The State Government has abandoned the plan to set up an elite anti-terrorism unit in the State, five months after the formation of the squad was announced, a Police official said on January 3, according to Times of India. The Anti-Terrorist Squad (ATS) has been disbanded even before it was formally launched, the official said. "The ATS never came into existence formally and whatever existence it had on paper too has been dismantled," the Police officer told IANS. The decision to form the ATS of the Jammu and Kashmir Police was taken in a cabinet meeting July 14, 2009. As the Special Operation Group (SOG) of the State Police normally conducts anti-terror operations, including intelligence gathering, “it was felt that there was no need for having a parallel set-up to SOG," the official said.

The Central Reserve Police Force (CRPF) killed 190 militants and Naxalites (left eng extremists) besides arresting 2,054 in the year 2009, according to PTI. The Force lost 70 of its personnel. A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

Union Government said the country, especially Jammu and Kashmir, remains vulnerable to militant attacks sponsored by forces from across the border. Complimenting the State Police and Central Reserve Police Force for successfully eliminating two militants in Lal Chowk area of Srinagar on January 6, the Union Home Minister P. Chidambaram said the militants were in communication with their handlers outside the country. "The incident highlights the fact that the country, especially Jammu and Kashmir, remains vulnerable to militant attacks sponsored by forces from across the border," he said in a statement. The Union Home Minister said at the same time the country's capacity to neutralise a militant attack has also increased considerably.

Antony announced that para-military Central Reserve Police Force (CRPF) will takeover security of Jammu-Srinagar National Highway from the Army from January 15, reports Daily Excelsior. Antony said an instruction to this effect has been passed on by the Union Ministry of Home Affairs (MHA) on the request of Ministry of Defence. Antony also said that a request had also been sent to the MHA to issue instruction to discontinue the use of combat uniform by all Central Police Organisations and State Police. He said the hard work put in by security agencies and the people had brought down the level of violence considerably in the State though attempts at infiltration had increased. He added that the year 2010 might be a crucial one as forces inimical to stability and peace in Jammu and Kashmir would make all out efforts to neutralise the gains of past two years. "The incidents in the first week of January in the Valley are indicative of the shape of things to come," the Minister said. Further, Antony asked for ‘intensive operations’ against militants and stepping up of vigilance on the Line of Control to ensure that development process in Jammu and Kashmir does not fall prey to militant activities. The Army informed the Minister about the ongoing operations against militants. They referred to the encounter in a village in Pulwama District in which one militant was killed. Reports said another militant who was besieged had actually managed to escape. Reports from Jammu suggested that a senior Army officer in the unified headquarters meeting told the Defence Minister that “Pakistan is up to something big” and “we need to know what it is”.

The Army Chief General Deepak Kapoor said infiltration from Pakistan had doubled in 2009 as that country wanted to push in maximum number of terrorists but insisted that troop reduction undertaken in Jammu and Kashmir recently will not affect the security situation there. Addressing the annual press conference in New Delhi, Kapoor said infiltration level had increased with 110 terrorists managing to sneak in 2009 till November as compared to 57 in the previous year. The Army chief also said that the current troop level in the State was enough to take care of the infiltration and the estimated number of terrorists in the State was somewhere in the region of 650 to 700.

Announcing the decision, Finance Minister Pranab Mukherjee in his budget speech said that the youths from the State would be recruited in five CPMFs in 2010 as part of the confidence-building measures being taken by the Government. These youths will be recruited in Central Reserve Police Force, Border Security Force, Indo Tibetan Border Police, Sahastra Seema Bal and Central Industrial Security Force. It will be done under these forces' ongoing exercise of expansion in the next two years. Overall, the strength of these five CPMFs along with two others — NSG and Assam Rifles — will rise from the existing 807899 personnel to 846242 by the end of 2010 and finally to 880026 by 2011.

During 2009, the gross infiltration (attempts) was estimated at 485 and net infiltration (number of militants) was 113," the Jammu and Kashmir Minister in charge for Home said in a written reply to Zulfikar Ali in the Assembly. During 2008, infiltration bids were estimated at 342, while 57 militants intruded. There is an increase of 143 bids in 2009 and 56 militants have been able to infiltrate as compared to the previous year. "A number of the steps have been taken to check infiltration. These measures include border fencing and its electrification, installation of night vision devices and heat sensing gadgets," the Minister added.

