The United States (US) Department of Treasury slapped sanctions on the Tehreek-e-Taliban Pakistan (TTP) on September 2, according to The Hindu. In addition to “designating” the militant outfit, following which the Treasury may freeze any assets of the organisation and effectively ban all US entities from trading with it, the Treasury has also applied sanctions on Hakimullah Mehsud, the TTP commander, and Wali Ur Rehman, another TTP leader. The sanctions are a part of the U.S.' multi pronged approach to disrupt and dismantle TTP in Pakistan and provide the Department of Justice with a “critical tool” to prosecute those who provide it with material support. In addition, the Department of Justice announced a USD 5-million reward for any information leading to the arrest of Mehsud or Rehman.

The United States (US) on September 1 added the Tehreek-e-Taliban Pakistan (TTP) to its international terrorism blacklist, targeting the outfit and its leaders with financial and travel sanctions, reports Dawn. “The group threatens US National Security,” Secretary of State Hillary Rodham Clinton said in a notice published in the Federal Register. She designated the outfit a “foreign terrorist organisation” under US law. In addition, Clinton named the outfit and its top leaders, Hakimullah Mehsud and Waliur Rehman, “specially designated global terrorists”, a classification that imposes additional state and treasury department sanctions. “Each has committed, or poses a significant risk of committing acts of terrorism that threaten the security of US nationals or the national security, foreign policy, or economy of the United States,” she said in the notice. The move will freeze the outfit’s assets in US, makes it illegal for Americans to fund or support them and bars them from entering the US. Meanwhile, the US prosecutors have also charged Hakimullah for the plot that killed seven Central Intelligence Agency (CIA) employees at an American base in Afghanistan in December 2009, said the USJustice Department.

three of the 10 labourers, abducted by Tehreek-e-Taliban Pakistan (TTP) from Chitral District on August 29, were killed on September 9. Three dead bodies of abducted persons, identified as Mohammad Rasul, Misal Khan and Khoedad, were recovered in the Ghambeer Gul area near the Pakistan-Afghanistan border in Arandu area of Chitral District. The labourers, belonging to Doog Darra area of Upper Dir District of Khyber Pakhtunkhwa, were working at a forest in Cholgah area of Chitral when TTP abducted them. Sources said that they had been shifted to Nuristan province of Afghanistan. A jirga (tribal assembly) of local elders visited Nuristan to negotiate the release of 10 abducted persons but TTP refused to set them free. Instead they said that all residents of Doog Darra were their enemies. A spokesman for TTP also told journalists that they had killed three of the abducted labourers.

The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility on September 15 for killing a senior journalist, Misri Khan, in Hangu District of Khyber Pakhtunkhwa, reports Daily Times. The claim for responsibility was made by deputy TTP spokesman Ehsanullah Ehsan over a phone conversation to a BBC journalist in Peshawar. Veteran journalist Misri Khan was shot dead on September 14 outside his newspaper distribution agency in Hangu. Ehsan told the BBC journalist that Khan was twisting facts in his reports about the Taliban. “He twisted facts whenever we gave him a report. He has (had) a leaning towards the army in his reports,” explained the TTP spokesperson.

The Dir jirga (tribal assembly) tells Government to take action or allow lashkar (tribal militia) to attack TTP, reports Dawn. The residents of Doog Darra and surrounding areas have angrily reacted to abduction of their seven villagers from Chitral by TTP on August 29 and subsequent killing of three of them on September 9, asking the Government to take action against militants or allow the local lashkar to attack them. The jirga members said that militants had been hiding in Nuristan province of Afghanistan near Chitral but frequently crossing into Chitral for purchasing ration. Criticising police and other law enforcement agencies for inaction, they said that militants had been moving unchallenged in Darosh, Arando and other areas of Chitral. They asked the Government to arrest the fugitive militants or allow the lashkar to take action against them. Earlier, the Dir lashkar fought with militants for three months and inflicted heavy losses on them. They were forced to flee the area. The fugitive militants are vengeful because the local lashkar did not allow them to gain a foothold in Doog Darra.

Five Tehreek-e-Taliban Pakistan (TTP) sought pardon in a public gathering for “crimes” they committed during the TTP rule in Swat District, reports Daily Times. “We made a mistake by joining the TTP. The TTP leadership is anti-Pakistan and anti-Islam,” the five told residents of Kabal tehsil (revenue unit). “We request you to forgive us for our crimes,” they pleaded during appearance at the Hujra (guest house) of defence committee chief Idress Khan in the Bara Bande village. The five were residents of former TTP stronghold of Kabal and were arrested during Operation Rah-e-Rast (Path to truth) in 2009. It was for the first time that TTP fighters had been produced at a public gathering.

The United States (US) special envoy for Pakistan and Afghanistan Richard Holbrooke on September 17 said that US would not accept any “slackness” on part of the Pakistan Army in the fight against the Tehreek-e-Taliban Pakistan (TTP) due their engagement in flood relief efforts, reports Daily Times. “Neither the security situation has changed fundamentally, nor the TTP threat has receded and with the Americans placed in a difficult situation in Afghanistan, we certainly will not like to see slackness on part of the Pakistan Army in the war on terror,” Holbrooke said, adding, “I don’t believe that the Americans are losing any battles or war against the TTP in Afghanistan, rather a recent surge of troops would certainly improve situation in Eastern Afghanistan soon.”

Three persons were killed in terrorist attacks on NATO oil tankers in Landi Kotal and Torkham areas in Khyber Agency of Federally Administered Tribal Areas (FATA) on September 23, reports Dawn. The first incident took place on the main Peshawar-Landi Kotal road in Zakhakhel area of Landi Kotal where two oil tankers caught fire when an explosive device believed to have been placed in one of the vehicles went off. The tanker driver and his helper died of burns. A passer-by was also killed. Later, seven oil tankers and three other vehicles were destroyed in two successive blasts near the Torkham border. A house located near the site of the blasts was partially damaged. Abdullah Aizam Brigade, an al Qaeda and Tehreek-e-Taliban Pakistan (TTP) affiliated outfit, claimed responsibility for the attacks. Source said the outfit had earlier warned transporters with dire consequences if they did not stop supply to NATO forces in Afghanistan.

Interior Minister Rehman Malik told the National Assembly on September 28 that Tehreek-e-Taliban Pakistan (TTP) were using Kuner province of Afghanistan as an operation-base against Pakistan, reports Daily Times. “We are at war on the Western borders and Kuner is being used as a safe haven to create unrest in Pakistan,” Malik said, adding that the matter was brought to the notice of the Afghanistan President Hamid Karzai during his recent visit to Pakistan. He, however, rejected an opposition’s demand to raise the issues of incursion by NATO. “A tripartite commission comprising the high officials from Pakistan Army, NATO forces and Afghanistan army is already in place to discuss and deal with such issues,” Malik further added.

He underlined the persistent efforts of the group to raise its profile beyond Pakistan. “Al Qaeda is a global organisation with branches spread all over the world, whether it is Arab countries, Europe, America or the subcontinent. Many organisations are attached to it. We totally agree with their ideology and their agenda,” he said. “We will expand this war during the next 10 years,” he added. Waliur Rehman, a close associate of Hakimullah Mehsud, told the interviewer that Osama Bin Laden was alive and continuing to direct operations.
