The Tehreek-e-Taliban Pakistan (TTP) spokesman Azam Tariq on August 2 asked reporters and journalists to be impartial in their profession, reports Daily Times. "The media should avoid creating rifts in the ranks of Mujahideen (holy warrior) who are fighting a holy war," the TTP spokesman said while addressing media organisations on phone from an undisclosed location. He said that the US commander in Afghanistan, General David Petraeus, was dictating the Government and forces in Pakistan to secure US interests here. Pakistan has become a part of the NATO plan, which would further create problems for the country, he added. Tariq said the Government and other institutions in Pakistan were protecting NATO’s interests in the region. He vowed that the TTP would continue its resistance against such forces until the Pakistan government parted ways with the US-led NATO forces. He paid tribute to Faisal Shahzad for his "bold activities" in the US and said he had rendered great sacrifices to uphold the cause of Islam. "America is not safe on its own land," Tariq added.

Interior Minister Rehman Malik said that a joint committee comprising officials from the Inter-Services Intelligence (ISI), the Intelligence Bureau (IB), the Federal Investigation Agency (FIA), Rangers and Police had been constituted to restore peace in Karachi, where target killings claimed scores of lives. Rehman Malik said to reporters at the Parliament House that in October 2009 a terrorist named Muhammad Shakeel aka Shakeel Barmi and Iqbal Doctor was arrested, who confessed to have planned an attack on Raza Haider earlier. “We had informed him (Raza Haider) to be vigilant, provided him four persons for security and urged him to avoid public places,” Malik said. He added that Barmi revealed that he had gone to South Waziristan Agency where he met TTP suicide attack mastermind Qari Hussain, who promised to provide him with two suicide bombers to accomplish his nefarious designs. The minister said another accomplice of Barmi was nabbed two months back who substantiated the fact that it was a network. Rehman Malik accused Sipah-e-Sahaba Pakistan (SSP) and TTP of involvement in the killing of Raza Haider, describing the killing of Raza Haider as an ulterior motive of the group to create a rift between Awami National Party (ANP) and MQM.

The Police on August 3 arrested several suspects for alleged links to the Lashkar-e-Jhangvi (LeJ) as investigators suspected their involvement in the murder of Mohajir Quami Movement (MQM) Member of Provincial Assembly (MPA) Raza Haider, reports Daily Times. Investigators probing Haider’s murder case suspected LeJ’s involvement with reference to the confessions of five alleged LeJ activists who were arrested by the Crime Investigation Department (CID) on October 28, 2009 from the Orangi Town locality. CID officials said during interrogation these men including their leader Shakeel Burmi had confessed of monitoring the movement of various MQM leaders including Raza Haider, Manzar Imam, Liaquatabad Town Nazim Osama Qadri, Haider Abbas Rizvi and some police officials. Sources said, “Keeping in view these confessions, we have started the investigation to probe the case and in this regard, we have detained around 18 suspects from Orangi Town and its surrounding areas,” and added, “We might get some useful leads from them.” CID (Operations) SSP Fayyaz Khan said that the investigations have revealed the involvement of the same group in the killing of the MPA. The group led by Abid Mehsud and Fazal Mehsud has been involved in various terror activities in Karachi and linked to the Tehreek-e-Taliban Pakistan (TTP) dispatching cadres from Waziristan in different cities to carry out their mission, he added. The officer said, “Their group members were killed in a house at Baldia Town when they were planning for a terror activity in the city and accidentally the explosives blew up.” He added, “Some more members of this group were killed in Baldia Town, when a CID team raided the house to recover NATO supplier Shaukat Afridi. LeJ Karachi commander Raheemullah was also nabbed in the operation.”

