Meghalaya Police decided to lodge a complaint with the Union Government to rein in National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres, currently under cease-fire with the Centre, so that they do not create any law and order problem in the State, reports Telegraph. In the wake of the NSCN-IM’s supporting a newly formed Khasi militant outfit, Hynniewtrep Liberation Force, Additional Director-General of Police B. Kezo said that the Naga militants would be considered criminals in Meghalaya as there was no cease-fire with them in the State. “We will lodge a complaint with the Centre against the activities of the NSCN (I-M) militants in Meghalaya which is not good for the security and safety of the people of the state,” he said.

The Meghalaya Chief Minister D.D. Lapang on January 15 rejected media reports that Hynniewtrep National Liberation Council’s (HNLC) top leaders, including the outfit's ‘general secretary’ Cheristerfield Thangkhiew and ‘spokesperson’ Sainkupar Nongtraw, were about to surrender before to the State Police, according to Shillong Times. There were reports that the two top HNLC leaders had managed to escape from their base in Bangladesh to Meghalaya to surrender. "We have not received any information about their surrender from the police," Lapang said. He also added that the Government had not made any contact with the cadres of the proscribed militant outfit. There were also reports that the two top militants of the outfit are likely to surrender following an ideological difference with the outfit's ‘commander-in-chief’ Bobby R. Marwien over a Government invitation for talks, but the militant outfit had earlier refuted the reports saying that all was well within the outfit. The report adds that the Chief Minister had asked the HNLC cadres to surrender ''honourably'' and also offered them safe passage after the recent arrest of United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa.

Lapang asked the Centre to go for a tripartite political and development accord with the Achik National Volunteer Council (ANVC) to bring the ongoing peace process to a logical conclusion, reports Shillong Times. He also stated that insurgent outfits like United Liberation Front of Asom (ULFA), National Socialist Council of Nagaland (NSCN), National Democratic Front of Bodoland (NDFB) and United People's Democratic Solidarity (UPDS) are not only supporting groups like Liberation of Achik Elite Force (LAEF), but also providing them arms, ammunition and training. He said that insurgent outfits both from the Northeast and adjoining Bangladesh were also using the peaceful State of Meghalaya both as temporary sanctuary and corridor. Lapang further claimed that both ANVC and Hynniewtrep National Liberation Council (HNLC) have been largely neutralised with a sustained Police operation. But passive militancy is still a cause for concern, he further added.

A cadre belonging to anti-talks faction of the National Democratic Front of Bodoland (NDFB), identified as Godadhar Hajong, was arrested by the Border Security Force from Debojani village in West Garo Hills District along India-Bangladesh border on February 15, according to Shillong Times. He along with eight others from Tikrikilla area had joined the NDFB in 1999. Godadhar underwent arms training in Bhutan before being made a part of the ‘3rd battalion’ of the outfit which operates throughout the Garo Hills and Bangladesh. He revealed that following crackdowns in Bangladesh almost all NDFB camps operating close to the border have been closed down with majority of the cadres shifted to Rangamati area of Chittagong Hill Tracts. He also informed that its main camp at Haluaghat in Bangladesh, opposite Gasuapara in South Garo Hills sector, had to be closed down in 2006 after its ‘camp commander’ Bongcha Boro surrendered. He also revealed that some of the leaders continue to be holed up in Dhaka, including S. S. Dhansuran Boro who is the ‘treasurer’ of the anti-talks faction. He also confessed outfit’s involvement in selling arms to prospective buyers of Garo Hills to help gain extra money for the outfit’s operations. He disclosed about sale of small arms to coal traders operating in Nangalbibra area of South Garo Hills. Some of the activities of the NDFB’s ‘3rd battalion’ included collecting a sum of INR 450, 000 from the NDFB office at Kokrajhar in Assam in 2006 which was delivered to the anti-talks leaders in Bangladesh. He also brought in a shipment of arms including AK-47s and hand grenades from Bangladesh in 2002 and again in 2007 through the Garo Hills sector which ultimately was delivered to the cadres in Assam. The arrested militant also confessed the ambush on a bus at Zikzak area of West Garo Hills in 2002 from which they abducted two persons for ransom. In 2003 a trader belonging to Muslim community was abducted by his group from Mahendraganj area and taken to Bangladesh only to be released a month later after the family paid ransom. The recruitment of cadres to the outfit has apparently been continuing for several years with Godadhar Hajong alone being involved in recruitment of 60 cadres way back in 2007. The cadres were taken to Bangladesh for training and later pushed back to India through three different sectors of Garo Hills: Beldova area in Mahendraganj sector, Nokchi in Dalu sector and Gasuapara under Baghmara sector. The movement of NDFB militants through Chokpot and Nokrek hills was also disclosed by the arrested cadre.

