He said, "People ask me if it is possible for Jammu and Kashmir to return to normalcy. We shall see that terrorism will end in Kashmir." Advani recalled expressing similar sentiments during the 1980s when terrorism was at its peak in Punjab and doubts were expressed if normalcy would ever return to the State.

External Affairs Minister Yashwant Sinha said, on the BBC, on January 11, "The visible result" after deploying troops along the Line of Control and International Border with Pakistan was that, President Pervez Musharraf "himself said on more than one occasion that he was committed to (the) fight against terrorism..." Sinha also acknowledged that there has been a decline in terrorism in Jammu and Kashmir (J&K) because of the deployment of the Army on the borders. Sinha added, ‘All powerful nations or groupings in the world... have on many occasions, during the last year and a half, accepted publicly that cross-border terrorism and infiltration were continuing and Pakistan should stop these. Speaking to media personnel after addressing the Army Day parade in New Delhi, on January 15, Army chief General N C Vij said there has been no decrease in infiltration across the Line of Control (LoC) in the Indian State of Jammu and Kashmir (J&K). He said the Army has increased surveillance along the LoC to foil Pakistan's attempts to push terrorists into J&K. Quoting unnamed Indian officials media reports said Deputy Prime Minister L K Advani, presently on an official visit to Qatar, had a meeting with Foreign Minister Sheikh Hamad bin Jasim bin Jabir Al Thani, in Doha, on January 21. At the meeting, both the leaders agreed that pending issues like extradition treaty, mutual legal assistance treaty and joint working group on counter-terrorism would be addressed soon and officials of the two countries would hold discussions if necessary. The two sides also discussed the global threat of terrorism and the need for international cooperation. N C Vij said in New Delhi, on January 21. "Things are looking up in Kashmir. After the successful Assembly elections, there is rise in hope and expectations among the people, who are now supporting us in our efforts at checking infiltration," said Gen. Vij. The Union government has decided to re-deploy the Border Security Force (BSF) at the borders and avail the services of Central Reserve Police Force (CRPF) for internal security duties in Jammu and Kashmir (J&K), BSF Inspector General G S Gill said in Srinagar, on January 26. "Government of India has taken a policy decision whereby CRPF has been selected as the main force to fight insurgency and BSF to guard the borders to further strengthen the frontiers of the country", said Gill. He also said the process would be set in motion this year although it had not yet been decided in which sector the BSF will be re-inducted first. Meanwhile, a media report quoting official sources said initially eight battalions of the CRPF would take over counter-insurgency duties from the BSF in J&K.

According to a media report, the Tehreek-ul-Mujahideen (TuM) has decided to suspend terrorist attacks on security forces (SFs) in Jammu and Kashmir (J&K) for six days in view of the forthcoming Eid-uz-Zuha festival as a gesture of goodwill and peace, a spokesperson of the outfit was quoted as saying in a statement. He said the decision was taken at the group’s ‘command council’s’ emergency meeting presided over by its Amir-e-Aala (chief), Sheikh Abdullah Mubarak. In view of Eid-uz-Zuha, the spokesperson said, the TuM decided to suspend "its precision attacks" on the SFs for six days from February 10 to 16. "The militants have been directed to suspend their attacks on army units, patrol parties or security personnel during the six days. The direction will also apply to Ikhwanis [counter-insurgents], Task Force and renegades", he said. He also said that the decision had been taken only as a temporary measure and should not be construed as a "cease-fire".

Vohra’s appointment as the Union government’s interlocutor on J&K. Committee chairperson Ram Jethmalani, meanwhile, welcomed Vohra’’s appointment and said the Committee "does not believe that its role is exhausted by this appointment.'' He also said, the Committee was unhappy with the convenor’s announcement, which has been disowned immediately." He added Bhan is no longer associated with the Committee and the Committee is of the unanimous view that, in the interest of the country, "it should vigorously pursue its objective of finding and facilitating a peaceful, honourable and lasting solution [to] the chronic problem of Kashmir." Addressing a public meeting at the Sher-i-Kashmir Stadium in Srinagar on April 18, Prime Minister Atal Behari Vajpayee said the Kashmir issue can not be solved through the barrel of the gun. The Premier also said the Union Government would ensure close cooperation with the State Government headed by Mufti Mohammed Sayeed for restoring peace in Jammu and Kashmir (J&K). A group of fidayeen (suicide terrorists) attacked the local station of All India Radio in Srinagar on April 26. Three terrorists and two security force (SF) personnel were killed and eight others injured in the encounter that ensued. According to official sources, the incident took place when an explosive-laden car drove to the gate of the heavily barricaded station and exploded, apparently triggered by remote control. The driver and a SF personnel nearby were killed instantly. Two terrorists, who reportedly got off the car a safe distance away and took shelter in a mosque nearby, hurled grenades and began firing from automatic rifles. The SF personnel guarding the complex, which also houses the Doordarshan Kendra, returned the fire. The Quick Reaction Team of the Border Security Force (BSF) rushed to the spot and encircled the two terrorists who had come out of the mosque. The two terrorists were killed in the encounter. Later, a spokesperson of the, Al-Madeena Regiment called up a local news agency and claimed responsibility for the attack. The outfit also claimed responsibility for the suicide attack on BSF headquarters at Bandipora on April 25. Condemning the attack, the Chief Minister, Mufti Mohammad Sayeed, said by stepping up violence, especially when the peace process has been initiated, the terrorists and their mentors had demonstrated their obvious designs to thwart restoration of normalcy. He said, "it is our solemn pledge to the people to restore peace with dignity in the State and we would continue to work for it with the people's support".

