The State is preparing for a crowd control system. "We are going to shift to non-lethal means," Director General of Police Kuldeep Khoda told Police officers at a meeting in Jammu last week. "The non-lethal weapons would be an asset,” he added. The Police and paramilitary forces will be dealing with possible street protests, while the Army will be taking on militants in the hinterland. According to an unnamed senior Government official, "In the given situation, Security Forces are required in substantive numbers and any reduction will have serious repercussions." There had been a reduction of 30,000 troops in Jammu and Kashmir in 2009.

Chief spokesman of Hurriyat Conference Prof. Abdul Gani Bhat on January 2 said that “our own people” killed Mirwaiz Mohammad Farooq, Abdul Gani Lone, and academicians like Abdul Ahad Wani has created a flutter in Kashmir, reports The Hindu. Professor Bhat, at a seminar organised by the Jammu and Kashmir Liberation Front (JKLF) in Srinagar to pay tributes to one of its ideologues, Professor Wani, had said: “Lone sahib, Mirwaiz [Mohammad] Farooq, and Professor Wani were not killed by the Army or the police. They were targeted by our own people. The story is a long one, but we have to tell the truth.” He added, “If you want to free the people of Kashmir from sentimentalism bordering on insanity, you have to speak the truth. Here I am letting it out. The present movement against India was started by us killing our intellectuals.” Mirwaiz Mohammad Farooq, father of the Hurriyat Conference's current chairman, Mirwaiz Umar Farooq, was killed by “unidentified gunmen” on May 21, 1990. Lone was killed on the same day in 2002 during the anniversary of the late Mirwaiz. Wani was killed on December 31, 1993, by unidentified assailants.

Director General of Police (DGP) Kuldeep Khoda said on January 3 that five out of 10 Districts of Jammu region were completely free of militancy while in other Districts the militancy has sharply declined even as he announced that five special battalions of Police will be ready during next two months to meet the law and order situation and take up the challenge posed by stone throwers in future, reports Daily Excelsior. ‘‘Jammu, Kathua, Samba, Reasi and Udhampur Districts are totally free of militancy in Jammu region. On infiltration, the police chief said 48 infiltration attempts were reported last as year as compared to 100 during 2009 recording a drop of 52 per cent. After the largest ever single year drop in militancy related incidents percentage wise in 2007 when 1092 incidents were reported as compared to 1667 in 2006, the number came down to 708 in 2008, 499 in 2009 and 488 in 2010. in 2009, 232 militants including several top commanders were killed. The civilian killings came down from 90 in 2008 to 71 in 2009 and 47 in 2010.Security forces also suffered lowest ever losses in 21 years. Twenty brave policemen laid down their lives last year while fighting militants.

Accusing separatists of adopting double standards on dialogue for the resolution of Jammu and Kashmir issue, Chief Minister Omar Abdullah asked them to hold talks with the Centre's interlocutors, saying the panel is not bound by redlines, reported Daily Excelsior. "I am surprised that the separatists can talk to Parliamentarians, who have taken oath of Indian constitution and treat Kashmir as an integral part of the country. What is the harm in talking to the interlocutors, who have no boundaries or redlines," Omar said. Omar said the separatists should hold talks with the three interlocutors appointed by the Centre as their recommendations go to Prime Minister Manmohan Singh. "I want to tell (hard line Hurriyat Conference leader Syed Ali Shah) Geelani that these double standards (on dialogue) will not work," he said. The Centre appointed veteran journalist Dileep Padgaonkar, academician Radha Kumar and former Information Commissioner M M Ansari as interlocutors for Jammu and Kashmir in October 2010, following the summer unrest in the Valley, to interact with all sections of the state for finding a lasting solution to Kashmir issue.

"New Delhi has unleashed State terror to force the youth to take up arms…It is a conspiracy against our peaceful struggle and therefore the youth should restraint from taking any such step which will provide a handle to India to malign our movement," Geelani said. He said many a youth had come to meet him and complained that there was no scope for peaceful struggle. "They were disappointed with peaceful ways and want to pick up guns but I advised them against it," the APHC-G chairman said. Geelani is under house arrest for the past 127 days.

Singh, later in the day, said although he was unaware of the Ministry of Home Affairs plan to reduce paramilitary presence in J&K, he was sure any such step would be taken after discussions in the Unified Command Head Quarters operating in the State. Singh said care will have to be taken to ensure that "extra pressure" is not put on the "already-stretched" Army, and only forces which are "dispensable" are removed from J&K. "As for the Army, we are deployed on the borders and the hinterland as per the threat perception. Though we have been able to check infiltration to a large extent, we do not feel we have to cut down our forces at this point in time," said General Singh.

The Hizb-ul-Mujahideen (HM) ‘chief’ Syed Salahuddin has said frequent strikes and shutdowns diluted the summer agitation in Kashmir. The HM ‘chief’, who is based in Pakistan-occupied Kashmir (PoK), was now preparing a new plan to create trouble in J&K. Talking to a local news agency on telephone, Salahuddin said the 'summer movement' was based on wrong strategy and emotions. "I gave good advice to my friends but they did not listen to me. They now regret it. No nation can remain dependent on constant strikes. So we have to sit and carve out a result-oriented programme," he said. As a first step, he asked the separatist leaders to join hands and put forth a common agenda before the people of Kashmir. Pillai on January 14 said that Union Government is panning to reduce the presence of paramilitary forces in populated areas of Jammu and Kashmir (J&K) by 25 percent over the next 12 months as a confidence-building measure (CBM), reports Times of India. "As a CBM in J&K, the strength of the security forces would come down by 25%. We would like to reduce it as soon as possible depending on the ground situation," Pillai said. Pillai`s announcements are part of the Government’s eight-point agenda, cleared by the Cabinet Committee on Security in September 2010 to improve the overall situation in J&K. As per the agenda, the Government will periodically review the deployment of security forces in the Kashmir Valley, especially Srinagar, with particular attention to reducing the number of bunkers and checkpoints, and notification of areas declared as disturbed. 16 bunkers of paramilitary forces have been removed from Srinagar since September.

