Meghalaya Police said that three kilograms of RDX and eight grenades, recovered from ULFA cadre Raju Basumatary on January 19, were part of the arms consignment for the ‘27th battalion’ of the ULFA. Basumatary confessed during interrogation that he had brought RDX and arms from Bangladesh through Garo Hills and then to the Ri-Bhoi district. A top police official, quoting his confession, said, “With the arrest and the subsequent seizure, the ULFA’s 27 battalion suffered a setback... Besides RDX, grenades and a 1-mm pistol, the Asom Police’s huge haul of arms, ammunition and Rs 16 lakh cash from Jorabad in the Meghalaya-Asom border three months ago were ferried by Basumatary.” The report added that Basumatary had used one person, Shonlang Rympei, to transport the consignment to the ULFA cadres.

Rymbai is reported to have responded positively to the offer made by the Assam-based United People's Democratic Solidarity (UPDS) for peace talks in the Block I and Block II areas along Assam- Meghalaya border, reports Shillong Times. The Chief Minister said that it was a positive move on the part of the militant outfit to recognise the Khasi-Pnar people as "sons of the soil of Karbi Anglong," which would help in ending the reign of terror in these two areas since the last five years.

The Meghalaya Police has said that the Pakistani external intelligence agency, Inter-Services Intelligence (ISI), is circulating fake Indian currency notes in the North Eastern States to destabilize the economy of the region and also to fund the terrorist groups. Zee News reports that a police task force, investigating into the matter, had unearthed the modus operandi of the ISI in circulating the fake currencies in the Rasinagre and Doomdooma villages of the South Garo Hills district, along the India-Bangladesh border. Police sources said that Rasinagre village was the main route through which Bangladeshi nationals sneaked into the neighbouring Indian villages and lured the local poor youths into criminal activities. The ISI had engaged one Sira Mustafa alias Samrat and Kalek Ali from Munsipara of Mymensingh district in Bangladesh to push fake currencies into India using about 15 youths of Rasinagre for the activity.

Shillong Times quoting Meghalaya Police source reports that the Nagaland-based National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the Liberation of Achik Elite Force (LAEF) have joined hands to extort money from the coal traders in the South Garo Hills district. On October 17, B.K. Dey Sawian, the Director General of Police, disclosed that the NSCN-IM has set up a camp in the Balpakram National Park in South Garo Hills with the help of the LAEF to extort money from coal traders in the district. The report added that after the rainy season, coal export to Bangladesh would resume in November in the Nangalbibra area of South Garo Hills, where criminal activities, including extortion and abductions for ransom, occur on a regular basis. While commenting on the recent counter-insurgency operations in the entire Balpakram National Park, Sawian said, "We, however, could not make much progress as the area where the NSCN (I-M) has set up the camp is inaccessible." Balpakaram area was earlier used by many militant outfits for training and taking shelter. Following the killing of Peter Marak, 'commander-in-chief’ of the LAEF, his younger brother Darong Marak has reportedly been trying to strengthen the outfit with the help of the NSCN-IM. Sawian mentioned that the State Home Department has asked for intervention of the Union Ministry of Home Affairs in the NSCN-IM’s activities.

The Meghalaya Police confirmed presence of arms dealers in capital Shillong following the recent arrest of Black Widow (BW) and People’s Liberation Army (PLA) militants from the city, reports Shillong Times. On October 17, B. K. Dey Sawian, the Director General of Police, said that Shillong being a cosmopolitan place was becoming a safe haven for arms dealers to carry out their activities. He said various militant groups came to Shillong to purchase arms from arms dealers in the city. The arms dealers are selling to militants arms like Chinese M-20 weapon which are brought to the city through the states of Mizoram and Assam. He also did not rule out the possibility of a linkage between various militant outfits operating in the Northeast region and Meghalaya-based outfits.

The HNLC surrendered ‘chairman’ Julius Dorphang told Telegraph that since the Chittagong Hill Tracts is surrounded by deep jungles and criss-crossed by rivers, a boat was the easiest mode of transport. He also said that most of the items were collected from different places from where they were taken to loading points along the Feni, Karnaphuli, Sangu (Sankhu) and Matamuhuri rivers. The Liberation of Achik Elite Force (LAEF) has served extortion notes on government officials based in the South Garo Hills district, police said in Tura on December 19, reports Nagaland Post. The LAEF, which is believed to have close links with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), is involved in extorting money from coal mine owners in Nangalbibra and coal exporters in the Gasuapara area bordering Bangladesh. "Now, the LAEF is even serving extortion notes, ranging from INR 5,000 to INR 20,000 to government officials in the district," South Garo Hills District Superintendent of Police (SP) H. Toi said. He, however, informed that the police had managed to contain the militant activities with the arrest of a suspected LAEF militant Sukar Momin alias Sulu Ralo and two government employees – Bainstan Momin alias Bes and Tarius Sangma - alleged to be the LAEF's linkmen from Baghmara. Police also seized a locally-made revolver and extortion notes from Sukar Momin's possession, he added. He also disclosed, "The job of these linkmen was to serve extortion notes to the targets specified by the militants, collect the money and hand it over to the LAEF." Meanwhile, intelligence sources said the NSCN-IM had provided the LAEF with as many as 15 AK-47s, 25 automatic M20 pistols and three highly powerful Universal Machine Guns, besides over a hundred hand grenades to carry out their operations in Garo Hills.

According to Shillong Times, the HNLC's declining manpower and continued failure to start an extortion drive in Shillong city had forced the outfit to seek help of other outfits and extort money from businessmen, especially coal traders, in other districts of the State bordering Bangladesh. "The firepower of HNLC is less at present and the outfit cannot buy more weapons due to financial constraints. It has to borrow arms from other militant groups," the sources said.

"We have thoroughly investigated the matter. We have no doubt that HNLC men have taken the victim (Mr Kongwang) to Bangladesh," police said.
