The Hynniewtrep National Liberation Council (HNLC) has renewed its alliance with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), to cope with a spate of desertions from its ranks in recent times, reports Telegraph. An unnamed senior police official said on February 3, that the HNLC leadership had sought the help of NSCN-IM to keep its cadres together. According to reports, scores of HNLC cadres have already fled their camps in Bangladesh to surrender, encouraging the police to go all out in luring more militants. Intelligence reports also mention that the HNLC has started recruiting uneducated youths from Mawkyrwat in West Khasi Hills district to make up for the recent desertions.

On March 30, the Superintendent of Police (Special Branch) Claudia A. Lyngwa while terming the Hynniewtrep National Liberation Council (HNLC) as "an organisation of a few vested interests," said deteriorating cadre strength of the outfit had forced it to join hands with the National Liberation Front of Tripura (NLFT), reports Shillong Times. She claimed that HNLC was losing in numbers and was trying to have new recruits and that the outfit's cadre strength would be between 70 and 80, including a few senior members camping in Bangladesh. "These (few) vested interests (HNLC activists) are very much aware that they are losing their strength every day and the best option for them is to surrender," she mentioned, adding, "Deteriorating cadre strength has forced HNLC to join hands with the NLFT."

The ‘eastern commander’ of the Liberation of Achik Elite Force (LAEF), identified as Daria Sangma, denied reports about the death of its ‘chief’ Darong Marak at the hands of a former cadre, and said that he was very much alive and safe, reports Shillong Times. "Our leader is not in Garo Hills, but inside Bangladesh overseeing the operational command of the outfit. Police claims are completely false," said Sangma. The East Garo Hills district police and the Army, during a joint operation, had earlier arrested a LAEF militant, Walter Sangma, from Bajengdoba area following a tip off that the militant had fled the outfit after killing his own chief. The LAEF's ‘eastern commander’ claimed that Walter Sangma deserted the outfit shortly after the killing of the former ‘chairman’ Peter Marak and had never met Darong Marak. Meanwhile, the East Garo Hills district police informed that Walter Marak revealed during interrogation that Darong had indeed been killed, but, not by him. He, however, could not identify the man who killed Darong.

Shillong Times quoting Meghalaya Police reports that the Liberation of Achik Elite Force (LAEF) has forged ties with the Assam based Black Widow (BW) outfit. Meanwhile, the LAEF's new 'commander-in-chief' Daria Sangma while speaking to media persons over phone on May 28 said that it was in the interest of consolidating LAEF to pursue its goal of a ‘separate Garo state’. The report added that a group of five LAEF cadres recently returned from arms training organised by the BW in Assam. Daria also said the Garo outfit had recently held a general council meeting in West Khasi Hills in which he was appointed the new army chief in the presence of LAEF ‘chairman’ Darong T. Marak who, according to police, had been killed by his own colleagues long ago. The LAEF general council meeting is said to have also appointed one Khanam D. Shira as ‘general secretary’ of the outfit, besides a former Achik National Volunteer Council (ANVC) cadre Nikseng Sangma holding an important portfolio within the group. Nikseng had deserted the ANVC and joined with former ANVC 'eastern area commander' Sohan D. Shira to help the LAEF during the early days of its formation. Following the killing of the then ‘chairman’ Peter Marak in the hands of police and subsequent surrender of Sohan before the government, Nikseng reportedly fled into the LAEF stronghold of West Khasi Hills. Daria also told the media that the general council meeting had taken up several resolutions one of which was to turn ‘pro-active’ in its operations against certain organisations aligning with the government to wipe out the outfit.

Surrendered cadres of the Achik National Volunteer Council (ANVC) on May 29 asked the Meghalaya Government to provide them with recruitment in 5th India Reserve Battalion and monetary assistance. They also alleged that the former State Government did not have the commitment to rehabilitate all surrendered insurgents. They said that the previous D.D. Lapang-led Government had given "more importance" to the Shillong-based former cadre of the Hynniewtrep National Liberation Council (HNLC) than those from the Garo Hills. The former ANVC cadres have sought Government jobs for at least 25 of them and financial assistance for the others to start their own entrepreneurship.

A senior police official has said that over 100,000 Bangladeshis who had entered the country legally have gone missing, reports Indian Express. Speaking at a seminar 'Changes in Security Perspective of Indo-Bangladesh' at Shillong on August 10, Meghalaya's Additional Director General of Police Kulbir Khrishna said "Over one lakh Bangladeshis who entered India with valid passports and visa are traceless as on date". He said the number of these missing Bangladeshis could be ascertained as they had valid documents. However, the total illegal migrants in India could be astounding, he added. One National Democratic Front of Bodoland (NDFB) militant belonging to the Khasi tribe, identified as Jaklis Mawpniang alias Jimmy Momin, who surrendered before the Meghalaya Police recently, confessed during his interrogation that he was a former police constable of the first Meghalaya Police Battalion, reports Telegraph. "Mawpniang, hailing from Umsaw village of Meghalaya’s Ri Bhoi district, deserted the battalion in 1983 to join the NDFB," an unnamed senior police official said. Mawpniang became the NDFB ‘area commander’ in Assam’s Kokrajhar district and later became a trainer for the Hynniewtrep National Liberation Council (HNLC) in Chittagong Hills Tracts in Bangladesh. "According to our information, he is the only Khasi in the NDFB outfit though there are many Garos in the NDFB and Ulfa," the official said.

The handing over of the wanted militants to India figured at the ninth Home Secretary level talks between two countries in Dhaka on August 29-31. The Home Secretary, Mohammad Abdul Karim, led the Bangladeshi delegation while the Union Home Secretary, Madhukar Gupta, led the Indian delegation. India and Bangladesh have agreed to take action against militants, insurgent outfits and their leaders on the basis of real time and actionable information to be exchanged between the nodal points. The report adds that Anup Chetia has moved a court in Dhaka against his deportation to India after completing his jail term on September 1. The Director General of Border Security Force, Ashish Kumar Mitra, told reporters at Shillong in Meghalaya that Chetia was in a list of nine Indian insurgents to be deported. The militant leader has asked for "political asylum" in Bangladesh stating, he was "fighting for freedom" in Assam. Meanwhile, the Interpol has issued a red corner notice against Chetia.

The NSCN-IM cadres also come to the Garo Hills and West Khasi Hills to help LAEF cadres with extortion and abduction. The report added that the LAEF had already set up two ‘commands’ — one in East Garo Hills and another in West Khasi Hills. The LAEF could not establish a third command in Ri-Bhoi as nine LAEF cadres were arrested by the police, when they were trying to set up camp in the area. The police claim that Naga militants are assisting LAEF cadres in East Garo Hills and West Khasi Hills districts. "While the NSCN (I-M) cadres supply arms to LAEF, the latter has to part with the major portion of extortion amount collected from coal laden trucks and businessmen in Garo Hills and West Khasi Hill," the police added. The police said though the strength of trained LAEF cadres is 50, the arrested militants claimed that the total strength, including the untrained cadres, would be around 200.
