As Pakistan resorted to fresh firing from across the border, Union Home Minister Rajnath Singh on January 1 said if anyone dares to cast an evil eye on India, security forces will give a fitting response, reports Daily Excelsior. “Our jawans are protecting the border with all their might. No one can dare cast an evil eye on India. Even if someone tries to do so, BSF [Border Security Force] and other security forces will give them a fitting reply,” Singh said. “Pakistan should not do this. Defence Minister Manohar Parrikar on January 1 said Islamabad does not seem to learn any lesson, and India’s response had been “more than double the capacity”, reports Daily Excelsior. “Pakistan does not like to stay quiet even on New Year day. They started (cross-border) firing at 12.30 in the night and don’t seem to learn (any) lesson,” Parrikar said. He said, “There are ceasefire violations….Whenever they want infiltration to be done, many times they do the firings at night…I don’t think that we have allowed that to happen… Our response is more than double the capacity.”

Official sources said that at least 70 new militants, who were well trained in new kind of ‘sneak-in fidayeen attack strategy’ were camping at five to six places in Sialkot area of Pakistan opposite Samba sector with a view to infiltrate into the Indian territory to carry out Arnia like terror attack before the visit of United States President Barrack Obama to India on January 26, reports Daily Excelsior on January 4. The official sources said “The militants were well equipped with arms and explosives and new device ‘floaters’, which would safely help them swim through nullahs in Samba and Hiranagar sectors, in their infiltration attempts.” All 70 trained Lashkar-e-Toiba (LeT) militants were Pakistanis, according to sources.

Lieutenant General Subrata Saha, General officer commanding (GOC) of the Srinagar-based 15 Corps said that Indian troops have been ordered not to react to cross-border shelling or firing immediately but wait for targets to show, reports Times of India on January 10 (today). He said "After all, we have no plans to fight a war so it's no use aimlessly shelling or firing across the Line of Control (LoC). The troops simply stay put while the firing continues and then maintain strict vigil through night-vision equipment if necessary. Whenever a target presents itself, it is neutralized. This has yielded good results. After all, it's better to strike where it hurts."

On January 13, the Army Chief General Dalbir Singh Suhag said that Pakistan is continuing to support “proxy war” in Jammu and Kashmir, reports Daily Excelsior. “Pakistan is supporting proxy war in Jammu and Kashmir despite suffering casualties within their country. Threats and challenges have been growing, both in intensity as well as commitment, because of active borders that we have.” Talking about the recent attacks against the Army in Jammu and Kashmir, he said, “The recent strikes by the terrorists not only reflect their desperation but are also a grim reminder that the terrorist infrastructure in Pakistan is intact.” Talking about the rise in ceasefire violations, he said that the action has slowly moved to the International Border and not the Line of Control (LoC). “That is probably, likely to be because of our counter infiltration grid is stronger on LoC,” he said, adding that measures like ‘obstacle systems’ are making it difficult for the terrorists to infiltrate. The Army chief added that his force has a good tier system of counter infiltration grid. He admitted that there are areas, like open drains and streams that are susceptible to infiltration attempts at the International Border. Talking about the situation in Afghanistan, Singh said, “… But definitely, the draw-down is likely to have its own effect. That cannot be ruled out. And we have to be prepared for it. Terrorist network can extend from Afghanistan to our side and J&K is one area where the effect could be felt. We are aware of this possibility and because of this we are keeping a careful watch.” Asked about the perception that Army commanders are not being given a free hand in operations, Singh said, “The commanders have a free hand to operate. I have given full freedom as far as operation is concerned. On the LoC, they have a free hand to retaliate to Pakistan firing in a manner that they feel is appropriate.” However, he underlined that the Army has a “zero-tolerance” approach to human rights violations. The Army chief pointed out that 2014 saw the highest number of terrorists being neutralised in the State during recent years and put the figure at 110, out of which 104 were killed by the force. In 2013, 65 terrorists were killed. Singh said the high figure showed the effectiveness of the counter insurgency grid that the Army has set up in the State.

General Officer Commanding (GOC), 16 Corps, Lieutenant General Konsam Himalay Singh on January 15 said that 200 heavily-armed militants were waiting in 36 launching pads across the Line of Control (LoC) on the other side of Pir Panjal range, reports Daily Excelsior. He said that Pakistan-based militants will try to sneak into India and attack soft targets in Jammu and Kashmir like schools, religious places and civilian areas ahead of US President Barack Obama’s three-day visit to the country on January 25. Times of India adds that Singh said 44 terrorist training camps were functional across the border in Pakistan administered Kashmir and added 15 unsuccessful infiltration bids were made in 2014. "There are 200 militants active at 36 launching pads... there are 37 militants in the hinterland and in total -- including those who are living as common men -- the number is 80.''

A senior official on January 16 said that a Pakistan Unmanned Aerial Vehicle (UAV) conducted recce along the Indo-Pakistan Border in three bordering Districts of Jammu region, reports Daily Excelsior. The senior official said “A Pakistan UAV was noticed last evening (January 15) along the border in Kathua, Samba and Jammu belts.” He further said that the UAV was also noticed flying on the bordering belts along the International Border (IB) by the locals and some of the Border Security Force (BSF) troops. Though the UAV was flying 200 meters away from the IB but still covered Kathua, Samba, R S Pura and Akhnoor areas.

