Chief Minister Mukul Sangma on January 1 announced that a “historic settlement” is on the anvil for resolving the issues raised by the A’chik National Volunteers Council (ANVC), reports The Telegraph. “The negotiations with ANVC for arriving at a permanent settlement have reached the final stage. I have been informed by the Union Ministry of Home Affairs that a tripartite meeting is being convened on January 5 in Shillong,” Mukul Sangma said. CM Sangma appealed the breakaway faction of the ANVC (ANVC-B) to join in the meeting. The ANVC has been demanding the creation of the Garo Hills Autonomous Territorial Council (GATC) on the lines of the Bodoland Territorial Council (BTC).

Marak further said that the outfit was willing to meet the leaders of other councils and social leaders of Khasi and Jaintia Hills to discuss the matters concerning the role of traditional heads and chiefs in the growth of the State. The Government’s plan to strengthen the Garo Hills Autonomous District Council (GHADC) following talks with the ANVC had led to demands for strengthening the KHADC and the JHADC.

The Shillong Times reports on January 20 that the State’s Chief Secretary, WMS Pariat, on January 19, asserted that law and order situation in the trouble-torn Garo Hills has improved in recent times. “There is a perceptible improvement in the law and order situation in Garo Hills in recent times,” Pariat told reporters, adding that peace seems to be prevailing in the region with no major incident being reported in the last few months. It is noteworthy that the State Government and the Central Government had recently signed the draft peace agreement with the militant group Achik National Volunteer Council (ANVC), which was later approved by the State Cabinet. On the issue of signing the final agreement with the ANVC, the Chief Secretary said that the Central Government would come out with the final agreement. The Chief Secretary stated that the agreement is applicable to the breakaway faction of ANVC (ANVC-B) and they need to surrender their arms and weapons since the draft agreement has already been signed. Asked about the Government’s stand on Garo National Liberation Army (GNLA), the Chief Secretary indicated that the Government would welcome any outfit which wants to come forward for discussion. On the reports that the Hynniewtrep National Liberation Council (HNLC) is trying to regroup in Khasi and Jaintia Hills, Pariat said, “We will ensure that no re-grouping takes place.”

The National People’s Party (NPP) has alleged that the draft peace agreement signed by the Central and State Government with the militant outfit ANVC was an ‘election oriented’ stunt. “The Government was not doing anything on the agreement and it was hurriedly signed just before the election,” NPP leader Conrad Sangma said on January 24, adding, “The entire process is election oriented.” The draft agreement paves way for expansion of powers of the Garo Hills Autonomous District (GHADC) and it was hurriedly approved by the State Cabinet, Sangma said. Mooshahary said that the law and order situation in the State has been stable and the internal security scenario is by and large satisfactory. Governor also appealed the ‘disgruntled elements’ to seek peaceful resolution of their demands through established democratic processes. Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

Dorphang, who is all set to support the Congress in Government formation on March 5, urged the HNLC to join the mainstream and exploit the window of opportunity for discussion with the State to resolve their grievances. The former chairman of the outfit said, “I don’t regret that I was a part of HNLC”, even as he expressed disappointment over the fact that some of his colleagues were ‘still on the other side of the fence’. “During youth one can go in any direction but with age the same should be streamlined,” the founding member of the HNLC who came overground in 2007, said. But we would share it with the ANVC if there is any such fine tuning to the text to avoid any hiccups at the last moment,” Sangma said. He, however, maintained that the Government cannot make the agreed Text of Settlement public since it is still under active consideration of the Union Cabinet. He said that the basic objective of the negotiation is to empower the Garo Hills Autonomous District Council (GHADC). Mukul also admitted that the agreed Text of Settlement would have an impact on the other two ADCs (Khasi Hills ADC and Jaintia Hills ADC) in the State. She said the outfit, which was active all over Garo hills, in certain areas of West Khasi Hills and in South West Khasi Hills, continued to be a cause for concern. “The group poses a serious challenge to security agencies engaged in anti-militancy operations. Despite relentless operations, the organisation has expanded itself very quickly in cadre strength, weaponry and geographical reach,” she said, adding that there were 165 militancy-related activities in the state in 2012. She assured the House that efforts were being made to improve intelligence network and enhance capabilities for effective intelligence-based operations. “We are expecting better results in the coming months,” she added. On the Hynniewtrep National Liberation Council (HNLC), she said efforts by the group’s leadership to rejuvenate the organisation with recruitments, alliance with other Northeast militant organisations and raise funds through extortions had met with “limited successes only”.On border management, Warjri said in certain pockets, which are in adverse possession along the international border, like Pyrdiwah, Amki and Nongkhen, there have been reports of intrusions by Bangladesh nationals with active support of the Bangladesh Rifles (BDR).On border fencing, she said of the 498.165km fencing, 226.096km had been completed while work was in progress in 106.977km. CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. ANVC-B leader Rimpu Marak said that the delay in finalizing the peace pact may lead to the possibility of emergence of other militant outfits. “The earlier the solution, the better it is for ensuring peace in the State,” he said. Mooshahary has admitted that Maoists are trying to establish themselves in India’s northeastern States, even as he said situation in the Northeast has largely improved. “The Assam government had received few indications that Maoists are trying to establish a foothold. The plain areas along the Meghalaya-Assam border could be vulnerable to Maoists,” Mooshahary said. The Assam government, which had also formed a Task Force to combat the Maoists, had found that there are 181 Maoist cadres in the state. It includes women cadres. Stating that the situation in the Northeast has largely improved, Mooshahary, who was also the former chief of the Border Security Force, said, “The region, barring Manipur have improved a lot in the law and order front, and the current trend in the region is towards peace.” Mooshahary, however, urged the State government in the region to improve governance and fight against corruption, eradicate poverty and provide employment avenues.