"As per available inputs 1,200 to 1,400 terrorists of various outfits are waiting at launching camps in Pakistan/PoK ready to be infiltrated into India," Pathak said in a written reply to the Rajya Sabha (Upper House of Indian Parliament) on May 7. Further, the Minister stated, out of 370 terrorists killed in Jammu and Kashmir during the current year, 103 were foreign mercenaries. During 2002, 508 foreign terrorists were killed, out of which, 447 were Pakistani/PoK nationals and the remaining were reported from other countries, he said. Pathak also said that in 2003, till end of March, 86 foreign terrorists were killed in various encounters, out of whom, 83 were Pak/PoK nationals. The Minister said in addition to diplomatic initiatives at various levels, Government has taken a series of steps to contain cross border terrorism perpetrated by the pro-Pakistan terrorist outfits and the Inter Services Intelligence (ISI) of Pakistan which includes strengthening of border management, proactive action against terrorists and gearing up intelligence machinery.

Border Security Force (BSF) rescued a 13-year-old boy who reportedly wanted to become a doctor but was forced to join the terrorist ranks by the Pakistan-based Jaish-e-Mohammed (JeM) in the Kashmir valley, said a BSF spokesperson. The spokesperson said that SFs had sealed Kakarkhal village near Charar-e-Sharief following a tip off that a 13-year-old boy, Syed Faizan Indrabi, kidnapped by the terrorists from Zadoora Pulwama, was being kept there. Even as the SFs sealed the area, terrorists holed up in a building escaped leaving the boy behind.

Under the changed strategy, the ISI has allegedly asked the terrorist outfits to reduce the number of cadres in each camp and convert camps to ‘log huts’ to evade US satellite surveillance. "We will not allow the Indo-Pak peace process to get derailed at any cost. The process will continue," Fernandes told the media after visiting the Akhnoor camp and reviewing its security a day after eight troops, including a Brigadier, were killed in the fidayeen (suicide squad) attack. The Defence Minister was accompanied by Army Chief Gen. N C Vij, Northern Command Chief Lt. Gen. Hari Prasad and 16 Corps Commander Lt. Gen. T P S Brar. As reported earlier, both Prasad and Brar had received splinter injuries when one of the three terrorists involved in the attack blew himself up when they were visiting the camp. The Maulana made this remark while commenting on the July 22-terrorist attack on an army camp in Akhnoor, Jammu, in which eight soldiers, including a Brigadier, were killed and three top Generals injured. A hitherto unknown group called the Al-Shuhda Brigade while claiming responsibility for the attack had said that it was to protest the Maulana’s remarks in India that the Line of Control (LoC) should be converted into a permanent border. Fazlue Rehman said that his party the Jamiat-Ulema-e-Islam condemned the attack and the Mujahideen should cease their operations. "The ultimate end of every militant struggle is negotiations and now the Kashmiri mujahideen movements should reach that conclusion. We are striving for a peaceful solution of the issue for them," he added. Earlier, at the Wagah border, the Maulana said Jehad and a dialogue for peace did not clash with each other and a dialogue could be held even during ‘fighting’.

Daily Excelsior has reported that Shahbaz Ahmad Bhat, an arrested Hizb-ul-Mujahideen terrorist has confessed that all training camps in Pakistan are "operational" at their original places after being temporarily shifted following "US pressure" during year 2002. "All the training camps in Pakistan were still operational. During the heightened tension between India and Pakistan and under US pressure most of the camps were shifted", said Bhat when he was presented before the media after his arrest by the Border Security Force (BSF) on August 22 from Harbachu village in the Tral township of Pulwama district. Three base camps namely BOI, Garhi Habibullah and Mansera Jungles were shifted to Tarbela, Haripur and Taxila, which were running under the supervision of Inter Services Intelligence Agency (ISI), Pakistan’s external intelligence agency. But these camps have been shifted back to their original locations, he added.

"I assure the people and the Government of Jammu and Kashmir that we will give them maximum help in consolidating the recent gains," said Vajpayee while inaugurating the meeting, being held for the first time outside the national capital of Delhi. The meeting of India’s apex forum of co-operative federalism in Srinagar "gives yet another clear message that the situation in the State is changing," added Vajpayee. The two day meeting is scheduled to discuss administrative relations between the State and the Union, emergency provisions like deployment of the Union’s armed forces and imposition of President’s rule in the States and issues of good governance and those relating to contract labour and appointment.

Therefore, the search operation is being called off." However, official sources declined to comment on whether the terrorists had managed to escape.
