Jammu and Kashmir Chief Minister Farooq Abdullah stated in the State Assembly, now in session, that terrorism has ruined the State’s economy. Stating that because of Pakistan-sponsored terrorism tourism had sunk, industry had suffered and unemployment had increased in the State, the Chief Minister said that the American President should advise Pakistan, during his forthcoming visit to that country, to stop sponsoring terrorism. If Pakistan didn’t, it should be declared a terrorist state, Abdullah added. The Chief Minister informed the House that the State Police had acquired a ‘new punch’ with expansion and modernization, and that coordination between various agencies had improved. He expressed satisfaction with the functioning of the Unified Command. Besides, two border-belt police battalions were being raised and work on fencing the international border to curb infiltration by terrorists was progressing, the Chief Minister stated.

United States' President Bill Clinton, now on a tour of South Asia, expressed outrage at "the brutal attack in Kashmir", on March 20, in which 36 Sikhs were massacred. Clinton said that it highlighted "the tremendous suffering this conflict has caused India, and went on to add that "the violence must end". Speaking after signing a declaration of common goals with Indian Prime Minister Atal Bihari Vajpayee, Clinton said he would discuss terrorism in Islamabad during his upcoming visit there on March 25 and will urge Pakistan to respect the cease-fire line with India. The President also met the family of Ripen Katyal, the hostage killed during the IC 814 hijack crisis. He is reported to have assured the family that a search for the hijackers is on and they would be nabbed and brought to justice soon. Meanwhile, Vajpayee termed the massacre of Sikhs, for which no one claimed responsibility so far and is the first of its kind in the 10-year old insurgency in Jammu and Kashmir.––an act of "ethnic cleansing." "We have the means and the will to eliminate this menace," Vajpayee said. Indian army officers had warned they expected a major operation by militants during Clinton's visit to focus attention on the Kashmir dispute. The attack also reinforced India's assertion that it is being victimized by international terrorism in Kashmir and Washington Indian Home Minister L K Advani squarely blamed the militants. It was not a "random kind of killing. It was a deliberate design," Advani told reporters after taking part in Clinton's arrival ceremony at the presidential mansion.

He said this on April 5, two days after arrested leaders of the All Parties Hurriyat Conference were released. Responding to these signals in New Delhi, the released Hurriyat leader Syed Ali Shah Geelani indicated that the Hurriyat was willing to negotiate a package short of independence for Jammu and Kashmir. However, he asserted that the Hurriyat would only negotiate within a tripartite framework that includes Pakistan.

In a press conference on June 17, the chief of staff, 15 Corps, Maj. Gen. John Ranjan Mukherjee revealed that an estimated 1500 terrorists, mostly foreigners, are operating in Kashmir Valley, while some more are being trained in 123 training camps set up in Pakistan and Pakistan occupied Kashmir (PoK). He added that 2500 terrorists are awaiting infiltration across the LoC opposite the Kashmir region. Similarly additional build up in large number is being reported opposite the Line of Control in the Jammu and Ladakh regions. The chairman of the outfit, Abdul Ghani Lone, is reported to have remarked during the front's convention in Srinagar, the first in 11 years, that the Kashmir policies in both Pakistan and India were being framed and implemented by the intelligence agencies and the respective political leaderships were not associated with them. In an interview to BBC on October 16, the Hizb-ul-Mujahideen(HM) chief Syed Salahuddin claimed that internal pressure is mounting on India for a cease-fire to pave the way for talks with the terrorist outfits on the Kashmir issue. He added that there was no need for a cease-fire call from the Hizb if India agreed to hold talks. While putting the onus on India to call a cease-fire, he pointed out that the process of dialogue could proceed even during the current terrorist phase. The Hizb chief denied reports about a split in the rank and file of the Hizb on the issue of withdrawal of cease-fire on August 8. He also denied that orders have been issued for the killings of those who favour a dialogue with India. The Hizb chief claimed that the 'chief commander(Operations)' Abdul Majeed Dar and other terrorists were in the Kashmir valley, and carrying out attacks on Indian targets. He said Dar had led the recent attacks in Baramulla, Pattan, Udhampur, and Jammu-Srinagar highway. Clarifying on reports that India may agree to include Pakistan in the talks, he said that the outfit had provided an opportunity to India for the solution of Kashmir issue by announcing a unilateral cease-fire, but India had adopted delaying tactics.