"As per the statistics provided by the ministry of defence, the terrorists killed in Jammu and Kashmir are 245 in 2009, and 27 up to Feb 21, 2010," Union Minister said in a written reply. "Attempts at infiltration from across the Line of Control (LoC) [saw] a marginal increase during 2009," he informed, adding that 342 incursion attempts were recorded in 2008 and 485 in 2009. Maken said that terrorist activities showed a 'declining trend - from 708 in 2008 to 499 in 2009' in Jammu and Kashmir. The Minister said the Government had adopted a multi-pronged approach to contain cross-border infiltration in the State. This 'includes strengthening of border management and multi-tiered and multi-modal deployment along international border and the LoC and infiltration routes'. The focus, they said, has now shifted to the Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), who remain active. "HuJI and JeM were mostly active in Kishtwar District and have been wiped out. Out of four HuJI militants, three have been eliminated. The fourth has left the organisation and is now working as a freelance journalist," said Ashok Gupta, Inspector General of Police (IGP, Jammu Zone). Nearly 180 militants, including 21 women, are still working in Doda and Kishtwar Districts, Gupta said. "We worked on a strategy for winters and eliminated more and more militants as they came down from the hills. With the support of civilians, we were able to target militants, particularly commanders," he said. This year, 17 militants have been killed in Jammu, of whom 10 were HM commanders, the IGP claimed. Calling the neutralising of militants a major success, the IGP said it was due to "surgical strikes" in south of Pir Panjal in the State, adds Indian Express. Gupta said under "surgical strikes", the Police used two types of planning — "Track and Target" and "Scout, Seek and Kill"— in neutralising the top leadership of the HuJI, JeM and HM outfits in Doda, Kishtwar, Poonch, Reasi and Rajouri Districts of the region. Under the strategy, a large number of Special Operation Groups (SOGs) generated critical real-time information and conducted meticulous operations in high-altitude areas, he said. "Instead of big SOG teams of 20 to 30 members, we formed small teams of five to six men," he said. He said as part of their strategy, the Police targeted militant sympathisers, including women. "We have identified 16 women symathisers of militants in Doda District and another six in Kishtwar District. Now, the process has started in Rajouri-Poonch Districts," Gupta said. While four top ‘commanders’ were killed in Kishtwar, three were in Doda District, and one each in Reasi, Rajouri and Poonch Districts. Two top ‘commanders’ of HM surrendered before the Director General of Police (DGP) Kuldeep Khoda in Doda, Gupta said. "We are focusing on Lashkar," Gupta said, adding there were nearly 100 militants still operating in Doda, Kishtwar and Ramban. Regarding the Police’s summer strategy, the IGP said, "Our concern is that infiltration will increase after snow melts. However, we will ensure the number of militants does not swell and they don’t get supply of arms and funds." He further said that as of now 20 percent militants in Jammu and Kashmir are without guns adding, "So our strategy will be to see that they (militants) don't get these things from across the border, from normal channels... money, persons or weapons. That is our strategy we are working at." Claiming that that around 180 militants were active in the Jammu, he said, "However, they (militants) were running out of weapons due to the loss of their cadre in the last two months. We targeted OGW’s be it ladies or others. We have booked many of them to send our message loud and clear." He described the killing of top JeM ‘commander’ Dawood as the biggest achievement of the Police, according to Kashmir Observer.

However, he asserted, as the number of infiltration attempts was very high during a little over first two months of this year, a possibility of some militants having managed to sneak in can’t be ruled out. "Number of incidents have gone up this year so far as compared to similar period last year mainly because of our initiatives taken against the militants. Our operations against the militants have increased manifold," the DGP said. 39 militants, 30 of them categorised, have been killed during just over two months of 2010, Khoda said, adding that 19 militants were killed in Jammu region and 20 in Kashmir valley. In 2009, number of the militants killed in similar period was just 18. The militants are categorised by Police when they are operating in different parts of the State and not after their killing. He further said that 25 persons have so far been booked under Public Safety Act (PSA) while action under substantive sections of law has been taken against 419 others in connection with stone pelting in the Kashmir Valley so far. "So far, we have booked 25 mentors and organisers of stone pelters under the PSA. Action under law has been taken against 419 others, mostly stone throwers. Process is on and all those who are directly or indirectly involved in stone pelting will be identified and action taken against them", the DGP said. Asserting that the stone throwing, interestingly, has many dimensions, he averred that separatists, Over Ground Workers (OGWs) of militants and certain vested interests have been lending direct and indirect support to terrorists by diverting attention of SFs and Police. "This (the stone pelting) helps militants to move from one place to another. This leaves less chance of ultras [militants] getting detected. Return of peace and developmental activities were also suffering", Khoda added. He added that the Police have identified 700 to 800 stone pelters while number of their organisers was confined to double digit.