Talking to the Daily Excelsior the IG said, "We have received no such directions regarding pull out of the CRPF battalions from any part so far. Some officials at the Home Ministry must have issued statement regarding cut in para-military forces in the J&K State but we have also learnt it from media. No any direction has been received by us from the Force headquarters or the Home Ministry", he maintained. "I would rather say that nothing of the sort was heard regarding forces cut in the State. We personally feel that some more forces would be needed in view of the challenges being posed here", the IG added. When asked about any earlier move regarding pull out of some companies or battalions, the IG said about 40 per cent of the total CRPF force (nearly 80 Battalions), have been deployed in J&K out of the total 216 in the country. Some time back, there was demand of 10 battalions of the Force in Naxal [Left Wing Extremism] hit States including Jharkhand and Chhattisgarh. Chief Minister Omar Abdullah on January 19 rubbished the perception that stone-pelters on Srinagar streets in 2010 summer were well-to-do, educated youth, saying a Government survey had proved they were jobless men from poor and mostly illiterate families, reported Times of India. ''We took a sample size — about 200-odd — of those injured and looked at their backgrounds,'' he said, adding, about 70 percent of them had uneducated mothers and about 60 per cent or more were from families where both father and the mother were uneducated. Omar said most protesters hadn't reached high school. ''This meant that an overwhelming majority (of protesters) came from families with no support system. Then they had no real hope for the future themselves. He, however, conceded that there might have been some educated youth involved as well with some economic opportunities as an incentive. The stone-throwers weren't driven by alienation alone and the unrest had no correlation to militancy, he said. ''In spite of the four-month agitation, militancy figures vis-a-vis 2009 are roughly the same. There is a marginal increase or decrease in some categories that we access, but there is no spurt in militancy,'' he argued. On troops cut he said that the State Government is ready to put in more than 5,000 locally-recruited Policemen, trained as commandos, to tackle possible separatist protests like the ones seen in 2010, and fill the void that will be created when the Centre pulls out paramilitary forces from the Valley and parts of Jammu. In fact, nearly 40,000 personnel (both from Army and paramilitary) had been relocated from populated areas in the State in 2009 when there was a period of calm. They all had to move in again after street violence erupted in 2010. Removal of bunkers, revoking the operation of Disturbed Areas Act from some urban areas and recruitment of local youths in State Police, paramilitary forces and Army are some of the other measures that are at different stages of implementation. Asked about his Government’s stand on the Armed Forces Special Powers Act (AFSPA), Omar said "it is not a mere political cry for my Government. It is a reflection of the sentiments of people who want to get rid of the laws that were imposed two decades back when the situation was abnormal", adds Daily Excelsior. Favouring amendments AFSPA or its removal from some areas of the State, Omar said, "As the semblance of normalcy was visible on the ground we have already starting reducing the number of boots on the ground. Dismantling of some bunkers from city and adjoining areas was the first step in the process and we hope to continue until we reach a level where the visible presence is greatly reduced at least.”

"The day the 42 terror camps on the other side are wound up and Pakistan stops its proxy war that would be the time to withdraw. The Centre has planned to withdraw nearly 10,000 Central Para Military Forces (CPMFs) from Jammu and Kashmir in 2011 as it feels that the State can do with less central forces, reports Daily Excelsior. "There is scope of reduction of troops is the Home Ministry’s view. There are more than adequate forces in Kashmir and it can do with less central forces," Union Home Secretary G K Pillai told. When asked how many personnel are being pulled out from the State, he said in 2009, the centre pulled out 10 battalions (10,000 men) from the State. In 2010, it did not take out any because of the agitation from June to September. "I think this year, we can easily take out 10 battalions if not more. Irrespective of the situation, I can take out 10 battalions and it would not have any impact. We have about 70 battalions in Kashmir and we have 62 battalions in seven Left-wing affected states which are big States.... I think if I can take out, I will try to pull out as many as I can," he said. On the amendments on Armed Forces Special Powers Act (AFSPA), whose withdrawal has been demanded by the State, he said this is an issue which has to be decided politically. "But OK, even if it is not done I think you can move forward and say some parts of Kashmir need not be declared disturbed. You keep the act as it is which is what the Army says don’t meddle with the Act but if you want me (Army) to act, I need that Act... You see law and order situation in Srinagar has improved. Anyway, Army is not in Srinagar. They are not operating in Budgam. You say remove it from there.... That area is no longer disturbed. This is a notification of the State Government not a State notification by Central Government," the Home Secretary said. He said the proposals for amendments in the AFSPA were before the Cabinet Committee on Security. Meanwhile, the Home Secretary allayed fears that violence may return in the Kashmir Valley, saying several major steps have been taken post-September 2010. "All-party meeting, interlocutors, two reports of the Task Force of Jammu and Kashmir, Jammu and Ladakh reports have come. We got this employment committee report of Dr Ranjarajan that is expected this month. I think a lot of things are slowly changing. It is not fast enough as we would like," he said.

The number of militants operating in Jammu and Kashmir has decreased to 400 from 800-900 in the past few years," General Officer Commanding (GOC, 9 Corps), Lieutenant General A K Choudhary told reporters. Talking about infiltration he said, “Infiltration attempts and number of militants entering J&K has come down," adding, that several measures including three tier fencing have been put in place to check cross-border infiltration. Referring to cease-fire violations by Pakistani troops, he said recently three such violations have been reported along the Indo-Pak border. To a question about troop’s withdrawal in J&K, he said that there is a need to take a holistic view on the issue. The Unified Headquarter — the highest security assessment panel in J&K — will assess and take a decision in this regard, he said, adding further, "When the security environment improves further, there should be less visibility of forces."