Speaking to the media in New Delhi after meeting Union Home Minister L K Advani, he said that the demand of Salahuddin "is a non-starter". He accused Islamabad with being disinclined to support a peace initiative. Clarifying on the possibility of resumption of negotiations between the Government and the terrorists he said "the factors which impelled Hizbul Mujahideen to give a call for a cease-fire are still operating....They (militants) have to make up their mind on which way to go". Elaborating on this, he said that the people in J&K were "totally fed up" with militancy and wanted peace adding that the "…people are also opposing the domination of foreign mercenaries". He further accused the leader's son of usurping a huge arms cache of the outfit. Jammu and Kashmir Chief Minister, on October 31, announced that the State government had accepted the reports of the Inquiry Commissions into the Brakpora and Pahalgam incidents in the State while the Justice Pandian Commission which enquired into the Brakpora firing incident has been asked to inquire into two events that preceded the Brakpora firing namely the Chattisinghpora massacre and the Pathribal "encounter". In the Brakpora incident, several civilians who were part of a protest group were killed in firing by security forces. The incident was investigated by the Justice (retired) Pandian Commission. In the Pahalgam incident, several civilians who were part of a pilgrim group, were killed when two terrorists opened fire on the group and security forces escorting the group retaliated with indiscriminate firing. This incident was investigated by a senior army officer, Lt. Gen. J R Mukherjee. The Chief Minister confirmed earlier news reports citing unofficial sources which said that the Justice Pandian Commission had held personnel of the Central Reserve Police Force and the State police guilty of unjustified and unprovoked firing on a peaceful procession. The Chief Minister also added that the Lt. Gen. J R Mukherjee Commission had held personnel of the CRPF and the State police guilty of "excessive firing" and "dereliction of duty" respectively. He announced that legal action is being taken against personnel indicted in the two incidents. Clarifying on the issue of the then district police of Anantnag district, Farooq Khan, who is currently under suspension but has been absolved of any responsibility by the Pandian Commission, the Chief Minister held that the officer would be reinstated only if the proposed enquiries into the Chattisinghpora massacre and Patribhal 'encounter' absolve him of any guilt. He claimed that this was so since the complaints of the locals in Anantnag district implied that Chittisinghpura, Pathribal and Brakpora were "links of the same chain". Farooq Khan has was the District Police chief when the Chittisinghpura, Pathribal incidents occurred. Referring to the abstracts of the report on the Pahalgam shooting, the Chief Minister announced that one CRPF official and three J&K Police officials were among those who had been identified and indicted by the Inquiry Commission. He added that, on the recommendations of the Committee, the State Government would constitute a committee of top-level bureaucrats to ensure the best possible security and other related arrangements for the Amarnath pilgrims. He said that all recommendations would be implemented so that incidents like that of August 1, 2000, did not occur in future.

A delayed report said that a security force personnel was killed during an encounter at Chili, Doda district, on November 18. The Prime Minister's statement, released on November 19, said security forces in the State have been directed not to initiate combat operations against terrorists. This cessation of operations, which came into effect on November 19, is to continue for the period of Ramadhan (28 days, starting from November 26), the holiest month in the Islamic calendar. The Prime Minister, in the statement, added that he hoped "our gesture will be fully appreciated and all violence in the State and infiltration across the Line of Control and the International Border will cease and peace prevail." The statement came after the Cabinet Committee on Security Affairs reportedly deliberated on the issue and the J&K Chief Minister Farooq Abdullah was consulted by the Prime Minister earlier in the day.

The spokesperson also said that India was trying to exclude Pakistan from any negotiations for a solution of the Kashmir issue. Asked to comment on the Indian response, the spokesman said "it was predictable as New Delhi has so far consistently rejected all efforts for a negotiated, just and durable solution of the Kashmir dispute". Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. He claimed that doing so would be a blunder and deal a serious blow to the terrorist movement in Jammu and Kashmir.