After meeting Chidambaram, the Deputy Chief Minister said following the suspension of operations against the militants way back in July 2004, there was an overall improvement of law-and-order situation in the region. The Centre has expressed concern over violation of conditions of the cease-fire with the Achik National Volunteer Council (ANVC), according to Shillong Times. Meghalaya Chief Minister D.D. Lapang, who called on Union Home Minister P. Chidambaram in New Delhi on March 17, apprised him of the outcome of March 16 talks between the ANVC and Centre's interlocutor P C Haldar. Chidambaram told the Chief Minister that there had been instances of violation of conditions of the suspension of operation (SoO). But at the same time the Centre would like to continue the SoO with the outfit, he said. Chidambaram assured that all necessary steps would be taken by the Centre to maintain peace and tranquillity in Meghalaya. The Home Minister asked Lapang to assess the ground realities and suggest suitable measures for the successful culmination of the peace process.

The Governor said that recent developments, such as reports on the formation of militant groups in Garo hills, were a cause of concern. Other militant groups active in Garo hills are Liberation of Achik Elite Force (LAEF), People’s Liberation Front of Meghalaya (PLF-M)), Achik National Security Defence (ANSD), Atong Liberation Army (ALA), and United Achik National Front (UANF). United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) are also active in Garo hills and border of Ri Bhoi District. The Governor said that the Government was committed to contain militancy at all costs. The Governor added that the security establishment of the State has acted swiftly to break up and contain the activities of the Hynniewtrep Liberation Front in Khasi hills, and LAEF in the Garo hills. K. Jain on May 2, reports Times of India. "Sketchy reports from various networks confirmed that the four convicted Indians in Bangladesh are members of the outlawed HNLC," said Jain. On April 29, the court of Additional District and Sessions Judge of Sylhet-I convicted Robin (35), Mill (28), Over (25) and Star (24) - all hailing from Shillong - in a five-year-old case of arms smuggling. All the four, Jain said, were wanted by the Meghalaya Police for their involvement in the biggest bank robbery in Jaintia Hills District on January 24, 2005. On July 15, 2005, Bangladesh Rifles (BDR) troopers arrested the four HNLC militants from Karaballa point under Sylhet District after they entered Bangladesh through Karimganj sector in Assam. The BDR recovered from their possession an AK 56 rifle, three grenades, two 9-mm pistols, 316 bullets and four magazines of AK 56 rifle, 328 bullets and three magazines of 9-mm pistol, INR 3,000 and BDT 2,700. According to the Police official, the HNLC is closely linked to the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) and the National Liberation Front of Tripura (NLFT).