Defence Minister A K Antony on February 17 dismissed demands for the withdrawal of Armed Forces Special Powers Act (AFSPA) from Jammu and Kashmir, saying infiltration attempts were still continuing and terrorists could not be given any "opportunity to succeed" there, Daily Excelsior reported. "Militancy has come down substantially but at the same time our feedback is not giving us comfort. Attempts for infiltration are still continuing... We cannot take any step that will give an opportunity for militants to succeed there," he told reporters. The Minister was asked if the controversial Act could be repealed, or withdrawn from the Kashmir valley. Stressing on the need for armed forces to be careful, Antony said, "Inimical forces across the border, 24x7 they are trying to send people to Jammu and Kashmir." Observing that the situation in the State was fast improving "because of various reasons", he said the Security Forces cannot relax and have to be vigilant. Antony also acknowledged that separatists in Jammu and Kashmir and North-East are "misusing" social networking sites and said "proper corrective action" will be taken. Responding to queries on "misuse" of social networking sites like Facebook by the separatists, the Minister said, "We know people are misusing these but at the same time we are not going to take any hasty decision." He refused to comment on limiting the access of social networking sites in the States where the services are being misused. "We will see, nothing has been decided now," he said. Antony said "proper corrective action" will be taken after ascertaining the whole issue. Of late, the separatist forces in Jammu and Kashmir and North-East were found actively using social networking sites to spread their propaganda. With their membership increasing with each day, they also initiate online discussions and post their comments on issues like stone-pelting and others.

"The Army is the tool of the Union Government and its advise is really required to be taken into consideration before amending or abrogating AFSPA. However, my Government and the Central Government are on the same page so far as the removal of the AFSPA is concerned,'' Omar told reporters. Minister of State for Home Gurudas Kamat said in Parliament on February 22 that while 10 battalions of CPMF had been withdrawn from Kashmir during 2009, further withdrawals are being considered and examined. Kamat said deployment of CPMF in Kashmir valley is a subject of continuous appraisal and review. The force levels are maintained in order to meet the requirements of the State Government for maintaining law and order. "We have passed through a difficult time, particularly the last summer. Since then the situation has improved. But we keep our fingers crossed. Come this summer, I hope we will be vigilant enough to ensure that the unfortunate events that took place in the last summer in parts of Jammu and Kashmir do not take place," the Prime Minister said in Parliament. "Our approach to the problems of Jammu and Kashmir is that we will give no quarter to secessionist elements. We will do everything in our power to strengthen the hands of the State Government to provide a fairer deal to the youth of Jammu and Kashmir, to provide avenues for gainful employment," the PM added. He also said that the report of the Rangarajan committee appointed by him to work out a plan for providing up to one-lakh jobs to Kashmiri youth was "nearly ready" and once its implementation starts the "mindset" of Kashmiri people will change. Asserting that the dialogue process set to be resumed, he asked Pakistan to grasp its hand of friendship and made it clear that all issues can be resolved if it stopped use of its territory for anti-India activities. "I sincerely hope and believe that the new ruling classes of Pakistan would grasp the hands of our friendship and recognise that whatever are our differences, terror as an instrument of State policy, is something that no civilised society ought to use," he said.

According to Daily Excelsior, over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District. Divulging these details in the Legislative Assembly in response to a question, the Minister in-charge Home said that the District Magistrates and Home Department issued a total of 51,622 arms licenses during the past two years. Of these, District Magistrates issued 51616 licenses and Home Department only six. No arms license was issued in Shopian and Kulgam Districts. Doda District with 15876 licenses is followed by Ramban District where 9976 licenses were given to the people during the past two years. The Srinagar District with 6297 arms license is at third place while as Jammu District holds 4th place with 6073 licenses. Among the Districts where over 1000 arms licenses have been issued are Poonch (3153), Kishtwar (5154) and Udhampur (3170). The Minister, however, said that these licenses were issued under Section 13 of Arms Act, 1959 and Rule 4 of Arms Rule 1962 Schedule-II read and as per the instructions issued by Union Ministry of Home Affairs. He further stated that, four sale/ keep arms licenses have been issued since January 2008 till date while 21 such licenses are under process in the Home Department. The Minister said that a total of 48,197 weapons were manufactured during the past two years across the State generating revenue of INR 30, 64,661. The arms licenses are issued for the purpose of acquisition/ possession, acquisition/ possession/ carrying and use for protection/ sport/ target practice/ display, for protection of crops and cattle and carrying on journey in or through any part of India.

The Government would take all possible steps to facilitate the return of the militants, Abdullah said, adding that the process had been taken up expeditiously and involved thorough verification. The applications would have to go through a multi-stage verification exercise involving the local Police and the Criminal Investigation Department (CID). The cases approved are likely to be allowed to cross over through the Wagah and Attari border posts or the LoC crossing points of Salamabad in Uri, Baramulla District and Chakan-da-Bagh in Poonch District.