Advisor to Prime Minister on Foreign Affairs Sartaj Aziz on January 21 said that by cancelling dialogues, India has given rise to uncertainty and the threats from the Indian leadership points to a dangerous desire for war, reports The News. He said that firing and shelling from across the Line of Control (LoC) and the Working Boundary without provocation and efforts made by India to change the status of Kashmir all by themselves would further complicate an already volatile situation. He said that Pakistan was willing to continue enduring, unconditional and fruitful negotiations with India but they were the ones to cancel the secretary level talks and now they will have to make the first move to revive the dialogue.

There is a need to change the mindset of the youth.” The new Chief Minister (CM) Mufti Mohammad Sayeed may have stirred a controversy by appearing to thank Pakistan for allowing peaceful polls in the Valley, but data shows he will need to win over youths at home to make a success of his tenure. Ashiq Hussain Dar (24), a resident of Turkewangam village, was selected as a village level worker in May 20014 and worked for three months as a Government official before joining Hizb-ul-Mujahideen (HM). The Union Ministry of Home Affairs (UMHA) has issued an advisory to the Jammu and Kashmir (J&K) Government asking them to keep a close watch on the activities of freed separatist leader Masarat Alam Bhat and his associates, reports India Today on March 13. The UMHA feels that Alam and his associates are detrimental to the public order and the unity and integrity of the country, particularly J&K. The J&K Government, following the advisory, has told the Centre that Alam's activities are under surveillance and legal action would be initiated against the separatist leader in case of any adverse activities. Revealing about the notice in Parliament on March 12, Union Home Minister (UHM) Rajnath Singh said the advisory also asks the state Government to vigorously pursue all the 27 criminal cases against Alam while taking steps to challenge the orders that granted him bail. "The state government has...informed that a proper system is in place to have an effective surveillance of Masarat Alam Bhat's activities. As and when anything adverse surfaces, appropriate action, as envisaged by law, will be taken," the Home Minister said. "The state government has informed us that all the cases against Alam will continue and that he was booked eight times since February 2010 under Section 8 of the Jammu and Kashmir Public Safety Act of 1978," Singh added. Meanwhile, Hurriyat Conference on March 12 warned that there could be "serious consequences" and only the "Government of India" would have to be blamed in the eventuality of any harm coming to separatist leader Masarat Alam Bhat, reports India Today. While accusing the "Indian government and Indian media" of projecting Alam as a "dangerous person", the Hurriyat said, both the government of India and Indian media has behaved irresponsibly. "Masarat sahib is a famous and respectable political leader of Kashmir and has not committed any crime in his lifetime," the Hurriyat statement said. The statement also attacked the National Investigation Agency (NIA) and said it has no "constitutional, legal and moral justification to interfere in the cases of Masarat Alam".

Home Ministry officials revealed that at least 60 militants belonging to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) groups are being trained at terror launch pads across the border, waiting for an opportunity to sneak into Jammu and Kashmir, reports India Today on March 18. The officials said that according to intelligence inputs, the militants were looking for opportunities to enter India through both the International Border (IB) and the Line of Control (LoC). According to a Home Ministry statistics, there have been more than 175 infiltration attempts in Jammu and Kashmir in 2014. Around 560 incidents of ceasefire violation also have taken place along the LoC and the IB in 2014. In 2013, there were 354 cases of infiltration along the Indo-Pakistan border in which 56 militants were killed and 145 arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. In 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 arrested.

Stating that the IB has many “nallas”, he said at times it is difficult to man the area completely. The IB comes under the purview of the Border Security Force (BSF). In a written reply in the state Assembly, Minister for Rural Development and Panchayati Raj, Abdul Haq Khan also said that the state government was sensitive to the issue of safety of panchayat (village level local self government institution) representatives in Kashmir and was taking various measures to instill confidence in them. "Six sarpanches were killed and three injured in Baramulla District, while three were killed and two injured in Pulwama. One sarpanch was killed and one injured in Shopian," Khan informed the House. Besides, the minister said one panch (village council member) was killed and two others were injured. "In 12 Districts of Kashmir, 20 sarpanches and 128 panches have resigned for reasons including threats from militants," he added. On steps being taken by the government to create a sense of security among sarpanches and panchayat members, Khan said, "The measures being taken include strengthening the security grid, sanitization of vulnerable areas and working out proper security assessment of panchayat members to provide them security cover, if needed." He said the government has also been ensuring close coordination and synergy among different agencies on a regular basis, besides intensifying night patrolling by security personnel and area domination in vulnerable areas. "Regular meetings with sarpanches and panches at District, sub-division and Police Station levels have been organised to boost their level of confidence. Telephone and mobile numbers of police control rooms have also been provided to panchayat representatives for assistance as and when needed," he said. Besides these steps, Khan said the elected panchayat representatives have been provided a life insurance cover with full premium amount to be paid by the state government.

Everything put together our effort is to make it much more effective and in any case it is generational change to the fence also. The counter-infiltration starts with infiltration, surveillance equipment and troops those are deployed and what type weapons they are carrying and what is their morale and how trained they are. We devise a strategy to track them right from the start across the fence and coming to the fence to the reception area and it is the system that works. All components put together and over the years we have refined our tactics. We have understood the pattern well.”

