Chief Minister Mukul Sangma on January 6 stated that the objective for appointing interlocutors to hold talks with militant groups in the state was to facilitate them to come overground but not discuss their ideology or demand, reports The Telegraph.The State Government had appointed three interlocutors to hold parleys with various splinter groups operating in the Garo hills region except the terrorist outfit, Garo National Liberation Army (GNLA). The three interlocutors were drawn from among church leaders in the Garo hills to hold talks with various splinter groups. The other "militant outfits", which had declared their presence in the Garo hills, include the United A'chik Liberation Army (UALA), A'chik Songna An'pachakgipa Kotok (ASAK), A'chik National Unit Force (ANUF), A'chik National Liberation Army (ANLA), A'chik Tiger Force (ATF), A'chik National Central Liberation Army (ANLCA) and A’chik Matgrik Elite Force (AMEF). Asked if the same formula is being applied to proposed parleys with the Hynniewtrep National Liberation Council (HNLC), Sangma said, "The same strategy would be followed, but since the HNLC is a banned outfit, the state has to jointly decide with the Centre."

Hynniewtrep National Liberation Council (HNLC) on January 7 reiterated its readiness for talks but made it clear that it was not ready for demobilization and disarmament, reports The Shillong Times. The militant formation was reacting to Chief Minister Mukul Sangma’s statement that the Government was willing to talk peace with any outfit but would not discuss the ideologies of the outfit. In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. We deserve to be treated as equal as the HNLC was born out of A’chik Liberation Matgrik Army (ALMA) and Hynniewtrep A’chik Liberation Council (HALC). The A’chik [Garo homeland] and the Hynniewtrep [Khasi-Jaintia homeland] should not be divided politically but they should remain united for lasting peace in the region,” Nongtraw said.

Influx of illegal immigrants and the inter-state boundary dispute with Assam featured in the speeches during the Republic day speeches on January 26, reports The Telegraph. Deputy Chief Minister R.C. Laloo announced that a "comprehensive mechanism" to deal with influx and illegal immigration would be put in place at the earliest. Thanking civil society organisations for "productively" engaging with the government in structuring an appropriate, practical and comprehensive mechanism, he appealed to all eminent citizens of the state and stakeholders to extend necessary co-operation and support to the government in this endeavour. In relation to the inter-state boundary dispute with Assam, Deputy Chief Minister R.C. Laloo said that the government was "committed" to address and resolve the long-pending contentious issue. are at least 12 areas of difference between Assam and Meghalaya including Langpih, Upper Tarabari, Gizang reserve forest, Hahim, Borduar, Boklapara, Nongwah-Matamur, Khanapara-Pilangkata, Deshdemoreah, Blocks I and II, Khanduli-Psiar and Ratacherra. They cover an area of around 2,700 square km, of which the two blocks cover around 1,500 square km.

The leader of Breakaway faction of Achik National Volunteer Council (ANVC-B), Bernard Rimpu Marak, on February 13 stated that his demand for early sanction of the rehabilitation packages for former cadres of the outfit ‘in the interest of lasting peace in the State’, reports The Shillong Times. In a memorandum submitted to Home Minister Roshan Warjri, he stated that the surrendered ANVC militants cadres were promised a package of INR 250000 each but the Government had failed to announce the same package for ANVC-B cadres raising doubts that the authorities are being partial.

On March 3, reports that DGP stated that "It is good news if insurgents are rejoining the mainstream and peace prevails", when asked about claims made by GNLA that it is not involved in anti-social activities. He also stated that the Police would react and go ahead on the insurgency scenario of Garo hills, according to the ground situation and information available. The Sentinel further adds that DGP asked the Superintendent of Police (SPs) of the five Garo Hills Districts to effectively involve the community in the fight against militant groups. DGP Rajiv Mehta stated that "You cannot fight the militants without the community support and that message has been made it clear to the SPs. Better police-public relationship is needed for better results, He also asked the SPs to direct all the subordinate officers to be active on the ground to make Counter Insurgency operations and Policing more effective. He also asked the SPs and other senior officers to make policing more visible in the strife torn districts of Garo Hills.

