Lieutenant Governor (LG) Manoj Sinha said on January 7 that terrorism is on its last legs in Kashmir, people of the Valley were also fed up with violence, they want development like other parts of the world and public support for extremism is ending, reports Daily Excelsior. He stated this in an interview to Gulf News during his four-day visit to Dubai in which the J&K Government signed several Memorandums of Understanding (MoUs) with top business houses of Dubai for investments in the Union Territory. Asserting that Army is resolved to show "zero tolerance" to militancy and is committed to extracting "dire costs" for it, Army Chief General MM Naravane on January 12 said that as many as 350-400 militants are present at the launchpads and training camps in Pakistan controlled Kashmir (PoK), reports Kashmir Observer. Addressing a press conference ahead of the Army Day, he said the concentration of some 350 to 400 militants in launch pads and training facilities on the other side (Pakistani side) of the Line of Control (LoC) and repeated infiltration attempts "expose" the "nefarious intents" of the adversary. At the same time, he said last year's ceasefire understanding between the Director General of Military Operations (DGMO) of Indian and Pakistani armies resulted in some improvement in the situation along the LoC. "Along the Line of Control, after a heightened situation for a prolonged period, the DGMOs understanding in February last year was aimed at achieving mutually beneficial, and sustainable peace," he said.

The Border Security Force (BSF) has deployed additional troops along with anti-fog surveillance equipment on the International Border (IB) in Jammu and Kashmir (J&K) as part of its "winter strategy" to foil infiltration bids and militant plans ahead of Republic Day celebrations, reports Kashmir Observer on January 21. BSF troops guarding the 200-kilometres IB in J&K have been put on alert to ensure high-degree of security against infiltrating militants. A senior officer said, "We have mobilised troops along the border. Extra troops have been deployed along with surveillance equipment along IB in view of the foggy weather and Republic Day celebrations."

The Jammu and Kashmir Police (JKP) on January 21 released the photographs of three wanted militants identified as Basit Ahmad Dar of Kulgam, Arif Ahmad Zargar of Pulwama and Momin Ahmad Mir of Srinagar, in Jammu and Kashmir, reports Greater Kashmir. Daily Excelsior quoting an unnamed official in the Ministry of Home Affairs reported on January 24 that Border Security Force (BSF) will soon be procuring handheld ‘Anti Drone Guns’ to prevent Pakistani drones from entering Indian Territory. The official said that a Draft Qualitative Requirement (QRS) have been forwarded by BSF in this regard. They have invited comments from vendors and possible manufacturers to ensure market availability of the subject item. “These handheld anti-drone guns will be useful for patrolling teams in border areas who sometimes see drones flying but couldn’t do more as it is out of their firing range,” said the officer.

Inspector General (IG) of Border Security Force (BSF) Kashmir frontier Raja Babu Singh on January 24 said that though the "overall situation on Kashmir LoC [Line of Control] remained peaceful" post February 2021 ceasefire agreement, " the fresh intelligence inputs suggest that 104 to 135 militants are ready to sneak into this side”. “Some guides have crossed over to the other side of LoC and their movement and their families are under constant watch of security agencies," he said. Asked about the drone threats on LoC, the IG said that it guards 96 kilometres of LoC in Kashmir and the drone threat was "real". “We are procuring our own drones to counter the drone threat. Besides, a series of measures are in place to deal with drone threats,” he added.

General officer Commanding (GoC) Prashant Srivastava said that the killing of Zahid "neutralises the threat of JeM in south Kashmir." IGP Vijay Kumar said: “As we have said earlier that it is for the first time that the number of terrorists has come down below 200. We tried our best to get it below 100 this year,” he said, adding that as far as the arms are concerned, there are various routes to sneak them in. “You have seen in Jammu region, there were 35 attempts in which drones were seized. Many arms came via drones, they come by road as well, sometimes through infiltration. So, there are a lot of ways. But we are making our network stronger by human intelligence and technical intelligence and we will seize and neutralise the threat.”