In an effort to enhance Central reserve Police Force (CRPF)'s capabilities in fighting Communist Party of India-Maoist (CPI-Maoist) in the Red zone and terrorists in Jammu and Kashmir (J&K), Union Home Ministry (UHM) has ordered replacement of indigenously built but faulty INSAS (Indian Small Arms System) rifles that the force uses with AK-47s, reports The Times of India. All INSAS guns used by the force in the red zone would be replaced by AK-47 while 50% of the INSAS gun armoury in J&K would now have AK-47. The UHM sanctioned the procurement of guns two days ago (April 24) following a demand from the CRPF which has been pending with the Ministry for almost a year. The sanction, however, is partial fulfillment of CRPF demands. The force had sent a proposal to the UHM last year for 100% replacement of all its INSAS guns with AK-47 rifles in Maoist areas, 50% in Jammu and Kashmir and similar grading percentage for various other theatres. "The sanction is location specific i.e. limited to Naxal [Left Wing Extremism (LWE)]-affected Districts and Jammu and Kashmir. In rest of the country, the force will continue using INSAS. The decision has been taken according to the operational requirement of the force," a senior UHM official said.

Union Home Secretary LC Goyal told a parliamentary committee last month (March) that there is a "noticeable decline" in public support for terror outfits in Jammu & Kashmir (J&K), but cautioned that the country should be on its guard against the activities of terror group, Hizb-ul-Mujahideen (HM), The Times of India reports on April 27. Goyal's deposition before the parliamentary panel on March 26 is now made public in the committee's report laid before the Rajya Sabha (Upper House of the Indian Parliament) on April 23. The Home Secretary had told the committee that the HM is a threat to both J&K as well as other parts of the country. "In the hinterland, no major incidents have taken place barring three minor incidents. This is largely because of the fact that we were able to neutralize a number of Indian Mujahedeen (IM) modules in 2013-14. But some remnants of HM based in Pakistan are still creating a situation where we need to be on our guard. I would like to assure the committee that the government is alive to these challenges on the internal security front," Goyal told the panel. He pointed a finger at Pakistan, saying J&K was suffering from Pakistan-sponsored cross-border terrorism while terrorism in the hinterland "also has, more often than not, cross border links".

He accused the Kashmiri separatists of instigating locals against the Government and Security Force (SF) personnel by exploiting emotive issues like alleged excesses by SF personnel, misuse of laws like Armed Forces Special Powers Act (AFSPA) and Public Safety Act (PSA) and perceived apathy of Government towards families affected by the recent floods. Meanwhile, General Officer Commanding (GOC) of Srinagar based Chinar Corps, Lieutenant General Subrata Saha, said that movement of a group of 2 militants was observed near the fence in Jamma Gund area of Keran sector during last night (June 7). He said that the troops fired on the militants and they fired back leading to a brief gun battle but the militants fled back towards the other side of the LoC. The GOC said that searches were conducted in the morning and a wire cutter and a stick was recovered near the fence. He said that they had come to cut the fence which they usually do to infiltrate. Saha also said that militants are making desperate attempts to infiltrate into Kashmir but the troops along the LoC are alert to foil any of their attempts. The GOC said that 200 militants are waiting on the LoC for infiltration but they are finding it difficult. He said that Army has observed a lot of movement on the other side of the LoC. Sources said that Army has noticed increased movement of the militants near the LoC on the Pakistan occupied Kashmir (PoK) side over past few weeks and have increased vigil so as to foil any infiltration attempts.

DGP Rajendra said that intelligence reports suggest that there will be rise in the levels of infiltration. “Attempts are being made from across and there is lot of concentration. There are intelligence reports that the attempts of infiltration will increase”, he said. The Police chief said that there are around 100-200 militants waiting across near the LoC for infiltration. He said that the number of infiltrators waiting near the LoC vary from time to time. “The figures vary from time to time. Giving one number is difficult. Sometimes there are reports of 100, 150 and 200 infiltrators waiting across. It also varies from agency to agency”, the DGP said. He further said that there are around 40 militants operating in the border District of Kupwara.

The government also said no military approach can help deal with the situation “which is essentially a result of alienation.” Senior People's Democratic Party (PDP) leader and Minister for Education Naeem Akther said the government is “fully aware” of media reports that some 35 young boys have landed in militant ranks in the recent past. “It’s obviously a matter of concern. It has thrown up a big challenge for us on various fronts—moral, political and social. I believe the problem can’t be dealt militarily as the cause behind it is alienation,” Akther said. Pertinently, a group of young-boys-turned-militants posed in a photograph which was uploaded on social networking site, Facebook, sending security agencies in Kashmir into a tizzy. According to Police estimates, 100 youth joined militancy in the past 18 months while 35 youth joined militant ranks this year. These youth mainly hail from South Kashmir.

