Separately, while seeking a consensus within Jammu and Kashmir to carry forward the peace process, Chief Minister Mufti Muhammad Sayeed appealed to the ‘gun totting youth’ and their leaders across the border to give the peace process a chance. Addressing a peace rally in the capital Srinagar, the Chief Minister said that people of India and Pakistan have not only realized the significance of peace but also developed a stake in it. On January 13, the Union Government formally invited the All Parties Hurriyat Conference (APHC) led by Maulana Abbas Ansari for talks with Deputy Prime Minister L K Advani on January 22 to which the outfit has reportedly responded positively. The decision by the Union Government to invite the Hurriyat said that "pursuant to the decision of the Cabinet Committee on Security on October 22, the Deputy Prime Minister would like to meet you on January 22." In Srinagar, accepting the invitation, Ansari said that Hurriyat would discuss the issue at all levels—executive, working committee and general council—to firm up the strategy and the composition of its delegation for talks with Advani. In a bid for a broader consensus on the talks, he said "we are also going to discuss with all pro-freedom parties outside the Hurriyat Conference."

On January 18, the All Parties Hurriyat Conference (APHC) said that it wanted to hold talks with the militant leadership in Pakistan on Kashmir issue after parleys with the Indian Government and threatened to pull out of the dialogue process if the Government refuses permission to its leaders to travel to the neighbouring country. "We are going to go ahead with the talks with Government (in New Delhi on January 22). In the second phase, we would like to travel to Pakistan to take the Kashmiri and militant leadership across the Line of Control into confidence," Hurriyat chief Maulana Mohammad Abbas Ansari said. If the Centre refuses to allow the Hurriyat delegation to go to Pakistan, it would return to the Kashmir valley and pull out of the talks process, he added.

On January 22, the leaders of the All Parties Hurriyat Conference (AHPC) and the Deputy Prime Minister, L.K. Advani, met in New Delhi and agreed to find an "honourable and durable solution" to the Kashmir problem through dialogue, hoping that all forms of violence at all levels would end. The much-awaited Centre-Hurriyat meeting, the first at this level, also agreed to adopt a "step-by-step approach that would lead to the resolution of all outstanding issues relating to Jammu and Kashmir." After the two-and-a-half-hour session between Mr. Advani and the Hurriyat delegation, led by its chairman, Maulana Abbas Ansari, and comprising Abdul Ghani Bhat, Mirwaiz Umar Farooq, Bilal Ghani Lone and Fazal-ul-Haq Qureshi, the two sides expressed satisfaction that a "good beginning" had been made. The next round of talks will be held in March. Later, a joint statement was read out by Mr. Ghani Bhat, which stated that the discussions were "amicable, free, frank and fruitful.'' The joint statement said the delegation was committed to enlarging the dialogue process to cover all regions of Jammu and Kashmir and addressing the concerns of all communities. The Depury Prime Minister, Mr. L.K.Advani said that the Hurriyat leaders raised the issue of detenus languishing in jails and it was agreed to put systems in place for a "rapid review" of cases of prisoners not involved in heinous crimes. Clarifying on the need to enlarge the dialogue process, Mr. Advani said he told the delegation about the plight of Kashmiri Pandits living in pathetic conditions in camps outside the Valley for more than a decade. Mr. Advani was assisted in the talks by the Centre's interlocutor on Jammu and Kashmir, N.N. Vohra, and the Union Home Secretary, N. Gopalaswami. The Hurriyat leaders will reportedly meet the Prime Minister, Atal Bihari Vajpayee, on January 23, today.

The five-member Hurriyat team which was led by its chairman, Maulana Abbas Ansari, included the former chairman, Abdul Gani Bhat, Mirwaiz Umar Farooq, Bilal Ghani Lone and Fazal-ul-Haq Qureshi. "We apprised him of our discussions with the Deputy Prime Minister, L.K. Advani, yesterday and broadly touched upon several aspects relating to Jammu and Kashmir. The Prime Minister gave us a patient hearing and agreed with us that the dialogue process should be taken forward,'' Mirwaiz Umar Farooq said. The Mirwaiz added that the Kashmiri leadership and the people were with their conglomerate and together they would work for resolving Kashmir issue. The All Parties Hurriyat Conference (AHPC) has appealed to the terrorist outfits to shun violence and give it two months time to resolve the Kashmir issue. The Hurriyat Conference has said that it will present a roadmap for resolving the Kashmir issue to the Union Government in its second round of talks with Deputy Prime Minister L K Advani, scheduled to be held in the later part of March. "We not only have a peace strategy but a roadmap for resolving the Kashmir issue as well. We are going to present this roadmap and some proposals to Mr Advani in our next meeting with him," the Hurriyat leader Mirwaiz Farooq said in a television programme on January 27. However, he refused to divulge the contours of the roadmap but said it would take into account the wishes and aspirations of all communities and regions in Jammu and Kashmir.