The Inspector General of Police (IGP) Kashmir zone Farooq Ahmed on March 11 said while a lone foreign militant was killed in January, two more were killed in February and March till date. A top ‘commander’ each was killed in January and February. 16 local but top militants of different outfits were killed in this year so far. Six local militants each were killed in January and February while four have been killed in March so far, the IGP added. Also, 16 militants have been arrested during first two months of this year. While six militants were arrested in January, number of the arrested militants went up to 10 this year. Meanwhile, he said there were only five casualties of SFs and one of Police. As far as security situation is concerned, there has been improvement in past two years and the State saw a 30 percent decline in terrorists-related incidents, he said. Against 708 terrorists related incidents in which 91 civilians, 85 security personnel and 339 militants were killed in 2008, the year 2009 registered only 499 incidents in which 239 militants, 71 civilians and 79 security personnel were killed.

Pakistan was born seven years later on 14th August 1947. “Diplomacy, talks and negotiations spanning several decades have not worked,” said Syed Salahuddin, chairman of the United Jihad Council (UJC), which consists of 16 religious groups, militant outfits and political parties. “The only way to liberate Kashmir is jihad,” said Salahuddin, who is also ‘commander-in-chief’ of Hizbul Mujahideen (HM). He denied that jihadi groups were behind attacks within the country. The rally was also attended by leaders of Jama’at-ud-Da’awa (JuD). The BGS further said that the Jammu region has been by and large peaceful and so far, in the first three months of 2010, 24 militants, including 11 ‘commanders’ belonging to the Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM), Jaish-e-Mohammed (JeM) and Harkut-ul-Jehad Islami (HUJI) have been eliminated in different anti-militancy operations with the least of collateral damage. He said, "We have also focused on over ground workers (OGWs) and facilitated their arrest under a pro-active policy to target OGWs of militants". Replying to a question on withdrawal of troops from the State, the officer said, "There is no major troop pullout or withdrawal in the State. There have been redeployments and relocations of troops as per the security assessment from time to time," according to Daily Excelsior. He, however, clarified that his comment was pertaining to Jammu region. About the proposed surrender policy, he said, "The Army is prepared to take up anything. The heavily armed militants were challenged by the troops, leading to exchange of fire between the two sides," Defence Spokesman Lieutenant Colonel J. S. "The rehabilitation process is being fine-tuned and is in final phase as most formalities have been completed. Now the focus is on identifying the crossing points along Line of Control (LOC). We will endeavour to have as fool-proof a policy as it is possible to have," he said. However, he said it is not possible to get an accurate assessment of the number of militants set to return to their homes from across LoC. "It will vary depending on whom you talk to...I do not think policy requires to identify the numbers, but what it requires is safeguards. We will ensure maximum safeguards are in the policy so that it is not open to abuse," he added further. When asked about a possible increase in the number of militants returning to the State via the LoC after announcement of the rehabilitation policy, he said, "It is important that you understand that nobody will come across on a policy that has not been (officially) announced so far," adding that in the past several years, militants and their families have come to the LoC and surrendered to the army at their posts. A Special Police Officer (SPO) who sustained injuries in the incident died later. Recoveries made from their possession include one AK-47 rifle, one AK-56 rifle, five AK magazines, one sophisticated wireless set, 48 AK rounds, one IED, two pouches and documents. They had fired a large quantity of ammunition and lobbed explosive devices during the encounter. Inspector General of Police (IGP, Jammu) Ashok Gupta said that the SFs launched an operation in upper reaches of Joura after developing a specific input about the presence of two Pakistani militants—Ans and Abu Maaz—who had escaped from dragnet of SFs several times in Doda. The encounter ensued when the militants, hiding inside a house, opened fire as the SFs asked them to come out and surrender. In the exchange of fire the two militants were killed. Ans was a ‘deputy divisional commander’ of LeT and was operating in Doda district for last nine years while Maaz was a ‘district commander’ of the outfit and was active in the district during last seven years. Presently, they were co-ordinating activities among left out militants of LeT and Hizb-ul-Mujahideen (HM) outfit and were trying to strengthen their cadre with local recruitment. "For the first time in last two decades, Doda District has been cleared from Pakistani militants. Only two surviving foreign ultras in the district have been wiped out’’, IGP Gupta said. "Only 22 listed militants have been left in Doda District and all of them were locals. It has been rather reverse. Police strategy to tactically wean away the women from the ranks of militants has paid off’’, Inspector General of Police (IGP) Jammu Ashok Gupta told Daily Excelsior after a two days visit to Doda District where he reviewed law and order situation of Doda, Kishtwar and Ramban Districts in a joint meeting. At least half a dozen women have shun the cadre of militants and silently stopped working for them on the intervention of some influential villagers, who have considerable say in their areas. The women were working for them by arranging food and shelter or even transporting their weapons in Doda District. Police have decided not to book the women as they have voluntarily given up the path of militancy. Sources, meanwhile, said only those girls, who have married the militants, have refused to join the national mainstream and continued to stay with the commanders of LeT and HM in their hide-outs located in mountainous areas. Family members of these girls, all of whom have been identified, were reported to have done their lot along with elderly villagers of the area to win back the women but couldn’t succeed. Sources admitted that prospectus of return of the women, who have married the ‘commanders’ after joining the militancy, were bleak. Accordingly, police have declared these women as ‘B’ category militants for their active participation in militancy.

