While rejecting the ‘self-rule’ and ‘de-militarisation’ proposals mooted by Pakistani President Gen. Pervez Musharraf for resolving the Kashmir issue, Chief Minister of Jammu and Kashmir (J&K) Ghulam Nabi Azad said on January 10 that aspirations of all the six regions [Kashmir valley, Jammu, Ladakh, Pakistan occupied Kashmir, Gilgit and Baltistan] of J&K must be taken into consideration before arriving at any solution. In an informal interaction with the media at Marhi village in Udhampur district, Azad said, "I have watched interview of General Pervez Musharraf on a TV channel in which he has given these proposals. I think Pakistani President has not applied his mind as everything was in hotchpotch and road map was not clear… establishment of a democratic system is an internal matter of our neighbouring country but I am of the opinion that de-militarisation is required more in Pakistan than in Jammu and Kashmir."

Ruling out the de-militarisation of Jammu and Kashmir (J&K) as suggested by Pakistani President Pervez Musharraf, the Indian Army chief General J. J. Singh said in New Delhi on January 13 that continued presence of terrorist infrastructure across the Line of Control (LoC) necessitated troop presence in the State. "We need to be present... Terrorist camps still exist across the LoC... And infiltration continues", said Gen. Singh observing that the Army had been assigned a task in J&K which it was implementing with all resources at its command. While admitting that anti-terror measures taken during the past year had led to considerable reduction in violence in J & K, the Army chief, however, maintained that the army would continue its duties in the State "as long as incidents of violence do not come down to negligible levels...."

Broadening the ambit of the peace talks on the Kashmir issue outside the All Parties Hurriyat Conference (APHC) fold, Prime Minister Dr. Manmohan Singh on January 14 asserted that all out efforts will be made to "reach the hearts and minds" of the people of Jammu and Kashmir (J&K), according to Daily Excelsior. People’s Conference chief Sajjad Ghani Lone, who held talks with the Prime Minister for almost an hour in New Delhi, on his part, emphasized the need to make the dialogue inclusive and involve all shades of opinion in the process. "We emphasized the need to arrive at a broad consensus on the resolution of the vexed issue... And the importance of the dialogue," he added. In his first ever meeting with separatist leaders other than the APHC, Dr. Singh said all shades of opinion will be included in the dialogue process. The Prime Minister admitted there were groups outside the electoral process who will be included in the peace talks.

Parray, along with another youth Fayaz Ahmad Bhat, were picked up by Rashtriya Rifles from their village on January 14 and allegedly subjected to torture during interrogation.

Taking advantage of the situation arising from the October 2005 earthquake and the large-scale relief and rehabilitation efforts, terrorists have been pushed into Jammu and Kashmir from the Pakistan side, Army Chief Gen. J. J. Singh said in New Delhi on January 19. Ruling out the transfer of Indian territory, Prime Minister Manmohan Singh said on February 1 that the Government was committed to a "pragmatic and practical" solution to all outstanding issues between India and Pakistan, including Jammu and Kashmir. Replying to a question on the Kashmir issue, Dr. Singh told reporters at a press conference in New Delhi that he could not do certain things, such as negotiate on transfer of the Indian territory. The Prime Minister said there had been movement forward in the India-Pakistan relations, noting changes such as enhanced people-to-people contacts, the bus services between the two countries and opening up of five points along the Line of Control for the divided families on the two sides to meet. About the internal aspect of the Kashmir issue, he said the Government was prepared to interact with all shades of opinion in the State who were willing to abjure violence.

Addressing a public meeting in Muzaffarabad, capital of Pakistan occupied Kashmir, on the occasion of ‘Kashmir Solidarity Day’, the president said he had proposed de-militarisation and self-governance in Kashmir as the people were tired of the presence of the Indian army. He said demilitarisation could start from Srinagar, Baramulla and Kupwara. He also said if there was no dispute resolution, there could not be progress on confidence-building measures.

