He indicated that such boycotts have for several years prevented the people from celebrating the Republic Day. Media reports said there has been increasing co-operation between the police forces of States in the Northeast and West Bengal in their fight against terrorists in the region. During the recently concluded meeting of the Directors General of Police of all the seven north-eastern states held in Gangtok from March 7-8, the West Bengal police who attended the meeting for the first time agreed to share intelligence with the Northeast States’ police and assured to extend full support in their fight against the terrorists. Meghalaya DGP L Sailo, speaking to the media, expressed serious concern at the presence of terrorist camps within Bangladesh and assured that, with the assistance of West Bengal police, the movement of terrorists, especially that of the United Liberation Front of Asom (ULFA) from Bhutan to Garo Hills through the North Bengal corridor, can be effectively controlled. Co-ordination among the police force and intelligence gathering figured high on the agenda at the meeting. According to reports, the meeting also dwelt elaborately on the need to start a border management programme to create awareness among the rural people to support the forces, as well as push back illegal migrants.

Meghalaya Governor M M Jacob, on March 19, announced a revised scheme of surrender-cum-rehabilitation of terrorists in the State and requested terrorists to come to the negotiating table leaving aside the path of violence. Delivering his address on the first day of the Budget Session of the Meghalaya Legislative Assembly, the Governor expressed concern about the fear psychosis being created by terrorists in the State and assured that the government would take up effective steps to counter the problem by intensifying ongoing counter-terrorist operations. Stating that the 3rd Meghalaya Police Battalion has been made operational, the Governor also pointed that the police force of the Sate has been modernised in terms of weaponry, communication, intelligence gathering, mobility, housing and training.

Meghalaya Home Minister Lotsingh A Sangma has said that several Northeast terrorist groups, including the National Socialist Council of Nagaland (NSCN), United Liberation Front of Asom (ULFA) and Bodo Liberation Tiger Force (BLTF), have made the State capital, Shillong, as their centre for meetings and other activities. Speaking in the State Legislative Assembly on March 20 on the law and order situation prevailing in the Sate, the Home Minister pointed that terrorist outfits of the region were also responsible for the creation of terrorist groups such as the Hynniewtrep National Liberation Council (HNLC) and the Achik National Volunteer Council (ANVC) in the State. The minister also pointed that, during the past one year (2001), 77 terrorists had been arrested and another 17 killed in encounters, while a total number of 32 terrorists had surrendered in the state.

Condemning all sorts of ‘violence’, the Shillong Khasi Jaintia Church Leaders Forum (SKJCLF), a body of churches in Khasi and Jaintia Hills, at its meeting with senior government officials of Meghalaya, including Chief Minister F A Khonglam and State Home Minister Lotsing A Sangma, offered to act as the interlocutor between the latter and the Hynniewtrep National Liberation Council (HNLC) terrorist outfit, said media reports on March 21. Denying that the Forum would act as a ‘negotiator’ with the Garo Hills-based terrorist outfit, the Achik National Volunteers Council (ANVC), its president, Rev. P Lyngdoh asked the government to fulfil certain pre-conditions to bring the HNLC to the negotiating table, reports further said. Among those, the Forum demanded that it be declared as the ‘official’ negotiator. It also said there should be a ‘conducive’ atmosphere for talks, under which, the government should declare cease-fire, halt counter-insurgency operations and offer ‘safe’ passage to terrorists. This is necessary to bring them in the mainstream, said Rev Sangma, according to the reports. Appealing to the terrorists to shun all sorts of violence, he also asked for a ‘rehabilitation’ package that would be acceptable to the terrorists. The reports also said the State Home Minister announced after the meeting that the government had ‘listened’ to the proposals carefully and would decide on the matter very ‘soon’.