The conversation took place between A-category ‘commander’ of HM code Alfa 01 in Pir Panchal Ranges with HM ‘commander’ in PoK Abu Suhaib. The call for infiltration was given by an HM commander on this [Indian] side of the border to his PoK-based counterpart. "As is evident, terrorists especially leaders have been on the run in both Kashmir valley as well as in Jammu region due to increasing number of encounters initiated by security forces in past," army officers said. "As compared to the past practice of staying in hideouts, militants have changed their tactics and are now regularly on the move, not staying in one house for more than three hours due to fear of encounters", they added. Abdul Latief, who surrendered before SFs and Police after the killing, along with AK-56 rifle and charged with murder under Section 302 RPC besides other legal provisions of militancy and Arms Act. Latief reportedly to have confessed that he eliminated his commander, who was pressurizing him to induct two particular girls in the outfit. Identity of the girls has been kept secret by the Police. His further interrogation was on to ascertain his more links in HM as well as hide-outs of the outfit in Doda District. Further, the elimination of over 40 ultras by the SFs within a span of four months has left a vaccum in top leadership which has triggered a rivalry between the outfits to gain a foothold on the extortion activities and area control. In the past month or so, three top ‘commanders’ from LeT and HM have been killed in clashes between the two groups in Doda, Reasi and north Kashmir. The latest casualty is the LeT militant Manzoor alias Zuber, who was killed by HM militant Irfan Mushtaq. His dead body was found by the Security Forces on June 11. “A failure to get fresh recruits, drying up of funds and elimination of over 40 terrorists by Security Forces within four months has created a vacuum in the top leadership. This has triggered a fierce rivalry between the LeT and Hizbul, both of whom want to lose control of areas from where they get extortion money,” said Lieutenant Colonel Biplab Nath, defence spokesman at Jammu. Manzoor’s killing comes days after Chota Bashir was killed by his junior, Lateef, at Dessa village in Doda. The assassin was later arrested by Police, but sources said he had surrendered after killing his ‘commander’. “The desire to obtain a larger share of the money routed through hawala channels might be a motive behind the killing. Besides, there was an attempt to show who is mightier,” added Nath. Not only is friction growing between the two outfits, there is simmering tension between foreign and local militants. The Army says Basharat Saleem alias Shaheen, top militant ‘commander’ of Harkat-ul-Mujahideen (HuM) had been killed by foreign militants. “He [Basharat] was killed allegedly because foreigners suspected him of having been in touch with Security Forces. "There are about 500 militants presently active in Jammu and Kashmir and their number has come down from 700-800 last year and around 1,000 in 2008," Khoda said. The DGP said 40 percent of these militants were foreigners, mostly from Pakistan and Pakistan-administered Kashmir (PoK). He said the Hizb-ul-Mujahideen (HM) and the Lashkar-e-Toiba (LeT) - the terror outfits that have bases in Pakistan - were active in the State. "The Hizb-ul-Mujahideen is more in a supportive role to the LeT but it depends on the plans conceived across (the border)," he said. Khoda said the overall security scenario in Jammu and Kashmir was improving and there was a drop in violence in the last three years. "There was a 20 percent drop in violence in 2007 which improved to 28 percent in 2008 and 30 percent in 2009," he said. The last year [2009], Khoda added, also saw the lowest number of civilian deaths in militancy-related incidents. However, he maintained that there was no let-up in incursion attempts by militants from across the border with security forces. "Infiltration is going on though not to the extent as it was last year. Going by the (infiltration) bids made, there is no change in attitude of handlers across the border who want to push in infiltrators," he said. According to Khoda, Security Forces (SFs) had been able to curb militant incursion mainly due to better border management. Khoda said Pakistan continued to support militant activities in Jammu and Kashmir. "Terrorists are coming or attempts are being made to infiltrate and they are getting training, equipment, funding... Militants trying to cross over do not face obstructions from Pakistani security forces but were, instead, provided covering fire. All this points to the direct role (of the Pakistan establishment)," he said. According to official data, a little less than 500 terror incidents were reported in 2009 in which 239 militants, 71 civilians and 79 SF personnel were killed. In 2008, 339 militants, 91 civilians and 85 SF were killed in 708 militancy incidents.