He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their Memorandum of Understanding (MoU). Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, “They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence.” Singh also informed that Indian rebels groups -- PLA, Sumarjit faction National Democratic Front of Bodoland (NDFB) and the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF)– operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence,” Singh added. However, Singh, admitted that there are certain areas along the international border that need improvement in guarding. “But the overall troop deployment has improved,” he said.

Sangma said, “Even though internal security situation in Meghalaya continues to be stable and under control, the GNLA remains a matter of concern.” Expressing concern over the recent activities of the breakaway faction of Achik National Volunteer Council (ANVC-B) which has even called for road blockades and bandhs, Sangma said that even though a peace pact was signed with the ANVC, way back in 2004, lack of resources to settle them and delay in arriving at a settlement resulted in emergence of fringe militant outfits. He stated, “Other indigenous militant outfits like ANVC, Hynniewtrep National Liberation Council (HNLC) and Liberation of Achik Elite Force (LAEF) have been largely neutralized following sustained efforts, but they are instigated by the likes ULFA, NDFB and NSCN who use the state as a sanctuary and passage to both Bangladesh and rest of the region.” The proscribed HNLC is almost finished but over a dozen of their cadres are still holed up across the border in Bangladesh, the Chief Minister said while adding that with the help of the Centre they too can be nabbed. He also said that insurgents from neighbouring states use the long and porous Bangladesh border along Meghalaya to their advantage. He raised concern over rising militancy in the hill state due to two factors- lack of development and thin police presence- as the ones largely contributing to the continuance of militancy in the region and the State. Demanding that six companies of Central Armed Police Forces which were taken away from Meghalaya for elections in Karnataka be redeployed, Sangma sought six more companies in order to deal with the militant menace in totality. In view of suspected illegal migration from neighbouring Bangladesh into Meghalaya, moves are afoot to ensure that tabs are kept on even Indian citizens who enter the state. The call to implement the ILP in Meghalaya comes in the wake of Chief Minister Mukul Sangma admitting that there was an influx of people with “doubtful citizenship” into Meghalaya. On June 5, Sangma, had said, “Meghalaya has been facing the problem of influx of people with doubtful citizenship from the neighbouring states of Assam, Tripura and West Bengal.” The committee on influx, headed by Bindo M. Lanong, who at the time was deputy chief minister of the state, had recommended in 2012 that the ILP system be recommended in the state to check the influx of illegal immigrants.