The Director General (DG) of Assam Rifles (AR), G K Duggal said on March 30 that 15 more battalions would be raised by the AR to meet security demands along the Indo-Myanmar border and other sensitive areas like those east of Manipur’s Churachandpur district. Talking to the media in his first official press briefing, he pointed out that five battalions had been raised so far and approximately 1,800 persons from Nagaland, Manipur, Arunachal Pradesh, Tripura and Mizoram were inducted into the force over the past year including a large number of surrendered terrorists bringing the total number of forces recruited from the Northeast region to thirty percent more than what was permissible as per all-India recruitment rules.

The Deputy Chief Minister of Meghalaya, D D Lapang, on April 2 said that the government was unable to come out with its terms and condition to hold talks with the terrorist outfit Hynniewtrep National Liberation Council (HNLC) as the latter had failed to give any positive indication to the government’s proposal. Lapang also said that the government was unaware of any demands made by the HNLC and asked the outfit to make their stand clear through their mediators or in writing. On the proposal made by the Shillong Khasi Jaintia Church Leaders Forum (SKJCLF), he said that the government was willing to accept the church leaders as mediators between the government and the HNLC. Stating that the government in order to restore peace and tranquility was studying the possibility of a cease-fire and safe passage offer to the terrorists as suggested by the church leaders. He also asked the State Political Affairs Department to prepare a report on the same which would be placed before the Cabinet.

Media reports of April 17 said that the terrorist outfits from Assam, Meghalaya, Nagaland and Tripura have plans to co-ordinate their activities with each other. This was informed by the Union Home Secretary, Kamal Pande to the mambers of the Parliamentary Standing Committee on Home Affairs who reportedly said that the government had received reports of the growing nexus among the terrorist outfits in these States. These outfits are doing so for the sake of alternative sanctuaries and camps and also for their need of weapons and training. The Union Home Secretary also confirmed that the ULFA and the NDFB are reported to have closed down a few camps in Bhutan.

The Meghalaya government is reportedly seeking the help of Church leaders of Garo Hills towards initiating talks with the Achik National Volunteer Council (ANVC) terrorist group. According to media reports of May 27 State Home Minister Lotsing A Sangma, during a recent press conference, said the government was prepared for talks with the ANVC but till date the terrorist group had failed to show any sign that it was keen on a discussion. However, the Home Minister is expected to meet members of the A’chik Baptist Dalgipa Krima (ABDK), in Garo Hills, leaders of the Roman Catholic Church and senior citizens of Tura to discuss methods towards bringing the ANVC to the negotiating table, the report added. The Home Minister reportedly added that no terrorist group could find a solution by going directly to the Union Government for talks, as law and order was a state subject. He also blamed the sudden spurt in terrorist activities in the Garo Hills, particularly in West Garo Hills district, on the crackdown by the Bhutanese government on the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Stating that the government was aware that ANVC leaders were staying in Bangladesh and also of their linkages with other terrorist groups, the Home Minister added, there was, however, no concrete information on camps being run by the ANVC in Bangladesh. Commenting on the rehabilitation package to surrendered terrorists, the Home Minister said, according to the new package they would be given free ration for three months and Rs 5,000.

Talking to media persons, the Home Minister, however, noted that the police was doing a good job in containing terrorist activity in the State and said the ANVC was at its weakest, as at least four of its main leaders and many others had surrendered. Sangma also said the Police Department was working on a strategy to counter the influx of stronger terrorist outfits like the National Democratic Front of Bodoland (NDFB) and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM). Both had set up bases in areas along the Assam-Meghalaya boundary. The strategy, the Minister said, could include joint operations along these sensitive border areas with Assam Police and other paramilitary forces.

He, however, reiterated the government’s willingness to hold talks with both the terrorist groups––Achik National Volunteer Council (ANVC) and the Hynniewtrep National Liberation Council (HNLC), and blamed the terrorists for their lack of co-operation despite the efforts by Church leaders. The release added that the State police had resorted to firing as the last resort and only in self-defence. Citing statistics, police said, in the last seven years, they had arrested 190 HNLC terrorists and had invariably remanded them to judicial custody, in an effort to bring back the misguided youths into the mainstream.
