According to media reports, the opposition Congress party has termed the Achik National Volunteer Council (ANVC)'s open support to P A Sangma and the Nationalist Congress Party (NCP) as a dangerous trend in Meghalaya. Quoting Meghalaya Pradesh Congress Committee (MPCC) president, SC Marak, reports said that the nexus between the NCP and the terrorist outfit has been exposed following the statement of ANVC asking the voters to support Purno Sangma and NCP. He also reiterated his Party’s stand that no politician should be entrusted the task of initiating peace talks with the underground outfits that could end in political mileage of the concerned party.

Media reports of February 3 have indicated that the Meghalaya based terrorist outfit, Achik National Volunteer Council (ANVC) has announced its willingness for peace talks with the Union government. Quoting its chairman Dilash Marak, believed to be in Bangladesh, reports said that the ANVC would restart peace talks this year with the Centre and the state government and the decision was taken unanimously among the cadres of ANVC at the executive body meeting at an undisclosed location on January 10 last month. The ANVC recently demanded that former Lok Sabha (Lower House of Parliament) Speaker Purno A. Sangma should be allowed to play the lead role in the peace talks.

The report quoting Mizoram Chief Minster Zoramthanga further said that to end more than five decades of insurgency in the region, leaders of some outfits based in Assam, Manipur, Tripura and Meghalaya are engaged in ‘either formal or informal talks’ with the Government of India. Reports from Meghalaya have indicated that the East Khasi Hills civil administration has clamped night curfew along the porous international border following reports of arms being ferried into India from neighbouring Bangladesh. In a statement issued in the State capital Shillong on April 26, the East Khasi Hills Deputy Commissioner Donald P Wahlang said that the step was taken after "Information was received that arms are being smuggled into India from Bangladesh across the border of East Khasi Hills by some persons or group of persons." However, the State Director General of Police, L Sailo, while speaking to reporters denied that there was any attempt by terrorists to smuggle weapons into Meghalaya from Bangladesh. "I have no knowledge about the order of the Deputy Commissioner but it could have been part of preventive measure," said Sailo.

Speaking at a seminar on ‘Security Issues in South East Asia’ in Shillong, Meghalaya, on May 4, J.N. Choudhury, Joint Director of the Subsidiary Intelligence Bureau, reportedly stated that the Bangladeshi Directorate General of Forces' Intelligence (DGFI) was sheltering terrorists active in India’s Northeast. He also said that DGFI was supporting the Pakistan’s Inter Services Intelligence’s (ISI) proxy war in Northeast. According to Hindustan Times, alleging that the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) to be hand-in-glove with the DGFI, Choudhury said, "The NSCN's liaison office in Dhaka, which is headed by Anthony Shimrey, maintains a close working relationship with the DGFI." Another official, R. Chandranathan, stated at the seminar that Bangladeshi youth had participated in the Afghan war and a significant number of them continued to be active members of Pan-Islamist groups.

According to Shillong Times, Meghalaya Public Works Department Minister, Mukul Sangma, has said the State Government has an open mind on the issue of Achik National Volunteer Council's (ANVC) demand for a venue outside the State to hold peace talks as suggested by the Garo Baptist Convention (GBC). Sangma further indicated that if the Naga outfit National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) could hold talks outside the country, peace talks with ANVC could be held at any outside venue provided real peace is achieved. The GBC recently stated that the stalemate on peace talks was due to a delay on the part of the State Government to propose a venue outside Meghalaya.

Sentinel reports quoting the Director General of Police in Meghalaya stated on July 28 that a new insurgent group has become active in the Garo Hills area by the name of United Achik National Front (UANF). Further, he said that the South Garo Hills Police killed two cadres of the UANF, including a Bangladesh national, while one escaped from the incident site. According to him, the UANF was a splinter group of the former People’s Liberation Front (PLF), active until a few years back. The UANF is currently active in the South and West Garo Hills with some support with the Assam-based groups, United Liberation Front of Asom (ULFA) and National Liberation Front of Bodoland (NDFB).

According to Shillong Times, the Border Security Force (BSF) has indicated that it will not provide safe passage to the Achik National Volunteer Council (ANVC) cadres as the cease-fire agreement was not intimated to them. Addressing a press conference on August 6, BSF Inspector General S C Srivastava said that BSF has not received any information regarding the July 23 tripartite truce agreement among the Center, State and ANVC. He further indicated that ‘until the modalities are worked out, we have to prevent any movement in the border,’ and added that ‘ANVC terrorists are Indians but they could be termed as illegal entrants if they try to cross over the international border."

Daily Star has reported that the Bangladesh Rifles (BDR) on August 8 refuted the Indian Border Security Force's (BSF) claim that Bangladesh shelters Indian terrorists by allowing camps inside its territory. Earlier on August 6, the Inspector General of BSF's Assam, Meghalaya, Manipur and Nagaland Frontier had claimed in a press conference in Shillong that a fresh list of 195 camps of Indian terrorists in Bangladesh was handed over to BDR delegation in the meeting held between BDR and BSF at Comilla from August 2 to 5 and suggestions for joint operation was put forward. BDR in an official statement rejected the BSF suggestions and reportedly said that as there were no camps of Indian terrorists in Bangladesh no question of joint operation arises.