Exuding hope that the separatists too would soon be part of dialogue process to find a solution to Kashmir dispute, he, however, clarified that even the separatists, who have refused to be part of the dialogue so far, could not veto the political roadmap. He stated that, “I don’t think anybody should have a veto. We welcome the cooperation and involvement of all sections of public opinion including those who are not part of the mainstream politics. But I don’t think we should give any group a veto on the outcome of the dialogue.” Regarding the spate of arbitrary arrests in the Valley, he stated, “As far as arbitrary arrests are concerned, I’ve no hesitation in saying that such arbitrary arrests should not take place”, adding, “If they were taking place in the Valley, were not consistent with the norms of civilised Governments.” The Prime Minister, however, mentioned, “I urge the Government of Pakistan to leave no stone unturned to bring the culprits [26/11] to book. The activities of extremist groups in Pakistan are a source of concern. The Chief Minister (CM) Omar Abdullah on March 6 said that the Jammu and Kashmir Government had received over 600 applications for a rehabilitation policy from relatives and parents of Kashmiri militants in Pakistan occupied Kashmir (PoK) who wants to return, reports Times of India. “They are being verified," CM Omar Abdullah added. "I hope the day is not far when we will approve these 600 applications for the return and rehabilitation of youth gone across," Omar said, adding that those, who had gone across for arms training to PoK will return without guns but along with wives and children to live a life of honour and dignity. The applications have been filed with Police chiefs of various Districts of Jammu and Kashmir during the past 2 months. The State Government has formally announced the rehabilitation policy on November 23, 2010. The policy has been launched to facilitate the return of ex-militants who belong to Jammu and Kashmir and had crossed over to PoK for arms and explosive training but had later given up and are willing to return to the State. The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The applications would be scrutinised by District Superintendents of Police (SPs) and then forwarded to Crime Investigation Department (CID), which will prepare a dossier and give it to the Home Department which will take a final call on whether the person can be permitted to return, the policy states. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh Line of Control (LoC) points in Jammu and Kashmir.

In 2009, the Pakistani terrorist outfits made a total of 490 attempts to cross over to Indian Territory whereas 500 were made by them in 2010. In these attempts, 120-125 militants were able to enter into Indian Territory. The number of militants killed in several encounters with the Army was between 250-255 out of which 120-125 were killed while infiltrating. The Minister-in-charge Home disclosed that this included a total 698 political activists/ leaders. The highest number of 101 politicians were killed during 2002, followed by 76 in 2001, 62 during 2004, 61 in 1996 while 58 each during 1997 and 1998. During 2008, 09 and 10, four each political activists were killed by terrorists while during this year up to February 25, 2011, only one political worker was killed in such incident. It was further disclosed that 341 persons have been allegedly killed in custody in the State in last two decades. However, no such custodial death has taken place in Poonch and Rajouri Districts. Out of the total 113 persons missing in Poonch and Rajouri Districts during militancy, 99 belonged to Poonch, whereas, only 14 missing persons have been reported from District Rajouri since 1990 so far. It was also informed that 5363 Security Force personnel were killed in the State since 1990 up to now. In reply to another question regarding withdrawal/ repeal of Armed Forces Special Powers Act (AFSPA)-1990 and Public Safety Act (PSA) it was disclosed that the Government has constituted two committees; one each for Jammu and Kashmir regions, respectively, to look into the areas where from AFSPA could be withdrawn. It was informed that with the improvement in the security environment, the State Government is committed to the gradual withdrawal of AFSPA-1990. Notably, the AFSPA-1990 is not applicable in the Leh and Kargil Districts of Jammu and Kashmir, while, the PSA is in vogue in the entire State since 1978.

The Director General of Police (DGP), Kuldeep Khoda, stated on April 1, that while nearly 45 per cent reduction in the militancy related incidents has been recorded in the first quarter of 2011, over 300 to 350 terrorists are still active in the Jammu and Kashmir State, reports Daily Excelsior. He further said though a total 232 militants were eliminated by the Security Forces (SFs) during the year 2010, but nearly 300-350 terrorists were still active in the Jammu and Kashmir State. Out of these total ultras operating, nearly 45 per cent of them are foreigners. Referring to the infiltration attempts along the borders / Line of Control (LoC) and the infrastructure raised on that side for facilitating the terrorists, the State Police Chief said there seems to be no change in the attitude of Pakistan. Militant infrastructure (launching pads and training camps) was still intact on that side and attempts from that side are also continuing. But the forces were on the high alert and capable to thwart any attempt from across or within. He further added that, "we expect better over all law and order situation in the State in the coming summer months.” The DGP stated that in 2010, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more militants having infiltrated into this side during the year, whereas, the number of militants killed during 2010 were 232. The incidents of killings in Tral and Kupwara recently show that the militants are trying to show their presence. But during first quarter of this year a total 70 incidents of militancy were reported as against 127 occurred during the corresponding period of last year (2010). The DGP further disclosed that during first three months of this year three SFs personnel including two Army jawans (troopers), were killed during anti-militancy operations whereas, last year (from January 1 to March 31), 19 SFs personnel lost their lives. So, nearly 84 per cent decline on this count has been witnessed. A total 13 militants were eliminated during last three months while 37 were shot dead during first quarter of last year. The number of civilians killed by the terrorists during the first quarter of 2010 was 13. Mr Khoda disclosed that a total 30 militants were arrested by the SFs during first quarter of this year while during the corresponding period of 2010, total 16 militants were arrested in the State. The number of militants surrendered during first quarter of this year and the corresponding period of the previous year, however, remained the same which is seven the DGP added. On coming Panchayat elections, Kuldeep Khoda said where ever the demand arises as per the situation, additional police personnel from Armed and Indian Reserve Police (IRP) battalions will be placed there.