The Army has moved out 5,000 troops from Jammu and Kashmir following "much improvement" in the situation there and more could be "redeployed" if violence further decreases, Defence Minister Pranab Mukherjee said in New Delhi on February 6. "It is not withdrawal but redeployment of forces from J and K to the north east as violence level has come down," he told reporters on the sidelines of an Army Conference. To queries from reporters whether the exercise was timed to coincide with the visit of US President George W Bush to India, Mukherjee said it is a "routine exercise. The redeployment is a regular exercise undertaken after review of the situation in the State. Last year, we had reduced troops voluntarily."

On February 17, Prime Minister Manmohan Singh met separatist leader and chief of the Jammu and Kashmir Liberation Front (JKLF), Yasin Malik, in New Delhi and reportedly assured him that the Union Government has an "open mind" and would like to involve a larger cross section of public opinion to end "the period of suffering". In his first meeting with Malik, Dr. Singh said there was an air of optimism in Jammu and Kashmir and an opportunity to bring lasting and permanent peace in the State, according to Press Trust of India. Terming his meeting with the Prime Minister as part of "consultations", Malik claimed that the peace process would become irreversible only after key militant leaders were included in the talks. Malik said he wanted the Union Government to hold talks with separatist leaders in a third country on the line of negotiations being held with Naga insurgent group NSCN-IM. Malik is the second leader after Sajjad Lone of the People’s Conference to be invited by the Prime Minister for talks on the Kashmir issue. The Prime Minister’s meeting with Malik comes a week ahead of his talks with a cross-section of political parties and separatists groups from the State.

Whenever it starts, Hizb will be in the frontline," HM ‘operational commander’, Qazi Misbahuddin, told a local news agency on March 14, according to Press Trust of India. He ruled out formation of a new political party, saying "Hizb is active on both military and diplomatic fronts. We do not need a political party to take part in the talks." Misbauddin also termed the arrest of Hizb 'supreme commander' and United Jehad Council (UJC) chairman Syed Salahuddin by Pakistan as "baseless and beyond reality" as Salahuddin was on a sit-in at the Pakistan occupied Kashmir capital Muzaffarabad along with his associates to protest the Pakistan's changing Kashmir policy. "With ceasefire holding, the violence level in the militancy-hit State has come down," according to an assessment given to top Army Commanders meeting in New Delhi to review the situation. "The efficiency of our counter-insurgency operations is evident from the leap in the ratio of terrorists killed per infiltration bid rising from 1.8 in 2004 to 3 per infiltration bid in 2005," said Army chief Gen J. J. Singh. He said "surgical operations" were being carried out by avoiding any collateral damage and had helped the armed forces to gain moral ascendancy over the terrorists. He told reporters on the first day of his two-day visit to Jammu and Kashmir to review the security situation in the run up to April 24-elections in four Assembly constituencies that, "We have all the numbers on the camps and the militants waiting to infiltrate." He also said "Cross border terrorism must end. We have fail-proof and fool-proof evidence that (militant) camps are flourishing across the border. The Centre is determined to keep the State peaceful in all conditions." Despite the Confidence Building Measures, terrorist infrastructure, including camps, were running and the terrorists were ready to infiltrate into the State from across the border, informed Duggal. At the same time, it maintained that efforts were on to tell the separatists to "recognise the validity and utility of participation" in the meeting to be presided over by Prime Minister Manmohan Singh on May 25. "I don’t think the success of the roundtable depends on the attendance of any group — A, B or C... In any case, I don’t think the separatists have a veto on the success or otherwise (of the roundtable)," National Security Adviser M K Narayanan said in an interview in New Delhi on April 23. Narayanan said "if the separatists feel that they can’t discuss their issues and positions.... It is nothing that we can do about it". The first roundtable conclave, chaired by the Prime Minister, was held in New Delhi on February 25, 2006. "We will not enhance or reduce the numbers of troops in the State", he told a press conference after visiting Thawa in the Kulhand area of Doda district and Basantgarh in the Udhampur district where 32 Hindus were killed by the terrorists on May 1. Maintaining that India had voluntarily withdrawn troops from some pockets of the State earlier and not under pressure from any country, Mukherjee said even at that time he had stated that withdrawal of Army will be constantly reviewed and if the terrorist activities were stepped-up there would be no question of reduction of troops.