Inspector General (IG) of Border Security Force (BSF) Meghalaya Frontier, Sudesh Kumar, on March 4 stated that Bangladesh Government has sought access from the Indian Government to allow movement of its Security Forces (SFs) to enter inside the rugged terrain of Chittagong Hills Tract (CHT) in order to launch a crackdown against Indian rebels in CHT, reports Nagaland Post. “They (Border Guards of Bangladesh) have informed us about their willing to launch crackdown against the Indian rebels hiding in Chittagong Hills Tract. But the rugged terrain of the area (Chittagong Hills Tract) has dampened their spirit and therefore, they have sought access to enter that area from Tripura,” The IG also added that Indian government was yet to take a call on the request. He also added that there were 39 active camps and hideouts of North East militants in different parts of CHT. Four Indian north-eastern states of Tripura, Meghalaya, Mizoram and Assam share an 1,880-km border with Bangladesh.

Chief Minister Mukul Sangma on March 13 stressed on the need to strengthen the internal security apparatus of the State by upgrading Police Stations, reports The Shillong Times. Stating that the State Government has sanctioned new Police Stations, the Chief Minister admitted that the Police Stations in the state were not commensurate to the growing challenges and therefore Government has decided to upgrade them. According to him, as per the suggestion of the Union Government the strengthening of police stations would be taken up in a phased manner and it would start with Garo Hills in the first phase followed by Eastern Range. He also asserted the mushrooming of several rebel outfits in Garo Hills region, and stated that Government came up with the idea of raising Special Force-10 which will have strength of more than 1800 police personnel.

According to the ‘resolution’ if Police kill an innocent person, the Member of Legislative Assembly (MLA), of that particular constituency shall pay INR 700000 to the family members or the relatives of the victim. As per the second point, the local MLA shall file First Information Report (FIR) and must bear all the court’s expenses of the victim’s family. Thirdly, MLA himself shall institute a Magisterial or Judicial enquiry into the alleged “fake encounters” that take place in his Constituency. In the forth resolution said that compensation must be paid to the family within 15 days of encounter. The fifth point says that if any MLA does not conform to the resolutions, the GNLA will attack the family members of the legislator besides burning down his residence and property.

Most of the cadres of Garo National Liberation Army (GNLA) refused to adhere to the orders of the Commander-in-Chief (C-in-C) to attack very important person (VIP) convoys and disrupt the Independence Day (August 15) celebrations in vulnerable areas under the outfit striking distance, reports The Sentinel on August 17. A top senior Meghalaya Police official revealed that the armed cadres refusal is attributed to the simmering disgruntlement within the rank and file in the outfit and the heavy security beef up ahead of the auspicious day throughout the volatile five Districts of Garo Hills in Meghalaya. A Police official said that intelligence inputs clearly stated the GNLAs military chief Sohan D Shira had directed the area commanders to carry out a revenge act through an all out attacks on VIP convoys and areas scheduled for their visits. “It didn’t fructify because the cadres refused to carry out the orders”, stated the official besides claiming that the security agencies infiltration into the GNLA has make a difference to defy the cruel diktat that can create more home to the civilian population.

