The Khasi Students’ Union (KSU) has warned the Northeast Frontier Railway (NFR) against continuing the Tetelia-Byrnihat railway project work before the State comes up with measures to tackle influx of illegal immigrants, reports The Shillong Times. In a statement issued in Shillong on January 7, ‘general secretary’ of KSU Donald Thabah said the state government should take action against NFR if it resumes work. KSU and other pressure groups are demanding comprehensive mechanisms to check immigration. The work on the Tetelia-Byrnihat railway project in Ri Bhoi resumed recently months after it was stalled due to stiff opposition by pressure groups.

The 13 pro-Inner Line Permit (ILP) groups are dismayed that no action has been made till date by Meghalaya Government to set up entry and exit points to keep a check on illegal immigrants, reports The Shillong Times on January 11. About 18 entry and exit points are supposed to be set up in three phases. The Khasi Students Union (KSU) President stated that ‘We want that the phase 1 should be completed. Phase 1 includes places like Malidor (East Jaintia Hills), Byrnihat (Ri-Bhoi) and Athiabari (Meghalaya-Assam border).’ Hynniewtrep Youth Council (HYC), another pro ILP group claimed that Meghalaya was a safe haven for the suspected illegal immigrants from Assam.

Moreover, Meghalaya Director General of Police (DGP) stated that evidence to the killing of the NCP candidate points to the role of the GNLA outfit and said credible leads are being obtained, reports The Shillong Times on February 20. While clearly indicating the role of GNLA, DGP also voiced concern over the presence of surrendered rebels in the company of the slain politician. He also added that they were seeking more Paramilitary Forces from the Government of India.In addition, DGP also added that standard security procedures were allegedly not followed by the NCP candidate leading to the attack. The NCP candidate is said to have informed district authorities about his election campaign meetings for a few select villages in Samanda block. But, he reportedly overstepped his area of campaign by going deeper into the remote region where previous militant activities have taken place. DGP also added that ‘It is a known fact that GNLA ‘commander-in-chief’ Sohan Shira has been targeting former members of his group who surrendered to authorities. Last year’s killing of their surrendered finance secretary Rakkam Shira and former ‘action commander’ Kamdat are examples of the outfit’s intention’.

A surrendered Garo National Liberation Army (GNLA) militant has stated that the militant group has planted over 30 Improvised Explosive Device (IEDs) in and around East Garo Hills to sabotage the ensuing Assembly Elections, reports Northeast Today on February 21. Three of the 30 IEDs have been accounted for by the Security Forces (SFs). Superintendent of Police (SP) Ringrang Momin stated that ‘we have received the information but are yet to verify whether the same is true or exaggerated’. SP also said that SF 10, the Meghalaya Police commandos have been pushed into action to recover the remaining. According to Police one IED was recovered prior to the death of Nationalist Congress Party (NCP) candidate, while another was recovered on February 20 from Samanda in East Garo Hills District. Sources suspect that GNLA is trying to impose a sense of insecurity amongst the voters in Williamnagar as well as Songsak constituency with an intention to sabotage the election.

Meghalaya Director General of Police (DGP) S.B Singh stated on February 25 that regrouping of Garo National Liberation Army (GNLA) cannot be ruled out since Drishti Rajkhowa of Independent faction of United Liberation Front of Asom (ULFA-I) is assisting them, reports The Shillong Times. According to DGP senior cadres like Wallam, Nevak and Rahul can resurrect GNLA. ULFA-I and GNLA have coordination in carrying out violent activities in Garo Hills and the former has been assisting the GNLA to plant Improvised Explosive Devices (IEDs) aimed Security Forces (SFs). The DGP also stated that the next target for the SFs was Drishti Rajkhowa, who is the ‘second in command’ of ULFA-I. Rajkhowa had been a close aide of the slain GNLA chief, providing safe havens in Bangladesh for GNLA cadres and is also involved in training and supply of arms. Moreover, Rajkhowa may make an attempt to regroup the GNLA or flee to Bangladesh. The two outfits operated in tandem across Garo Hills and in parts of Khasi Hills.

Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

He also stated that collective efforts led to the liquidation of the Garo National Liberation Army (GNLA). The DGP stated that GNLA’s reign of terror had even made the morale of the police to nose dive at one point of time; but Operation Hill Storm launched in a systematic manner changed the entire scenario. “Under Operation Hill Storm we gave total autonomy to the district police and the backing of a good intelligence network consolidated our success in the phase 2, 3 and 4 of the operations against the militants’. He also added that ‘We keep reviewing our operational strategies and knew that the spate of surrender was bound to come’. DGP also confided that the recovery of huge catche of GNLA ammunitions from the jungles of Garo Hills was a surprise. The outgoing Director General of Police (DGP) R Awasthi said Police should be cautious to prevent regrouping of militants in Garo Hills, reports The Shillong Times on September 30. He stated that that there should not be any laxity anywhere in the context of peace achieved in Garo Hills after the militants were neutralised. Besides surrender of militants and weapons, counter insurgency operations in Garo Hills had brought normalcy in the area. Earlier, there were complaints from the surrendered militants that they were yet to be properly rehabilitated. According to Awasthi, the strategy of militants keeps on changing and they can take shelter in the border areas of the state due to its porous nature.