Earlier, in a press conference, GOC of strategic 15th Corps Lt General Syed Atta Hasnain said, 600-700 militants are waiting to cross into Kashmir from the other side. Accordingly, the Army vigil has been intensified on Line of Control (LoC) in frontier District of Kupwara which is stated to be one important route for militants to infiltrate and move towards hinterland. According to Defence officials in 2010, 470 infiltration bids were made by militants and during the foiling of bids around 125 militants were killed at LoC while militants tried to sneak into three districts of Baramulla, Bandipora and Kupwara in North Kashmir. Further, GOC Chakravorty said the Army has equipped its units with high-tech devices to check any attempts by infiltrators to enter Indian Territory. He also informed that his division has three difficult sectors of infiltration to cater, namely Machil Sector, Tangdhar Sector and Keran Sector, all in Kupwara District, having a difficult terrain. The senior Army Officer said that around 39 militants were killed last year while foiling the infiltration bids on LoC in these three sectors. He said that militant have changed the infiltration strategy, “Now reception parties wait for the infiltrators and they are using Global Positioning System (GPS) and other sophisticated devices while they infiltrate,” Chakravorty said adding that it is difficult to change the infiltration route. “The infiltration routes are same as they were in 1990s and it is very difficult to change them because of tougher terrains on other routes”.

The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

Kashmir Times reports that the Inspector General (IG) Border Security Force (BSF), Baljit Singh claimed in Srinagar, that militant in Pakistan occupied Kashmir (POK) are desperate to infiltrate into the valley. “We have reports that militants are desperate for infiltration into Kashmir for creating disturbance," the IG stated. Singh said security agencies including BSF and Army were ready to face the challenge and would ensure that the ultras do not succeed in their efforts. General Officer Commanding (GOC), 25th Infantry Division, Major General Om Prakash said that as per intelligence reports, there are about 42 training camps across LoC. 450 odd militants are lodged in camps and launching pads, and staged for infiltration. “Infiltration attempts will increase with the melting of snow as per analysis of past militant methods and activities along the LoC,” he said, adding that Army is well prepared to meet the challenge. Regarding the militants operating in hinterlands of the state, the GOC said that nearly 200 militants are operating in the South of Pir Panjal region. “There are militant. We are regularly getting inputs of their movement. The backbone of the militancy in South of Pir Panchal has been broken,” the GOC asserted, adding that the rest will be wiped out in due course of time. “Zero-infiltration has been achieved along the LoC in South of Pir Panchal in Jammu and Kashmir,” he claimed. On Pakistan Army's role in keeping check over infiltration from across the border, Major General Prakash said, “We respect ceasefire agreement between the two nations but there were several ceasefire violations and exchange of fire last year. Police has worked out the car blast case of Udhampur (May 2), which was carried out by a Pakistan-occupied-Kashmir (PoK) militant to target a senior Army officer of the Northern Command at the behest of Lashkar-e-Toiba (LeT) and Inter-Service Intelligence (ISI) of the Pakistan, and arrested on May 7, a Government official, identified as Abdul Mujeed of Thanamandi, Rajouri District (working as a Over-Ground Worker of LeT) for providing all logistics to the terrorist for reviving the sleeper cells of LeT and start fresh spell of terror in this part of the State. However, the terrorist is absconding and efforts are on to arrest him. It has been reported that, Mujeed was the owner of Maruti 800 that was blown up in the explosion. During Mujeed’s interrogation, the nexus behind the blast got exposed and involvement of a PoK militant, who was residing in Jammu during the past several years on the fake name and identity of Ghulam Sarwar alias Firdos, resident of Behrote Thanamandi, was established. Accordingly, Abdul Mujeed with the assistance of LeT ‘commanders’ namely Hanjla and Usman, arranged a State Subject Certificate, ration card, driving license, an identity card from an institute at Kanpur and CBSE Date of Birth certificate on the name of Ghulam Sarwar, to facilitate the stay of PoK militant in Jammu and Kashmir and avoid suspicion from any quarter. "We have cleared cases of 20 persons. The names have been sent to the Ministry of Home Affairs (MHA) and Ministry of External Affairs (MEA) for further follow up," State Home Commissioner B. R. Sharma told PTI. "The committee has recommended that they should be given benefit of the (surrender and rehabilitation) policy," he said. The state government had on November 23 last year announced its surrender and rehabilitation policy intended to facilitate the return of its men who had sneaked to PoK for getting training in militancy but had later given up it due to change of heart and are willing to return to the state. "Those who have gone to PoK/Pakistan between 1.1.1989 and 31.12.2009 and their dependents will be eligible for consideration under the policy," says the policy. He, however, added that the Government would fully empower the Panchayats and a committee headed by Chief Secretary Madhav Lal has been set up to look into the broader perspective of giving more powers to Panchayats. "The situation on the International Border between India and Pakistan is under control and very calm since August 2010 as compared to last four years when there were several incidents of cease fire violations and attempts of infiltration", he said. “In 2007, there were 28 incidents of cease-fire violation and attempts of infiltration while as the same in 2008 were 58. In 2009, the number of such incidents was 36 while as during the period between January 2010 to August 2010, 28 cease-fire violations and infiltration attempts were made from the other side on the International Border,” the official said. "A total of 9 such incidents have taken place from August 2010 till date as such the situation is better as compared to previous four years", he said, adding "this is mainly because of increased surveillance, alertness at all levels and effective monitoring of situation from the Border Out Posts (BOPs) besides coordination with Pakistani Rangers". In reply to another query, Chattopadhyay disclosed that under Central Government sponsored schemes, 38 BOPs in Jammu Frontier are being modernized and better living conditions will be provided to the soldiers. David Coleman Headley, a Pakistani-American LeT operative and an accused in the 26/11, in his testimony during the recently-concluded trial of co-accused Tahawwur Rana provided an insight into the religious, military and intelligence training being imparted by the LeT. He told the court that he went for religious training by the LeT in 2002; the three-month operational military training in 2003; and the LeT leadership course in 2004. In between, he did a course in intelligence in 2003. "I did the basic -- the religious course in the beginning. I did a preliminary course, a military. And then I did the advanced course. Then I did the intelligence course. Then I did the anti-terrorist course. Then I did the leadership course. And that's it," Headley told the court in response to a question from the defence attorney. All these courses, he said, were directed towards fighting in Jammu and Kashmir. Headley told the court that LeT taught them "small unit tactics," for "conventional and guerrilla warfare" in both "urban and country settings," so that LeT terrorists could fight against the Indian Army. "And that was your aim, that you were going to fight in that battle?" he was asked. "That is correct", Headley responded. "They really didn't teach you ...in the intelligence course, the intelligence was designed to help you with that type of a battle, correct, fighting in the guerrilla war, so to speak?" he was asked. "No. The intelligence was a little different from that. That was geared toward living... small groups of Lashkar operatives that would go in and live inside of India. That was geared for that mainly," Headley said. "Small groups. Where were they going to live, in Kashmir or India itself?" the defence attorney asked. "In India or Kashmir, both," Headley said. "And do what type of work?" he was asked. "Surveillance or checking out some locations as well as VIPs or personnel," he said. After working for LeT for four-five years, Major Iqbal of the Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), got in touch with him in 2006. "How do you know he was in ISI?" the defence attorney asked. "Because I had been introduced to him by a person who had met—who I had met inside a military cantonment in Landi Kotal," Headley said.

