Fissures have surfaced in All-Party Hurriyat Conference- Mirwaiz (APHC-M), as its chairman Mirwaiz Umar Farooq terminated the membership of some key constituents represented by some senior leader, The Hindu reported on January 4.“The APHC has terminated the representation of Shabir Ahmad Shah [Democratic Freedom Party], Nayeem Ahmad Khan [National Front] and Mohammad Azam Inquilabi [Mahaz-e-Azadi] for their indiscipline, anti-Hurriyat activities and continued absence from meetings for the last over 18 months. Following their differences with some of the APHC leaders, we constituted enquiries, called them for cooperating with the investigation and maintain the organisational disciple. As they chose to be not amenable and ignored all invites and opportunities, we were constrained to fulfil the constitutional requirements. They are no more members of the APHC,” the Mirwaiz commented on January 3. The Mirwaiz also confirmed having mailed a letter, to the APHC-M’s Pakistan occupied Kashmir (PoK) convener Yousuf Naseem on December 27, 2013 following the APHC executive council’s decision, with the direction that the representatives of some constituents may no longer be invited to the group’s meeting in Muzaffarabad.

He publicly acknowledged that secret envoys from the two countries had almost arrived at an agreed resolution to end the conflict in Kashmir. “At one time it appeared an important breakthrough was in sight. However, in Pakistan, General Pervez Musharraf had to make way for a different set of [leaders]. I think that led to the process not moving properly. However, I still believe that good relations between India and Pakistan are possible.”

Accusing United Nations (UN) of succumbing to the pressure of super powers, Chairman of Hurriyat Conference (M) Mirwaiz Umar Farooq on January 5 said the world body has miserably failed in Kashmir and now the Hurriyat will move ahead with “various alternatives” to find a solution to Kashmir issue, reports Greater Kashmir. He, however, said that for any solution- freedom, out of box idea or merger with Pakistan- people of all five regions of Jammu and Kashmir (J&K) have to be taken on board by India and Pakistan in both back-channel and open talks. “We have been keenly observing UN role in Kashmir ever since it was formed after World War II. The body succeeded in ensuring truce between India and Pakistan. As far its resolutions regarding holding plebiscite in Kashmir are concerned, it has failed due to its dual policies and the diktats it receives from super powers like US,” Mirwaiz added.

"Reduction of the footprint of security forces and phased revocation of AFSPA doesn't need a referendum, just a courageous statesman to decide," Omar said Twitter. He made it clear that Governments were elected to power for governance and decision making only. General Sanjiv Chachra on January 15 said that major challenge was ahead for the Army in the Jammu and Kashmir (J&K) in 2014, in view of forth-coming elections and also in the wake of pull out of foreign troops from Afghanistan while the militants reaching in J&K via Nepal are posing a major security threat, reports Daily Excelsior. “The situation in the neighbourhood is definitely going to have its impact on this part of the country as the terrorist groups operating in Afghanistan or North-West border of Pakistan can shift their focus to the Jammu and Kashmir to create violence, especially in view of the coming elections in 2014. But the Army is well prepared to frustrate their designs and keep check on any infiltration attempt along the Line of Control by them”, said Lt Gen Chachra. Also, Sanjiv Chachra said the talk of withdrawal of the Armed Forces (Special Powers) Act (AFSPA) from J&K was "pre-mature", even as the state's political parties mounted their opposition to the law.