The Frontier Constabulary (FC) chief Sifwat Ghayoor along with his three bodyguards was killed in a suicide attack at FC Headquarters in Peshawar, the provincial capital of Khyber Pakhtunkhwa on August 4, according to Daily Times. 11 persons were also injured in the attack. Superintendent of Police (SP) Cantonment, Shafiullah, said that the suicide bomber targeted Ghayoor’s vehicle in FC Chowk near Deans’ Trade Center, situated about 100 yards from the FC Headquarters, when he was returning home from office. An eyewitness said that a 15-year-old boy ran towards the FC commandant’s vehicle and blew himself up when the car stopped at a traffic signal. Police said that about 10 kilogrammes of explosives were used in the blast. Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the killing and threatened to stage more such attacks. “We killed him, he was our target. All such officers who are active against us will suffer the same fate,” Azam Tariq, a TTP spokesman, said in a message to the media. Sifwat Ghayoor was the cousin of Khyber Pakhtunkhwa Governor Owais Ghani and a brother-in-law of Aftab Ahmed Khan Sherpao, the head of Pakistan Peoples Party (Sherpao). He had earlier served as the Peshawar City Police Chief and a Deputy Director in the Intelligence Bureau (IB).

The Karachi Police and the Intelligence Bureau is investigating the role of a top leader of the Tehreek-e-Taliban Pakistan (TTP), Qari Muhammad Zafar alias Ustad-e-Fidayeen, in the assassination of MQM leader Raza Haider on August 2. Zafar, who is on the US State Department’s “wanted-list”, has head money of $ five million and he is also believed to be behind the bombing at the US Consulate on March 2, 2006. An investigator who has followed Qari Zafar told Daily Times, “So important is Qari Zafar to the TTP that they faked his death so he could work in peace – he runs Hakeemullah Mehsud’s Karachi Chapter and has hundreds of operatives working for him in the city”. On February 24 2010, a US drone targeted a vehicle and a compound run by the Haqqanis at Dargi Mandi near North Waziristan, and claimed that Qari Zafar had been killed in the attack. As it turned out, the TTP faked Zafar’s death and the TTP leader is also believed to be behind the Ashura procession attack and the Nishtar Park bombing in Karachi. Zafar is a senior leader of the Fidayeen-e-Islam, an alliance between the TTP and anti-Shia Lashkar-e-Jhangvi and Jaish-e-Muhammad. The group was based in South Waziristan and has moved to North Waziristan only recently. Sources say that the LeJ is being single-handedly led by Zafar, who has become a trusted member of al Qaeda thanks to Qari Hussain Mehsud – a close aide of Hakeemullah Mehsud. “The worst part is that Zafar is a Karachiite of Pashtun origin, so he knows the ball game,” one investigator told Daily Times.

Reacting to the statement of President Asif Ali Zardari that they had never closed the door to talks with the Taliban (Tehreek-e-Taliban Pakistan, TTP), the TTP militants have said that their leadership would hold negotiations on one point i.e. complete withdrawal of troops from all parts of Khyber Pakhtunkhwa and tribal areas, a condition that the Government would never be able to accept, The News reported on August 7. “Taliban (TTP) do not want to see Pakistan weak but the Government steps always negate our stance because of which the leadership of the Taliban (TTP) is left with no option but to take steps for their defence,” said one of the Taliban (TTP) leaders when contacted by The News in the wee hours of August 7 for comments on the statement of President Zardari. The Taliban (TTP) leader, however, could not advance any explicit argument in support of suicide attacks in Pakistan.

Gulalai Wali Khan, sister of Awami National Party (ANP) president Asfandyar Wali Khan, escaped an attempt on her life when three unidentified assailants fired three shots at her as she left her clinic in Karachi Market in the busy Khyber Bazaar in Peshawar, the capital of Khyber Pakhtunkhwa on August 9. No group has claimed responsibility for the attack neither has the ANP blamed any militant group. Earlier, Tehreek-e-Taliban Pakistan (TTP) accepted responsibility for attacks on senior ANP leaders in the recent past. ANP President Asfandyar Wali Khan was targeted by a suicide bomber in 2008, Senior Minister Bashir Bilour was attacked several times and MPA Shamsher Ali Khan was killed in 2009 in a suicide attack in Swat while Khyber Pakhtunkhwa Information Minister Iftikhar Hussain’s son was shot dead on July 24 in Pabbi area of Peshawar.