Director General Recruitment of Army, Lieutenant (Lt) General R N Nair, told reporters on the sidelines of Passing Out Parade of Jammu and Kashmir Light Infantry at Srinagar that Army is making more recruitments in Jammu and Kashmir than its vacancies. “Jammu and Kashmir recruitment is very strong. We have 1400 vacancies for Jammu and Kashmir but we recruit over 2000 every year”, said Lt Gen Nair. The Director General said that the response to the Army’s recruitment rallies is overwhelming. “When we conduct recruitment rallies thousands are queuing up”, he added. Lt General Nair said that there were times in Kashmir when Kashmiri youth were not turning up for Army recruitment rallies. “There were times when we were conducting recruitment rallies here, people were not turning up. Now they come in thousands and they try to get recruited. The motivation to join the Army is there and it has increased”, he added. The Director General said that militants wanted that Kashmiri youth should not join the Army but they have failed in it. “Unfortunately terrorist groups want that civilians should not join the Army. They have totally failed. You find recruitment in Jammu and Kashmir is much more than what we are expecting and what are the vacancies. So I am sorry to say militants have failed to achieve what they wanted to”, he added.

As per the figures given by him, there were 347 ceasefire violations in 2013, which increased to 583 in 2014. In 2015, till June 30, there have been 199 ceasefire violations. Deputy Inspector General of Police North Kashmir, Garib Dass said that the Tariq along with Qayoom Najjar fired upon a Police party at Mirgund in Baramulla District on August 1 in which Station House Officer (SHO) Pattan and two cops were injured. “After giving slip to Police, a search party again spotted them running at Gulabwari in Sumbal but they did not open fire as they were not sure whether the duo were militants or civilians. Subsequently, the two militants jumped into the water but Tariq could not swim and he drowned. However, Qayoom Najjar managed to cross the river and escaped,” the DIG said. He said “All the launch pads across the LoC in Kashmir are active. Estimates are that there are large numbers of militants and intensity of attempts to infiltrate is also high. Every day, we receive intelligence inputs and are visible as well. So, till our troops are deployed there, we understand we can face this challenge.” The GOC said that so far there has been zero infiltration in Kashmir this year due to good intelligence network. “I think this is the first time that we have been able to achieve zero infiltration so far particularly in this period when the snow melts and it takes a while for the anti infiltration obstacle system, the fence to come up, so that it goes entirely to the credit of the soldiers who are operating on the ground and of course supporting them is a good intelligence network and improved surveillance grid and some very depth changes in depositions that have been done to be sure we were able to pre-empt all these attempts to infiltrate”, he added.

There have been 33 incidents of ceasefire violation along the India-Pakistan border since May, 2015 Haribhai Parathibhai Chaudhary, the Minister of State for Home Affairs, in a written reply to the Rajya Sabha (Upper House of Indian Parliament) stated on August 5, according to The Times of India. He also said three security personnel and one civilian lost their lives in these incidents. Three security personnel and 12 civilians were also injured in the violations. The figures were from May 1 to July 27, said the written reply. "Various measures are taken for the safety and security of the people residing in the border districts. The affected families are temporarily shifted to safer places and accommodated by the administration at various government buildings and are provided all basic amenities like healthcare, drinking water, power, temporary toilet, sanitation and security," the minister said. He said security measures have been augmented in the border areas and the anti-infiltration grid strengthened. He also said Police deployment was made in border areas during night and adequate security was being provided to the abandoned villages for protection of property. "Close coordination amongst various agencies is maintained. Uninterrupted power supply is also being provided in border villages during the night. Bullet-proof bunkers and ambulances are kept in readiness at convenient locations for evacuation of people in case of emergency," Chaudhary added.

After sustained questioning for nearly eight days, alleged Pakistani terrorist Mohammed Naved Yakub was brought to New Delhi on August 13, amid tight security for a lie detection test, reports Daily Excelsior. National Investigation Agency (NIA) Director General Sharad Kumar, who returned from his two-day visit to Jammu, said the agency has evidence that he belonged to Pakistan and was part of Lashkar-e-Taiba (LeT), which trained him in use of arms and ammunition and for recruiting cadre for expansion of the terror group. “As far as the case of his Pakistani origin is concerned, it’s an open and shut case as NIA has enough evidence,” Kumar said. The NIA chief said since Naved was still hiding certain things he will be made to undergo some scientific tests, including a lie detection test. Naved, who was questioned yesterday in his presence of Kumar, said that he had undergone a refresher course for six weeks in Pakistan from March this year along with 25 others before infiltrating Kashmir. This was after he had undergone two training modules– ‘Daur-e-Aam’ and ‘Daura-e-Khas’. While the first module teaches LeT cadre physical fitness, mountaineering and use of small arms, in the second they are trained in using assault rifles and manufacturing small explosives. NIA has secured his custodial remand till August 24.