Taking to media persons on the sidelines of a programme in Shillong on September 26, the Union Minister said that there was no sign of improvement as far as situation in Garo Hills is concerned. Rijiju said that the Centre was willing to provide more assistance “if the State Government wants for tackling militancy in the Garo Hills region.” Reacting to a query about the reported killing of the Intelligence Bureau (IB) officer Bikash Kumar Singh, he said that though there was no concrete evidence “but reports indicate that he has been eliminated.” Singh, a new recruit posted as assistant central intelligence officer (ACIO) of the IB at Baghmara, the District headquarters of South Garo Hills, was abducted along with a trader identified as Kamal Saha while they were travelling in Sumo along with other passengers from Rongara village to Baghmara on September 24. Meghalaya Government will focus to ensure that the terrorist and other anti-national elements cannot use the state as the safe haven, was stated by the Meghalaya Chief Minister (CM) Mukul Sangma while citing that the United Liberation Front of Asom (ULFA) and the Songbijit faction of the National Democratic Front of Bodoland (NDFB-S) are using the state as temporary refuge or transit bases, reports The Sentinel on October 16. “Meghalaya have always been seen as one of the safe heaven by many anti-nationals. Today the government is engaged in ensuring that Meghalaya is no longer safe heavens for these anti-national elements,” the CM stated, adding, “All along we are all aware that the training camps of the local terrorist organizations were actually jointly used by ULFA and NDFB.” “We will ensure that Meghalaya no longer remain as the safe heavens for all these anti-national elements. There is a concerted effort to create law and order situation so that the focuses of the security agencies who are engaged in neutralizing these anti-national elements are diverted, dislocated,” CM asserted. It may be noted the Memorandum of Settlement (MoS) or the ‘Agreed Text for Settlement’ was signed between the Achik National Volunteer Council (ANVC), ANVC-B, Centre and Meghalaya government in September 24, 2014. “Even after 13 months of the signing of MoS the text is yet to see the light of the day. The delay in executing the agreement is creating confusion among many, forcing to raise questions on the contents of the agreement,” Marak said in a statement on October 25. According to Marak, the “agreed text” was a solution to many issues related to people of Garo Hills. “The delay of which is obstructing the good days from dawning in Garo Hills. Good governance is the core vision of the agreed text which has to be materialized against all odds and obstructions. The state should implement the agreement instead of dilly-dallying the entire rehabilitation process,” Marak added.

The outfit released a photograph of the official and also asked his family to ensure that the operation was put on halt in November. “If the government doesn’t stop and withdraw the operations against us and others (militants) in the Garo hills region within this week, we will be compelled to shoot the Meghalaya government official who is still in our custody,” the outfit’s joint publicity secretary, Garo Mandei Marak, said in a release. In another release, Marak said, “GNLA is asking the family members of BDO Jude Rangku T. Sangma and the government to withdraw the operations against us immediately from the entire Garo hills region.” The outfit warned that if a Police team arrived at the spot where the official is being held, it would immediately shoot him. “If operations against militants are not put to an end, we will kill the officer and his body might never be found again even for a proper burial,” the outfit threatened, adding, “We won’t hesitate to shoot him.” “To avoid such happenings, we demand the withdrawal of operations from all of Garo hills against us throughout the month of November for his safe release or else we will be left with no options and negotiations,” the release to the family said.

Armed militants in Meghalaya are using pre-activated SIM cards originating from other Northeastern (NE) states like Nagaland, Manipur and Tripura compounding the problem of abduction and extortion, Police said on November 10, reports The Morung Express. “In all the kidnappings and extortions in Garo Hills region, all militants and criminals have used pre-activated SIM cards originating from Nagaland, Manipur and Tripura,” Inspector General of Police (Operations) G H P Raju said. The matter came to light after the Police detained a young man who appeared for the post of jail warder on November 9, at Tura in West Garo Hills District from whom Police seized 60 unauthorised SIM cards, he said. While a case was registered against the man identified as Blutcher Sangma, Police claimed the SIM cards were meant to be delivered to the Garo National Liberation Army (GNLA). According to Raju, GNLA and other militant groups rely on black SIM cards for their communication to commit crimes such as abduction, extortion and criminal intimidation.