The Tehreek-e-Taliban Pakistan (TTP) urged the Government on August 10 to not to accept any foreign aid for victims of the worst flood in the country’s history, reported Daily Times. TTP Spokesman Azam Tariq said that the TTP would themselves provide money if the Government stopped accepting international help. “The Government should not accept US aid, we can give $20 million to them as aid for the flood victims,” adding, “We will ourselves distribute relief under leadership of our ‘chief’ Hakimullah Mehsud among the people if the Government assures us that none of our members will be arrested.”

Intelligence sources said that the arrested terrorists disclosed during initial interrogation that they had received instructions from TTP to attack the Inter-Services Intelligence (ISI) office in Multan, Ghazi Ghat bridge in Dera Ghazi Khan, Taunsa Barrage, the Prime Minister’s House, the Water and Power Development Authority (WAPDA) grid station in Vehari and various other sensitive places.

August 13 reported that there is a massive conspiracy to destabilise Karachi, Pakistan’s only economic hub by jihadi (holy warrior) outfits which only recently decided to regroup and reorganise themselves to launch a series of high-profile killings and bomb blasts. Previously, Daily Times reported that the assassination of an MQM legislator, Raza Haider, was the work of Qari Zafar of the Tehreek-e-Taliban Pakistan (TTP) which resulted in killing of more than 95 persons in various targeted killings and organised attacks in Karachi. Al-Qaeda presence in Karachi was confirmed which was upset with the counter-terrorism moves by the Government. Only recently, a drone attack killed one of their top commanders and number three, Mustafa Abu al-Yazid aka al-Masri. Interestingly, for a precision attack on a certain target anywhere, a SIM-like chip has to be fixed at the spot for the missile from the drone to hit the target, which could only be possible if someone fixed that chip. Central Intelligence Agency (CIA) operational panel rallies up which leads to the conclusion that Inter Services Intelligence (ISI) who already has a vast network of operatives and assets inside Federally Administered Tribal Areas (FATA) is closely working with its American counterpart to "hound and destroy" at least, al-Qaeda in Pakistan.

Five Pakistan-based "most dangerous bad guy groups", including Lashkar-e-Toiba (LeT) responsible for the 2008 Mumbai terror attack, pose a critical threat in war-torn Afghanistan, says US special representative for Pakistan and Afghanistan Richard Holbrooke on August 13, reports Times of India. "Of course, Afghanistan and Pakistan have always been closely related," US special representative for Pakistan and Afghanistan Richard Holbrooke told "Charlie Rose" on Public Broadcasting services (PBS). "From the day Pakistan became independent they've had a bad relationship." "And now we're in a situation where the sanctuary for the Taliban in Pakistan poses the most serious of all hurdles to our objectives in Afghanistan, and also endangers our national security," he said. While the main US enemy is al-Qaida lurking "across the border in the tribal areas of Pakistan," Holbrooke said "there are about five of our most dangerous bad guy groups all grouped in this area in Pakistan where the floods are going on now." Besides al-Qaida, he identified the bad boys as Afghan Taliban, the Tehreek-e-Taliban Pakistan (TTP), the infamous Haqqani group and LeT, "a group that the Americans don't pay any attention to...but the Indians sure pay attention because it is the LeT who attacked Mumbai in December of 2008." "All based in Pakistan and they're all based in an area roughly the size of California in the tribal areas," Holbrooke said stressing the need "to retain the residual capability to strike at these groups while we build up the Afghanistan security forces" as the US draws down in Afghanistan.

The "Quetta Shura" which consists of the top leadership of the Afghan Taliban, headed by Mulla Omar, from an unknown place in Pakistan and whose at least nine out of 18 leaders had been arrested to this date, has cut ties with al Qaeda, leaving al Qaeda and Arab militants inside Pakistan no choice other than to join the TTP. According to various counter-terrorism officials who spoke to Daily Times confirmed that "there’s a plan which was revealed by the recently-captured terrorists to launch a 26/11 Mumbai style fidayeen attack similar to ones happening in Lahore inside Karachi". Another plan which is being discussed is to target the second-tier leadership of the Muttahida Qaumi Movement (MQM), the Awami National Party (ANP), the Sunni Tehreek and the Pakistan Peoples Party (PPP) at the same time to create "fitnaa" (anarchy) which is so much embedded in al-Qaeda’s ideology to provoke sentiments.