While the first category of Police stations, consisting of 80 personnel, would come up in District capitals and other sensitive areas, the other category of Police stations with a strength of 40 personnel would replace all Police outposts in the State. Chief Minister Mukul Sangma made the announcement following his meeting with Union Home Secretary Anil Goswami on June 11 which was also attended by Home Minister Roshan Warjri, Chief Secretary WMS Pariat and senior State Government officials. Lack of manpower in different Police stations and outposts in the State remained the focal point of discussion at the meeting. The Chief Minister said the Centre has intimated to the State Government that the draft peace agreement has received the recommendations of various Ministries and it would be approved by the Union Cabinet very soon. The Centre and the State Government had signed the peace pact with the ANVC and its breakaway faction in January 2013. He also said that the State faced a lot of problems through the International border while adding that arms and ammunitions are not made in Shillong or Tura but is rather smuggled from across the border. The Garo Hills State Movement Committee (GHSMC), on August 6, launched its first round of agitation with a two-day sit-in protest outside the Deputy Commissioner’s Offices in all five districts of Garo Hills. “Our agitation to mount pressure on the government has kicked off today. We will continue with our struggle for Garoland till we achieve it,” GHSMC general secretary Augustine Marak said. He said the government should consider creation of Garoland based on linguistic lines of the States Reorganisation Act, 1965. The GHSMC has also announced a 12-hour bandh (general shut down) in all the five districts of Garo Hills on August 8. “We will launch a series of agitations after the Independence day celebration to strengthen our movement for a separate state,” Marak said. The GHSMC is a conglomerate of various organisations whose members include those from the Garo National Council (GNC), the All India Garo Union (AIGU), A’chik Youth Welfare Organization (AYWO) and All A’chik Youth Federation (AAYF) among others.

Chief Minister Mukul Sangma stated that the series of incidents involving militants have vitiated the security environment in certain pockets of the State. “The overall law and order situation in the State during the past year was relatively stable and under control; however, the internal security situation in the State continues to be a matter of concern,” Sangma added. The Chief Minister highlighted some of the crucial issues faced by the State with emphasis on illegal immigration, influx, long pending inter-state boundary dispute with Assam and international border issues with Bangladesh. Also, adamant on their demand for implementation of the Inner Line Permit (ILP) in the State, as many as 10 NGOs of the State have accepted the Chief Minister’s invitation for talks on the issue on August 29. They, however, reiterated that the talks should only be restricted to implementation of a strong ILP and no other law. KSU president Daniel Khyriem, on August 16, said that they will wait for another 12 days, after which, they will be in a position to announce a series of agitations if the meeting turns out unsatisfactory.

Briefing reporters after a meeting of MUA held at his official residence in the night of September 17, Chief Minister Mukul Sangma asserted that issue of illegal migration cannot be addressed by ILP. The meeting analysed the report of the High Level Committee (HLC) on Influx which favoured implementation of ILP. However, the MUA rejected the recommendation of the Committee. Sangma said in the context of addressing influx effectively, Government would bring the new legislation, Tenancy Act which was unanimously accepted by the members of MUA. Talking to a group of journalists on October 24, East Khasi Hills Superintendent of Police (SP) M Kharkrang said, “We need to ensure that they (HNLC) don’t raise their heads again.” The statement of Kharkrang came days after the militant outfit called for a 36-hour bandh to protest the visit of President Pranab Mukherjee to the State. Reacting to a query, he admitted presence of a few overground workers and linkmen of the outfit in the District and said that Police were keeping a tab on all the HNLC cadres, who are out of jail on bail, so that “they do not indulge in any anti-social activity.” The militant outfit, which operates from across the border (Bangladesh), has now become very active on the social networking site “Facebook” through which it disseminates various information and announcements. “We are working on to track the location from where the outfit disseminates information,” Kharkrang said.

Inspector General of Police (IGP) in-charge of Administration and Operation GHP Raju, on November 12, said that the GNLA will be neutralized in the next three months with the Police department preparing to come up with strategized plans to take down the outfit. He also mentioned that the State is looking towards the Home Affairs Ministry for adequate manpower to contain the situation in Garo Hills. “We need the help of the CRPF and BSF personnel who are trained in jungle warfare,” he said adding that at present, the State has about six units of COBRA teams operating in the region. Terming GNLA as a ‘gang of dacoits’, he said, “the Northeast militant outfits have a set of ideologies, but GNLA does not follow any such ideology except killing and extortion.” When asked about the procurement of arms and weapons, Raju said that the weapons used by the GNLA are procured from Kokrajhar, Assam through the anti-faction of ULFA, National Democratic Front of Bodoland (NDFB) smugglers from Dimapur, Manipur and Bangladesh who made it a flourishing business to supply arms to the GNLA.