General Officer Commanding (GOC) 15 Corps, Lt General Subrata Saha, told reporters on the sidelines of a function in Srinagar that Army has foiled 11 infiltration attempts since May this year and killed 19 infiltrators. “Since end May, there have already been 11 attempts in which 19 terrorists have been eliminated. So, if you compare it, yes definitely there is increase in intensity of attempts to infiltrate and they have all been eliminated”, Lt General Saha said. The Corps Commander said that late snowfall this year could be one of the reasons for increase in the intensity of the infiltration attempts. “First of all this year we had late snowfall. This could be reason for increase in the attempts of infiltration. Apart from that whether there is specific intention and one can’t say as they are getting eliminated on the LoC”, he said. Outgoing General Officer Commanding (GOC) of 15 Corps, Lt General Subrata Saha, who is likely to be new Director General Military Operations, said that the LoC fence that was constructed after 2003 ceasefire between India and Pakistan required qualitative improvement. “As we point to the future, we are looking into the future. We are looking for much better technology because the current fence has lived for 10 years. Although, it is replaced at places every year but then it requires a qualitative improvement. Now that is going to be done. We are going for much more improved fence. We will try to replace entire fence. We will look into areas which need it earlier”, said the GOC. Saha said that new surveillance equipment will be also installed along the fence to make it smart. “Important thing is we are looking at some technological advances that have taken place to ensure that the fence is able to better withstand the vagaries of weather that we have here especially in Kashmir. It is something we have tried last year, designed changes to make it more effective….and then of course we will have the equipment that makes fence a little more smart… it will be integrated with the fence itself. We are improving it and these are the major changes we are looking at”, he added. Lt General Saha further said that at places where terrain is difficult there are multiple layers of fence to counter the infiltration. “The terrain is difficult. No doubt about it. We have learnt from the experiences of the past. And, because of this, we have gone in for now multiple tiers. Even, if they (infiltrators) succeed in going through one, but between the second or third, they are neutralized. When we say multiple tiers, in certain examples, the fence may be ahead, we also have some good strong terrain features in the depth. We are taking the advantage of terrain through the multiple tiers. In some specific areas, where the terrain demands, we have got multiple fences also. It has helped”, he said. The GOC said that infiltration attempts this year have increased and in 11 attempts the army has neutralized 19 infiltrators so far. “This year – 2015 – if you see: first of all there was a late snowfall. Because of late snowfall, the attempts started late and within this short span of time, the number of attempts that have been made are definitely higher than previous years. There were 11 attempts in which 19 terrorists have been eliminated. Likewise there is an increase in the movement that we noticed…if we go by the numbers they are marginally higher than the assessments we had put on in the previous years. Percentage is marginally high”, he said. Lt General Saha said that militants are making more attempts after the improvement in security situation in Kashmir. “It is obviously linked to the fact that the improving security situation is something that perhaps they are unable to reconcile with”, he added.

We maintain ceasefire but have to retaliate when Pakistan army didn’t relent and continue firing. Pakistan army not only targets our forward posts on the LoC but directly fires at the civilian population. We are forced to retaliate to Pakistan’s cross-border shelling,’” Lt Gen Nimbhorkar said. “We are of the opinion here specially in our country that it (targeting civilian areas) is unethical. It does not behove of the army (Pakistan), who are targeting the civilian areas that much I can say about this,” he said. “Our Army is ethical–our Army is professional. We do not believe in having abrogating any agreements (ceasefire maintaining agreement of November 2003) which we have. But if the adversary indulged in it (firing and shelling), we are forced to retaliate in a proper manner,” the GOC 16 Corps, In charge of twin border districts of Rajouri and Poonch among other areas of Jammu, said.

