Speaking to the media, Chief Secretary P. J. Bazeley said on July 6 that the State Government would agree to extend the cease-fire agreement beyond July 23 provided the truce ground rules were framed and strictly adhered to. The East Khasi Hills district Superintendent of Police, A. S. Rynjah, told reporters, "They (leaders of the banned Hynniewtrep National Liberation Council (HNLC) militant outfit), are living in safe rented houses in Dhaka, Maulavi Bazar and Panai areas." The proscribed Achik National Volunteers Council (ANVC) is reported to have expressed its willingness to extend the continuing cease-fire in Meghalaya. Talking to Shillong Times, the outfit’s 'publicity secretary' Arist Sengsrang Sangma said on July 12, "We have received a message from New Delhi that the next round of Joint Monitoring Group (JMG) meeting will be held on July 18, probably at Guwahati. We favour extension of cease-fire and the guidelines on the cease-fire modalities will be discussed in the meeting." On the State Government’s allegation that ANVC cadres were violating the cease-fire agreement by engaging in extortion, Sangma claimed: "These are all political statements. The politicians do not know the real things which are being communicated between us and the Centre. All the accusations against us will be discussed in the JMG meeting."

Sentinel has reported that the Government of Meghalaya has sent a fresh recommendation to the Union Home Ministry alleging violation of cease-fire ground rules by the Achik National Volunteers’ Council (ANVC). The recommendation comes in the wake of reports that the ANVC was carrying on extortion activities in the Garo Hills area. The report further said that the outfit organized a cricket match recently and sought donations from traders of Garo Hills. Chief Secretary P. L. Bazeley said: "All illegal activities, if they are being carried as reported, are to be curbed by the outfit. The ground rule of the ceasefire agreement does not permit any such activities."

Shillong Times, quoting the surrendered ‘finance secretary’ of the Hynniewtrep National Liberation Council (HNLC), Yitjanai Sunn alias Iainehskhem Shylla, has reported that 200 HNLC cadres, including 10 women, presently camping in Bangladesh, are in a state of disarray. He also claimed that the outfit is going through a major financial crisis and at present it has only Rupees 20 lakh in its coffers. He also said that 20 cadres had become victims of fratricidal clashes in Bangladesh and five to six of them died due to malaria. He also confirmed that there was a tie-up between the HNLC and National Democratic Front of Bodoland (NDFB).

On October 27, the Additional Director General of the Border Security Force (BSF) and in-charge of the Eastern Frontier, Damodar Sarangi, stated that infiltration from Bangladesh into the Garo Hills area of Meghalaya and neighbouring Assam has dramatically fallen since the strengthening of the border defence in this sector, according to Assam Tribune. Speaking to the press at Tura in Meghalaya, he said that one of the prime factors for decline in infiltration in the North-east has been the successful fencing of the border with Bangladesh. He further said that physical measures for the success also included the withdrawal of BSF forces from operational duties inside the country and their redeployment in the border thereby strengthening the Border Outposts.

The Hynniewtrep National Liberation Council (HNLC) has advocated for a strong policy to combat deforestation in the State of Meghalaya adding that authorities have so far failed to protect the environment, according to The Shillong Times. Reacting to the announcement by Principal Chief Conservator of Forests, V. K. Nautiyal, regarding permission for timber felling under the working plan to be executed by the District Councils, the HNLC, in a statement on October 27, said that stringent measures should be taken to ensure that the State's environment was not degraded. The statement further said, "Although, the Centre has been saying that timber trade should be done strictly as per the working plan, we would like the Khasi Students Union and other social organisations to keep a watch on this and that felling of trees should be done within a framed policy as so far we have seen that the existing laws have been violated from time to time in this regard."

On November 6, two militants of the Achik National Volunteers’ Council (ANVC), identified as M. Marak and N. Momin, who had escaped from the Chokpot cease-fire camp, were killed by a joint team of Meghalaya Police and the army near Thapha in the East Garo Hills district. The Meghalaya Director-General of Police, W.R. Marbaniang, said on November 7 that the militants were killed when they encountered the joint team during a counter-insurgency operation launched in some parts of the Garo hills last week. Three Chinese-made hand grenades and three rounds of AK-47 ammunition, besides documents such as extortion notes and money receipts were recovered from the slain militants.

Basaiawmoit, in an interview with Shillong Times on December 2, said that the proscribed Hynniewtrep National Liberation Council (HNLC) is awaiting an official response either from the Prime Minister's Office or the Home Ministry to initiate peace talks. "After proper consultation with the Home Ministry officials I created a channel through which the HNLC was immediately contacted with the hope of ending the decade-long insurgency problem and bring peace and normalcy back to the Khasi-Jaintia Hills and the State as a whole. I have communicated HNLC's views to the Centre but the latter is yet to respond to it", he said.