Governor Manoj Sinha stated that narco-terrorism originating from the “neighbouring country” is a big challenge and security agencies are making all-out efforts to counter the menace, reports The Daily Excelsior. He stated the “neighbouring country” is pushing drugs into this side of the border as part of a well-planned conspiracy. He said that 10 districts in Jammu and Kashmir have high rate of drug abuse and further urged people from all walks of life to come forward and strengthen the efforts of the security agencies and the administration to eliminate the menace.

Speaking to media persons at Udhampur, DGP Dilbag Singh said in the consignment of arms, ammunition and explosives sent from drone on February 25 and seized at Arnia, chemical in liquid form has been found for the first time and efforts are on to ascertain its nature. Asserting that the neighbour continued mischief by sending consignment of arms, ammunition and explosives, the DGP Dilbag Singh said the good thing is that they are being seized before falling into hands of the militants. “The neighbour has long history of hatching conspiracies to disturb peace in Jammu and Kashmir. The militancy is dying but they want to keep it alive. They are sending militants and consignments of weapons through tunnels, drones etc but such attempts are being successfully thwarted,” Dilbag Singh added. In 2021, he pointed out, 182 militants were killed but number of weapons recovered was more than 300 which indicated that the neighbour wants to make more militants in J&K. “Pakistan is also trying to overcome shortage of weapons by sending consignments through drones but our team network and Physical Security Grid are doing good job and recovering the weaponry,” the DGP added further.

However, noting the targeted killings in Jammu and Kashmir, the officer said, “Some time there is a spurt in terrorist incidents” and the recent killing in “periodic series” are among those, and “it occurs”. Replying to queries during a press briefing here at the CRPF Headquarters, Singh said, “CRPF immediately try to control terrorist incidents in Jammu and Kashmir soon after it gets inputs. These incidents are not totally controlled by internal terrorist people who are there. On many occasions, it is controlled by those sitting across the border and it is directed whom to be targeted or not.” CRPF DG Kuldiep Singh informed that the CRPF has neutralized 175 terrorists in Jammu and Kashmir and apprehended 183 from March 1, 2021, to March 16, 2022. Meanwhile, the CRPF has recovered 253 arms from Jammu and Kashmir and seized 7,541 ammunitions as well as 96.38 kilogrammes explosives, 23 Improvised Explosive Device (IED), 232 grenades, and 36 detonators from the Union Territory, Singh said. Further, he informed that as many as 91 encounters have taken place from March 1, 2021, to March 16 this year.

Officials said Pakistan had been desperate for long to get itself out of the grey list of the Financial Action Task Force (FATF) and this change in tactics should be seen in this backdrop. From its earlier policy of “bleed India thousand times” by directly sending trained terrorists and engage the forces in an indirect war, the Pakistan’s external spy agency, ISI, has changed its approach to launch into a low-intensity conflict by using “religious fault lines” and radicalise youth by instilling in them a sense of deprivation, officials said. In its bid get itself out of the FATF grey list, which Pakistan has been trying since 2016, the ISI began creating multiple shadow terror groups like The Resistance Front (TRF), Kashmir Tigers (KT), The People’s Anti-Fascist Force (PAFF) and Kashmir Janbaz Force (KJF). Most of them are offshoots of banned terror outfits like Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM), the officials said, adding that they were set up with the primary aim of creating a smoke screen to shield Pakistan from FATF sanctions and also to paint that terrorism in Kashmir is because of disenchantment among the local youth.