The HM militant Muhammed Ashraf of Budgam in Jammu and Kashmir was arrested by troops of 40 Rashtriya Rifles when he was trying to enter the Indian Territory from Nallah Ban post in Mandi subsector in Poonch District in May 2010. According to officials, who interrogated Ashraf over the last several days, told Express Buzz over phone from Jammu and Kashmir that about 24 youth belonging to the southern States were lodged in a few quarters in PoK and were receiving militant training. ``Those from Dakkan have been lodged separately at Kacharban where the Lashkar-e-Toiba [LeT] has its training camp. The youngsters from JK [Jammu and Kashmir] who are in large numbers are not allowed to meet those from the Dakkan and they are being trained under the supervision of five Lashkar commanders,'' sources, quoting Ashraf, said. However, Ashraf, who has spent several years in various training camps in PoK, did come to know from some of his handlers that most of the youngsters from south India are either having links with the proscribed Students Islamic Movement of India (SIMI) or Indian Mujahideen (IM), responsible for bomb blasts across the country. Sources further said that the youth from this part of the country are in the age group of 18 to 28 and most of them reached PoK either through Nepal or Bangladesh. Ashraf also told the interrogators that the youth are presently being trained in handling of sophisticated weapons and bomb making. He also revealed that there are 20 more youngsters from Gujarat and Maharashtra. However, as per the Police records available with the Hyderabad city Police, there are 22 men who are missing and the Police suspect that they have joined militant ranks.

There are, after all, 34 'active' and eight 'holding' terror-training camps still operational across the border. Moreover, an estimated 500-600 terrorists are still active within J&K, with close to 50% of them being of 'foreign origin'. Then, we have inputs that efforts are being made to revive tanzeems (militant outfits) like Hizb-ul-Mujahideen [HM], which have suffered a lot in our operations." The Pakistan Army also remains steadfast in its 'Kashmir agenda', resorting to its old policy of giving 'covering or distracting fire' to help militants sneak across the Line of Control (LoC). He said the scenes of violence playing out in the Valley seemed to be part of a well thought out conspiracy to shift the disturbances from North Kashmir to South Kashmir. "Sopore is better today but Anantnag has erupted. Why did it not happen when the incident at Sopore took place?" he asked. Reportedly, the Union Ministry of Home affairs had asked security agencies to conduct a secret audit of whether the telecom operators were following the recently revised guidelines that comprised strict verification norms. Maken said though the average annual quantum of arms and ammunition and funds coming to the State cannot be quantified, INR 76, 84,600 in cash and INR 50,000 in cheques were seized in 2009, which was being carried through hawala channels, and cases have been registered. "The recent spate of violence from June 11 was triggered by the death of a youth, Tufail Ahmed Mattoo, resident of Saida Kadal, Srinagar, after being hit on the head by a teargas shell lobbed by the Police to disperse a mob of stone pelters at Rajouri Kadal, Srinagar. Each case of death has been followed by more protests, stone pelting and violent attacks," Minister of State for Home Ajay Maken told the Lok Sabha (Lower House of Parliament) in a written reply. There have been some reports of armed militants among the protestors in the crowd, he added. A Police spokesman said the 504 civilians suffered injuries when Security Forces were engaged in controlling scores of law and order situations. Of them, 156 were injured in Srinagar alone. In Kulgam District, four sustained injuries. At the same time, “in the hundreds of violent incidents of stone-pelting and arson resorted to by miscreants, 2660 Police personnel suffered injuries, both grievous and other.” Again, Srinagar District topped with injuries to Policemen (640). It was followed by Baramulla (503) and Handwara (42). Similarly, 1351 CRPF personnel suffered serious and other injuries. “Besides, one Policeman lost his life in mob violence. One SHO Pattan Fayaz Ahmed was injured when militants fired at a mob,” the spokesman said. During this period, 78 pieces of built-up property, comprising 44 offices of various departments, 29 Police Stations, and five Police Posts were set ablaze. “Mobs set on fire and damaged 31 Government vehicles, including 22 Police vehicles. "It has come to the notice of the intelligence agencies through various inputs received that terrorists belonging to the LeT are likely to intermingle with the protesters," a brief report of the Army said on September 24. According to inputs received, the LeT operatives have sought permission from their handlers across the border to lob grenades or explode Improvised Explosive Devices (IEDs) during demonstrations to trigger large scale casualties and incite protesters to resort to violence, it said. Such attacks are most likely to be carried out in close proximity to camps and posts of Security Forces so as to ensure that they face the brunt of the violence and are forced to retaliate. "This is likely to set in motion a chain of events leading to high rate of casualties," the report said. The report said that highly trained women terrorists, who are experts in handling of explosives, are likely to be at the forefront of this new strategy aimed at upping the ante by exponentially increasing the intensity of violence and consequently the number of casualties. The local operatives and Over Ground Workers (OGWs) have also been instructed to motivate the economically weaker sections of the populace including women to join the protests, it said.