The disbanded breakaway faction of the Achik National Volunteer Council (ANVC) — (ANVC-B) —criticized the Centre and the State Government for the delay in the announcement of rehabilitation package for its cadres, reports The Shillong Times. The ANVC-B leader Bernard Marak on November 11 said that his group was yet to receive any response either from the Centre or the State Government regarding rehabilitation package. The ANVC and the ANVC-B were disbanded in Tura, West Garo Hills, in December last year following the signing of a memorandum of settlement with the Centre and the Meghalaya government. During the disbanding ceremony, 748 cadres (447 from the ANVC and 301 from the ANVC-B) were present. According to Marak, a blame game is on between the Centre and State Government as far as the rehabilitation package is concerned. “The Central government tells us it has not received any communication from the State government, which on the other hand claims that there is no response from the Centre,” he said. Irked over the delay, the ANVC-B has decided to write again to the State government and the Centre seeking early announcement of package for the cadres.

She said the prevailing law and order situation in Garo Hills does not warrant to impose the Armed Forces (Special Powers) Act (AFSPA) in that area since Police were making all effort to tackle the militancy situation. “The situation in Garo Hills does not warrant for imposition of AFSPA. Our police are putting in all efforts to fight militancy, despite a lot of constraints,” Warjri said. The minister, however, felt that the central government should sanction additional central forces to assist police in the ongoing combing operations against various militant outfits. “We have repeatedly been writing to the Centre to provide additional central armed police forces, besides financial assistance for upgrade of police stations and enhancement of manpower by raising two more Indian Reserve battalions besides sanctioning funds to Special Force-10 to deal with internal security challenges,” Warjri said.

Police sources from Garo Hills informed that during the recent visit of Director General of Police (DGP) Rajiv Mehta to Garo Hills, all the District Police chiefs were asked to study the 87 abduction cases reported in Garo Hills in 2015 and find the crucial factors that helped militants and other armed criminal gangs in commuting these crimes. Police sources also revealed that out of the 87 cases reported, 62 abductions were committed by armed criminal gangs and seven by Garo National Liberation Army (GNLA) while the rest of the abductions were carried out by other armed groups such as A’chik Songna An’pachakgipa Kotok (ASAK), A’chik Matgrik Elite Force (AMEF) and Liberation of Achik Elite Force (LAEF). The United A’chik Liberation Army (UALA) militant outfit on December 18 inked the “agreed text of settlement” with Meghalaya Government in presence of Chief Minister (CM) Mukul Sangma and Home Minister Roshan Warjri, reports The Assam Tribune. The government called on all other outfits to shun violence and come to the talks table with a time line of six months. The settlement between the State Government and UALA was signed at a ceremony held at Circuit House in Tura in West Garo Hills District. UALA Chairman Novembirth Marak alias Chiindik and general secretary Nagra D Shira were the signatories for the outfit while the government representatives were commissioner and secretary Garo Hills Division Peter Ingty and commissioner and secretary, Political department, J Lyngdoh. The CM termed the signing as “historic” saying it would pave the way for other militant outfits to shun violence and follow suit. “We have to speed up verification process and prepare a calendar of action plan, so that it will send out a positive vibe to the other outfits”, he said. The outfit was formed in 2012 with the demand for a separate Garoland to be carved out of the State. “The signing of the agreement is a long drawn effort. UALA has demonstrated their serious intention to partner with the government for overall peace and tranquility to prevail in the region”, the CM said. He also urged other outfits including Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC) to stop all illegal activities and come forward for dialogue. The CM further made the offer a time- bound one stating the government would provide six months time for all outfits to respond and come overground and avail benefits rolled out by the government.

The virtual wiping out of the A'chik Matgrik Elite Force (AMEF), the unconditional surrender of the United A’chik Liberation Army (UALA) in the past two months is considered to be an achievement. “We still have an incomplete task of bringing about long lasting peace in Garo Hills and the rest of the State”, the DGP said. He expressed hope that the policy adopted by the Police department is expected to reap benefit by next year. Asked on whether it will be in the form of ruthless operations or diplomacy that the police department will adopt in completing the unfinished task, Mehta said, “I am not going to divulge anything but our force will go all out to bring peace”. The proscribed Garo National Liberation Army (GNLA) led by Sohan D Shira is a militant group to be reckon with. Acknowledging the reality, Mehta said that the sustained pressure on the groups in all formats will be carried out to pin them down till a point of surrender.