Minister of State for Defence Ajay Bhatt, replying to a question in Rajya Sabha (Upper house of the Parliament), said the Army has been keeping a strong vigil on the situation and it remains prepared to thwart any threat from “inimical elements”. Aimed at reducing tensions, the Indian and Pakistani armies on February 25 last year announced that they would cease firing across the LoC while recommitting themselves to a 2003 ceasefire agreement. Without mentioning Pakistan, the Minister said Indian security forces deployed along the western borders are “adequately poised to respond to any challenge posed by adversary across the entire conflict”. Referring to the international border (IB) with Pakistan, Bhatt said there are indications of an “emerging narco-terror nexus sponsored by inimical elements across the border”. He also said Security Forces (SFs) are alert at the border to foil infiltration attempts of militants. “When was not targeted killings a challenge? This (targeted killings) challenge is always there until there is presence of gun, militants and involvement of Pakistan,” Singh told reporters on the sidelines of a function in Jammu District. “Militants and their mentors are present everywhere. Such incidents (grenade attacks and targeted killings) take place due to their (terrorist) activities,” he said. A total of 156 terrorists 79 locals and 77 foreigners are active in Kashmir and 16 others including two foreigners are operating in the Jammu region, a defence spokesman said quoting the data released by Indian Army’s northern command. The data for January to March 2022 revealed that a total of 15 local men joined the militancy. Two infiltration bids, one each in Kashmir and Jammu zones, were foiled along the Line of Control (LoC) this year, the Army said, referring to the infiltration bids foiled in Kupwara District, and Poonch in the Jammu region in January. While one Pakistani terrorist was killed and another captured alive in Kupwara during the failed infiltration bid on the first day of the new year, an attempt by a group of terrorists to infiltrate into this side from across the border in the Poonch District was foiled the next day. In addition, the Army scuttled the third infiltration attempt from Pakistan on April 4 when the alert troops shot dead a terrorist along the LoC in the Nowshera sector of Rajouri District. On terrorist-initiated incidents, the Army said a total of 35 such incidents were reported in the first three months of this year. These included 27 terrorist-initiated actions against Security Forces (SFs) and eight atrocities committed against civilians. The data also indicated that there was no ceasefire violation by Pakistan between January and March. Reportedly, the Director-General of Military Operations (DGMOs) of India and Pakistan have announced an agreement to uphold the ceasefire along the LoC from February 24 and 25 night in 2021.

Jan (42), is the operational commander and part of the core planning committee of Jaish-e-Mohammed (JeM). He continues to operate from the launching pads located in Pakistan and is involved in recruitment of cadres for their training and coordinate attack plans at targets in India, the Home Ministry said. Seventeen Kashmiri youths who had travelled to Pakistan on valid travel documents but sneaked back into the Valley have been killed in anti-terror operations, with officials raising concerns that the ISI has adopted a new modus operandi to paint the militancy in Jammu and Kashmir (J&K) as an indigenous movement. Since 2015, a large number of youngsters procured travel documents to visit Pakistan to pursue higher studies, meet relatives or for marriage purposes, officials said. Recently, the University Grants Commission and the All Indian Council for Technical Education, the higher and technical education regulators of the country, had issued a statement, advising students not to travel to Pakistan for pursuing higher education. “Any Indian national/ Overseas Citizen of India who intends to take admission in any degree college/educational institution of Pakistan shall not be eligible for seeking employment or higher studies in India on the basis of such educational qualifications (in any subject) acquired in Pakistan,” the UGC and the AICTE had said in a joint statement. The reason, the officials said, was that these youths were brainwashed across the border and some of them were imparted with arms training or used for money laundering. The State Investigation Agency (SIA) of Jammu and Kashmir Police has filed a charge sheet against a Hurriyat leader and others for selling MBBS seats in Pakistani colleges and using the proceeds for terror activities. Hundreds of students from Jammu and Kashmir have travelled to Pakistan in recent years for higher studies and a few of them were brainwashed, provided arms training or recruited in sleeper cells with a motive to gather information to be shared with the handlers sitting across the border, the officials said.