Unveiling a package of measures approved by the Cabinet Committee of Security (CCS) at its meeting in New Delhi in a bid to deal with the civil unrest in the Kashmir Valley, Home Minister P Chidambaram said the State Government will be advised to review the notification of areas as "Disturbed Areas". In a bid to reach out to the masses, the Centre also advised the State Government to release students and youth who have been arrested or detained for stone pelting and similar violations of law during the Valley unrest, and withdraw all charges against them. The State Government has also been advised to review cases of all Public Safety Act (PSA) detenues and withdraw detention orders in appropriate cases. "Government will appoint a Group of Interlocutors under the Chairmanship of an eminent person to begin the process of sustained dialogue with political parties, groups, students, civil society," Chidambaram added. The CCS decided to advice the State Government to immediately convene a meeting of the Unified Command and review the deployment of the Security Forces in Kashmir Valley, especially at Srinagar, with particular reference to descale bunkers and check points in the summer capital and other towns, the Home Minister said. Chidambaram said Government will grant ex-gratia of INR five lakh to the family of each of those killed in civil disturbances in Kashmir since June 11. On the issue of releasing people detained during the unrest, Chidambaram made it clear that there were only 245 people arrested or detained by the State Government out of whom 84 were in judicial custody, 110 in Police custody and 51 detained under the PSA. As part of the eight-point initiative, Chidambaram said two Special Task Forces--one each for Jammu region and Ladakh region--will be appointed to examine the developmental needs of the two regions, with particular reference to deficiencies in infrastructure and make suitable recommendations. Though, the ruling National Conference-Congress alliance along with the main opposition People's Democratic Party (PDP) welcomed the initiative, the All Party Hurriyat Conference-Geelani (APHC-G) rejected Centre's eight-point formula to de-escalate the current turmoil in Kashmir terming it as an "eye wash" even as other separatist outfits maintained a studied silence.