If we pull out now, we may just lose the ground and that space may be filled by elements which are inimical to the civil society,” General Officer Commanding (GOC) of Srinagar-based 15 corps Lt Gen Satish Dua told reporters in Srinagar. He said due to persistent efforts of the Army and other Security Forces (SFs), “today we have a network grid of security forces in Kashmir, which saw a lot of violence over the last 25-26 years”. “We have brought the situation down to such a manageable level, to a low level of violence so that the work for development can be undertaken,” Lt Gen Dua said. “We have made these gains painstakingly, with blood and sweat of our comrades and friends from civil life. Now that we have come to this, I think we need to give it some more time,” the top Army Commander said. Further, Lt Gen Dua termed the waving of flags of Islamic State (IS) by masked youths in after Friday prayers as an exercise to “grab attention”. He, however, said there was radicalisation and it needed to be checked.In addition, Lt Gen Dua said, up to 1150 militants are in about 17 training camps in Pakistan and parts of Kashmir under its occupation and about 325 ultras are at launch pads along the Line of Control (LoC) waiting to sneak in. “As per our intelligence inputs, there are about 17 terrorist training camps in Pakistan and Pakistan occupied Kashmir (PoK) put together. Out of that, nine are opposite the 15 Corps zone. Four each are in Manshera, which is in Pakistan and Muzaffarabad. “Total strength of terrorists in these camps is anything in between 1000 to 1150,” he said. He said that there are 23 different launch pads on the other side closer to the LoC having strength of 315 to 325 militants waiting for opportunity to sneak in. There is a bulge in the militants in the launch pads because they are unable to get across, Gen Dua said. “Whenever they have tried an infiltration bid, it has always been foiled or the militants have been eliminated. So, what is happening is that their numbers are swelling up but they are unable to get across,” the Army Commander said.About the trend of infiltration bids by militants this year, the Corps Commander said attempts are always there to step up such activities before summer season comes to an end and the mountain passes close due to snow.On recruitment of youth into the ranks of militants, Gen Dua said “there have been some recruitments and we are aware of them. In fact, not only have there been recruitments, seven of them have been caught, killed or have returned also. Some boys have even returned back from the fold of militancy.”Referring to the use of social media by militants especially Hizb-ul-Mujahideen (HM) commander Burhan Wani, he said they are doing so to grab news headlines. On being asked whether India has taken notice of a statement reportedly made by Sharif in this regard, MEA spokesperson Vikas Swarup said "When a statement comes from him (on Kashmir), then we will reply." On a question that Pakistan PM Sharif will be raising the issue in his address to the UN, Swarup said, "The first thing is, has any action been taken by the United Nations? If there is an action taken by the UN, we will respond appropriately, and if no action is taken by the UN, it itself tells that nobody has taken the cognisance." In the interim, reacting to the allegations made by Pakistan that India was raising a 197-kilometers-long, 10-meter-high and 135-foot-wide wall on the Line of Control (LoC), MEA spokesperson Vikas Swarup said that India was aware of the two letters written by Pakistan to the UN. "The first letter was written on September 4, which states that there was no bilateral dialogue. After that the Border Security Force (BSF) and Pakistan Rangers have already met. He said it was not possible to construct a wall along the IB keeping in view the topography of the area where the IB is situated. “This is a story created by Pakistan. In an address to the United Nations (UN) that was widely anticipated in the subcontinent because of previews in Pakistan that he would present evidence of India fomenting unrest in Pakistan, Nawaz Sharif came up with zilch. Aside from generically saying neighbors should not foment instability in Pakistan (which could apply to several countries) there were no charges, forget any shred of evidence, which Sharif's National Security Advisor (NSA) and other officials had promised to produce. Instead, it was a familiar lament about how Kashmir has been neglected by the UN and resolutions on the issue had not been taken up, although Pakistan stands in violation of most aspects of the resolution such as vacating Occupied Kashmir. "Global threat of terrorism cannot be defeated without addressing the underlying causes," Sharif said, repeating an argument that has been largely discredited as validating terrorism. Without naming India, he said some countries were suppressing the rights of self-determination in the name of fighting terrorism. Sharif said he had reached out to the Indian leadership when the new dispensation took over in New Delhi last year but things had gone south with the escalation in border tension in recent days. To avert further escalation, he was proposing a new peace with India with steps, including formalising and respecting the 2003 understanding on ceasefire with a ramped up UNMOGIP, an affirmation that neither side will resort to force or threat of use of force, steps to demilitarize Kashmir, and mutual withdrawal from Siachen. Earlier, indirectly accusing India for its instability, Sharif said in his United Nations General Assembly (UNGA) speech, "Wisdom dictates that our immediate neighbor refrains from fomenting instability in Pakistan. The two countries should address and resolve causes of tension and take all possible measures to avert further escalation." Countering Sharif's charges, Swarup said, "Pakistan's instability arises from its breeding of terrorists. Blaming neighbours is not a solution." Sharif in his speech also suggested a new peace initiative between the two countries. One of the ways to achieve peace, according to him, was to demilitarize Kashmir. Apart from this, he also wanted unconditional and mutual withdrawal from Siachen Glacier, the world's highest battle ground. Swarup seem to have reacted to this in his tweet: "To de-militarize Kashmir is not the answer, to de-terrorize Pakistan is." In another tweet, he said: "Pakistan is not primary victim of terrorism but of its own policies. It is in fact the prime sponsor of terrorism." Separately, Pakistan PM Sharif on September 30, proposed a new four-point "peace initiative" which includes demilitarisation of Kashmir and unconditional withdrawal of forces from Siachen, reports The Times of India. Addressing the UNGA, he also proposed restraint by both countries from "use or the threat of use of force under any circumstances" and formalisation of the 2003 border ceasefire as part of the formula to ensure peaceful ties between the two nuclear-armed neighbours. Reacting to demands raised by the people for immediate construction of concrete bunkers and allotment of 5 marla plots to them as promised repeatedly by both Central and State Governments, the Union Home Secretary assured the people that the Centre was committed to construction of concrete bunkers for the border dwellers and assured the people that he would submit a detailed report to Union Home Minister (UHM) Rajnath Singh on his return to New Delhi. In a written reply to a question asked by the Member of Legislative Assembly (MLA) Javed Ahmad Rana, the CM said: “A proposal has been submitted to the Union Ministry of Home Affairs for the construction of 20,125 community-type bunkers at various places along the LoC / IB in Jammu division for people living near the border.” The reply informed the Legislative Assembly that these bunkers would cost over INR.1,000 crore.”The Government of India has sanctioned INR 3 crore for the construction of bunkers on a pilot basis,” reads the reply.