Police said that the first major group belongs to those cadres whose primary interest is to be rich by means of extortion. "Most of the cadres belonging to this group have already associated themselves with the new militant outfit GNLA [Garo National Liberation Army] led by Meghalaya Police 'DSP' Champion R. Marak," Police sources said on April 30. The GNLA has been under the Police scanner for serving extortion notes, ranging from INR 500, 000 to ten million , to petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. Police sources said the second group includes mostly the top leaders, who are involved in peace talks with the Government. They were identified as Salte Momin, Martin K. Sangma, Rikrik M. Sangma, Neulash M. Sangma and Pinsai S. Sangma. They were brought under the non-bailable Act due to their in crimes like extortion and intimidation. "The intention of the militant organization was to create a fear psychosis in the minds of local businessmen and extract hefty sum as extortion by serving demand notes," Deputy Commissioner (DC) of East Garo Hills District Pravin Bakhsi said on July 15. They were found to have served demand notes on lessees of weigh bridges, coal merchants and local businessmen and thus terrorized the people in general, the DC said. According to Pravin Bakhsi, the GNLA, more active in East Garo Hills is engaged in "subversive activities and has no ideological moorings except large-scale extortion and kidnapping for ransom in the name of waging war against the state for creation of a separate Garo entity." He said it had demanded money from many Government officials working in East Garo Hills by short message service or by demand notes. According to the DC, one of the cadres booked under MPDA, Martin K. Sangma, who is born and brought up in Nagaland, was entrusted with the expansion of the terror network of the GNLA in Nagaland and training of their cadres in Nagaland under the aegis of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM).

Most of the weapons, including AK-47 and AK-56 assault rifles, mortars, 40-mm rocket launchers, pistols, revolvers and grenades come via the Arakans - a mountainous area in Myanmar - from parts of Thailand and Cambodia, he added. The arms consignments are often routed by sea through the Bay of Bengal to its destination in the Arakan forest in Myanmar, which is across Mizoram, before making their way to rebel groups active in the northeast. The area is controlled by Arakan insurgent groups opposed to the Military Government in Yangon. "The delivery power of the banned outfit has decreased so much that it is borrowing arms from others to carry out operations," said S.K. Jain, Additional Director General of Police (ADGP), Special Branch. "We had inputs about the outfit borrowing arms from Silchar ahead of the Independence Day, but the sources could not be specified," he added. The fact was revealed after the arrest an HNLC cadre, identified as Aibor alias Saddam Hussein, from Pynthorsale village in Jaintia Hills District. He confessed that the outfit borrowed some weapons including six AK-47 rifles, four revolvers and two grenades during that time. Two of the borrowed sophisticated rifles were seized from Aibor. The HNLC maintains an on-and-off relationship with the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM), National Democratic Front of Bodoland (NDFB) and National Liberation Front of Tripura (NLFT), according to the ADGP who also said the outfit's nexus with ULFA is not yet ascertained. At present, the HNLC has around 50 active cadres, but each one of them does not have arms and ammunitions. "The figure might not be accurate as it is based on our assessment on sightings and technical intercepts," Jain said. The outfit has its camps at Maulvi Bazar, Sylhet and Chittagong Hill Tract of Bangladesh. Many of its leaders are into betel nut plantations and own stone quarries in the neighbouring country.

"The Government is examining the outfit's memorandum in which the demand for creation of a Garoland Autonomous Council in Garo Hills is made," Chief Secretary W.M.S Pariat told reporters on October 6. The GNLA had earlier slapped extortion demands ranging from INR 500,000 to INR 10 million on petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. A fortnight ago, the GNLA militants had abducted two non- tribal coal traders from their residences at Nangalbibra area on ransom.

A gunfight broke out between Security Forces (SFs) and cadres of the Garo National Liberation Army (GNLA) in Goreng village in South Garo Hills District bordering West Khasi Hills Districts on November 21 when SFs came under fire from four GNLA cadres hiding there, reports Nagaland Post. ‘The encounter lasted for an hour and the militants retreated back to the near by forest after intensive firing from the troops,” a Police official said. However, an amount of INR 50,000 left behind by the GNLA cadres was recovered from the encounter site. Though SFs suffered no casualty or injury, the Police are yet to confirm if any of the militants were injured. Security forces have launched a combing operation in the area to neutralize the GNLA menace.

Saxena, Inspector General of Border Security Force (Assam-Meghalaya) said on December 27, reports Shillong Times. "Baruah is under tremendous pressure because of the crackdown by Bangladeshi authorities. He will give up some day," he added. Baruah is believed to be in hiding somewhere along the Myanmar-China border after fleeing Bangladesh early 2008. "These crackdowns (against ULFA) will surely make a positive impact, especially at a time when the peace process with the ULFA is on a right track," Saxena said.