General David Petraeus, the US commander in Afghanistan, on August 15 held out the prospect of eventual reconciliation with the Taliban, including negotiations with leaders with “blood on their hands”, reported Daily Times. He said that there was “every possibility, I think, that there can be low-and mid-level reintegration and indeed some fracturing of the senior leadership that could be really defined as reconciliation,” adding there was “not some kind of monolithic Taliban enemy” but rather a syndicate of insurgent groups that are not subservient to each other. These include the Afghan Taliban in the south, the Haqqani network in the east, the Hezb-e-Islami (H-e-I) led by Gulbuddin Hekmatyar, the Tehreek-e-Taliban Pakistan (TTP), and smaller numbers of al-Qaeda and Uzbek militants. General Petraeus said that while criticising Pakistan it was important to first remember what Pakistan had done over the last 18 months. “Remember the casualties they have sustained in taking on the extremists in their country, albeit focusing on those who are most threatening the very existence of Pakistan,” he said. The US general, however, also stressed the need to recognise that there were sanctuaries for militants in Pakistan and there’s “need to do more work in those particular sanctuaries”. Asked if he believed Pakistan could deliver Osama bin Laden, the General said: “I don’t think anyone knows where Osama bin Laden is… probably in the very, very most remote and mountainous regions,”

Three militants were killed and several others injured when militants of Mullah Nazir group, a break away faction of Hakeemullah Mehsud led Tehreek-e-Taliban Pakistan (TTP), and TTP clashed in Mantoi area of South Waziristan in the Federally Administered Tribal Areas (FATA) in the night of August 17, reports Dawn. According to local people, the clash resulted in the death of two supporters of Hakeemullah and one of Mullah Nazir. Official sources said that a militant, identified as Hafiz of the Hakeemullah group, was wanted by the Nazir group because of his alleged involvement in the killing of seven supporters of Nazir group. This is the first known clash between members of the two rival militant factions of South Waziristan in many years. ‘Commander’ Nazir is often regarded as anti-TTP especially because he had maintained an undeclared truce with the Army during the entire operation against TTP.

26 persons, including a former member of the National Assembly (NA) were killed and 40 others injured when a suicide bomber blew himself up inside a mosque in Wana town of South Waziristan in Federally Administered Tribal Areas (FATA) at 3 pm (PST) on August 23, reports Daily Times. Pro-Government cleric Maulana Noor Muhammad was delivering a sermon in the area’s biggest mosque when the attack occurred. “Maulvi Noor Muhammad was among the 26 killed in the suicide attack inside his madrassa adjacent to his mosque,” Wana assistant political agent, Jamal Azmat said. No outfit has claimed responsibility for the attack so far. However, ‘foreign elements’ who were earlier forced out of the area are believed to be behind the attack. Maulana Noor Muhammad was opposed to the presence of Uzbek militants and had provided support to dislodge them. Slain Tehreek-e-Taliban Pakistan (TTP) leader Baitullah Mehsud had allowed the “displaced Uzbek militants” to stay in Mehsud areas, which triggered a strong reaction from the tribesmen from the Ahmedzai Wazir areas. The former MNA had also played his role in brokering a peace deal in the past. The cleric was associated with the Jamiat Ulema-e-Islam-Fazl (Fazlur Rehman fraction).

The Tehreek-e-Taliban Pakistan (TTP) on August 26 threatened to launch attacks against foreigners helping in the flood relief efforts, saying their presence was “unacceptable”, reports Daily Times. TTP ‘spokesman’ Azam Tariq claimed the US and other countries that have pledged support are not really focused on providing aid to flood victims but had other motives he did not specify, adding, “No relief is reaching the affected people, and when the victims are not receiving help, then this horde of foreigners is not acceptable to us at all.” He strongly hinted that the militants could resort to violence, saying, “When we say something is unacceptable to us, one can draw his own conclusion.” The UN, however, said it would not be deterred by violent threats.

Mullen said he has seen no evidence of attacks against aid workers in Pakistan or US military forces helping the relief effort. Still, he said, “the insurgents, from my perspective, have no moral bounds”.