The Governor observed that terrorism and militancy, which commenced in 1990, have resulted in large human and economic losses and caused prolonged miseries for the common man. Jammu and Kashmir (J&K) Chief Minister Omar Abdullah said there was no “recent evidence” to suggest that Pakistan wants to negotiate a permanent settlement to the Kashmir issue, reported Daily Excelsior on January 29. Omar also said that India and Pakistan do not have “good neighbourly relations” and that some people in that country would like nothing more than to see the “end” of him. On the issue of terrorism in his State, the Chief Minister said militants of 16 different nationalities including those from the US and the UK have either been caught or killed in J&K. The Police Chief stated that most of the militants operating in valley hail from Punjab area of Pakistan and there are no reports with the security establishment that the ultras are from any third country like Chechnya, Bosnia or Afghanistan. The militants operating in valley are either from Pakistan occupied Kashmir (PoK) or Pakistan, he added. He remarked that there are three main militant groups active in valley: Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammad (JeM). Giving details of the anti-militancy operations, the Corps Commander said the SFs have managed to neutralise 63 militants in the first half of this year. “We have killed 40 terrorists including 17 from Lashkar-e-Toiba, 11 from Hizbul Mujahideen and 8 from Jaish-e-Mohammad. 23 terrorists have been apprehended during this period,” Singh said. He said that among 40 killed, 18 each are foreign and local militants while nationality of 4 was not confirmed. The GOC said 140 weapons including 60 pistols have been recovered during the operations against militants in the Valley. “When pistols are recovered they have potential of close range firing”, he added. The Corps Commander said that last year 10 top militant commanders were killed in Kashmir valley while this year so far equal numbers of commanders were eliminated.

Speaking at the 49th conference of the Director General of Police (DGPs), Inspector General of Police (IGPs) and head of all Central Police organizations, the IB chief said that the safe sanctuaries of the militants in neighbouring countries, particularly Myanmar, was compounding the situation. He said that in Assam, the militant outfit Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) accounted for 85 per cent of the civilian casualties. In Meghalaya’s Garo Hills, the militant outfit Garo National Liberation Army (GNLA), operating in tandem with the Independent faction of United Liberation Front of Asom (ULFA-I) accounted for 75 per cent of civilian killings and 40 per cent of the incidents. In Manipur, Meitei underground outfits accounted for 55 per cent of the casualties while in Nagaland, internecine clashes between various outfits for area domination and extortion were still on. In Arunachal Pradesh, turf war between National Socialist Council of Nagaland (NSCN) factions continued in two Districts of Triap and Changlang.

The bulk of the ceasefire violations (395) in 2014 were reported from the International Border (IB) under operational control of the Border Security Force (BSF), while the Line of Control (LoC) and IB areas under the Army's control accounted for only 27.5 per cent of the cases. As per data presented in Rajya Sabha (Upper House) in reply to a, the 395 truce violations reported from IB areas under BSF were nearly 167 per cent more than the 148 incidents witnessed in 2013. However, the situation was reversed in LoC/IB areas manned by the Army, with violations falling from 199 in 2013 to 150 until November 25. Incidentally, the Army-controlled LoC/IB had reported a higher incidence of truce violations in 2013 than the IB areas under BSF.

The PRO said that Army suffered 29 fatal casualties and 45 non-fatal casualties in counter terrorist operations in the State during the year. As many as 410 ceasefire violations were reported along International Border (IB) and 152 violations along Line of Control (LoC), in which 19 people, including 5 jawans, were killed and over 150 injured, besides scores of cattle perishing. He also said that Army recovered 394 different types of weapons in different operations along the LoC and in hinterland in the State. He added that terrorists had planted 15 IEDs, but these were detected and defused by the Army, averting major tragedies.

Claiming that more than 160 militants were ready to infiltrate into Jammu and Kashmir, the Army on December 31said the counter-infiltration grid on the Line of Control (LoC) was robust to meet any such challenges, reports Times of India. "Our estimate is that around 160 to 170 terrorists are waiting to infiltrate ... (but) the counter-infiltration grid is robust as always. Even though there are challenges because of the weather, it is our responsibility to respond to those challenges and we are ready for that," Commander of Srinagar -based Chinar Corps Lieutenant General Subrata Saha said. "This year there has not been much snow so far as there was the previous year. There has been 12 to 19 inch snow at some places but temperatures are down and there are separate and new challenges because of that and we have to face them and respond to them," he added.