Pro-ILP pressure groups have called for a fresh round of night road blockade from November 19-21 to be effective from 8 pm till 5 am. “We have unanimously resolved to hold these night road blockades during our meeting on November 17,” said All Jaintia Youth Welfare Organisation (AJYWO) president MH Dkhar in a statement issued on behalf of 14 pressure groups. Dkhar also said that the pressure groups would intensify their agitation once the various examinations in schools and colleges are over, unless the Government implements the ILP as per the Bengal Eastern Frontier Regulation Act, 1873.

"Persistent efforts on part of the government have resulted in considerable progress in the dialogue with insurgent and ethnic separatist groups," he said in his address at an annual conference of top police officials. "Further, the susceptibility of lower Assam areas and Karbi Anglong region of the state to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, the increasing targeting of non-Manipuris in Manipur are also areas of considerable concern," Manmohan Singh said. The Shillong Times reports that Prime Minister Manmohan Singh has, on November 23, for the first time, raised concern over the prevailing insurgency scenario in Garo Hills areas in Meghalaya and other parts of the Northeast, which he said has created a very complex situation ahead of the Lok Sabha elections due early next year. “Garo insurgency in Meghalaya is an area of considerable concern,” Singh said, while addressing the annual Director General of Police/Inspector General of Police (DGP/ IGP) conference. The security situation in the North-East continues to remain complex, with insurgency, extortion and agitations being the main disruptive elements, the Prime Minister said. Further, the susceptibility of Lower Assam areas and Karbi Anglong region of the State to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, increasing target of non-Manipuris in Manipur area are also cause of concern, he said. Acceding to the demand for bringing the state under ILP would violate provisions of Article 19 of the Constitution that relates to protection of rights on freedom, a Government official said December 6. “It (ILP system) is archaic and will affect development, besides being unconstitutional,” joint secretary (Northeast) in the Union Ministry of Home Affairs (MHA), Shambhu Singh said.

The Garo National Liberation Army (GNLA) has suffered a major jolt when a section of its cadres under the leadership with Reading T Sangma, the former ‘finance secretary’ of the outfit, deserted camps and formed a new militant outfit GNLA-Faction (GNLA-F). Confirming this, Police sources, on December 7, said Reading has made South Garo Hills as his main area of operation. It is learnt that Reading was unhappy with the manner he was treated by ‘commander-in-chief’ of the outfit Sohan D Shira who demoted him from the post of ‘finance secretary’ to ‘grievance cell’ in charge. As the finance secretary of GNLA, Reading had to collect money and hand them over to Sohan. Reading’s grouse against Sohan was that the Sohan kept all the loot when he was the one who was collecting the money on behalf of the outfit. Interestingly, Jack Marak who had abducted Block Development Officer (BDO) of Dadengre recently, and other GNLA ‘area commanders’ have joined Reading’s group.

In a statement issued on December 9, ANVC-B leader, Doang D Shira said that after signing of the Peace Pact, ANVC-B cadres had come over ground but never received any support from the Government. “Mukul Sangma invited us to be part of the peace pact which we now see as a political ploy. Our response for peace is seen by the Government as a way to corner us,” the ANVC-B leader said, adding, “We came forward for peace but the Government’s failure to provide support and packages have disheartened our cadres.”

HNLC, a separatist rebel outfit fighting for a sovereign ‘Hynniewtrep’ homeland in eastern part of Meghalaya, announced the 12-hour shutdown December 23 to protest the arrest of several youths on charges of damaging Government property. HNLC ‘spokesman’ Sainkupar Nongtraw had stated that government “must immediately and unconditionally release all political prisoners and detainees”. Over 71 pro-Inner Line Permit (ILP) activists were arrested in connection with 86 cases related to arsons, murder and other charges during the three-month long agitation in Meghalaya. Two people were killed. Reverend, P.B.M.Basaiawmoit, the outfit’s former emissary, said “The shutdown called is most unusual, unorthodox, and unprecedented since this has not been the way the Hynniewtrep National Liberation Council (HNLC) functions in times goes past”. “I am surprised that such a recourse has been adopted by the Hynniewtrep National Liberation Council (HNLC), just the before the celebration of Christmas by followers of Christian faith and others who wish to share in the blessed occasion,” he said. Questioning the shutdown called, former Meghalaya Home Minister, Robert. G. Lyngdoh, asked, “Is the Hynniewtrep National Liberation Council (HNLC) trying to establish that there is a connection between the demand for ILP and their secessionist activities.”
