisal Shahzad was trained and funded by the TTP. Shahzad is accused of attempting to ignite what turned out to be a poorly constructed car bomb in Times Square. The evidence also showed that two TTP members escorted Shahzad to a training base in the lawless tribal area of Waziristan, where he received some instruction in how to build explosives, the US official said.

Answering questions, Malik said 29 religious organisations had been banned and two top groups, the Lashkar-e-Jhangvi (LeJ) and the Jaish-e-Mohammed (JeM), had become a part of the Tehreek-e-Taliban Pakistan (TTP). The minister said more than 44 percent of the country’s madrassas were present in South Punjab. He said they had short-listed names of 1,764 suspects, of which 726 were from South Punjab. He also said a meeting of all Provincial Home Ministers and Inspectors General of Police had been scheduled for the next week to devise a plan against terrorists. Malik said all intelligence and security agencies would work together with Police during operations against terrorists in the future. “The Inter-Services Intelligence and the Federal Investigation Agency may also be asked to help police if need be,” he said while talking to reporters at the Services Hospital where he had gone to inquire after those injured in the Model Town and Garhi Shahu attacks.