The General Officer Commanding (GOC) 15 Corps Lieutenant General DP Pandey on May 1 said that there is no future of militancy in Kashmir now and that the youth who have taken the path of terrorism should come back to the mainstream, reports Daily Excelsior. “Youth of Shopian have understood that the terrorism has been decimated and there is no point treading the path now, and that is the reason that number of local recruitment is down,” he said. He said that only foreign militants are being killed in Kashmir, while the support of the people of Shopian to the militants has also ended. “I am hopeful the youth will understand the fact and will remain away from the radicalization process taking place on social media,” he said. GoC Lieutenant General D P Pandey, also said the weapon systems, used in other parts of the world, finding their way to Kashmir is a challenge. “These foreign terrorists, majority of them, were on the quiet. Initially, they were putting local youth as the face of terrorist activities and terrorism. As the number of local terrorists started drying down and coming down, they (foreign terrorists) are now slowly getting exposed (to encounters),” Lieutenant General D P Pandey said. The Border Security Force (BSF) on May 5 detected a cross-border tunnel along the International Border in Samba District of Jammu and Kashmir (J&K) and claimed to have foiled the plans of Pakistan-based terrorists to disrupt the upcoming Amarnath Yatra, reports Daily Excelsior. The 150-metres-long tunnel was detected in an area under the Chak Faquira border outpost. BSF Deputy Inspector General (DIG) SPS Sandhu said “with the detection of this tunnel, BSF-Jammu has foiled the nefarious designs of Pakistan-based terrorists to disrupt the upcoming Amarnath yatra.” The tunnel was freshly dug and originated from the Pakistan side. Its opening was about 2 feet and so far 21 sandbags, used to strengthen the exit of the tunnel, have been recovered, DIG SPS Sandhu said. Meanwhile, an official, on condition of anonymity, said, “a newly dug tunnel at a distance of 150 metres from the International Border and 50 metres from the border fence was detected opposite Pakistani post Chaman Khurd (Fiaz) which is 900 metres from the Indian side.” He said the opening of the tunnel was about 300 metres from the border outpost Chak Faquira and 700 metres from the last Indian village.

The ceasefire along Indo-Pak border is working ‘well’ since February 2021 agreement, he asserted. He said that the number of trained terrorists in Jammu and Kashmir is dwindling with each passing as 21 foreign terrorists have been eliminated this year so far in absence of local shelter and support. ”The number of terrorists staged across the Indo-Pak border are approximately 200. They are waiting across (LoC) to be launched to this side,” Dwivedi said in reply to a question about the security situation along the LoC and across the JK border. He said that counter infiltration grid is very fool-proof. “We have made sure that all reserve troops were put in the second tier of defence so that no infiltration takes place,” he added. “In the last twelve months, to say so, the number of ceasefire violations has been very limited — only one to three CFVs took place,” he said. He maintained that terror infrastructure, however, seems to be intact across the border. ”There are six major terrorist camps and 29 minor camps. There are temporary launching pads located close to various military establishments,” he added further.

Daily Excelsior quoting an unnamed senior Army official reported on May 12, at least 168 terrorists are operating in Jammu and Kashmir (J&K) while 75 have been killed in encounters with Security Forces (SFs) in 2022. Among those neutralized include 21 foreign mercenaries. In the past 11 months, 11 terrorists were encountered and 12 infiltration bids were foiled in the vicinity of the Line of Control (LoC) alone, official said. ”The intensity of (counter-terrorism) operations will continue to be high till all of the residual 168 plus terrorists surrender or are eliminated,” senior army officer said. In 2021, SFs eliminated 180 militants, out of which 18 were foreign elements. This was possible due to the synchronized intelligence network and support from the civil population, he said. Last year, 495 over ground workers (OGWs) were apprehended, while 87 OGWs were nabbed in the first four months this year.