Daily Excelsior reports that differences came to the fore among separatists as Mohammad Yasin Malik-led Jammu and Kashmir Liberation Front (JKLF) on September 26 took exception to All Party Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani's remarks that Jammu and Kashmir could not survive as an independent country. "We respect every leader and the party associated with the on-going movement in Kashmir. But, we request the leaders not to issue statements which can lead to chaos and confusion among the people," several JKLF leaders said in a statement. The leaders, without mentioning Geelani, were reacting to his interview to a private news channel on September 25 in which he had said Jammu and Kashmir would have to accede either to Pakistan or India as it could not survive as a sovereign State. The JKLF leaders said there were many countries smaller than Jammu and Kashmir in terms of resources, area and population which had survived. "There is a perception among some people, in particular among sections of civil society that CRPF is firing on unruly mobs in Jammu and Kashmir at the first instance without using alternate methods. All non-lethal methods are used to disperse the mobs and firing is resorted to only when there is an imminent danger to life and property," CRPF Special Director General (DG) N. K. Tripathy said. The CRPF personnel along with the State Police were increasingly using non-lethal methods of crowd control in the Valley, he said adding, "It is presumed in some sections that CRPF uses force at the first sight of mobs. The State Government on September 29 decided to release all the youth arrested for stone-pelting during the last four months, remove 16 Security Forces' bunkers from Srinagar city, constituted two committees to review the disturbed areas in the Valley and Jammu provinces under the Armed Forces Special Powers Act (AFSPA) and review the cases of those persons detained under Public Safety Act (PSA), reported Daily Excelsior. The biggest reconciliatory move from the State Government came in the form of decision to immediately release over 50 youth, including 31 students, who were arrested on the charges of stone-pelting since June 11. Also, the mobile telephone services will be restored in Baramulla and Sopore towns immediately. "It (Kashmir) is an outstanding issue which needs to be resolved. It is a political issue and cannot be addressed through development, employment or good governance only," Omar said winding up the two-day debate in the State Assembly on the prevailing law and order situation in Kashmir. Maintaining that separatists alone did not hold key to the resolution of the issue, he, however, said talks have to be initiated with them also. Singh said that infiltration bids from across the Line of Control (LoC) in Jammu and Kashmir have increased during the last two months, with around 25 such incidents being witnessed in which nearly 40 militants were killed during the period. To deal with the situation, the Army has evolved a strategy under which even if somebody manages to infiltrate the Indian Territory "he gets killed later on", he added. "As far as infiltration is concerned, we have controlled it to a large extent... In the last two months, there have been many attempts to infiltrate and we have achieved a lot of success also in this regard," he told reporters. He, however, did not give the figures preceding August. Talking about the last two months, he said, "we have had approximately 20-25 attempts and the total number of terrorists killed during this period has been about 35-40." Asked about reports suggesting that Hizb-ul-Mujahideen (HM) chief Syed Salahuddin, along with officials of Pakistan Army and Inter Services Intelligence (ISI), has been visiting terror camps situated along the LoC, General Singh said, "Salahuddin is on the other side... "There has been a shift in the strategy of militants due to lack of considerable local support from the populace in the hinterland. They are not getting hideouts, food and shelter in the populated areas. Top terrorist leadership has been wiped out and the lower cadre is at the run. They have now changed strategy of mingling with the crowd and processionists, instigate them to resort to violence and stone pelting", General Officer Commanding (16 Corps) and Security Advisor Lieutenant General Rameshwar Roy said at Nagrota, near Jammu on October 13. The Corps Commander also said that the intra-organisational rivalries mostly between LeT and HM have also created problems for them in carrying on their activities. Both the outfits are unable to get new recruits and adequate support from the over ground workers or the local support. The recent spurt in violent crowd in parts of Poonch and Kashmir Valley gave sufficient inputs regarding mixing of such elements with the crowd and indulging in destruction of public property, attacks on forces and instigating youth to stoning, making them their soft targets. While referring to the impact of disturbances in Kashmir Valley, he said that it had a very little effect on this side of the Pir Panjal, which divides the Valley and Jammu region. The protests in Kashmir have disrupted the economy, tourism and other development activities, which otherwise was at peak during 2008, 2009 and first half of 2010. In reply to question he said as per intelligence inputs and intercepts nearly 450-500 trained armed terrorists are waiting to cross over to this side at the launching pads along the Line of Control (LoC) in south of Pir Panjal. There may be almost equal number of militants across the LoC on the north of Pir Panjal but these figures may not be accurate. When asked about the infiltration status in Jammu and Rajouri-Poonch sectors, he said that infiltration attempts have been increased but there was sharp decline in the terrorist violence. There was no let up in the anti-terrorist operations and since January 2010, nearly 227 militants have been eliminated along LoC and the interior areas in the State. He however, claimed that infiltration level was almost zero but in view of human error some times or mountainous topography of the area along LoC in Poonch and Rajouri, a few number may have been able to cross over to this side. When asked about the involvement of women in militancy, he said, "We do not have confirmation about them being active in terrorism but some of them may be working as over ground workers".

"The tight focus will be for seeking a political outcome so that we put this dispute well and truly behind us," said senior journalist Dileep Padgaonkar, who along with academician Radha Kumar and information commissioner M. M. Ansari, met Union Home Minister P. Chidambaram. Padgaonkar said the Home Minister gave an extensive idea of the mandate for the group. "The mandate, to put very simply, is that our group will hold the largest possible consultations with all sections of opinion in Jammu and Kashmir and the focus of this dialogue is to seek as large area of agreement as you can to get to arrive at a comprehensive, political settlement of the Kashmir dispute," he explained. He said, the panel's approach and focus will be a political one, and "we will, therefore, be engaging with opinion leaders, political leaders, civil society groups and others in order to carry forward this dialogue". "We will be talking also to the political leaders who were part of the all-party delegation to J&K and get a sense of how they assessed the situation. Armed with these wide consultations from the basis of what we learn, we shall then proceed to Srinagar," Padgaonkar said. The team is likely to make its first trip to Srinagar next week. Singh disclosed on October 21, according to PTI. "Currently, 42 terrorist training camps are located in Pakistan/PoK. Inputs reveal that some new camps have also been established in PoK for undertaking terrorist training," he said in an interview. Pakistan has "invested heavily in the proxy war against India" and there has been "no substantial effort" by it to act against terror groups which operate from its soil and are used as a "strategic tool" by that country. Noting that Pakistan perceives Kashmir as an "unfinished agenda", he said, adding, "It is assessed that Pakistan will continue to foster terrorism against India and the terrorist infrastructure is likely to remain intact in the foreseeable future." Now even women are being trained to wage Pakistan's proxy war against India. General Singh said infiltration has gone up recently and around 600 terrorists are waiting at "launch pads" in PoK along the Line of Control (LoC) and international border to sneak into India. "Launch pads are used extensively for infiltration into Jammu and Kashmirand are located all along the Line of Control and parts of International Border," he said, adding "As on date, approximately 600 terrorists are located in the launch pads, poised for infiltration in the near future." Talking about infiltration, he said it has recently gone up, with 10 incidents being recorded in June, six in July and 33 in August. General Singh felt that about 20-25 infiltration attempts had succeeded, which is indicated by the fact that 12 to 15 terrorists were killed in the last 15-20 days. "This shows people have come from somewhere," he said. Significantly, August witnessed the peak of stone-pelting incidents and other forms of agitation in the Kashmir Valley, which also was being fuelled from across the border. To a question on cease-fire violations by Pakistan in the recent months along the LoC and International Border, he said these are "generally in few specific areas and we are trying to ensure that these remain confined as also reduce altogether." He said the ceasefire has generally been holding out except for a "few aberrations".

