Separately, Police arrested a computer engineer with links to the Lashkar-e-Toiba (LeT) for allegedly “planning and executing” the car bomb explosion near Bijbehara town in Anantnag District on March 22 that left his accomplice, Mohammad Abbas Dar, dead and 20 others injured, The Hindu reports. The arrestee was identified as Mohammad Iqbal Bhat alias Mudasir from Awantipora town. The IED was prepared by Bhat in the Junglenar area of Awantipora. Investigations revealed that Dar, who was working as an overground worker for militants seven years ago but had been lying low till recently, was an accomplice of Bhat and got killed when he went to check the IED after it did not explode with the mobile phone trigger. Senior Superintendent of Police (Anantnag) R.K. Jalla said, “They had tried to explode the IED twice using the mobile phone detonator which failed. Dar went to check the battery connection of the device, which exploded due to his fiddling.” Jalla said Dar was working for the LeT and he had brought the IED-laden vehicle to the spot. He said the module was working under the command of Lateef Kachru, a ‘commander’ in the Awantipora area.

Meanwhile, the State Government is assessing the impact, of the US announcement of a USD10 million bounty on Lashkar-e-Toiba (LeT) chief Hafiz Mohammad Saeed, on the situation in the State. “We will assess the situation and see what impact it would have (on Kashmir)…and accordingly try to find out (what it augers for the state),” Nasir Aslam Wani, Minister of State for Home told DNA. The decision has come at a time when LeT has changed its strategy and shifted control and command structure to Rawalpindi and the Pakistan occupied Kashmir (PoK), in a bid to directly control and guide the militants operating in Jammu and Kashmir (J&K). An unnamed Police officer said, “Mostly, the [LeT] commanders based in Pakistan use latest technology like SKPE and VOIP to communicate with their men in J&K. Everything is being guided from across the LoC and the foot soldiers just go by their commands.” The officer added that LeT is now hesitant to designate their ‘commanders’ by ranks because, once they nominate the chief or deputy, Security Forces go after them. “To avoid further losses they are not designating the commander though some of them in the flock are locally called ameer,” he further added.

Chidambaram on April 3 said that Pakistan has enough evidence to detain 26/11 mastermind and Jama’at ud Dawa (JuD) chief Hafiz Muhammad Saeed, reports Zee News. “India had shared enough dossiers with Pakistan on JuD founder Hafiz Saeed’s anti-India activities”, Chidambaram said talking to reporters in New Delhi. UHM Chidambaram said that India had handed over a complete dossier on Saeed, including compact discs containing his anti-India speeches and sought his voice samples. “Pakistan had offered to give Saeed's voice sample to India but later reneged on the promise”, Chidambaram added. “There is enough material to detain and integrate him. We have consistently pressed for his arrest and interrogation. Pakistan was in denial mode”, Chidambaram said adding “Pakistan government is not doing its duty.”

Five Lashkar-e-Toiba (LeT) militants were killed in an encounter with the Security Forces (SFs) in the Kramhoora forest area of Handwara in Kupwara District on April 5, reports Daily Excelsior. Superintendent of Police (SP, Handwara), Choudery Aslam said that SFs launched a joint operation early in the morning in the Kramhoora forests. The SP said that during the operation militants fired upon the SFs resulting in a fierce encounter that lasted for several hours. The identity of the militants is being ascertained; he said adding that five AK rifles were recovered from the dead militants. The SP said that firing has stopped but the operation is going on and it may continue tomorrow (April 6, today) also as the SFs apprehend that there are few more militants in the area. The SP said that the five militants killed today were part of the same group which was killed on March 28. The SP said that these militants were operating from the forests at least for last one year. He said that SFs were planning operation against the militants operating in these dense forests for last few months. He said that around 15 LeT militants were still operating in the Rajwar forests that have dense vegetation and it gave ample cover to the militants.

General Officer Commanding (GOC) 15th Corps Lieutenant General S A Hasnain while interacting with the media at Handwara about the operation said: "We have eliminated 10 militants over the recent days and it has created a void among the militant ranks. There will be attempts from the other side during the coming months to fill it." He dismissed the report that the killed militants were infiltrators, saying they were active in the forest area. He said the group was probably in the area to receive infiltrators and guide them into the hinterland of Kashmir valley.

India has sent a formal request to Morocco for examination and recording of statement of Faiza Outalha, estranged wife of Pakistani-American terrorist David Headley, to get more evidence against him as well as Lashkar-e-Toiba (LeT) founder Hafiz Saeed, reports Daily Excelsior. The Letters Rogatory was sent to Indian Mission in Rabat, the Moroccan capital city, which was passed on to Moroccan Foreign and Cooperation Ministry requesting access to Outalha to record her statement, official sources said. The sources said Outalha could give crucial evidence in nailing the lies of Saeed, who has been attempting to throw a veil over his terror activities under the garb of being associated with humanitarian activities of Jamaat-ul-Dawa (JuD). The request was passed following approval of a plea of National Investigation Agency (NIA) for seeking cooperation of Moroccan authorities in recording her statement, which was also likely to be annexed with the production warrant for Headley to be sent soon as the special court of H S Sharma has sought his appearance on May 31.

NDTV reports that the Delhi Police told a court in New Delhi that a consignment of over INR 11.8 million fake Indian currency notes (FICN), seized by it in the month of January, had been sent from Pakistan at the behest of its intelligence agency and banned terror outfit Lashkar-e-Toiba (LeT) to destabilise the Indian economy. The Police made this claim in its charge sheet, filed in the court of Chief Metropolitan Magistrate Vinod Yadav and indicting five Indians, arrested along with the FICN consignment on January 12. The seizure of the counterfeit notes with a face value of over INR 11.8 million, concealed in 33 cloth bundles and loaded in two tempos, was made from near a godown at Dabri in West Delhi. The Police have named Zeeshan Khan, a resident of Dabri, Ash Mohammad of Uttar Pradesh, Ghulam Ahmed, Yakoob Ali and Mohd Rafiq from Jammu and Kashmir as accused. All of them are presently in judicial custody.

He was arrested by the Special Cell of Delhi Police in June12, 2007 from Azadpur Sabzi Mandi in north Delhi with 1.5 kilograms of RDX, a timer and two detonators. According to the prosecution, he had come to Delhi at the behest of LeT ‘commander’ Abu Alqama based in Pakistan occupied Kashmir (PoK). Prosecution had also alleged the explosives recovered from him were meant to cause bomb blasts in Delhi at the behest of the LeT commander and that Mukhtar was supposed to hand over the explosives to another LeT operative in Delhi before taking the bus to Lahore (Pakistan).

The report prepared by the Internal Security Wing to be submitted to the tribunal handling matters related with SIMI, headed by Justice V.K. Shali, says that though the Police had not come across incidents of secret meetings or training camps as had happened before 2008, several raids had yielded pamphlets and other materials. State Power Minister Aryadan Muhammad, on April 29, said that operatives of extremist organisations had been infiltrating into certain mainstream political parties. “These are very dangerous organisations,” he said. He further commented, “I can name these organisations. They are the NDF (presently Popular Front of India), SDPI… then SIMI… Most of these organisations come under the Jama’at-e-Islami,” he added. According to intelligence agencies, the preliminary plans of most of the Lashkar-e-Toiba (LeT) terror attacks carried out in Indian cities in 2008 were prepared at the SIMI camp held at Panayikkulam near Kochi (Kerala) on August 15, 2006. SIMI had also held a training camp at Vagamon hill resorts in Idukki District in December 2007 in preparation for terror strikes.