In an exclusive interview to Excelsior, Lt General Dua said that for past few weeks their attempts to infiltrate have increased ahead of snowfall that closes the mountain passes. “Just before snow sets in, they keep trying to push in militants. There are over 300 militants who are ahead on the launch pads waiting to be launched. But unfortunately for them, they are not finding an opening. The infiltration that happened this year is negligible and whatever does get through shallow area is being caught there”, he added. The GOC said that due to coordinated efforts and multi-tier counter infiltration grid militants are finding it difficult to infiltrate and in frustration they create some incident on the LoC. “Because of our coordinated, multi-tier counter infiltration grid, they are not able to get through in the numbers they want to. General Officer Commanding (GOC) of Army’s 15 Corps, Lt General Satish Dua, said in Srinagar that there will be a desperate bid from militants to infiltrate into Kashmir before the mountain passes are blocked with winter snow. “Almost all the infiltration attempts are getting frustrated. There, however, will be a push by infiltrators, the last ditch effort, before the passes close,” Lt Gen Dua said. The GOC claimed that the counter infiltration grid is very strong, which is preventing militants from crossing into Indian Territory. The Army officer said that they have intensified patrolling, operation and surveillance along the LoC so that militants are denied entry into Kashmir. He said that this is crucial phase and Army is maintaining alertness along the LoC. Lt General Dua said there has been a spurt in the number of local Kashmiris joining the militancy. He said there are 229 militants at present active in Kashmir, 51 of whom are foreigners. “More locals are joining… there are seven foreign terrorists in South Kashmir and 44 in North Kashmir,” he added.

Addressing a press conference in Srinagar, Mirwaiz said that Kashmir issue is not an economic problem and described the economic package as political bribe. “Economic packages are deception and political bribe. The aim of announcing these economic packages is to silence people, which is impossible. Kashmiri people want to make it clear that the ongoing happenings in the region are not law and order problems. Kashmir problem is not the problem of good governance and bad governance; it is not an economic problem… it is political problem,” he asserted. Expressing disappointment over the fact that PM maintained hardline stance with regards to Kashmir during his recent Valley visit, Mirwaiz said: “Modi said on the face off all that ‘we don’t need suggestion of anyone over Kashmir and we know what we have to do’. Militant outfits Lashkar-e-Taiba (LeT) and Tehreek-ul-Mujahideen (TuM) on November 21 distanced themselves from the Islamic State (IS), saying “they see no scope for the IS and al-Qaeda in Jammu and Kashmir (J&K)”, reports The Hindu. “Kashmiri people don’t want aid and support from an external group. They are capable enough to fight against the Indian aggression themselves,” LeT spokesperson Abdullah Ghaznavi said. He described the IS as “production of anti-Islamic Western countries”. “To link our struggle with the IS is mere propaganda unleashed by India,” said the LeT spokesman. General Officer Commanding (GOC), 16 Corps, Lt. General R.R Nimbhorkar on November 19 had expressed apprehensions that “the IS joining hands with the LeT to launch attacks in India can be a possibility as the motive of the terrorists is to spread their propaganda”.

Army on November 24 said that at least 60 militants are active in North Kashmir where an Army operation is going on for past two weeks in Kupwara forests against a group of highly trained Lashkar-e-Toiba (LeT) militants, reports Daily Excelsior. The General Officer Commanding (GOC) 15 Corps, Lt General Satish Dua told reporters on the sidelines of a function in North Kashmir’s Handwara town that there are 50 to 60 militants active in North Kashmir. It may be mentioned here that Security Forces (SFs) killed 56 militants in North Kashmir this year including those who were killed along the Line of Control (LoC) while infiltrating. Replying to a query about Manigah forests operation that is going on for past 11 days, Lt General Dua said that Army has tightened the noose around the group in the forests after their infiltration. “This operation is going on for past few days and one of our officers was martyred and one terrorist was also shot dead. They are not able to go out of this area after infiltration”, said the GOC. Lt General Dua said that Army does not use heavy weaponry during the operations to avoid collateral damage. He said that Army in its operations against militants ensures that there is no collateral damage. “It is why we suffer damages and you see in operations our jawans get injured”, he added.

Addressing a press conference at BSF Headquarters at Paloura, Sharma said Pakistan’s Security Forces (SFs) are allowing Saeed to “openly operate” in the border areas to indoctrinate terrorist groups allegedly in connivance with some of the Pakistan’s agencies. “You see Hafiz Saeed has been repeatedly provoking terrorists. Recently inputs have come that motivational speeches are being delivered in the terrorist camps and launching pads that we have to engineer terror acts (across the border in this side),” Sharma said. The BSF IG was replying to a question whether the terror infrastructure across the border has increased. “There has been an increase in such activities across the border. Motivational talks and provocative speeches by preachers have increased,” Sharma said. “He (Hafiz Saeed) has been engaged in motivational speeches. He has been seen doing this in Sialkote and some other areas, and he is visiting various parts of Pakistan,” he added. He said that the Islamic State of Iraq and Syria (ISIS) is a live threat that cannot be ignored. On this week’s attack on an Army camp in Tanghdar near the LoC in the frontier district of Kupwara, the GOC said it was part of the militants’ strategy to hit the nearest Army post or camp as they were unable to breach the multi-tier counter-infiltration grid. “This is not a new phenomenon. In Tanghdar itself, you are aware few months ago there was a similar attempt and it resulted in a similar operation. So, they always try to get in close with the Army post or camp because they are unable to infiltrate due to this well coordinated counter-infiltration grid. The Government will hold talks with all those who eschew the path of violence in Jammu and Kashmir (J&K), the Lok Sabha (Lower House of Parliament) was informed on December 1, reports Daily Excelsior. Union Minister of State for Home Affairs Haribhai Parathibhai Chaudhary said, “The Government remains open to dialogue with those who eschew the path of violence and are willing to work within the framework of the Constitution of India.” He said this in reply to a question whether the Government has initiated any talks with separatist organisations in J&K with a view to restore peace in the State. The Minister also listed measures taken by the Centre in tandem with the State Government to put an end to the violence in the State which includes multi-pronged approach to contain cross border infiltration, construction of border fencing and pro-active action against terrorists within the State. He said the Government has adopted various counter measures to neutralise the efforts and capabilities of militants to disturb peace in the State. Asserting that about 30 to 40 hardcore Pakistani militants were waiting across the LoC, mainly opposite Poonch sector, for an opportunity to infiltrate into this side, the GOC Nagrota Corps said the troops have been concentrating mainly on Poonch sector as movement of the militants across Rajouri sector was very less. “The militants were mainly focusing on Poonch sector for infiltration. All four infiltration attempts by the militants in the past few months have been foiled in Poonch sector. They (the militants) will continue to make the intrusions bids but our troops are determined to foil them,” Lt Gen Nimbhorkar said. He pointed out that militants were desperate to infiltrate into this side as their cadre were running extreme short of strength and weapons and were making frantic calls for help to their mentors across the LoC.