The Srinagar Police have registered the case under the Unlawful Activities Prevention Act (UAPA) in Police Station Kothibagh for anti-national and communal overtones in relation to Amarnath Yatra. In a statement, the Police said that it has been reliably learnt that some persons and groups which include SFJ have been disseminating anti-national messages and are indulging in activities promoting enmity between different religious groups. These groups are disseminating secessionist messages thereby questioning and disrupting sovereignty and territorial integrity of India, the statement said, adding that such activities are likely to cause disturbance of peace and public order in Jammu and Kashmir (J&K). Highlighting the abrogation of Article 370 in 2019 in Jammu and Kashmir, Doval in an interview to Daily Excelsior said that the mood and temper of the people of the Valley has seen a change and that the situation has changed for the better in the region after the special status of the erstwhile State was revoked. “Post-2019, the mood and temper of the people of Kashmir have totally changed. People are no more in favour of Pakistan and terrorism,” Doval said. The youths joining the terror ranks in Jammu and Kashmir have a ”short shelf life” with more than 64 per cent of them being killed by security forces within a year, quoting unnamed officials Daily Excelsior reported on July 3. Security Forces, aided by a strong on-ground intelligence network, have scaled up anti-terror operations in the first five months of this year, though frequent violence in south Kashmir remained a cause for concern, officials said. Citing data of terrorists neutralised between January 1 and May 31 this year, the officials said 64.1 per cent of the new terror recruits were eliminated within a year. Only 26.6 per cent of the terror recruits lasted more than 12 months, while the fate of 9.3 per cent of them was not known, officials said. Giving further details, the officials said 28.1 per cent of the terror recruits were killed within one month, 54.7 per cent within six months and 59.4 per cent within nine months. The officials said 70 to 75 youths have joined various terror groups in Kashmir Valley in the first five months of this year. The corresponding figure of last year was near equal. Officials said south Kashmir continued to be the hotbed of terrorism in the valley as the region saw 59 terrorist killings by security forces in the first five months of this year compared to 31 such killings in central and north Kashmir. Out of the total 90 terrorists killed in the valley between January and May, 26 were Pakistani nationals and the number is much more than that of the whole of previous year when 182 terrorists, including 20 foreigners, were killed in 100 anti-terror operations, the officials added. Six of the 90 terrorists killed in 47 encounters were eliminated on the Line of Control (LoC) while trying to infiltrate into the valley from Pakistan-occupied Kashmir (PoK), the officials said, adding the Pakistan-based Lashkar-e-Taiba (LeT) suffered the major setbacks as 52 of its terrorists were eliminated and 18 others apprehended since January 2022. The Pakistan-based Jaish-e-Mohammad (JeM) was the second on the chart with 20 of its terrorists being killed and four others arrested, followed by the Hizbul Mujahideen (11 dead and one arrested) and Al-Badr (four dead and three arrested). The identity of three remaining slain terrorists could not be ascertained, the officials added. The officials said the four districts of south Kashmir — Pulwama, Anantnag, Kulgam and Shopian — recorded the killing of 59 terrorists and arrest of 10 others, while summer capital Srinagar witnessed the killing of 11 terrorists, including four Pakistani terrorists, and arrest of four others. Pulwama District recorded the highest number of 27 killings of terrorists, including seven foreigners, followed by Anantnag (12), Kulgam (11) and Shopian (nine). Among the 11 terrorists killed in Kulgam, five were foreign terrorists, the officials added further. Seven terrorists were killed and eight others arrested in Budgam District while Ganderbal District, which also falls in central Kashmir, saw the lowest incidents of terror activities with only one militant eliminated in a gunfight, the officials said. In north Kashmir, which is being used by terrorists as a gateway to infiltrate into the valley from PoK, the officials said a total of 12 terrorists, including 10 foreigners, were killed and 23 others arrested. Of them, six terrorists, including five foreigners, were killed in the border districts of Kupwara, three foreigners in Baramulla and three others, including two foreigners, in Bandipora. Eighteen terrorists were also arrested in Baramulla District and five others in Bandipora district, officials said. In a tweet, Vijay Kumar also gave a break up of these figures prior to abrogation. He said that 290 SF personnel and 191 civilians were killed during the period from August 5, 2016 to August 4, 2019. And, challenge for us is to ensure that we are able to sustain this ceasefire and phase of normalcy that we are seeing on a daily basis,” Lt Gen Aujla said. Asked if the ceasefire understanding of 2021 has had any impact on operational preparedness of the Army, the Corps Commander said there have been “many positives” related to it as the period gave time to “upgrade our defences”. “Not only has it enhanced our capabilities and capacity but many a thing, which otherwise, we would not be able to do by virtue of those fire engagements that used to take place on a regular basis along the LoC. Now we have been able to do,” he said. However, whenever the opportunity comes, “attempts are being made to infiltrate” from the “other side” but the Army is capable to foil such bids or give a befitting reply, said the officer. India and Pakistan had on February 25, 2021, released a joint statement announcing a ceasefire along the LoC following talks between their Director Generals of Military Operations. The two countries had earlier signed a ceasefire agreement in 2003 but it was repeatedly violated. In 2022, infiltration cases have been minimum, eight terrorists possibly infiltrated, three of them were eliminated. So it is the lowest in the last 32 years since the insurgency in the Valley, he said.