Election Department would write to the Government about 1300 vacancies, which couldn’t be filled during the Panchayat elections due to varied reasons, to take a decision on their fate. Out of 33,849 posts of Sarpanches (heads of Panchayats) and Panches (members of Panchayats), for which elections were successfully conducted by the State Election Department in 16 phases, nearly 1300 posts of Sarpanches and Panches remained vacant most in Kashmir region. Chief Electoral Officer (CEO) and Home Secretary B. R. Sharma said, “… If they ask us to issue a fresh notification for the vacant posts of Panchayats, it would be done shortly.’’ He added that all over 4000 Panchayats out of a total of 4130 across the State would be constituted any time after June 30. "We are forwarding the list of over 4000 Panchayats elected during the 16 phase elections to the State Government on June 30. The names of elected Sarpanches and Panches would be submitted to the Government. Any time, thereafter, the Government could constitute the Panchayats, which would formally come into existence in first week of next month’’, Sharma said. About 1300 posts of Sarpanches and Panches, majority of Panches in Kashmir division remained unfilled. While in some segments, the candidates didn’t come forward, in some constituencies, the election couldn’t be held due to stay order obtained by the candidates through the courts.

Chief Interlocutor Dileep Padgaonkar said everyone out of 590 delegations and 4000 people they met were convinced that process of dialogue was the only option to resolve the problems and that militancy and violence haven’t served any purpose. "A need to maintain integrity of the State and power sharing between regions and sub regions and maintaining tolerant and pluralistic culture of the State were the other major points, which have emerged during the broad dialogue’’, Padgaonkar added. He explained that though aspirations of different regions and different sets of people differed, there was a consensus among majority of people against trifurcation or bifurcation of the State. Talking about implementation of United Resolutions (UN) he said, “No one we met during our visits ever raised the issue of UN resolutions.” On separatists he said, "We are ready to meet them—openly or privately. The separatists are refusing to meet us. They have to take a decision (on meeting us),’’ admitting that the separatists are ‘‘stake holders’’ in a solution to Kashmir problem. He added that if the separatists come forward for talks with us, "it would enrich us and help us to prepare our document. Nearly 450 militants at nearly 42 Pakistani arms training camps are waiting to cross over to the Indian side, General Officer Commanding (GOC, 16 Corps) Lieutenant General J P Nehra said on July 17, according to Daily Excelsior. When asked about the activity in Pakistani training camps and number of terrorists there, the GOC said, "As per intelligence inputs, there are 42 training camps, some closer to LoC [Line of Control] are still functional on that side and nearly 400 to 450 militants are there in these camps waiting for the opportunity to cross over to this side." He added, "There is no successful attempt of infiltration along the LoC since January this year. The successful infiltration level is almost zero. There were hardly 4-5 attempts, which were foiled in the recent past. We have deployed surveillance devices which can keep a watch during bad weather conditions and during nights as well. We have also set a multi-tier deployment system.” Responding to another question regarding lull along the LoC, the GOC said high vigil along the borders by troops, placement of surveillance gadgets all along the LoC and internal situation in Pakistan are the main reason behind it. However, lack of local support is yet another reason for it, he added. Replying to another question, Nehra disclosed as per latest inputs nearly 175 Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) militants were operating in the South of Pir Panjal, including Rajouri-Poonch, Udhampur, Reasi, Banihal, Ramban and Doda. Foreigners are still dominating but most of them have turned inactive in view of mounting pressure of Security Forces and lack of local support, he asserted. When asked about use of satellite communication by militants, he said they have been using it earlier also. But militants in the State are now more relying on internet and social working sites, besides manual communication. He said militants are now using Facebook and internet in addition to manual communication, marking a change of trend. Mobile phones are less used now because they are easily intercepted, he added.