He said: “There are different estimates but there is a mix of foreign and local militants and the number is not very large at this point of time. May be around 200, out of which one-third could be foreign militants.” While addressing press conference after a passing-out parade of CRPF new recruits in Srinagar, Bhagat said there is an upsurge of militancy especially before the onset of winters. “This has been there over the years. But all said and done, one can still say that the incidents that have been taking place have been taken care of and the security forces have been able to neutralize a lot of militants”, he added. The Special DG CRPF while giving details of the recent incidents of militancy in Kashmir said that SFs have killed 40 militants in the Valley this year with the help of CRPF. “Recently, there was firing on a CRPF convoy in which as many as six personnel were injured. The very next day, with the help of the Special Operation Group (SOG), the CRPF was able to neutralize two militants,” he said. Bhagat said that 200 CRPF men were injured, some of them critically, in dealing law and order situation in Kashmir valley. “Not only that, especially in the context of maintaining law and order, in as many as 130 incidents, almost 200 CRPF personnel have been injured and some of them grievously. But despite all these provocations, the forces have not gone berserk by resorting to indiscriminate firing. That gives us the entire picture,” he said.

National Security Advisor (NSA) Ajit Doval and Union Home Secretary Rajiv Mehrishi have sought reports from Jammu and Kashmir (J&K) on the activities of Islamic State (IS) as direct link has surfaced in the State of three youths arrested from Nagpur following sensational disclosures that they wanted to reach Pakistan occupied Kashmir (PoK) via Kashmir for their onward journey to Iraq and Syria via Afghanistan, reports Daily Excelsior. The disclosures have been substantiated with recovery of IndiGo air tickets from Mumbai to Srinagar from the possession of three youths at the time of their arrest. Official sources told the Excelsior that J&K Police was in touch with their Hyderabad counterparts and didn’t rule out the possibility of a J&K Police team visiting Hyderabad to join interrogation of the youth, who had been arrested for second time in the past two years for their attempts to join the IS. Sources said Doval and Mehrishi have written to five States including Jammu and Kashmir, Telangana, Andhra Pradesh, Kerala and Maharashtra seeking details of radicalization of youth towards the IS. Though Defence Minister Manohar Parrikar and Union Home Minister (UHM) Rajnath Singh had recently stated that the Centre has minimized the impact of IS, the Centre wanted all vulnerable States to remain on high alert on the IS threat.

Top Lashkar-e-Taiba (LeT) militant Abu Qasim, who was involved in attack on Army Convoy in Srinagar two years ago, was among 100 terrorists killed in encounter with Security Forces (SFs) in Jammu and Kashmir (J&K) in 2015, the Army said in Jammu on December 29, reports Daily Excelsior. “During the 2015 year in various successful operations, over 100 terrorists have been neutralised including some top terrorist commanders like Abu Qasim, LeT, who was responsible for Hyderpora attack on Army convoy in 2013,” Public Relation Officer (PRO) Defence Northern Command, Colonel S D Goswami said. “Counter terrorist grid continued to maintain dominance and deny any space to terrorists. Synergised hard-intelligence based joint ops with the J&K Police and CAPF (Central Armed Police Force) have been the hallmark of these operations,” he said. Apart from neutralising terrorists, this year over 350 weapons and 40 Improvised Explosive Devices (IEDs) and explosive hauls have been recovered, plus other “warlike and logistics stores”. “This clearly highlights the nefarious designs and intransigence of Pakistan to continue abetting terrorism in J&K,” he said. PRO said, “Though there has been an overall improvement in security situation in the State however, this cannot be construed as return of normalcy, as Pakistan continues to abet terrorism to keep the situation volatile”. “The nexus intent and the terrorist infrastructure remain intact,” he added. In a year that witnessed desperate attempts by the nexus of terrorists & separatists to reassert themselves, Army was eminently successful in restricting the terrorist initiated incidents, in spite of regular attempts to destabilise the prevailing peace by attempting terrorist initiated incidences on soft targets & orchestrating agitations, Colonel Goswami said. “The internal security situation in J&K is stable. The counter terrorism operations are effective and the potential of terrorists has significantly reduced. There is high level of synergy amongst all security forces and Government agencies”, he said.
