Quoting Meghalaya Police sources, Assam Tribune reported that militants of the banned Hynniewtrep National Liberation Council (HNLC), who surrendered before the Security Forces without depositing any arms and ammunition, were being offered the Government’s rehabilitation package. An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

According to Telegraph, the Achik National Volunteers Council (ANVC) demanded autonomous status for the Garo hills with “less or no interference” from the Meghalaya Government. The ‘publicity secretary’ of the ANVC, Arist Sengsrang Sangma, on September 14 suggested the creation of an autonomous body like “Garoland Territorial Council”, which can govern itself without any interference from the State Government. According to Sangma, the idea of formation of a “Garoland Territorial Council” for Garo hills, in line with the Bodoland Territorial Council (BTC), was welcome, but there should be less interference from the State Government and more autonomy to the body, unlike the BTC. “We are yet to suggest any name for the autonomous body, which can politically safeguard the interests of the people of Garo hills with more powers, wider functions and without the interference of the state government,” Sangma said. “By autonomy to Garo hills, we do not mean the one prevailing in the existing Garo Hills Autonomous District Council, which is still under the direct supervision of the state government,” Sangma said. He said once the dream of autonomy for Garo hills was realised, the militant group would demand direct funding from the Centre, unlike the present District Councils in the State, which get funds from the State Government.

The Deputy Commandant of the BSF Trideep Sangma said that ULFA has formed a new Garo militant group, Achik Tiger Force (ATF), to strengthen its base in Garo Hills region, reports Sentinel. The group was formed a few months ago after the Liberation of Achik Elite Force (LAEF) was neutralised with many of its cadres being either arrested or forced to surrender before the State Police. The BSF official said, "ULFA has given birth to ATF with the sole objective of providing logistic support to its (ULFA) cadres in Garo Hills…..'The formation of the Garo militant group was to strengthen ULFA's 109 battalion in Meghalaya and to help ULFA in transshipment of its weaponry from Bangladesh to Assam." The report adds that ‘109th battalion’ of the ULFA is active at Phulbari, Garobadha, Mendipathar and other adjoining areas in West Garo Hills District, and its main camps are located in Rangpur, Sherpur and Mymensingh Districts of Bangladesh.

On December 3, the two Lashkar-e-Toiba (LeT) militants, who were handed over to India by the Bangladesh Rifles (BDR) near the India-Bangladesh border in Meghalaya on December 2, confessed their involvement in the July 25 Bangalore serial bomb blasts, reports Times of India. “Nazir Tarian Dabede (25) alias T Nazir told interrogators of Meghalaya Police and BSF that he had planted the bombs along with another person, Rahim,” a top Police official said on December 3. “The duo did not admit their involvement in the 2005 terrorist attack on the Indian Institute of Science in Bangalore,” the official added. They are likely to be taken to Bangalore on December 5. A Bangalore Police team, led by an ACP, has arrived here. Formalities are on to take the two to Karnataka, officials said.

The Hynniewtrep National Liberation Council (HNLC) on December 6 rejected Meghalaya Chief Minister D. D. Lapang’s appeal to ‘surrender’ and his offer for ‘safe passage’, reports Shillong Times. The outfit accused the Government for not being sincere by solving political problems raised by it. "Mr Lapang’s statement was only to frighten us and dampen the patriotic spirit in the history of Hynniew-trep", the HNLC said. In an e-mailed statement issued to a section of the media, HNLC said, "The organisation will not entertain the personal appeal of Mr Lapang for safe passage." On December 5, Lapang had appealed to HNLC leaders ‘general secretary’ Cherishterfield Thangkhiew and ‘commander-in-chief’ Bobby Marwein to come over ground and also offered them ‘safe-passage.’

Shillong Times reports that Meghalaya Police is conducting counter-insurgency operations in the East Garo Hills region to flush out United Liberation Front of Asom (ULFA) militants who have entered in large numbers to escape ongoing flush-out operations in neighbouring State of Assam. The area is idle for militants to use as a corridor to cross over to and fro Bangladesh and for concealment of weapons in view of the thick forest cover with an inaccessible terrain. Meghalaya Director General of Police (DGP) S. B. Kakati said Garo Hills had previously been used by Assam-based militants as a safe haven. "I don't deny the fact that it is even now being used by militants and we are on the lookout for them," he said. According to Kakati, the area of concern is Resubelpara sub-division sharing border with Assam's Goalpara District. He said ‘109th battalion’ of the ULFA led by its ‘commander’ Hira Sarania was active in lower Assam and thereby used the route for transport of men and arms. "Resubelpara sub-division is infested by ULFA and even now operations are taking place to flush them out. There have been instances of arrest, seizure of weapons and neutralizing of militants," he said and added that identification of militants is a problem for the Police. In regards to the presence of local militant groups, the DGP said so far only the Liberation of Achik Elite Force (LAEF) was active with a few cadres and weapons but its strength had been drastically reduced following successive operations by the State Police. The Meghalaya Police decided to seek the help of surrendered Hynniewtrep National Liberation Council (HNLC) cadres to track down the militants who are provided shelter by villagers residing in Bangladesh after carrying out criminal activities in the State, according to Shillong Times. "We are developing a strategy of engaging the surrendered militants to tackle the HNLC militants in the border," said Meghalaya Director General of Police (DGP) S.B. Kakati on December 29. There are more than 150 surrendered HNLC militants who had narrated to the police in the past that majority of the HNLC cadres stay with Khasi villagers inside Bangladesh. The militants also assist the Khasi villagers in the betel nut plantations. A major disadvantage for the Meghalaya Police is its inability to build up an effective intelligence network along the border areas of the Khasi hills region where the HNLC has a significant presence. Unable to extort money from Shillong due to constant vigil of the Police, the HNLC militants are carrying out large scale extortion from the coal exporters in the remote borders, Police said. "We need effective co-ordination of the police forces of East Khasi Hills and the Jaintia Hills to tackle militant activities in the borders," said Kakati, adding that more forces will be deployed in the border to tackle insurgency related crimes. "We had deployed some personnel of the Special Operations Team (SOT) in East Khasi Hills border, but we did not have actionable intelligence about the attack on December 23 [killing of a coal trader]," the DGP said. Kakati also admitted that police were aware of the threat to the coal baron from HNLC through intelligence inputs but the slain coal trader's family members had not divulged anything.