Vigil has been strengthened in the Tangdhar range of Kashmir valley. Colonel Vikas Slathia of the Jammu and Kashmir Rifles said night patrolling was crucial since there were greater chances of extremists of crossing the borders after dark. "Most of the activities of the terrorists, if they want to infiltrate into our country, they will prefer hours of darkness. Union Home Minister P. Chidambaram said the Centre will convene an all party meeting once the Interlocutors on Kashmir submit their recommendations for discussing them, Daily Excelsior reported. While no date on the submission of the report by the Interlocutors had been fixed, sources said that the final report may be handed over to the Government by the end of September 2011. The panel had submitted its interim report nearly six weeks back. The Interlocutors have so far made 10 visits to the State and covered 18 of the 22 Districts during which they have met nearly 5,000 people which includes political leaders, trade unions, lawyers, student unions and newly elected Panches and Sarpanches. The panel will now be visiting four remaining Districts—Shopian, Kupwara and Baramulla in Kashmir and Samba in Jammu after which they were expected to hold meetings with major political parties in the State to discuss broad contours of the report. In another context, Chidambaram said that the crucial phase of the new policy for return of youth of Jammu and Kashmir, who had crossed over to Pakistan-occupied-Kashmir (PoK) for arms training in early 1990s and were now willing to join the mainstream, was "extremely complicated" and the Government is trying to address it, adds DNA. Replying to questions on whether Inter Services Intelligence (ISI) or other terror groups had abducted the youth who were willing to return to India, the minister said "I do not know about all that. All I know is that the Government of Jammu and Kashmir received a certain number of applications for surrender and rehabilitation policy and they have been able to shortlist certain number of names to whom benefit of travel documents can be given to return to the Indian side of the LoC [Line of Control]." He said having reached that point now, the logistic problems are "extremely complicated" and were being addressed. He also noted, "I think the Government [State] has learnt some lessons how to handle stone pelters. They are doing it much better this year. There are also far fewer cases of stone pelting. They are able to localise it and contain it. The Police and the Government has learnt lessons on how to handle stone pelting," he said. On the issue of infiltration, Chidambaram said that Pakistan-based terror outfits were trying hard to push in their men from across the border but only a few such bids could materialise. "The attempts to infiltrate are still high. The successful attempts are few," he said. To a question, he said, "I think threats are exaggerated. There is a threat but I don't think we should exaggerate the threat. Things are certainly more normal today than they were couple of years ago. Certainly more normal than they were six-seven years ago. Last year you must keep out the stone pelting and firing that was an unfortunate chapter. If you keep that out, you will find that you will see that the trend line of violence in Kashmir has declined."

During his detention hearing on July 26 at the US District Court in Alexandria, Virginia, a suburb of Washington, the prosecution said that Fai, the head of Kashmiri American Council, had admitted to receiving funds from the ISI. His attorneys, Nina Ginsberg and Khurram Wahid, claimed that though Fai took money from ISI, he never toed their line. The federal prosecutors, however, told the court that Fai not only received USD 4 million from ISI, but also strictly followed their agenda on Kashmir. Special FBI Agent Sarah Webb Linden told the court that Fai’s agenda was heavily dictated by the ISI. In fact, for his every meeting, agenda and speeches, he received bullet points from his ISI handlers in Pakistan. Fai did, what “ISI asked him to do,” she said. Singh said a number of training camps and launching pads were ‘reportedly active’ in Pakistan and parts of Jammu and Kashmir under its control. “As per assessment, there are around 2,500 terrorists,” he said. He said among measures that have helped to check militant infiltration are construction of border fencing, improved technology, weapons and equipment for Security Forces, improved intelligence and operational coordination, synergizing intelligence flow and pro-active action against terrorists. In reply to another question he said, “Infiltration attempts from across the border in Jammu and Kashmir have shown a marginal increase during the year 2009 and 2010 in comparison with the year 2008.” He said 52 infiltration attempts along the border with Pakistan in Jammu and Kashmir have taken place till June 2011, while in 2010 the number was 489. The ceasefire agreement along the Line of Control (LoC) with Pakistan was on but there have been many violations over the past three yeas. “The number of violations which was 77 in 2008 came down to 28 in 2009 and it further increased to 44 in 2010. Up to July (this year), 19 ceasefire violations have been reported along LoC,” he added. Antony said, "As per the assessment of Multi Agency Centre (MAC), till June 2011, 52 terrorists attempted to infiltrate as compared to 489 in 2010." Observing that no military outpost on the Indo-Pak border was lying attended, Antony said that no attempt was made by terrorists to capture these outposts. Informing the House on number of terrorists killed, the Minister said, "The Army has killed two terrorists trying to infiltrate along the Line of Control in J&K till date in 2011 and in 2010 it had killed 38 terrorists." Minister of State for Home Jitendra Singh told Lok Sabha (Lower House of Parliament) on August 16 that a total of 100 people have been killed in 202 incidents of terrorist violence in Jammu and Kashmir till July 2011, reports PTI. This includes 25 civilians, 19 Security Forces' personnel and 56 terrorists. He also said 219 Kashmiri Pandits were killed and around 58,000 families of the community have left Jammu and Kashmir in last 22 years after the onset of terrorism in the state in 1989. "As per information received from the Jammu and Kashmir government, 219 Kashmiri Pandits were killed in the state since 1989 and 58,697 families are reported to have left their homes due to the onset of militancy in Kashmir Valley," he said. In another context, he said that seven persons, including those associated with Inter Services intelligence (ISI), were charged in the United States with the 26/11 Mumbai terrorist attacks. "As per the available inputs, the indictment filed by the US authorities in the district court, Northern District Illinois, seven individuals were charged with the Mumbai terrorist attacks, including those the government believes, are associated with the ISI," he said in a written reply. The Minister said the testimonials during the trial drew attention to the links between the ISI and the terrorists responsible for the Mumbai terrorist attacks. He also informed that ISI is continuously sponsoring terrorist infrastructure in that country to help infiltration into India. “This infrastructure continues to be sponsored by Pak ISI to recruit, train, finance arm and infiltrate terrorists into India," he added. "We have so far killed 12 to 13 commanders of Lashkar-e-Toiba and Jaish-e- Mohammad this year. The level of desperation in the militant groups is high as their leadership has been wiped out," Gen Hasnain he said on August 21. General Hasnain said, "There is no intelligence communication with the Army from across the border but we have different resources for intelligence." He said the Pakistani sponsors frequently change the route of the armed terrorists to keep the Indian troops guessing. "As of now we have received 900 applications from persons who wish to come back... Modalities for the return of these people are being worked out in close consultation with Government of India. The picture would become clear once this whole process is completed," he said. On Truth and Reconciliation Commission (TRC), the Chief Minister said that it applied to various off-shoots of militancy and not alone on alleged human rights violations by SFs. "The Commission can become a reality only when the Governments of India and Pakistan agree on it. The TRC has to be applied on both sides of LoC [Line of Control] and it cannot be one sided. Issues like disappearances, half-widows, people leaving the Valley and why did militancy start have to be covered under TRC. This would give a better understanding of the situation and it would lend meaning to TRC," he asserted. "As of now 70 youth are in judicial remand. The number of youth booked in cases of arson is in double digits and it is definitely below 100," he said. The Chief Minister said that these youth were misguided by certain vested interests who are not concerned about them now. He also disclosed that 76 Government buildings were gutted completely while as damages were caused to 38 others in 2010 summer agitation. "Sixteen private buildings were gutted completely while as 18 others suffered damages. Thirty seven Government vehicles were burnt while as 75 others suffered damages. In the same way 75 private vehicles were burnt and 85 others suffered damages," Abdullah said.