He directed the officers to review their action plans and take immediate steps to neutralise the terrorists, adding that the hybrid terrorists need to be taken to task. He said this year so far over 100 modules of hybrid terrorists were smashed. While giving thrust on minimizing and neutralizing security threats, the DGP said that indoctrinations by Pakistan terror handlers is going on and they are using various media, especially social media, to brain wash the vulnerable youth of J&K. He said there are Over Ground Workers (OGWs) who help the Pakistan handlers in executing terror acts. He said Security Forces and police had recovered most of the weapons and explosives dropped from drones in various places of the Jammu region and the Kashmir valley. On December 19, Director General of Jammu and Kashmir (J&K) Police (DGP) Dilbag Singh stated that the series of hit lists of Kashmiri migrants pandit employees issued by The Resistance Front (TRF) is aimed at generating panic and confusion among the people, reports Daily Excelsior. “The TRF is on our radar and we have dealt a severe blow to the group in the past and our actions will continue to finish it off”, the Police chief stated. In addition to sponsoring terrorism for the past 30 years, he claimed that Pakistan has added a new dimension by smuggling drugs to further ruin the youth and society in J&K. He also added that owing to a strong Security Grid, militant infiltration from Pakistan declined in 2022 compared to previous years. “The anti-terror grid is doing a commendable job and we will crush all the conspiracies being hatched from across the border,” the police head stated. DGP further mentioned that several drug de-addiction centres are currently operational in Jammu, Srinagar, and at the zonal level, with another set to open in Jammu.

The Inter-Services Intelligence (ISI) intends to increase terror funding via narcotics and launch a major misinformation campaign against Indian Government, News18 reports on December 21. Narco funding is one of the biggest routes through which the ISI wants to re-establish its roots in Jammu and Kashmir (J&K) and is sending in drug consignments through infiltrating terrorists or drug dealers sitting on both sides of the border, the intelligence sources reported. ISI wants to turn local youths into addicts in order to expand its business and make youths available to terror groups on short notice, it further said. ISI is also working with Khalistani terrorists and has created a nexus of Hizb-ul-Mujahideen (HM) terrorists in Pakistan and overground workers (OGWs) in India, they added. As per sources, the HM groups are given the task of handling the distribution of narcotics for sale to their partners in the Kashmir Valley, which later cross state boundaries into Punjab for the illegal sale of the narcotics. These groups are called the Kashmir Khalistani desk at ISI, who suspectedly engage in financial transactions through hawala (illegal money transaction) channels also.

Pakistan, according to the DGP, has started a new conspiracy, “as formerly bullets were used to kill people, and now it is drugs”. The DGP further stated that a large number of cases have been registered against drug peddlers and that over 2000 individuals have been arrested in various drug-related instances. He also added that the Tral town in Pulwama District in J&K, which was once a hotspot of militancy, is now "almost free" of violence and has become a haven of peace and prosperity.

Additional Director General of Police (ADGP- Kashmir) Vijay Kumar stated on December 31, that a total of 172 terrorists, including 42 foreigners, were killed in more than 93 operations carried out by the Security Forces (SFs) in Jammu and Kashmir (J&K) in 2022, reports Daily Excelsior. He added that the maximum militants neutralised are from the terror outfit Lashkar-e- Toiba (LeT) [108], followed by Jaish-e-Mohammad (JeM) [35], Hizb-ul- Mujahideen (HM) [22], Al-Badr [4], and Ansar Ghazwat-ul-Hind (AGuH) [3]. He also said that year 2022 witnessed 100 fresh militant recruitments which is 37 per cent less than 2021 and among 100 fresh recruited militants 65 were killed, 17 were arrested while 18 are still active. He further stated that in 2022, “huge quantities of weapons (360) were recovered during encounters and modules’ busting which include 121 AK series rifles, 08 M4 Carbine and 231 pistols. Besides, timely seizure of IEDs, Sticky Bombs and Grenades averted major terror incidents”. He further added that 29 civilians were killed by terrorists including 21 locals (6 Hindus including 3 Kashmiri Pandits [KP] and 15 Muslims) and 8 from other states. A total of 26 Security Forces (SFs) personnel including 14 Jammu and Kashmir Police (JKP) attained martyrdom during terror attacks/encounters.