Stating that troops are in the State "to protect the life and liberty of our citizens", he responded to a question on possibility of reduction of troops by saying that "if the basic cause for their presence is removed, we can consider all these options." On the issue of alleged human right violations by the security forces, he said "our armed force is not an armed force of occupation.... They have a proud record, though there could be some aberrations, but these aberrations cannot be allowed. There should be zero tolerance for human rights violations for all our security forces." Referring to the outcome of the Roundtable boycotted by separatists, the Prime Minister said "this conference gives me hope and confidence. I think I see the light at the end of the tunnel. If all these gentlemen put together their wisdom, knowledge and experience, we will have a constructive outcome." "On the Kashmir issue, Islamabad cannot take a u-turn. Kashmir is an indigenous movement. Pakistan is a party to it. It is Pakistan's responsibility to provide every kind of support to the movement-although until now it has been giving it diplomatic, moral and political support. We want Pakistan to initiate a military intervention in Kashmir," he said, in an interview to The Friday Times from Pakistan occupied Kashmir. He claimed India has realised that militancy could spread to other parts of the country if the Kashmir issue is not resolved soon. "One year, five years, ten years or hundred years... Time doesn't matter in freedom movements. India has realised that if Kashmir is not resolved soon, militancy will spiral out of Kashmir and spread to other parts of the country," he said. However, Salahuddin denied the group's involvement in the Mumbai serial blasts of July 11, 2006. Director General of Police Gopal Sharma said two such devices, which can trigger IED explosions using mobile phones, were recovered by police while investigating the recent upsurge in terrorist-related violence in the Kashmir Valley. On August 8, a car-bomb was detected on airport road. The car was fitted with an IED having a circuit that would have been triggered by a mobile phone call, he said. Sharma said it was for the first time that explosives, which can be detonated by use of mobile phones, have been recovered from anywhere in the country. Explaining the functioning of the IED, he said a call is made from anywhere on the mobile phone attached with the IED circuit and after the call is through, a specific code number assigned to each circuit is dialed by the caller to trigger the explosion.

It quoted unnamed sources to say that thousands of other terrorists were confined in camps run by half a dozen smaller Kashmiri groups or predominantly Pakistani outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al-Badr Mujahideen in the frontier and Pakistan occupied Kashmir regions. The report quoted an unnamed Islamabad-based militant leader as saying that the top brass of the Inter-Services Intelligence (ISI) had "conveyed to the Kashmiri militant leaders in January 2006 that they should not even think of crossing the Line of Control (LoC), armed or unarmed." It said the official funding traditionally made up the "bulk" of the financial inflows of these groups. Quoting "knowledgeable sources", the Herald said "until recently”, small groups like the Tehrik-ul-Mujahideen, Al-Umar Mujahideen, Jamiat-ul-Mujahideen, Al-Fatah, Al-Jihad, Al-Barq, Tehrik-e-Jihad, and Islamic Front were receiving between 400,000 and 700,000 rupees a month. "Large organisations like HM, LeT, JeM, Al-Badr Mujahideen and others received more money, ranging between two to three million rupees," it said. "We see that levels of violence have come down during the past two years. Things have improved substantially since our coalition Government came to office. However, deliberate attempts are being made to portray the picture as otherwise," he said addressing a conclave of Congress party Chief Ministers in Nainital. Describing as "worrisome" the activities of externally sponsored terrorist groups, the Prime Minister warned of a spurt in suicide attacks targeting religious, economic and sensitive institutions in the country. He termed as disconcerting reports that suggest the existence of a number of terrorist modules and sleeper cells in some urban areas which provide the backup for foreign terrorist outfits. "The activities of externally-sponsored terrorist outfits is equally worrisome.