The separatist front, All Parties Hurriyat Conference (APHC), announced on February 25 the suspension of talks with the Union Government and gave it a deadline till the month-end to stop human rights violations allegedly by security forces to carry forward the dialogue. "The dialogue process with the Government is in suspension because there is no evidence of sincerity and seriousness on their part," Hurriyat chairman Maulana Mohammad Abbas Ansari said at a press conference at the front’s headquarters in Srinagar. "There has to be a perceptible change in the ground situation by the end of this month. If not, we will not go for talks with the Centre," added Ansari. While claiming that there was no reduction in human rights violations, Ansari also said "if the chain of events unfolding since the beginning of this month does not break, Hurriyat will take a decision on the talks. We will take to streets... We will not take to arms but to protest is our duty." As many as 18 persons have been killed in custody since January 22, 2004, and another 15 have disappeared during the same period, alleged Ansari.

Director General of JKP, Gopal Sharma, disclosed at a press conference that LeT ‘divisional commander’ Shahid Ahmed alias Zulu-4 and ‘district commander’ Zahid Hafiz Arian alias Nayeem were killed during an encounter in the Rawalpora area of Srinagar on June 29. He said that on the basis of intelligence inputs, Police conducted a series of raids in Srinagar and arrested at least 20 terrorists. Sharma also said that five police personnel were wounded during the encounter and added that assassinations of high profile personalities and several Fidayeen (suicide squad) attacks had been planned and executed by the network. The network had also established contacts at several Indian cities, including New Delhi, Mumbai, Pune and Ahmedabad. "It is an issue of right to self-determination. Bilateral talks either between India and Pakistan or between India and the Kashmiris cannot resolve it. Those must be tripartite with all the three parties at the negotiating table," Salahuddin said. On November 29, asserting that the terror infrastructure in Pakistan was "intact" irrespective of the recent thaw in Indo-Pak ties, Border Security Force (BSF) Director General Ajai Raj Sharma said Inter Services Intelligence (ISI)-calibrated infiltration attempts were still on and the terrorists were being given special training to negotiate the border fence. As part of this design, models of the fence and Indian troop positions have been prepared and the terrorists are being provided with plastic ladders and gloves, wire cutters and chemicals that have been specially procured for the purpose. Sharma added that infiltration had decreased during the last four months, mainly because of the vigil by the Indian forces, but around 300 terrorists were always present on "launching pads" waiting for an opportunity to sneak in.

India made the offer on the opening day of the two-day technical level talks on the bus service to overcome the documentation issue while Pakistan stuck to its position that State subject certificate should work as identity on the basis of which the two sides can allow Kashmiris to visit the other side of the Line of Control (LoC). While India favoured use of the bus service by all Indians, Pakistan insisted that it should be exclusively for the Kashmiris from both sides. The Indian side at the talks was led by Alok Rawat, Joint Secretary in the Road Transport Ministry, while the Pakistani delegation was led by Jalil Abbas Jilani, Director General (South Asia) in the foreign office.

Mukherjee said that there has been no let-up in attempts to infiltrate into the State, but better surveillance, high technological aids such as unmanned sensors and radar and proper border fencing have helped in keeping the level of infiltration down. He added that, according to estimates, 67 terrorist training camps and 32 launch pads are still operating in Pakistan-occupied Kashmir and Pakistan. In reply to a query from the Congress MP, Karan Singh, the Minister said the militants had changed their tactics and were now resorting to fidayeen or suicide attacks.

On December 15, the Minister of State for Home, Sriprakash Jaiswal, in a written reply to the Rajya Sabha (Upper House of the Indian Parliament) said a total of 7458 persons were killed in 10,788 incidents in Jammu and Kashmir, North-Eastern States and left-wing extremist (also known as Naxalite) affected states during 2003-2004. During the period up to October 2004, 4322 persons, including civilians, security force personnel and terrorists, were killed in 5624 incidents in Jammu and Kashmir, 1860 persons were killed in 2237 incidents in the North-Eastern states and 1276 persons were killed in 2927 incidents in the Naxalite-affected States. He also replied that during the period, 700 terrorists in Jammu and Kashmir, 1706 extremists in North-Eastern states and 2552 Naxalites in the Naxalite-affected States were arrested.

The Defence Minister, Pranab Mukherjee, informed the Upper House of Parliament (Rajya Sabha) on December 22 that during last three years and up to November 30, 2004, as many as 1575 army personnel, including 102 officers, have lost their lives during anti-terrorism operations in Jammu and Kashmir. Providing details, the Minister disclosed that a total of 255 army personnel were killed during 2004 as compared to 464, 408 and 448 in 2001, 2002 and 2003 respectively. He also ruled out withdrawal of the troops from the Siachen Glacier, adding that there is no such move. He stated that Defence Secretaries of India and Pakistan held talks in Delhi on August 5 and 6 on the Siachen Glacier but what was discussed were "modalities for disengagement and redeployment of troops" and the same were subsequently approved by the external affairs ministers of the two countries while reviewing the status of the composite dialogue.