Some of them have been readied by Pakistan Army and Inter Services Intelligence (ISI) to push them into the Indian side from the Line of Control (LoC) and International Border (IB). This has been disclosed by Abdul Waris alias Tauseef Illahi son of Abdul Rashid Sheikh, a resident of Kishtwar and Musarat Hussain Zargar alias Firdous son of Ghulam Qadir, a resident of Gandoh, Doda, the two close confidant of Hizb-ul-Mujahideen (HM) supremo Syed Salahuddin during their continued interrogation by the Special Operations Group (SOG), Jammu. Illahi and Zargar, who had taken aerial route to enter India from Pakistan via Nepal and subsequently reached Jammu from New Delhi where they were arrested, were reported to have disclosed that majority of 1400 militants from Jammu and Kashmir were affiliated with Lashkar-e-Toiba (LeT) and HM outfits while the number of Jaish-e-Mohammed (JeM) militants has considerably gone down as its cadre have mostly diverted to the LeT outfit. According to them, some new militant groups have also cropped up in Pakistan and PoK but their strength was not much significant. Meanwhile, Army Chief General V K Singh said that Armed Forces Special Powers Act (AFSPA) is being used as a "beating stick" by the separatists in Jammu and Kashmir. "We are unnecessarily playing into the hands of separatists for whom this is a beating stick," he stated. The three-member group briefed Chidambaram about its visit to J&K and presented its report which included recommendations. "This was our first visit to the State. We gave our set of recommendations," Padgaonkar said but refused to divulge details about the contents of the report. The interlocutors undertook their six-day visit to the State from October 23.

Jammu and Kashmir Chief Minister Omar Abdullah said the Armed Forces Special Powers Act (AFSPA) can be withdrawn from some areas in the State with a rider that the Army could step in again if the situation so warranted, according to Daily Excelsior. "I think the time has come where we can start to objectively look at areas from where the AFSPA can be removed with the understanding that if there is a situation requiring the Army to intervene, we can make a temporary sort of return to that," Omar said. Commenting on opposition to the withdrawal of AFSPA, the Chief Minister said, "No right-thinking person can turn around and tell you that AFSPA should be revoked in one shot. It is not possible at a point where you still have militant encounters and things like that going on. The overnight revocation of the AFSPA from the entire State is not possible. He, however, said there are areas where the Army has "virtually no presence and virtually no role to play". "It is in those areas that we are contemplating withdrawing the Disturbed Areas Act which will then automatically mean that the AFSPA does not apply there," the Chief Minister said. Omar also said the State Government has started moving back the forces and the recent dismantling of 16 bunkers in Srinagar was a first step. "We hope to continue until we reach a level where the visible presence is greatly reduced," he said.

Meanwhile, answering a question at the press conference, Obama stuck to his line that the US had no role in Kashmir or any desire to impose a solution. Meanwhile, even after 40 days of their conditional release ordered by the Unified Command for a period of three months under the PSA, two stone pelters, Firdous Shah and Manzoor Ahmed, remained confined to Kot Bhalwal jail as no one from their families have turned up to fill a bond and give two sureties (by the parents) for their release from the jail. Release of a total of 12 PSA detenues for a period of three months was ordered by the Unified Command. Release of Shabir Shah from Kot Bhalwal jail was also delayed as he had declined to meet the conditions on the ground that he had never asked for the release and was not a stone pelter. Later, the Government had waived off conditions for his release on parole for one month due to sickness of his mother. Sources said the Government could review PSA cases of some more detenues shortly. Further, Director General of Police Kuldeep Khoda said the cases of 50 to 60 separatists and stone pelters will be reviewed from time to time depending upon the situation.
