A top Home Department official said on January 25 that the Assam Government’s talk of providing “safe passage” for the United Liberation Front of Asom (ULFA) rebels to facilitate peace talks will have no bearing in Meghalaya, reports Sentinel. The official’s statement came amid reports that most of the ULFA men belonging to the 109 battalion of the outfit are inclined towards the peace process. This battalion, led by Hira Sarania and others, has been using the Garo Hills stretch of the India-Bangladesh border as a transit route to Assam for violent activities. Director General of Police (DGP) S.B. Kakati said the ULFA was a banned organization, and that there was no question of giving any leeway to any of its members using the soil of Meghalaya.

On January 25 that the Meghalaya State Police is contemplating to take departmental action against the Constable Savio Marak who joined Garo National Liberation Army (GNLA) after deserting the Force. Director General of Police (DGP) S.B. Kakati said that Savio's services would be terminated and departmental inquiry would be initiated "if he has joined the nascent militant outfit." Meanwhile, Intelligence sources confirmed that the Policeman joined the outfit to take revenge against the Rabhas following the recent Garo-Rabhas clashes along the Assam Meghalaya border.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Earlier, the United Achik Peace Forum (UAPF) also favored extension of the cease-fire agreement between the banned militant outfits. “We want the government to extend the tripartite ceasefire agreement with the ANVC to ensure peace in the Garo Hills,’’ UAPF Chairman, president G C R Marak said.

The decision to extend the six-year-old tripartite truce between the Union Government and Meghalaya Government and the ANVC was taken after intense negotiations. The meeting was attended by Joint Secretary in Home Ministry (North East Affairs-in-charge) Naveen Verma, Meghalaya Principal Resident Commissioner AK Bhalla and ANVC ‘General Secretary’ Wanding K Marak. "We have agreed in principle that the ceasefire will be extended for another three months from this day," ANVC ‘spokesman’ Arist Sangma told after the joint monitoring group meeting in New Delhi. ANVC, a tribal Garo militant outfit operating in Garo Hills region of Meghalaya, is fighting for creation of Garoland Territorial Council. It had entered into a tripartite ceasefire with the central and the Meghalaya Governments on July 23, 2004. The ceasefire was to expire on March 31.

Meghalaya Home Minister H.D.R Lyngdoh on April 15 said that the Government will investigate the alleged nexus between the Garo National Liberation Army (GNLA) militants and some Police, states Assam Tribune. "It could be only a suspicion (nexus between GNLA and police personnel), but we will conduct an investigation to establish these linkages," Lyngdoh told journalists. Lyngdoh's statement comes after a senior Union Home Ministry official accused two police inspectors, four sub-inspectors and a number of police constables of Meghalaya Police of maintaining links with the GNLA. The GNLA, which is fighting for a 'sovereign Garoland' in the western areas of Meghalaya, is headed by Champion R. Sangma, a rogue Policeman. The GNLA, operating in three Garo Hills districts in the western part of Meghalaya, maintains links with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB).

Sentinel reports on April 28 that the alleged involvement of some police personnel in “passing information” to the Garo National Liberation Army (GNLA) has much to do in the failure of the State Police Department in its operations against the outfit. Despite concrete intelligence inputs on the movement and activities of the Garo outfit, operations launched by the State police against the outfit failed to yield the desired results. It is alleged that Armed Branch constable Stemilbert T Sangma, a resident of village (Bolkengre) from where GNLA ‘commander-in-chief’ Sohan hails, had provided information to the outfit on the movement of police during the operations. The police constable was arrested on April 26, after fixing in place a mechanism (like tapping phones of suspects) to determine “information leakage”. Admitting that the leakage of vital information by the said policeman has had a “jeopardizing effect” on police operations against the militant outfit, the Deputy Inspector General of Police (DIGP), however, said that those who indulged in such activities were influenced by GNLA ‘chairman’ Champion Sangma, the deserted Deputy Superintendent of the State police.

Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. The Assam Tribune reports that the Hynniewtrep National Liberation Council (HNLC) alleged that the Meghalaya Government is not sincere to hold talks with the rebel group and warned that it would continue its armed struggle. “We are not against peace. We had done our homework and had submitted a letter to the government in 2004...But the State Government is not sincere,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in an email. The reaction from the HNLC came within a week of Chief Minister Mukul Sangma saying that the Government was open to hold talks with the militant group to ensure that the issues raised by them could be addressed through constitutional means. Sangma had said that despite offering talks from various platforms, the Government was yet to get any communication from the outfit.

Police also recovered INR 1.19 million from their possession.