"The report is purely speculative in nature. The group of interlocutors is presently engaged in preparing a draft of its final report which is expected to be submitted to the Government of India before its term ends on October 12, 2011," the interlocutors -- Dilip Padgaonkar, Radha Kumar and M M Ansari -- said in a statement. “The three members of the group are yet to enumerate, let alone discuss and finalise the recommendations. They will do so after they return from their last visit to Jammu and Kashmir in the later half of this month," they said. "So", the interlocutors said, "There is no question of anyone in the Government, let alone outside the Government, being privy to the final recommendation. These recommendations do not exist in their embryonic form at present," the statement said on the media report which had quoted highly placed sources in the Government. The panel had submitted its interim report nearly 10 weeks back. The interlocutors have so far made 10 visits to the State and covered 18 of the 22 Districts during which they have met nearly 5,000 people which includes political leaders, trade unions, lawyers, student unions and newly-elected panchs (member of Panchayat, village level local self Government institution) and sarpanchs ((head of Panchayat). However, the separatists, including both factions of All Party Hurriyat Conference (APHC) led by Mirwaiz Umer Farooq and Syed Ali Shah Geelani have not met the interlocutors. The spokesman cited four examples when the Hurriyat hawk was allowed to move out of his house and address gatherings, which led to stone-pelting incidents. "No government can allow antics of one person to result in law and order disturbances, which cause miseries and sufferings to general masses and adversely affect education of children and trade of business fraternity. Most of the Pakistani militants killed were affiliated to Lashkar-e-Toiba (LeT), according to statistics posted on the State Police website. A total of 323 militants were killed from 1998 to 2002 when LeT and Jaish-e-Mohammad (JeM) outfits launched a series of suicide attacks on military and police installations. The four-year period coincided with eruption of Kargil war when the influx of Pakistani militants affiliated to LeT and JeM increased into the state. The number of Pakistani militants killed in the State declined after 9/11 terror strikes in the US, apparently due to the pressure exerted by Washington on Islamabad to curb militant activities on its soil. The data showed 127 identified Pakistani militants were liquidated from January 2003 to December 2004. The lowest number of Pakistani militants, 103, were killed between January 2005 and December 2009, it said. 16 militants from the neighbouring country were eliminated in the first four months of 2010. The data gave names and residential details of the killed militants who had come from Islamabad, Lahore, Rawalpindi, Karachi and Peshawar and other Pakistani cities.

Further, he made it clear that foreign militants operating in Kashmir won't be given any offer of surrender during encounters. The report will be handed over before that,” Chief Interlocutor Dilip Padgaonkar said. The Interlocutors are on their 12th visit to Jammu and Kashmir since their appointment on October 13, 2010. Urging security and intelligence agencies to ensure that "such attempts" are foiled through smooth and coordinated functioning, Singh said there was no room for complacency on the security front and mentioned that the "recent terrorist attacks in Mumbai and Delhi are grim reminders of the challenges posed by terrorism to our security". The Prime Minister said: "As the 26/11 (2008 Mumbai terror attack) tragedy showed, terrorists use the latest technologies for communication and real time information sharing. We have to remain one step ahead.....I hope that the NATGRID would enable seamless retrieval and dissemination of data critical to the task of anticipating and pre-empting terrorist attacks". "I had sought deletion of sub- clause (b) of Section 147 of the J&K constitution that would ultimately make way for any legislator to move a bill seeking rethinking on Section 3 and Section 5 that declare J&K as an integral part of India," said Nizam-ud-din Bhat, who Bandipora constituency. The interlocutors, however, said non-engagement of separatists will not make any difference to the final report to be submitted to the Centre. The report is expected to be submitted before October 12 when the panel's term comes to an end. "We reiterate that even at this hour if there is any sign that we get from the separatists that they wish to talk to us, we shall be pleased to do so anywhere, anytime and under any condition," Dileep Padgaonkar, the Chief Interlocutor said. "Will the fact that they (separatists) did not engage with us, make a big difference to the report? The answer is no. It won't. Because we have a fair idea what the factions of Hurriyat Conference and separatists stand for," he said when asked whether the absence of the separatists will have an impact on the team's report. Asserting that no political solution to the Kashmir problem was possible till aspirations of people in all three regions of the state were addressed, Padgaonkar said they would not look for a resolution from the prism of any region or community.
